A Study on the Professional Consciousness of Crew based on the Characteristics of Demography and On-board Working (선원 개인적 특성과 승선근무 특성에 따른 선원직업의식에 관한 연구)

  • This study examined the significance of the crew's professional consciousness and sought to clarify the differences in the professional consciousness of crew by considering biographical characteristics of the crew and onboard working situations, which were expected to influence the professional consciousness of crew. The empirical analysis showed the crew's individual characteristics such as age, marital status, position in ship organization and nationality significantly influenced professional consciousness. The comparison in the differences of professional consciousness level among crew's nationalities showed that the professional consciousness of Filipino crew was the highest, and in the descending order of Indonesia, Myanmar, Chinese, and South Korea. The analysis results of other variables of on-board working characteristics showed that as crew's satisfaction of welfare increased, crew's professional consciousness increased, whereas the feeling of isolation from home and society had a statistically significant negative (-) impact on crew's professional consciousness. Furthermore, the analysis of multinational crew manning characteristics stated that cross-cultural acceptance did not have a statistically significant impact on the crew's professional consciousness, while cross-cultural adaptability had a statistically significant impact. This study emphasize the importance of the crew's professional consciousness and suggest how to enhance it, which allows crew to continue their career with the charm and pride of their profession.

A Study on the Legal Status of Fishing Vessels (실정법상(實定法上) 어선(漁船)의 지위(地位)에 관한 고찰(考察))

  • The fishing vessels operation is a kind of maritime profit-making activities, which are complicatedly integrated by the basic and supplemental fishing activities with navigation. The Fishing Vessels Act of Korea defines the character of fishing vessels and gives a legal status to them, and this Act itself is linked with the allied public laws including the Ships Act of Korea. For this reason, the legal status of fishing vessels as Korean flagged ships by the public law is analogous to the general commercial vessels. And the specific character of ownership of the fishing vessels by the Korean Maritime-Commercial Act as a privated law is analogous to the general commercial vessels, nevertheless the Chapter 4(Carriage of goods) and the Chapter 5(General average) of this Act do not apply to the fishing vessels except the fish carriers. A fishing vessel possesses the legal status as a Korean flagged ship by having it registered and putting it on record under the provision of national law, however the principle of genuine link is an important factor for acquisition of nationality. Especially, the basic rules by the Law of the Sea those are attended with the distant-water fishing vessels operation at the overseas fishing ground are summarized as follows ; Firstly, the rights of navigation and fishing activities on the high seas are fundamentally recognized to all states, but the freedom is restricted according to the international legal order aiming at protection of reasonable interests of other states and conservation of the living resources and marine environment. Secondly, in the EEZ or EFZ the freedom of navigation is recognized, but fishing activities are exclusively ruled by the national law of the coastal state. Thirdly, foreign fishing activities are prohibited but the right of innocent passage is recognized in the territorial sea, while both activities are prohibited in the internal waters of the coastal state.

A Study on Situations and Response Methods for Pirate Incidents in the Seas Southwest of the Philippines (필리핀 남서부 해적사고 현황과 대응방안 연구)

  • Recently, pirate incidents involving passing ships have been continuously occurring in the seas southwest of the Philippines, the Sulu Sea and the Celebes Sea. Pirates in these areas are members of the "Abu Sayyaf Group", which consists of Islamic armed rebels. They have abducted and confined 59 ship crews over the last 13 months to obtain money for group operations. The activities of these pirates, abducting and killing crews, have became a significant threat for marine security in the Sulu and Celebes Seas and for logistic activities in Asia. This study examines and analyzes 22 recent incidents in terms of ships gross tonnage, kind, nationality, incident time, location, etc. The identity of the Abu Sayyaf Group, which has been committing this piracy and represents the de facto power behind the actors responsible, is also unpacked, along with current challenges to resolving these conflicts. Finally, responses passing ships, shipping companies, related countries and the international community should make are proposed.

Study on the Goryeo Sea Route by Seogeung and Aids to Navigation Facility of Goryeo Fire Signal (서긍의 고려항로와 고려 봉수의 항로표지 기능에 관한 연구)

  • Seonhwa Bongsa Goryeodogyeong written by Seogeung of Song nationality is the most vivid record of sailing in the West Sea of Goryeo. Seogeung who visited Goryeo on a ship sailed from Heuksando to Byeokrando using a fire signal of the islands area. Fire signal was installed in the Goryeo area, was located nearby the sea route at that time, and was marked by smoke during the day and torched at night so that the navigators could identify it 24 hours. In addition, it was installed at the top of the mountain so that the navigators could easily identify it from a distance. Goryeo fire signal is satisfied by qualification of modern aids to navigation and Visual range is checked about 29-39 miles, Luminous intensity of fire signal estimates to approximately 9,105-168,610cd. Therefore, the fire signal of Goryeo was very easy to use and was highly reliable as operated by the nation and its role in aiding navigations facility as an essential for safe navigation.

