With petroleum being a major source of energy in Korea, the quantity of petroleum transported via ocean routes is on its way up due to increased consumption. Due to the increase, more than 300 cases of pollution caused by petroleum occur annually. Moreover, the number of oil-spill accidents is also on the rise. Causes of such accidents, not including the disposal of waste oil on purpose, turn out to be human error during navigation or defects in the vessels, showing that most accidents are caused by humans. Therefore, to prevent future oil spills, it is imperative that navigation efficiency be enhanced by improving the quality of navigators and replacing old vessels with newer ones. Nevertheless, such improvements cannot occur overnight, so long- and mid-term efforts should be made to achieve it institutionally. As large-scale oil-spill accidents can happen at anytime along the coastal waters of Korea, it is necessary to set-up institutional devices which go beyond the compensation limit of 92FC. The current special law regarding this issue has its limits in that it prescribes compensation be supplemented solely by national taxes. Therefore, the setting-up of a new 'national fund' is recommended for consideration rather than to subscribe to the '2003 Convention for the Supplementary Fund'. It is strongly suggested that a National fund be created from fees collected from oil companies based on the risks involved in oil transportation and according to the profiteers pay principle. In addition, a public fund should be created to handle general environmental damage, such as the large-scale destruction of the ecosystem, which is distinct from the economic damage that harms the local people. The posterior responses to the large-scale oil spill have always been unsatisfactory because of the symbolic nature of the disasters included in such accidents. Oil-spills can be prevented in advance, because they are caused by human beings. But once they occur, they inflict long-term damage to both human life and the natural ecosystem. Therefore, the best response to future oil-spills is to work to prevent them.
The estimation of pile bearing capacity is important since the design details are determined from the result. There are numerous ways of determining the pile design load, but only few of them are chosen in the actual design. According to the recent investigation in Korea, the formulas proposed by Meyerhof based on the SPT N values are most frequently chosen in the design stage. In the study, various static and dynamic formulas have been used in predicting the allowable bearing capacity of a pile. Further, the reliability of these formulas has been verified by comparing the perdicted values with the static and dynamic load test measurements. Also, in most cases, these methods of pile bearing capacity determination do not take the time effect consideration, the actual allowable load as determined from pile load test indicates severe deviation from the design value. The principle results of this study are summarized as follows : As a result of estimate the reliability in criterion of the Davisson method, t was showed that Terzaghi & Peck >Chin>Meyerhof > Modified Meyerhof method was the most reliable method for the prediction of bearing capacity. Comparisons of the various pile-driving formulas showed that Modified Engineering News was the most reliable method. However, a significant error happened between dynamic bearing capacity equation was judged that uncertainty of hammer efficiency, characteristics of variable, time effect etc... was not considered. As a result of considering time effect increased skin friction capacity higher than end bearing capacity. It was found out that it would be possible to increase the skin friction capacity 1.99 times higher than a driving. As a result of considering 7 day's time effect, it was obtained that Engineering news, Modified Engineering News, Hiley, Danish, Gates, CAPWAP(CAse Pile Wave Analysis Program) analysis for relation, repectively, $Q_{u(Restrike)} / Q_{u(EOID)} = 0.98t_{0.1}$ , $0.98t_{0.1}$, $1.17t_{0.1}$, $0.88t_{0.1}$, $0.89t_{0.1}$, $0.97t_{0.1}$.

Various full-scale radio location systems have been developed since ground-based radio navigation systems appeared during World War II, and more recently global positioning systems (GPS) have been widely used as a representative location system. In addition, radio location systems based on cellular systems are intensively being studied as cellular services become more and more popular. However, these studies have been focused mainly on macrocellular systems of which based stations are mutually synchronized. There has been no study about systems of which based stations are asynchronous. In this paper, we proposed two radio location algorithms in microcellular CDMA systems of which base stations are asychronous. The one is to estimate the position of a personal station at the center of rectangular shaped area which approximates the realistic common area. The other, as a method based on road map, is to first find candidate positions, the centers of roads pseudo-range-distant from the base station which the personal station belongs to and then is to estimate the position by monitoring the pilot signal strengths of neighboring base stations. We compare these two algorithms with three wide-spread algorithms through computer simulations and investigate interference effect on measuring pseudo ranges. The proposed algorithms require no recursive calculations and yield smaller position error than the existing algorithms because of less affection of non-line-of-signt propagation in microcellular environments.
In this study, we investigated the characteristic impedance and bandwidth of CPW3DCS (coplanar waveguide employing periodic 3D coupling structures), and examined its potential for the development of a marine radio communication FISoC (fully-integrated system on chip) semiconductor device. To extract bandwidth and characteristic impedance of the CPW3DC, we induced a measurement-based equation reflecting measured insertion loss, and compared the measured results of the propagation constant β and characteristic impedance with the measured ones. According to the results of the comparison, the calculated results show a good agreement with the measured ones. Concretely, the propagation constant β and characteristic impedance exhibited an maximum error of 3.9% and 6.4%, respectively. According to the results of this study, in a range of LT = 30 ~ 150 ㎛ for the length of periodic structures, the CPW3DC exhibited a passband characteristic of 121 GHz, and a very small dependency of characteristic impedance on frequency. We could realize a low impedance transmission line with a characteristic impedance lower than 20 Ω by using CPW3DCS with a line width of 20 ㎛, which was highly reduced, compared with a 3mm line width of conventional transmission line with the same impedance. The characteristic impedance was easily adjusted by changing LT. The above results indicate that the CPW3DC can be usefully used for the development of a wireless communication FISoC (fully-integrated system on chip) semiconductor device. This is the first report of a study on the bandwidth of the CPW3DC.

