Nagoya protocol, alias ABS adopted in UN Convention on Biodiversity in 2010, has prompted governments in many countries to prepare strategic plans with regards to both the conservation of domestic bio-resources and the use of those with foreign origin. This study aims to evaluate the effectiveness of policy responses of Korean governments to ABS (Access and Benefit Sharing) and to make suggestions for a more integrative and efficient governance system for related ministries and institutions. Our analysis indicates that while most ministries have designated laws specifying various measures for the conservation of domestic bio-resources such as protected biological species or natural areas, just a couple of them have instituted measures governing the use of those resources and the benefit-sharing arising from it. We conclude that policy responses of Korean government are more focused on the conservation of bio-resources leaving the use of them ill-addressed. The study, thus, suggests that measures of 'bio-resource user country' be instituted in addition to those of 'bio-resource supplier country'. For instance, with regards to the use of bio-resources the roles and remits of related ministries had better be clarified and coordinated. The uncertainty over the explicit indication of 'place of origin' of bio-resources as a requirement of patent grant need to be cleared as well.
Korea's national park system resembles that of Japan in many ways. In this study, National park Systems of the two countries are compared from a standpoint of their historical backgrounds to be formed and in aspect of its conservation by the main revision of national park laws in perspective. In conclusion it was found out that Korea's toleration-based regulations on building park amenities have gradually neglected the park conservation effort, whereas Japan's authorization-oriented regulations have streng thened their emphasis on park conservation. From the comparison as above, the polices to be modified for Korean national park are proposed as follows: 1. National park system, which values diversity of species, is to be proposed. For this, the Article 8 which allows a development of National parks, Enforcement Ordinance Article 4, The Article 18 of Law, Enforcement Regulation Article 6 & 7 of National Park Law should be reviewed for deletion and revision. 2. On the basis of the laws, zoning system should be readjusted by discriminated conservation policy. Also, the readjustment of zoning system should be enforced after thorough analysis and research on the value of natural resources in the national park. 3. Korea should closely review the recently revised Japanese laws on the national parks and nature revitalization promotion for applying them to conservation policy of Korean national parks.

Rural areas dominates the country landscapes in size with less population and rich traditional heritages as well as natural landscapes. Rural community groves (RCG) and Dangsan groves have been established by community residents during a few hundred years, and most of them have been disturbed. Only a few RCGs and Dangsan groves remain for an extensive period with efforts from community residents. These remnant RCGs and Dangsan groves are highly evaluated representing Korean rural cultural landscapes. Sound understanding on the structure of the rural landscapes and their role on the rural community environment is required to provide an appropriate policy for managing rural landscapes. This study aims to understand the characteristics of RCGs and Dangsan groves in the cultural landscapes, to investigate policies and issues of the advanced countries on RCGs and Dangsan groves, and to overview domestic policies for rural landscapes. The study results showed that there is a close relationship between RCGs and main issues discussed in EU countries. Ministry of Agriculture & Forestry of Korea, Ministry of Environment and Rural Development Administration have to focus on the potential of RCGs and Dangsan groves for multi-functions of agricultural and rural areas, natural streams, rural amenity, direct subsidy for landscape preservation and rural tourism. Based on the findings, this study suggests that RCGs and Dangsan groves will provide benefits to develop rural-mountain-sea villages and to enhance country's landscapes as well as local landscapes.

The essential role of the Division of Earth Sciences(EAR) in the Directorate of Geoscience(GEO) of National Science Foundation of America(NSF) is to support basic research aimed at acquiring fundamental knowledge of the Earth system that can be directly applied to the United States' strategic needs. The 2011 Committee on New Research Opportunities in the Earth Sciences(NROES) of the National Academy of Sciences(NAS) identified specific areas of the basic earth science research scope of the EAR that were poised for rapid progress during the next decade. Quantified by interdisciplinary approaches, the Committee highlighted the following topics relating to the EAR Deep Earth Processes and Surface Earth Processes sections: (1) the early Earth; (2) thermochemical internal dynamics and volatile distribution; (3) faulting and deformation processes; (4) interactions among climate, the Earth surface processes, tectonics, and deep Earth processes; (5) co-evolution of life, environment, and climate; (6) coupled hydrogeomorphic-ecosystem response to natural and anthropogenic change; and (7) interactions of biogeochemical and water cycles in terrestrial environments. We also promote future research challenges such as the critical zone studies. In order to promote more active such a huge future research challenges, additional research support policies are needed.

