An Empirical Study on the Cadets' Satisfaction about Shipboard Training (항해계열 실습생의 승선실습 교육 만족도에 관한 실증연구)

  • It is one of the most important factors Seafarers Ducation Quality Assurance and Management in Higher Maritime Educational Institution. The educational process and result of Higher Maritime Educational Institution should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers(STCW), 1978. Actually above-mentioned evaluation is deemed to make foundation in order to enhance the efficiency of shipboard education by surveying the satisfaction of shipboard training for nautical part cadets by the group. In this paper, we carried out the questionnaire survey to study satisfactory value and the reason of dissatisfaction of 113 cadets being trained on board the Training Ship in Maritime College of Korea Maritime University(K. M. U.). The results were calculated by frequency and percentage ; the significance of difference among Department groups like Maritime Transportation Science, Maritime Police and Ship Operating Systems Engineering was analysed by $X^2$ inspection. The major results of above analysis were as follows : First training chance for dadets was very little for being overflowed on board the training ship of the K. M. U. Second, special type of Training Ship HANBADA and HANNARA made the adaptability to merchant vessel's handling restricted. Third, cadets could not manage ratings directly, therefore the education in regard to seafaring management was limited to the theoretical instruction which leads to the low level of satisfaction. And lastly, low value of satisfaction for Drydocking Education in Shipyard was caused by cadet's leaving the Training Ship on account of the safety problems including ship and cadets.

Optimized Ballast Water Exchange Management for Bulk Carriers (벌크 화물선용 자동 밸러스트수 교환계획 시스템 개발)

  • Many port states, such as New Zealand, U.S.A., Australia, and Canada, have strict regulations to prevent arriving ships from discharging polluted ballast water that contains harmful aquatic organisms and pathogens. They are notified that transfer of polluted ballast water can cause serious injury to public health and damage to property and environment. For this reason, ballast exchange in deep sea is perceived as the most effective method of emptying ballast water. The ballast management plan contains the effective exchange method, ballast system, and safety considerations. In this study, we pursued both nautical engineering analysis and optimization of the algorithm, in order to generate the sequence of stability and rapidity. A heuristic algorithm was chosen on the basis of optimality and applicability to a sequential exchange problem. We have built an optimized algorithm for the automatic exchange of ballast water, by redefining core elements of the A$\ast$ algorithm, such as node, operator, and evaluation function. The final version of the optimized algorithm has been applied to existing bulk carrier, and the performance of the algorithm has been successfully verified.

A Study on the Microcomputer Aided port Design Simulation and its Application to the Third Stage Busan Port Development Project. (컴퓨터 시뮬레이션을 이용한 항만설계 및 부산항 3단계 개발 계획에 대한 응용에 관한 연구)

  • This work aims to introduce the concept of microcomputer aided port design simulation methodology including the analysis of the mathematical models to be implemented and apply it to the Third Stage Busan Part Development Project. In the Busan case study the size of the proposed turning basin of the new terminal together with the operational stra-tegies of berthing and unberthing was examined In addition the safety of ships' entry and exit through the projection new breakwaters was as-certained. From the application of simulation to the Busan project it was found that the proposed dredging area was not sufficiently wide enough for a modelled container ship to perform A type unberthing (in which the ship turns to port as she monoeuvres away from No.1 berth with the ass-istance of tuges) especially in a strong easterly wind., It is therefore recommended that Busan pilots should be advised to use B type unberthing strategy in which the ship goes astern from No.1 berth to the turning area in front of No.2 berth(where the ship turns 180 degrees clockwise) especially when the wind is very strong. It is also recommended that a sea buoy be placed outside the new breakwaters as this was found to im-prove the safety of ship manoeuvres through the breakwaters significant-ly. Another recommendation is that the Korean Hydrodynamic Office carry out a detailed survey of the currents in the water area near the new breakwaters. once they have been constructed. In addition it is to be recommended that a current meter be placed at the recommended sea buoy pardised by erroneous current information

Optimal Arrangement of Patrol Ships based on k-Means Clustering for Quick Response of Marine Accidents (해양사고 신속대응을 위한 k-평균 군집화 기반 경비함정 최적배치)

  • The position of existing patrol ships has been decided according to subjective judgments, not purely by any reasonable or scientific criteria, because of a lack of access to marine accident positions. In this study, the optimal location of patrol ships is quantitatively determined based on historical marine accident data. The study area used included the coastal sea of Pohang in South Korea. In this study, a k-means clustering algorithm was used to derive the location of patrol ships, and then a Voronoi diagram was used to divide the region around each patrol ship. As a result, the average navigation distance for patrol ships was improved by 4.4 nautical miles, and the average arrival time was improved by 13.2 minutes per marine accident. Moreover, if the locations of patrol ships need to be changed flexibly, it will be possible to optimally arrange limited resources using the technique developed in this study to ensure a fast rescue.

