The objective of the study was to evaluate the impact of the Call System of agricultural extension services in Korea. The respondents were satisfied on the speedy solution (74.5%), consultation (88.4%), and accessibility (79.7%) of the call system. However, satisfaction of farmers on in-depth consultation was higher (74.3%) than the satisfaction rated by the public servants of RDA (48.9%). Both groups replied positively (70.4%) on the need for expansion of the call system. The analyses of the results leads to a conclusion that there is a need to increase marketing on the importance of RDA's Call System to customers of agricultural extension and to improve accessibility through expansion of the system in other areas. These could solve the decreasing number of extension professionals and improve the quality and efficiency of extension services. These analyses may be useful as bases for a nationwide Call System that connects the center with other districts and for planning a renovation of information-oriented agricultural extension services. The issue that needs improvement is to abandon the grounds of agricultural technology information provider and respond to the customers' needs efficiently by building an established Call System which can minimize the side effect of the trends of reforming and downsizing the organization. It is needed to develop a unified management Call System of agricultural technology information that could provide real-time information, and database the results simultaneously for use as feedback to the Rural Development Programs. Related laws and policies need to be improved to establish a nationwide information network that maximizes the current network in agricultural regions to spread information, to provide institutional support, and to encourage development of training system and research and development by concerned institutes.

Linear size expanders have been studied in many fields for the practical use, which make it possible to connect large numbers of device chips in both parallel communication systems and parallel computers. One major limitation on the efficiency of parallel computer designs has been the highly cost of parallel communication between processors and memories. Linear order concentrators can be used to construct theoretically optimal interconnection network schemes. Existing explicitly defined constructions are based on expanders, which have large constant factors, thereby rendering them impractical for reasonable sized networks. For these objectives, we use the more detailed matching points in permutation functions, to find out the bigger expansion constant from an equation, $\mid\Gamma_x\mid\geq[1+d(1-\midX\mid/n)]\midX\mid$. This paper presents an improvement of expansion constant on constructing concentrators using expanders, which realizes the reduction of the size in a superconcentrator by a constant factor. As a result, this paper shows an explicit construction of (n, 5, $1-\sqrt{3/2}$) expander. Thus, superconcentrators with 209n edges can be obtained by applying to the expanders of Gabber and Galil's construction.

Star graph is a well-known interconnection network to further improve the network cost of Hypercube and has good properties such as node symmetry, maximal fault tolerance and strongly hierarchical property. In this study, we will suggest embedding scheme among star graph and pancake graph, bubblesort graph, which are variations of star graph. We will show that bubblesort graph can be embedded into pancake and star graph with dilation 3, expansion 1, respectively and pancake graph can be embedded into bubblesort graph with dilation cost O($n^2$). Additionally, we will show that star graph can be embedded into pancake graph with dilation 4, expansion 1. Also, with dilation cost O(n) we will prove that star graph can be embedded into bubblesort graph and pancake graph can be embedded into star graph.

Recently, heterogeneous networks consisting of small-cells on top of traditional macro-cellular network has attracted much attention, because traditional macro-cellular network is not suitable to support more demanding mobile data traffic due to its limitation of spatial reuse. However, due to the transmit power difference between macro- and small-cells, most users are associated with macro-cells rather than small-cells. To solve this problem, enhanced inter-cell interference coordination (eICIC) has been introduced. Particularly, in eICIC, the small-cell coverage is forcibly expanded to associate more users with small-cells. Then, to avoid cross-tier interference from macro-cells, these users are allowed to receive the data during almost blank subframe (ABS) in which macro-cells almost remain silent. However, this approach is not sufficient to balance the load between macro- and small-cells because it only expands the small-cell coverage. In this paper, we propose a load balance scheme improving proportional fairness for heterogeneous networks employing eICIC. In particular, the proposed scheme combines the greedy-based user association and the ABS rate determination in a recursive manner to perform the load balance.

Background: Citizen science is becoming a mainstream approach of baseline data collection to monitor biodiversity and climate change. Dragonflies (Odonata) have been ranked as the highest priority group in biodiversity monitoring for global warming. Ischnura senegalensis Rambur has been designated a biological indicator of climate change and is being monitored by the citizen science project "Korean Biodiversity Observation Network." This study has been performed to understand changes in the distribution range of I. senegalensis in response to climate change using citizen science data in South Korea. Results: We constructed a dataset of 397 distribution records for I. senegalensis, ranging from 1980 to 2020. The number of records sharply increased over time and space, and in particular, citizen science monitoring data accounted for the greatest proportion (58.7%) and covered the widest geographical range. This species was only distributed in the southern provinces until 2010 but was recorded in the higher latitudes such as Gangwon-do, Incheon, Seoul, and Gyeonggi-do (max. Paju-si, 37.70° latitude) by 2020. A species distribution model showed that the annual mean temperature (Bio1; 63.2%) and the maximum temperature of the warmest month (Bio5; 16.7%) were the most critical factors influencing its distribution. Future climate change scenarios have predicted an increase in suitable habitats for this species. Conclusions: This study is the first to show the northward expansion in the distribution range of I. senegalensis in response to climate warming in South Korea over the past 40 years. In particular, citizen science was crucial in supplying critical baseline data to detect the distribution change toward higher latitudes. Our results provide new insights on the value of citizen science as a tool for detecting the impact of climate change on ecosystems in South Korea.