IN urban areas, public outdoor recreation opportunities are limited, traditional funding sources are being eraded, and crowding as well as ecological damage appear inevitable, these developments may require new analysis on the prospective policy of park, with the evaluation of the trend of amenity resources and recreation values, 16 parks were taken as informants in Deagu city area, the data for this research were collected 2,942 samples by the on-site-interview. The abstracted results of amenity elements were revealed as institutions and resource types, the attraction of resources was about twice as much as that of institutions. The resources is to be classified into two items ; national resources and human resources. The former is about five times as mcuh atractive as the latter. The attraction of natural resources consists in the atmospheric factors(35%), the biological factors(28%), the topographical factors(19%), and the scenery factors(18%). While, the attraction of human resources consists in the cultural factors(54%), the social factors(46%). The attraction of the base institutions is very low. The attraction of the static institution is three times as much as that of that of the dynamic institution. The above tendency is a general trend in Daegu city. But when we are taking into consideration in datail, we find that there is great difference among the green tract of land of the park. When the amenity resources of one's destination was used for the value of recreation, the pattern of attraction variables as a physical characteristics could explain 58%. Based on those result, this study is a small but important guidence for decision makings concerning to the allocation of scarce amenity resources.

Water, energy, and food security already became a risk that threatens people around the world. Increasing of resources demand, rapid urbanization, decreasing of natural resources and climate change are four major problems inducing resources' scarcity. Indeed, water, energy, and food are interconnected each other thus cannot be analyzed separately. That is, for simple example, energy needs water as source for hydropower plant, water needs energy for distribution, and food needs water and energy for production, which is defined as W-E-F nexus. Due to their complicated linkage, it needs a computer model to simulate and analyze the nexus. Development of a computer simulation model using system dynamics approach makes this linkage possible to be visualized and quantified. System dynamics can be defined as an approach to learn the feedback connections of all elements in a complex system, which mean, every element's interaction is simulated simultaneously. Present W-E-F nexus models do not calculate and simulate the element's interaction simultaneously. Existing models only calculate the amount of water and energy resources that needed to provide food, water, or energy without any interaction from the product to resources. The new proposed model tries to cope these lacks by adding the interactions, climate change effect, and government policy to optimize the best options to maintain the resources sustainability. On this first phase of development, the model is developed only to learn and analyze the interaction between elements based on scenario of fulfilling the increasing of resources demand, due to population growth. The model is developed using the Vensim, well-known system dynamics model software. The results are amount of total water, energy, and food demand and production for a certain time period and it is evaluated to determine the sustainability of resources.

