The purpose of this study is to suggest an improvement plan for the National Technical Qualification Practical Evaluation focusing on National Competency Standards. First, in order to strengthen practical techniques such as field abilities and expertise, practical evaluation methods were applied to the National Competency Standards, referring to a learning module focused on field performance. Second, an expert advisory committee in the field of organic agriculture was utilized to compare, analyze, and match the competency unit and competency unit elements of the National Competency Standards with the national technical qualification examination standards in field of organic agriculture. In addition, in order to identify work in progress in the industrial field, share professional practice skills, and analyze facilities and equipment, we visited an organic agriculture industry site. Through this, a practical evaluation exam was developed. Subsequently, in order to confirm the adequacy of the developed exam, the pilot test assessment was conducted for those majoring in organic agriculture. Finally, as a feasibility study, a survey was conducted. Based on the results, greater technical job competency in the field of organic agriculture will contribute to strengthening knowledge in this field by suggesting an improvement plan for the national technical qualifications practical evaluation method in the field of organic agriculture.

NCS development for construction of marine terminal structure was carried out through following procedures such as analysis on characteristics, analysis on duty, development of the first draft for standards, validation of industry sites, duty competency standards through expert committee, and utilizing package. The results were as follows. Firstly, duty competency was classified as levels from 3 to 7. Educational training institutions were followed by 22 universities, 21 colleges, 16 graduate schools, and 10 high schools. Secondly, developed standards were consisted of duty and competency unit. The name of duty was construction of marine terminal structure and competency units were consisted of 9 items as survey on economic effect, evaluation of conditions on construction environment, plan for construction of structure, construction of transfer, mooring, and power equipment, and construction, startup test, and maintenance of terminal structure. 33 competency unit elements below 9 competency units were developed. Thirdly, utilizing package was developed into 3 areas of life-long career path, training criteria, and guidelines for exam according to national competency standards for in order to develop development of labor's career and perform personal management such as hiring and promotion in industry sites.

The purpose of this study was to suggest an improvement plan ultimately to develop practical evaluation methods for national technical qualifications in the field of seeds and horticulture based on the National Competency Standards. Through this, national technical qualifications can be strengthened in terms of professionalism in the seeds and horticulture field. In order to conduct this study, the national technical qualification currently in use was matched to certain competency units and competency unit elements of National Competency Standards. We then visited an industrial site to understand the practical factors related to the technical, facility and equipment aspects of the seeds and horticulture industrial field, after which a practical evaluation exam was developed. Also, for a feasibility study, a pilot test assessment was conducted for students majoring in seeds and horticulture, with a survey also conducted with field experts and an advisory committee consisting of experts in seeds and horticulture. Based on the results, by suggesting an improvement plan for a practical evaluation method leading to better national technical qualifications in the field of seeds and horticulture, it was shown to be possible to improve knowledge, technical, and literacy aspects. This can lead to the training of outstanding technical professionals. Ultimately, the results here are expected to contribute to the improvement of the seeds and horticulture industry.

National Competency Standards(NCS) is to systemize the competency that is necessary for performing duties in industrial fields and to utilize synthetically duty, vocational education training, and qualification at the national level. The purpose of this study is to analyze the process of NCS development and verification, which systemizes competency units and competency unit elements through the analysis of duty in pattern field. It is to cultivate competent people to be able to promote the development of pattern industry ultimately through being a complementary to educational circles and industry then to give them practical knowledge that is demanded in the field. Furthermore, it is to be utilized as a fundamental data for reforming the system of duty competency evaluation so as to manage personnel career systematically and to improve their competency. Focus Group Interview(FGI) was adapted as the method of this study, which was proceeded 3 times, and validity of the drawn result is verified through expert questionnaire survey. Research result, which is competency units, is 10 as follows; Fit trend analysis, Analysis of sample garment Specification sheet, Pattern making for sample garment, Pattern making for manufacturing garment, Creation of sewing specification, Instruction of manufacturing technique, Sample garment Inspection for quality control, Grading, Calculation of the required material quantities, Quality control.

The purpose of this study was to develop a competency-based continuing professional development (CPD) model using the National Competency Standards (NCS)-Library & Information Management. This study specifically examined various competency standards for librarians developed in and out of the country, conducted a survey research and focused group interviews to obtain professional librarians' needs for continuing education and their opinions on the NCS for library professions. It analyzed the contents of the NCS elements and mapped with elements in the five other competency standards for library and information professions. It also scrutinized the current training programs at the National Library of Korea in order to identify their strengths and weaknesses. The results of the study informed the areas to enhance the current NCS by identifying underdeveloped competencies and identified the course contents that should be developed with priorities. The study also developed a modified National Competency Standards for Continuing Professional Development (NCS-CPD). Continuing education institutions can utilize this scheme as a useful guideline to develop balanced continuing professional development curriculums for the practitioners working in various library and information centers.

Automotive field specialist developed National Competency Standards for Automotive Maintenance to apply for the education and evaluation of automotive maintenance. National Competency Standards scope and system for Automotive Maintenance has been developed and provided Performance Criterion, knowledge, skill, attitude, and evaluation methods for each item. Also it has provided vocational basic knowledge level and qualification frame for automotive maintenance.

The national competency standards (NCS) is the national standard for standardizing the skills needed to successfully carry out the duties of industrial sites. It consists of competency units and their sub units. Two standards were developed for the manufacturing of Korean rubber products: rubber compounding and rubber product manufacturing. Each standard consists of ten competency units and their elements. Learning modules will be developed in the near future. It is expected that researchers and workers in the Korean rubber industry will utilize these standards.

If examining utilization by completion of National Competency Standards development, efforts are made so as to organize curriculum matched to education or training and perform subjects based on competence unit educationally in specialized high schools, colleges and university. However, National Competency Standards is insignificantly utilized in enterprises and on the spot due to characteristics of occupation type and diversity of process. This thesis intended to measures of safety efficiency improvement of final enterprise through the human resources assessment system of National Competency Standards based enterprise. Therefore, various methodologies were introduced and results of analysis by Balanced ScoreCard method were suggested for policy measures improving final safety efficiency. The results of this analysis are expected to make contribution to improving the effectiveness of the government's industrial safety and health policies through the establishment of systematic safety and health systems according to the risk level of individual business.

According to the trend that knowledge information and technology become resource of international competitiveness in industrial development, some countries of world are improving national human resource development system through National Occupational Standards, which is inseparable link system of work-education and training-qualification. National Occupational Standards have been developed fur over all industries by Human Resource Development Korea since 2002. Purpose of this study is to develop a competency based curriculum of computer mechanical design department in junior college or polytechnic college by systematic curriculum and instructional development model based on Korean National Occupational Standards. A guide line how to develop education and training program is presented also.

The purpose of this study is to develop the national generic competency standards for professional engineer and so improve the quality of Korean professional engineer into an international level. First, this study intends to develop the national generic competency standards for professional engineer that contributes to maintain and enhance the quality of professional engineers in terms of a linkage among education and training, qualification, and labor market. Second, this study aim to obtain the national generic competency standards for professional engineer that applies to reform the criteria of certification, testing, and interview of National Technical Qualification System as well as to develop the curriculum of engineering education and continuing professional development and the system of human resource management in corporations. As a result, a final draft of the national generic competency standards for professional engineer was confirmed to include 12 clusters of competency standards and 56 elements of competency standards.
