자연자산의 가치를 반영한 생태계보전협력금 제도 개선 방안 - 산림지역을 중심으로 - (Improvement of Cooperation Charge on Conservation of Ecosystem Reflected Natural Capitals Valuation - Focused on Forest Area -)

  • In Korea, a cooperation charge on conservation of ecosystem is imposed to prevent indiscriminate development. The total amount of this charge is determined by multiplying the size of the destroyed area by a value per unit area and the area index within 5 billion won. Since 2001, the charge per unit area has been determined to be $250won/m^2$. In this study, we estimated the unit value of ecosystem services per year using benefit transfer method, with a focus on forest resources. According to our results, forest resources have a value of about $3,500won/m^2$ per year. When the non-use value is subtracted, that figure becomes approximately $1,300won/m^2$. If this value incorporates the unit value of the cooperation charge on conservation of ecosystem, it will increase. To comply with the original intent of the cooperation charge on conservation of ecosystem, the fund must be used to improve ecosystem services, including the restoration of a destroyed area or the purchase of new land.

농업환경의 개념에 관한 법률적 논의 현황과 문제점 분석 (The Use of Agri-environment Concept in the Legislation and the Improvements in South Korea)

  • This study analyses the use of agri-environment concept in South Korean laws and tries to identify the limitations and improvements. The agri-environment has been used in the EU agricultural policy since the mid 1980s, and now became the most important policy in the rural development policy. It has been regarded as a concept explaining the various factors for agricultural production. However, the EU defines it as results of agricultural production which includes not only environmental and natural features but also social and historical resources in rural areas. This definition has played a key role in the 2013 reform of the CAP. Because many developed countries are implementing the agri-environmental policy, South Korea needs to introduce it soon. In doing so, this research explores how the current South Korean laws are dealing with the relationship between agriculture and environment. It reviews 34 laws in total and finds out neither act applying the concept of agri-environment, nor recognizing the role of agricultural production in biological and environmental conservation. Nevertheless, this research identifies that some acts could be a basis for introducing agri-environmental policy in South Korea if they may complement the interrelationship between the agricultural production and conservation of rural resources.

국가유산 체계전환 및 전통조경 법제화의 함의 (Implications of the Transition into National Heritage System and the Enactment of Traditional Landscape Architecture)

  • 우리나라의 문화재보호법이 도입된 지 60년 만에 재화 개념의 문화재 체제에서 무형유산과 문화유산 및 자연유산을 비롯한 유산(遺産), 즉 국제적 기준의 Heritage 개념이 적용된 국가유산 체계로 기구가 전환되었다. 이에 따라 국가유산기본법이 제정되었고, 하위 분류에 맞춰 '문화유산법', '자연유산법', '무형유산법'이 제정 또는 개정되었다. 신규 제정된 '자연유산법'에서는 자연유산의 정의를 자연물 또는 사람과 자연의 상호작용으로 조성된 문화유산으로 정의하고, 그 세부 분류를 기존 동물, 식물, 지질, 천연보호구역, 자연경관, 역사문화경관, 복합경관으로 구분하였다. 더불어, 인위적 경관을 조성하는 행위를 전통조경으로 정의하고 새로운 활성화 정책을 담아냈다. 새롭게 정립된 전통조경의 개념으로 기존 업무와 관행의 변경도 요구되고 있으며, 가치 보존 중심의 행정 패러다임을 구축하는 데 있어 전통조경이 가지는 기여도와 위상은 더욱 높아지리라 짐작된다. 이러한 일련의 정책들이 효과를 나타내기 위해서는 기존의 방식을 탈피하여 정부와 전통조경 전문가 및 소유주가 협업하는 적극적 방식의 도입을 통한 전통조경의 가치 보존을 위한 방안이 요구되고 있다.

도시계획 수립에 있어 도시생태현황지도 활용방안 연구 - 용도지역과 시가화예정용지를 중심으로 - (A Study on the Utilization of Biotope Map in Urban Planning - Focusing on the land use designation and planned urbanized area -)