Education policy is a dynamic process featuring social development trends. The world countries have focused their education program on empowering the learners for future life and work. This paper aims to assess the higher education curriculum based on a survey of 280 students, employers, alumni, and lecturers in both social sciences and natural sciences in Ho Chi Minh City, Vietnam. The fuzzy decision-making method, namely the Fuzzy Extent Analysis Method (F-EAM), was applied to measure the relative weight of each parameter. Seven factors under the curriculum development have been put in the ranking. Input with emphasis on foreign language was the highest priority in curriculum development, given the expected demand of the labor market. Objective and learning outcome and teaching activities ranked second and third, respectively. The traditional triangle of teaching content, methodology, and evaluation and assessment are still proven their roles, but certain modifications have been defined in the advanced curriculum. Teaching facilities had the least weight among the seven dimensions of curriculum development. The findings are helpful for education managers to efficiently allocate scarce resources to reform the curriculum to bridge the undergraduate quality gap between labor supply and demand, meeting the dynamic trends of social development.
Recent years have witnessed renewed interest in Africa and public diplomacy has emerged as the vital tool being used to cultivate these relations. China has been leading in pursuing stronger economic partnership with Africa while middle powers such as Korea are also intensifying engagement with the continent. While previous studies have analyzed the implications of China's activities in Africa on advanced powers, none has examined them from the paradigm of middle powers. This study fills this gap by assessing China's activities in Africa, their economic engagement and implications for Korea's interest in Africa. The analysis is qualitative based on secondary data from various sources and literature. The study shows that China's public diplomacy strategy involves a high degree of innovation and has evolved to encompass new tools and audiences. China has institutionalized a cooperative model that permeates many aspects of governance institutions in Africa, enabling it to strengthen their relations. This could also be helping China to adjust faster leadership transitions in Africa. Whereas the US is still the most influential country in Africa, China is influential in economic policies and has outstripped the US in infrastructure diplomacy. This could be because African policy makers align more with China's economic model than the US' mainstream economics. Chinese aid to Africa has been diversified to social sectors that are more responsive to the needs of Africa. Trade and investment relations between China and Africa have deepened, but so does trade imbalance since 2010. China mainly imports natural resources and raw materials from Africa. But this product portfolio is not different from Korea and the US. China's energetic insertion in Africa using various strategies has significant implications for countries with ambitions in Africa. Korea can achieve its ambitions in Africa by focusing resources in areas it can leverage its core strengths-such as education and vocational training, environmental policy and development cooperation.
These days, environmental policies have changed from being command and control systems toward economic incentive systems, with various incentives having been established by OECD countries. In Korea, many environmental charges have been established in order to diminish activities which damage natural resources. Among them, the Ecosystem Conservation Cooperation Charge and the Replacement Charge for Forest Resources Creation are considered to be representative environmental charges. These charges, along with a few others, were designed to encourage efforts to protect natural resources. The charges include a number of different features, utilize varying methods, and altered ranges of jurisdiction. However, the charges may pose serious inequity problems in terms of their estimated values and their conditions of reduction and exemption. For instance, although the Ecosystem Conservation Cooperation Charge is a primary charge applied to natural resource damage, the charge does not fully secure its original objectives due to its low levy and limited range of provisions. Moreover, the Replacement Charge for Forest Resources Creation has been criticized because of similar reduction and exemption provisions. Therefore, this study analyzes the inequity problems associated with the charges and proposes solutions. First of all, the Ecosystem Conservation Cooperation Charge should be redesigned in such a way that it reflects the substantial value of natural resource damage through either abrogate or increased maximum limits of the charge. With regard to the Replacement Charge for Forest Resources Creation, the cases and ranges of reduction and exemption provisions should be narrowed. Finally, the charges collected should be expended in conformity with their original objectives, and their expenditure should be restricted to either restoration activities or activities directly related to compensation and mitigation of damaged natural resources.

An exploratory study was conducted in Juri Forest Range-2, a proposed biodiversity conservation area of Bangladesh to explore the present growing stock of tree, regeneration condition and status of non-timber forest products (NTFPs). This conservation area contains both natural and artificial plantation was selected by using multistage random sampling method. For determination of plot size and sampling methods, the quadrate size ($10m{\times}10m$) for tree stock measurement, ($2m{\times}2m$) for regeneration survey, ($20m{\times}20m$) for NTFPs survey was determined. Regarding tree stock survey, 14 species under eight families were found where Tectona grandis shows average number of stem/ha was 624 and basal area/ha was (10.36 $m^2/ha$) followed by Acacia auriculiformis (0.2 $m^2/ha$ and 637 stem/ha), Gmelina arborea (0.2 $m^2/ha$ and 600 stem/ha). In regeneration survey, 14 species were found belonging to 9 families where Alstonia scholaris shows highest (3,750) seedling per hectare. Regarding NTFPs, bamboo and cane are the most common resources. In last ten years, the total timber output was 1,28,596.14 cubic feet and total amount of revenue was 4,64,434 US$. The vacant area is 1,335.5 acre which contains 14% of total area. If this vacant area is planted with suitable species and take proper steps for appropriate management of this species it will be a good biologically diversified area.