A Study on the Assessment of the Marine Traffic Safety through Construction of the Jeju New Harbor (제주신항의 해상교통안전성평가에 관한 연구)

  • In accordance with the development plans of Jeju for international free city, Jeju new harbor will be constructed cosidering supporting Jeju city as an international tour city, safe arrival and departure at the terminal of 80.000G/T cruise ship. In this study, we used a full-mission ship handling simulator adopting 80.000G/T cruise ship manoeuvered at the planned Juju international cruise terminal. Five masters who have had a long experience of shop maneuvering ware called to carry out the simulations of which No. 1 , Np. 2, and No.4 scenario of simulation were tried twice, completed the total of 10 times and No.3 scenario of simulation once, reached at the total of 5 time. The marine traffic safety was assessed in terms of 1) the closest point of approach(CPA) to breakwater and quay in the vicinty and the probability of crossing fairway limit, 2)subjective evaluation such as the mental burden and the maneuvering disfficulty of shiphanders and 3) the opinions of shiphandlers. From th result of this simulation, we have a conclusion that the 80.000G/T cruise ship can be maneuvered safely at the planned terminal.

Study on the Arrangement and Function of AtoN on Narrow Channels - Focused on the Cases of Narrow Channels on Southwestern Coast of Korea - (좁은 수로에 설치된 항로표지의 배치 및 기능에 관한 고찰 - 서남해안의 좁은 수로 사례를 중심으로 -)

  • AtoN is an acronym for aids to navigation that indicate the position or direction of navigable areas and obstructions. AtoN should be arranged in consideration of unfamiliar navigator's convenience when it is indicated as the limits of navigable areas. Several narrow channels exist on the SW coast of Korea owing to the geographical effect, and the lateral or cardinal marks by the IALA maritime buoyage system are arranged along the narrow channels. This is an actual case study that analyzed the AtoN's role for safety navigation after changes in the maritime traffic environment owing to aquarfarm's development on narrow channels in the Korean SW coast. The analysis results of 5 narrow channels indicated that certain marks did not function properly as lateral or cardinal marks owing to the aquarfarm's location on navigable areas. Therefore, the following were suggested to improve AtoN on narrow channels: changing the position of marks, installing aquafarm's marks, and expressing the aquafarm's position on the nautical chart.

A Study on algorithm of SCAMIN attribute for ENCs (전자해도 SCAMIN 속성 적용 알고리즘 개발 연구)

  • ENC(Electronic Navigational Chart) is an electronic chart including all kinds of information of nautical chart. Mariners have difficulty reading information because of clutter problem if display scale of ECDIS is lower than compilation scale of ENCs. IRO made SCAMIN improvement model included in S-65 Standard to settle this ENC clutter problem. This SCAMIN model includes both simple restriction that should satisfy some requirement and share geographic information, and hard restriction that should overlap with area object such as depth area, land area, dredge area. It also apply SCAMIN step of sounding value according to importance of safety navigation. In this paper, we analyzed the restrictions for SCAMIN model of S-65 Standard, developed algorithm and application to apply theses restrictions reasonably and mechanically. Also we applied this algorithm and application to Korea ENCs and evaluated the result of performance.

Efficient Anomaly Detection Through Confidence Interval Estimation Based on Time Series Analysis (시계열 분석 기반 신뢰구간 추정을 통한 효율적인 이상감지)

  • In this paper, we suggest a method of realtime confidence interval estimation to detect abnormal states of sensor data. For realtime confidence interval estimation, the mean square errors of the exponential smoothing method and moving average method, two of the time series analysis method, where compared, and the moving average method with less errors was applied. When the sensor data passes the bounds of the confidence interval estimation, the administrator is notified through alarming. As the suggested method is for realtime anomaly detection in a ship, an Android terminal was adopted for better communication between the wireless sensor network and users. For safe navigation, an administrator can make decisions promptly and accurately upon emergency situation in a ship by referring to the anomaly detection information through realtime confidence interval estimation.

Simulation for Forecasting the Location of Drifting Objects at Sea Using SARMAP (SARMAP을 이용한 해상표류물체 위치예측 시뮬레이션)

  • In order to forecast the location of drifting objects at sea around Mokpo, Korea, the simulations were conducted with the input data of natural factors such as direction and force of wind and tidal current using SARMAP which is one of useful simulation tools for search and rescue at sea. Comparing the observed data with the calculated data of tidal currents used in SARMAP, the calculated tidal currents of SARMAP were in good agreement with the observed tidal currents. With regard to the case of marine casualties which occurred at sea around Daeheuksan-Do in July, 2006, the difference between the location of drifting body simulated by SAR model of Mokpo District Coast Guard and the location simulated by SARMAP was found to be about 20 nautical miles.