Using a nonconforming mesh in enrichment methods results in several numerical issues induced by discontinuities and singularities found within the solution spaces, including the computational overhead during integration. In this study, we present a novel enrichment technique based on the selective expansion technique of moment fitting (Düster and Allix, 2020). In particular, two modifications are proposed to address the inefficiency during the integration process. First, a feedforward artificial neural network is introduced to correlate the implicit functions and integration moments. Through numerical examples, it is shown that the efficiency of the method is greatly improved when compared with existing expansion techniques, whereas the solution accuracy is maintained. Additionally, the finite element and domain representation grids are separated, which in turn improves the solution accuracy even for coarse mesh conditions.
Due to changes in the distribution system and increased demand for renewable energy, interest in technology to increase the limit capacity of distributed energy grid connection using grid flexible resources is also increasing. Recently, the distribution system system is changing due to the increase in distributed power from renewable energy, and as a result, problems with the limited capacity of the distribution system, such as waiting for renewable energy to connect and increased overload, are occurring. According to the power generation facility status report provided by the Korea Power Exchange, of the total power generation capacity of 134,020 MW as of 2021, power generation capacity through new and renewable energy facilities is 24,855 MW, accounting for approximately 19%, and among them, power generation through solar power accounts for a total portion of the total. It was analyzed that the proportion of solar power generation facilities was high, accounting for 75%. In the future, the proportion of new and renewable energy power generation facilities is expected to increase, and accordingly, an efficient operation plan for the distribution system is needed. Advanced country-type NWAs that can integrate the operation and management of load characteristics for each line of the distribution system, power distribution, regional characteristics, and economic feasibility of distributed power in order to improve distribution network use efficiency without expanding distribution facilities due to the expansion of renewable energy. An integrated operating system is needed. In this study, in order to improve the efficiency of distribution network use without expanding distribution facilities due to the expansion of renewable energy, we developed a method that can integrate the operation and management of load characteristics for each line of the distribution system, power distribution, regional characteristics, and economic feasibility of distributed power. We want to develop an integrated operation system for NWAs similar to that of advanced countries.

The existing information retrieval systems utilize thesaurus in order to search and retrieve the desired information even when the query is not accurate. However the cost for implementing and maintaining thesaurus is very high and it can not guarantee complete success of search/retrieval operation. Thus in this paper, Information Retrieval System using Keyword Network(KNetIRS) which was designed and implemented to solve these problem is introduced. Keyword Network composed of keywords which were extracted from documents. KNetIRS finds the appropriate documents by using the Keyword Network which is based on the concept of "inverted file". In addition, KNetIRS can carry out query expansion by using the Keyword Network Browser, and deal with the conjunction of "정보 검색", "정보", and "검색", by defining and implementing spilt function.

In this paper, we propose unmanned vehicle based tracking network (UVTN) architecture and algorithms which employ multiple autonomous unmanned ground vehicles (AUGV) to efficiently follow targets in a group. The goal of UVTN is to maximize the service coverage while tracking target nodes for monitoring or providing the network access. In order to achieve this goal, UVTN performs periodic expansion and contraction which results in optimized redistribution of AUGV's in the network. Also, enhanced algorithms such as fast contraction and longest first are also discussed to improve the performance of UVTN in terms of the average coverage ratio and traveled distance. Simulation results show that the proposed UVTN and enhanced algorithms can effectively track the moving target and provide the consistent coverage.

Current global construction market has grown at a dramatic expansion rate every year in connection with more market accessibility by foreign contractors. The market openness is largely due to globalization of world construction markets, rapid development of world-wide telecommunication technologies, the formation of collaborative acquisitions and joint ventures among contractors, development of regional Free Trade Blocks, and just name a few. This paper focuses on the formation of collaborative networks when expanding into new foreign markets. The social network analysis (SNA) is introduced to investigate a variety of the collaboration patterns and also their impacts on the performance. To this end, the collaboration cases of 600 international construction projects performed by Korean contractors since 1990 were collected and classified into firm's size, project types, collaboration modes, and performance levels using social network analysis. The results showed a direction in establishing business strategy associated with experienced or inexperienced contractors in international construction projects.