  • In South Korea, there is a growing domestic need for a biotope map which contains ecological and environmental geographic information of a city. After the production of a Urban Ecological Maps(biotope map) by the Seoul metropolitan government in 2000, Natural Environment Conservation Act was revised in 2017 to make it mandatory for a local government to draw up its own urban ecological map. The aim of the present study was to find out ways to utilize an urban ecological map as a mean of communication between natural environment planning and urban planning sectors in a preliminary stage before introducing a big framework of 'environmental and ecological planning.' The northern area of Incheon metropolitan city was selected as the target area for this study. The major research content includes a comparative analysis of special-purpose zones, urban planning zones, restricted development zones, and conservation forests with focus on biotope types and Grades 1 of 'Biotope Type Assessment.' Farmland biotopes and forest biotopes within an area designated as an urban zone (residential, commercial and industrial zones) need to be redesignated as a zone which can conserve them. Especially considering a high possibility of damage to a large scale of natural green areas, these areas need to be readjusted immediately. If the entire area designated as an urban planning zone is to be developed, it is likely to cause serious damage to natural biotopes in the area (56.2%), including farmland biotope (30.4%), forest biotope (15.0%) and grassland biotope (10.8%), and thus, readjustment is needed. In case of a conservation forest, as it can possibly be damaged by the designation of special-purpose zones, it is necessary to match the designation of conservation forests or a special-purpose zones with their biotope types. In conclusion, we present a variety of thematic maps for utilization of an urban ecological map and propose a phase-specific environmental and ecological plan. Phase 1 is the establishment of a urban plan in consideration of ecological status; Phase 2 is the independent establishment of an environmental and ecological plan by an environment department; Phase 3 is an integrated management of ecological planning system and urban planning system.

일본의 국립공원 경관관리를 위한 시설물정비에 관한 법제도적 특성 (A Characteristics of the Existing Legal System for Landscape Management of National Park Failities in Japan)

  • 본 연구는 일본 국립공원의 경관관리를 위한 법제적 내용특성 중 공원시설물을 위주로 정리한 것이다. 이를 위해서 전국적 기준인 일본의 자연공원법규의 내용을 경관관리 측면에서 정리한 후. 아소. 쿠쥬 국립공원을 대상으로 공원계획서의 내용을 정리하여 전국적 기준과 지역적 관리기준의 차이를 파악하면서 국내범규와 차이점을 검토하였다. 그 결과 일본의 자연공원법규 중 우리 나라와 차이가 있는 공용제한의 내용과 공원계획의 내용 및 공원시설물의 차이를 파악하였고, 공원 내 각종행위에 관한 심사기준이 법제화되어 있음이 조사되었다. 한편, 일본의 경우에 있어서 법적인 근거는 없으나 집단시설지구에서의 이용허가 및 규제내용을 제시하기 위해 국립공원관리소장이 작성하는 관리계획은 보호, 유지할 지역의 경관자원을 명확히 하면서 각종 시설물의 건설행위에 대해 그 규모, 위치, 색채, 디자인 관련 사항 등에 관하여 관리지침을 작성하여 운영하고 있는 실체를 파악할 수 있었다.

한국에서 올빼미 번식기 추적 조사 및 서식지 연구-첫 추적조사 사례 (Longitudinal Survey of Strix aluco During Breeding Season and Their Habitat in Korea -The First Reported Case Study)

  • 본 연구에서는 우리나라에 번식하는 올빼미의 실질적인 행동권 파악을 통해 멸종위기야생동물 II급 올빼미의 생태적 특성을 규명하여 올빼미 개체군을 보호하고 보전하며 관리하는데 필요한 자료를 제공하고자 '자연환경보전법'에 따라 시행하고 있는 제 4차 전국자연환경조사의 일환으로 2016년 4월 14일~5월 20일까지 번식기 육추시기에 약 한달 간 진행했다. 그 결과 경북 일대에서 전장(Total Length) 423.5mm와 무게 550g의 암컷 1개체를 포획하였고 우리나라 최초로 추적에 성공했으며 직접관찰과 위성추적 관찰 좌표 6지점을 획득 하였다. 가장 먼 지점의 거리는 둥지로부터 93m의 이격 거리였다. 그리고 육추시기에 약 100m 반경에 대한 서식지 분석결과 밭 34.2%, 혼효림 30.6%, 과수원 10.5%, 자연초지 9.4% 순의로 토지피복도 우점 순위가 나타났다. 이는 이전의 연구결과와 매우 유사한 결과로 향후 수컷 또는 다른 개체들에 대한 추적조사를 바탕으로 추가 연구가 이루어져 멸종위기야생동물 II급 올빼미의 보호와 보전하는데 기초자료로서 활용을 기대한다.