A text-based communication system has been developed with a communication function on AIS and display and input function on ECDIS as a way to complement voice communication. It features no linguistic error and is not affected by VHF restrictions on use and noise. The text communication system is designed to use messages for clear intentions and further improves convenience of users by using various UI through software. It works without additional hardware installation and modification and can transmit a sentence by selecting only via Message Banner Interface without keyboard input and furthermore has a advantage to enhance processing speed through its own message coding and decoding. It is determined as the most useful alternative to reduce language limitations and recognition errors of the user and solve the problem of various voice communications on VHF. In addition, it will help to prevent collisions between ships with decrease in VHF use, accurate communication and request of cooperation based on text at heavy traffic areas.

The purpose of this study is to develop unmanned equipment that can automatically move to the desired point and measure water quality at the correct depth. For this purpose, we constructed a water sampling lift and water sampling container, an unmanned vessel equipped with a VRS-GPS, an acoustic echo sounder, and a water quality sensor. Also, we developed an automatic navigation algorithm and program, an automatic water sampling program, and a water quality map generation program. As a result of the experiment in the detention pond, the unmanned vessel sailed along the planned route with an accuracy of about 93% within the error range of 3m. In addition, the water quality sensor installed in the lift was able to acquire the water quality of the target area in real time and transmit it to the server via wireless Internet, and it was possible to monitor the water quality of each site in real time. Through field experiments, the water sampling lift was able to control the desired length with an accuracy of about 94%. The stretch length accuracy experiment of the water sampling lift was impossible to measure directly in the water, so it was replaced land-based experiment. We also found some unstable problems due to the weight of the water sampling lift and the weight of the air compressor to operate the water container. Except these two problems, we accomplished purpose of this study. An automated water quality measurement method using an unmanned vessel can be used to measure the quality of water in a difficult to access area and to secure the safety of the worker.

Crew fatigue has been recognized as a major cause of maritime accidents. Systematic study on crew fatigue has a direct impact on the human factor, but the various measures being taken to prevent human error account for most of the causes of marine accidents situation are still insufficient. In this study, 128 people who have a variety of career and job types boarded the T/S Hanbada were analyzed the changes of fatigue during the 87-days a Maritime Silk Road Sailing Expedition. Crew fatigue was measured by period of time onboard classified as mental, physiological and physical changes through survey responses and individual interviews of nurses. Also, it was identified the fatigue factor through quantitative statistical analysis. As a result of repeated measures analysis of variance for the changes of fatigue in position and gender criteria in accordance with boarded period, the position-specific analysis was that Professor Rating group has appeared to feel more mental and physical fatigue than the student population. Also, the results of fatigability about the sex-specific analysis have been found that women feel more physical fatigue than men.

IMO (International Maritime Organization) has been providing GMDSS (Global Maritime Distress and Safety System) and mandating to install distress and safety systems according to SOLAS. Digital-HF(High-Frequency) coast station communication system maintains interoperability between ship and coast station and digital data exchange in maritime mobile service by digitizing existing analog base voice communication. In this paper, we analyze ITU-R M. 1798-1 established by ITU for digital HF communications and propose Advanced annex2 and new Annex 5 to improve the problems of the existing Annex 2 and Annex 4. The proposed OFDM protocol basically adopts ARQ (Automatic Retransmission Request) which retransmits when an error occurs in a half-duplex manner between an information transmitting side (ISS) and an information receiving side (IRS) and we propose a digital HF communication system and its operational concept which is more reliable and superior than the existing ITU-R M. 1798 by implementing technical development on implementation and performance improvement.
This study conducted an initialization test to decide dynamic position using AHRS IMU sensor, and derived attitude correction angles of vehicles against time through regression analysis. It was also found that the heading angle was stabilized with variation less than 1°after 60 seconds. Using these angles, this study carried out an experiment on the determination of dynamic position for each system in the open sky and in a semi-open sky. According to the results, in the open sky, DGPS alone systems were excellent in accuracy but poor in data acquisition, so the moving distance was around 12m. In DGPS/IMU combined system, accuracy and data acquisition were satisfactory and the moving distance was around 0.3m. In a semi-open sky, DGPS alone systems were excellent in accuracy in order of DGPS < FIMU < DGPS/IMU according to average and standard errors obtained with exclusion of places where data were not be obtained. The moving distance was the same as that in the open sky. For DGPS, when places where data were not obtainable were divided into Several block and they were compared, the maximum deviation from the trajectory was up to 41.5m in DGPS alone system, but it was less than 2.2m and average and standard errors were significantly improved in the combined system. When the navigation system was applied to surveys and the result was compared with position error 0.2mm under the guideline for digital map, it was possible to work on maps on a scale of up to 1 : 1,000.

In recent years, UAV Photogrammetry based on an ultra-light UAS(Unmanned Aerial System) installed with a low-cost compact navigation device and a camera has attracted great attention through fast and accurate acquirement of geo-spatial data. In particular, UAV Photogrammetry do gradually replace the traditional aerial photogrammetry because it is able to produce DEMs(Digital Elevation Models) and Orthophotos rapidly owing to large amounts of high resolution image collection by a low-cost camera and image processing software combined with computer vision technique. With these advantages, UAV-Photogrammetry has therefore been applying to a large scale mapping and cadastral surveying that require accurate position information. This paper presents experimental results of an accuracy performance test with images of 4cm GSD from a fixed wing UAS to demarcate parcel boundaries in agricultural area. Consequently, the accuracy of boundary point extracted from UAS orthoimage has shown less than 8cm compared with that of terrestrial cadastral surveying. This means that UAV images satisfy the tolerance limit of distance error in cadastral surveying for the scale of 1: 500. And also, the area deviation is negligible small, about 0.2%(3.3m2), against true area of 1,969m2 by cadastral surveying. UAV-Photogrammetry is therefore as a promising technology to demarcate parcel boundaries.
