A Study on the Current Condition and the Improvement of Digital Literacy Education (디지털 정보활용교육 운영실태 및 개선방안 연구)

  • This study aims to investigate the current state of digital literacy education in Korean public libraries and suggest improvements. The education programs were analyzed, which are offered in the National Library of Korea and related social and educational institutions, in order to explore the digital literacy education program required for public libraries. An interview was conducted with 38 librarians of the regional central libraries. Respondents reported that a cooperative program for digital literacy education with national library is essential, due to the lack of the budget and digital literacy resources. Based on the analysis, a model of the National Digital Library Information Literacy Education and the cooperative programs for digital literacy education were proposed.

A Study on Information Services of National Museum Libraries (국립박물관 자료실의 정보서비스에 관한 연구)

  • As the use and expectations toward the specialized library have increased, the importance of information services in special fields has become more emphasized than before. In this context, the role and functions of the museum libraries have been more highlighted as the museum has been more frequently used and become popular. In that, this study builds a theoretical background of the information services of national museum libraries, examines their webpages, and analyzes survey results conducted for national museum libraries. By so doing, this study intends to point out issues based upon the analysis and to suggest some recommendations for more effective information services of national museum libraries.

A Study on the Writings and Achievements of Jaewook Lee in Korea (이재욱(李在旭)의 저작(著作)과 업적(業績)에 관한 연구)

  • This study is to collect and organize the writings and related materials of Lee Jae Wook, the first director of Korea National Library, and, therefore, find out his achievements in the library system. By comparing existing and newly collected lists of Lee's writings, the total lists had been revised and complemented. As a result, the lists were finalized with 190 writings which were published on books, library journals, cultural magazines and various newspapers. In consequence of analyzing the writing-lists with historical records, Lee's accomplishments are as follows: First, he find philological and bibliographical value in Korean books and writings by studying classic literature. Second, he played an important role in grafting theory and practice of modern library into Korea in Japanese colonial era. Third, he made an effort to diffuse reading culture all around Korea through column and essays he published. Fourth, he contributed to make status and fundamental of early National Library with pioneering leadership by solving a problem of transferring National Library's legislation books that U.S. Military Government Office requested and founding Chosun Library School. Fifth, he implemented the core business of environment of Korean Library such as library class, establishment and implementation of Reading Week, foreign cooperation and etc., as a president of Chosun Library Association.

  • The libraries that existed during the latter period of the Yi Dynasty may be categorized into four types: the royal library, the school library, the clan community library, and the private library. Of these, the clan community library has yet received very little attention in the study of Korean libraries. In this study the author discusses the purposes, functions, and collections of the clan community library to clarify what that particular type of old libraries in Korea was. The clan community library functioned within individual clan communities to give young people Korean traditional education protecting them from possible influences of. Japanese version of Western scholarship which had threatened the traditional value systems of the society. The author believes that the clan community library was a unique community institution created by Korean people, and the Korean public library movement should trace its origin back to the activities of the libraries. Unfortunately the growing suppression and control of the Japanse colonial regime upon the traditional schools made the purposes and development of the clan community library movement a tragic experience before its flowering. The clan community library was a Korean native public library which came out in response to a historical situation and community need. It may deserve more attention in future study of the national library movement of Korea.

The Effectiveness of the Municipal Libraries in Seoul (서울특별시립도서관의 유효성에 관한 연구)

  • Public library effectiveness is determined by a complexity of the internal and external environments of the library. The purpose of this article is to investigate community environments and library resources as determinants of the output measures of the 15 municipal libraries in Seoul and to cope with changes in the environments for the improvement of their performance. This study is based on the hypotheses that the library's output would be proportioned to the size of budget and library collection, and to the relationships between the characteristics of the library and of the community in which the library develops. The variables identified in this .study are population density, family size, institutions (social, cultural, financial and educational), presence of the mass media, size of service area, and economic level of the community. The output measures employed for analysis are: number of professional staff, expenditures, number of books in the collection, number of books added annually, total circulation, number of library visits, circullation per capita, library visits per capita, .and registration as a percentage of population. The recommendation made in this study is the innovation of the 15 libraries in organization.

A Study on the Results of the National Evaluation on Public Library Management During 2010~2013 (전국 공공도서관 운영평가의 성과에 관한 연구 - 2010년~2013년도를 중심으로 -)

  • Since 2008, the Presidential Committee on Library and Information has conducted 'National Library Management Evaluation,' and almost all of the public libraries have participated in the evaluation. In order to find the effect of the Evaluation on the public libraries, this study analyzed four years of the performance scores (2010~2013) during the period of the $1^{st}$ National Library Development Plan 2009~2013, which used the same measurement, were analyzed by the size groups and regions. The results indicated positive effect on the quality of the internal process such as planning and collection building. Yet attainment gab remains between metropolitan and the other regions, and also different relationship exists between input and attainment among the public library size groups. It suggested the policy development considering the library size and the regional difference.

Developing a Basic Framework for the Korean National Collection Policy (국가장서개발정책 기본모형 연구)

  • A more sophisticated library collection policy is required due to the changing information environment. Both traditional resources and diversified networked information resources are increasing continuously. The National Library of Korea should construct a systematic collection development policy in order to fulfill its mission. The purpose of this study is to develop a basic framework that is intended to improve the coverage of national collection. Examining previous studies and the national collection development policies of major advanced countries, a model consisting of four sub-models has been proposed. It includes hybrid collection, cooperative linking collection, collection evaluation, and a collection policy statement. Details of the sub-models and strategies are described.

  • This study is to use B.F. certification standards to identify the application and differences of B.F. facilities according to various approaches, and to use the analysis results as basic data for the expansion and renovation of new facilities, the National University (Jeonnam University Library), which underwent remodeling before the implementation of the certification system, and the two newly established private universities (Joseon University Library) that were subject to legal application before the implementation of the certification system. First, Chosun University met more B.F. certification standards than Chonnam National University, and mainly intermediary facilities belonged to the best to the best. Second, Chosun University and Chonnam National University's internal facilities met many B.F. certification standards, and Chonnam National University had many areas to improve and found areas to remodel. Third, information facilities at Chonnam National University and Chosun University only had facilities for the hearing impaired, and there were no information facilities for the visually impaired. Facilities for the visually impaired had to be installed, and compared to Chosun University, Chonnam National University fell short of the B.F. certification standard, so there were many areas that needed to be remodeled.

  • The purpose of this study is to analyze the link between the School Library Development Plan and the Library Advancement Plan. And to find ways to strengthen the educational community cooperation. As a result of the research, we found 18 connections between the School Library Development Plan and the Library Advancement Plan. In particular, all types of libraries should participate in the Educational Community Cooperation. And emphasized that the school library should act as a gateway. In order to strengthen the cooperation of education community, the library specialization of each kind of library and the establishment of curriculum of school library were suggested.
