In the case, the Committee for Promoting and Vitalizing Jungjeong-ro conducted negotiations from February, 2011 to December, 2011. This study proposes ways to establish systems which resolve problems during negotiation processes and frame concepts related to negotiation in the overall administrative systems. Firstly, setting up a negotiation management team within the provincial office and supporting it fully is needed. Secondly, there should be a process in which decisions made by the negotiation team become authoritative. Thirdly, for smooth negotiation processes, it is necessary to formulate ground rules and make negotiating parties obey them thoroughly. Fourthly, a negotiation clinic team should be established at the Jeju provincial government. Fifthly, there should be a negotiation school within the framework of human resources development. Sixthly, If officials do their negotiation jobs positively, a reward system should be established to give them adequate rewards. Lastly, concept of negotiation should take root in administration in general.

  • This study proposes a collaboration system framework on the web service in a supply chain to implement an efficient virtual supply chain and improve an ability to fulfill received orders over a supply chain. The system based on the framework proposed in this paper plays an important role for automatic order negotiation and placing/receiving an order noticed in web service by the main system. Furthermore, it can evaluate the fulfillment of received orders over a supply chain by using the transaction results from hierarchically related vendors and establish efficient manufacturing plans. In a word, this system is the automated system for creating manufacturing plans, placing and receiving orders. A little more important main function of this system is that it has a dynamic evaluation capability about fulfillment with received orders over a supply chain, and improves the evaluation method of fulfillment ability with received orders with related to direct dealing vendors, which is a main problem in existing system. As a result, this system is able to reduce the work load of the sales and purchasing materials, production control division, to manage accurate inventory promptly, to maintain the optimal inventory level by analyzing the information of fulfillment ability with received orders, and to enhance the level of service for customers.

The proposed model was made by comparing domestic regulations and procedures with foreign nations', and through interviews with experts and literatures survey. The summaries of this paper are as follows. The current promoter selection procedure was evaluated by reviewing relevant papers, regulations and existing model. Some obstructions which hinder PPI project activation were identified, those are inadequacy of promoter qualification and negotiation process, lack of communication between parties, etc. Some alternatives which remove major obstructions are embodied in the model. The suggested model is comprised of PQ(prequalification), two phased evaluation for the technical proposals which include alternate, communication meeting, etc. To manage the overall procedure well, an involvement of professional "project promoter selection team" would be highly recommended. They will participate in each evaluation stage with full activities, and provide government with some technical materials for selecting promoter as coordinator.

  • There is a growing interest in the technology transfer and commercialization both at home and abroad. Accordingly, this study looked at the concept of technology transfer and commercialization, identified the factors that should be taken into account in order to facilitate technology transfer and commercialization, and then performed a empirical analysis. As for the conventional technology transfer and commercialization, there was a tendency to limit its scope to the exploration, transfer and commercialization of technology itself. Here in this research, technology transfer and commercialization is defined the category to expand as various activities implemented in order to make sure that intellectual properties such as intangible technological developments, know-how, and knowledge are transferred between the relevant parties through a contract or negotiation, and the party to which the transfer is made can then further develop and exploit the technology into tangible products and other activities to obtain economic benefit out of that. In addition, the findings of the positive analysis of technology transfer and commercialization revealed that the focus of facilitating technology transfer has been on the technology itself, its management and securing efficiency of the systems and institutions involved in the technology transfer and commercialization. So there was lack of recognition as to the importance of financial support given to the phase of technology commercialization. This indicates that when it comes to the technology transfer and commercialization, quantitative performance has been the focus of interest such as patent application, registration, number of technology transfers, royalty, etc. So there was not enough understanding as to the issues of starting up a business, creating quality jobs through technology transfer and commercialization, which are directly related to the realization of the creative economy. In this regard, this research is expected to be used for the development for the future policies to boost technology transfer and commercialization as it suggests not only simply ensuring quantitative performance but also necessary to create the environment for the creation of the stable ecosystem for the parties involved in the technology transfer and commercialization and then to build circumstances in which creative economy can be realized.