비시가화지역의 경관친화적 계획 유도를 위한 지구단위계획 관련 제도 개선방안 연구 (A Study on Improvement Measures Related to District Unit Planning to Induce Landscape-Friendly Planning in Non-Urban Areas)

  • In this study, in order to induce landscape-friendly various development plans established at the district level, the contents of landscape plans appearing in domestic laws and systems and related previous studies are reviewed and comparative analysis is performed to advance the district-level landscape plan. The main focus was to explore the institutional methodology for this. The summary of the research results is as follows. First of all, as a result of analysis of the landscape plan content prescribed in the National Territory Planning Act and the enforcement decree of the same Act, the landscape plan content for natural elements and the landscape plan content for artifacts appeared mixed. Next, looking at the analysis results of the landscape plan contents in the Landscape Act, the Enforcement Decree of the same Act, and the landscape plan establishment guidelines, it is analyzed that the content mainly intended to improve the artificial landscape in terms of aesthetics, such as color, lighting, and buildings. Became. As a result of analysis of the landscape plan contents in the district unit plan establishment guidelines, it was found that the contents of the landscape plan for the skyline, night view, color, advertisements, and viewpoints were presented. As a result of the analysis of the landscape plan contents in the preceding study, the plan contents for ecological, recreational, and micro-visual aspects were revealed, and all three aspects aim to establish a landscape plan within the range of minimizing damage to nature. there was. Appeared to be. The results of this study are considered to be able to induce more landscape and nature-friendly district unit plans being conducted at the district level.

축산단지 비점오염물질 저감을 위한 자유수면형 인공습지 적용 (Application of Free Water Surface Constructed Wetland for NPS Control in Livestock Watershed Area)

  • 금강수계의 논산 양지리에 위치한 인공습지는 축산폐수처리시설에서 방류되는 처리수의 추가처리와 함께 강우시 유역에서 유출되는 비점오염물질을 처리하기 위하여 설치되었다. 본 시설은 2008년 설치된 이후부터 시설검증을 위한 모니터링을 수행중에 있으며 본 연구결과는 시설의 설치 직후로부터 1년간의 모니터링 결과를 정리한 것이다. 모니터링 결과, 평균 오염물질 저감효율은 TSS가 86%, BOD가 60%, TN은 45%, TP의 경우 70%로 산정되었다. 대부분의 모니터링에서 입자상 물질과 인의 평균 저감효율이 60% 이상의 높은 저감효율을 보이는 반면 질소의 경우 축산폐수의 높은 질소농도에 비해 낮은 유기물 농도에 의하여 낮은 저감효율을 나타내는 것으로 분석되었다. 따라서 유출수내 질소제거능 향상을 위해서는 긴 수리학적 체류시간 및 추가적 DO공급이 필요한 것으로 평가되었다.

전략환경영향평가 및 환경영향평가 사업에서의 생태면적률 적용 현황 및 한계점 분석 (Analysis of the Status and Limitation of the Biotope Area Ratio on Strategic Environmental Impact Assessment and Environmental Impact Assessment)

  • To improve the ecological function of urban areas, the guideline for applying the Biotope Area Ratio to the Environmental Impact Assessment (EIA) was developed in 2005 and modified in the July, 2017. This study investigates whether the guideline has been actually practiced in the real world by searching reports including 648 cases of the Strategic Environmental Impact Assessment (SEIA) and 471 cases of the EIA. The results show that the 38% of SEIA and the 43% of EIA include sections about Biotope Area Ratio, and the 15% of SEIA and the 25 % of EIA are satisfied the threshold of the Biotope Area Ratio suggested by the guideline. The statistical analysis results show that this low level of practice was not improved through the modification of the guideline in 2017. This is because the guideline is forcibleness, its explanation is unclear, and stockholders' understanding of it lacks. In addition, lack of tracking management on SEIA and EIA also contributes to the low level of practice of the guideline. To promote the practice, the efforts to legislate and publicize the guideline are required.

A Study on the Introduction of Zoning in Biosphere Reserves: Focusing on the Laws Related Protected Areas

  • Background and objective: A biosphere reserve is a complex concept that combines the preservation of biodiversity and the sustainable development with the region, outstanding ecosystems with worth conserving in worldwide. The purpose of this study is to suggest the way of zoning that can perform the functions of conservation, development, and logistics support of biosphere reserves. Methods: To meet the purpose of this study, the designation criteria, restrictions, and permissions of the protected area specified in the law for domestic protected areas were reviewed to classify the functions of a biosphere reserve. Results: Through this classification, 10 domestic protected areas with high ecological protection value, such as the natural beauty of the ecosystem, biodiversity, and habitats for wild animals and plants were derived as the core areas of the biosphere reserves. Also, a total of 21 protected zones that can function as a buffer to protect the core of the natural ecosystem from indiscriminate development such as resource protection, recovery, pollution prevention, and improvement were derived as appropriate sites for a buffer. In the review process, issues such as different behavioral restrictions and ranges of permission due to the application of different laws were identified, if two or more protected areas exist within one of the protected areas, there is a protected area that does not meet the criteria for designating use zone, or where behavior restrictions do not meet the zoning criteria of biosphere reserve, under the laws of domestic protected areas. Conclusion: Although this study was not able to carefully review most of the laws on domestic protected areas that are linked to other laws, it was able to categorize appropriate domestic protected areas that can act as the core and buffer zones of biosphere reserves.