Sexism in Moetic Game Azur Lane - Female Character Exposure and Nationality Stereotype in Character's Attire (모에화 게임 벽람항로에 나타난 섹시즘 - 여성 캐릭터 노출도 및 의상에 나타난 국가별 고정관념)

  • In recent years, Japanese style Chinese Moe-tic Ship personification games have enjoyed success in Korean game market - starting from 'Girl's Frontier' in 2017 to recent 'Azur Lane' in 2018. Their 'all female' characters have overly sexual appearance thus young male adults/adolescents are main consumers of the genre. In this paper, we investigate all 300+ character skins of the game 'Azur Lane' on how much their character illustrates have sexual exposure of the female body for the sexism and how their standard attire have different patterns with respect to the affiliated nationalities. We report that the sexual exposure is highly related to the payable skins including swim suits and there exists some sexual stereotype in characters' attire. Japanese and Chinese characters emphasize their traditional Chipao and Kimono. Japanese also wore school uniforms. German characters wore uniforms the most and many British characters wore maiden uniform. Although this game is classified as adult game, its overly sexualized female characters are harmful for young adults to cause sexual objectification of females.

A basic study on the introduction of safety management system for the deep-sea fishing vessel in Korea (원양어선 안전관리체제 도입에 관한 기초 연구)

  • The analysis on the international safety management code (ISM Code) and case of foreign national safety management for fishing vessel was conducted to serve as a basic data on the introduction of safety management system (SMS) for a deep-sea fishing vessel in Korea. As a result, Maritime New Zealand (MNZ) has managed operations of SMS in the maritime rules according to the Maritime Transport Act since 1994. MNZ underwent a safe ship management (SSM), which includes elements applied to shipping companies, ship and verification of the ISM Code for ships, except ISM Code application since 1998. In 2014 the introduction of the advanced maritime operator safety system (MOSS) superior to the SSM by MNZ was promoted actively switch and enforcement. Meanwhile, the safe operation manual of Japanese fishing vessel includes large part of the contents of the ISM Code, and voluntary implementation to fit the realities of the fishing vessel. The law application of SMS for a deep-sea fishing vessel after the newly establishment of the Ocean Industry Development Act to SMS would be advantageous to the schematic management, supervision, maintenance and application and, in 2016 from the implementation of maritime safety supervisor for a deep-sea fishing vessel that the management and supervision through the fishing vessel will be the efficient operation. The configuration of the safety management system in a deep-sea fishing vessel should be included as an element of ISM Code. The introduction of such a system is gradually applicable, such as nationality overseas vessel case study of the ISM Code, and vessels that are excluded from the application will be implemented as autonomous as Japan. The results are expected to contribute to sustainable development in the ocean industry safety culture spread throughout the ocean industry through the enhancement of safety fishing competency and safety management responsibility of fisher.

A Study on Collection and Usage of Panel Data on On-board Job Taking and Separation of Korean Seafarers (한국선원의 승선과 이직에 대한 패널자료 구축과 활용방안)

  • Seafarers are an essential resource in maritime industries, which provide navigation skills, vessel maneuvering skills and fishing skills in the fishery industry. They also work as a driving force in pilotage, port operation, vessel traffic service, and marine safety. Other areas in maritime services, which rely on seafarer include safety management of ships, supervisory activities, and maritime accident assessment. In these ways, Korean seafarers have contributed to the growth of Korean economy. However, there have been issues of high separation rate, shortage of supply, multi-nationality, multiplicity of culture caused by employment of foreign seafarers, and aging. The present paper finds that maritime officers and fishery officers demonstrate differences in the statistics of on-board job taking and separation: the separation rate of fishery officers is higher than that of maritime officers. The existing data and statistics by the Korea Seafarer's Welfare & Employment Center could be improved by changing its structure from time series to panel data. The Korea Seafarer's Welfare & Employment Center is the ideal institution for collecting the panel data, as it has already accumulated and published relevant statistics regarding seafarer. The basic design method of the panel data is to adopt and improve it by including the information on ratings of maritime and fishery industries, ranks in a ship, personal information, family life, and career goal. Panel data are useful in short- and long-term forecasts of supply of Korean seafarers; demand evaluation of education, training, and reeducation of the seafarers; demographical dynamic analysis on Korean seafarers; inducement policy of long-term on board job taking in harmony with man-power demands in marine industries such as pilotage service; implementation of job attractiveness policy on Korean seafarers; and employment stabilization of Korean seafarers.
