Prediction of Carbon Accumulation within Semi-Mangrove Ecosystems Using Remote Sensing and Artificial Intelligence Modeling in Jeju Island, South Korea (원격탐사와 인공지능 모델링을 활용한 제주도 지역의 준맹그로브 탄소 축적량 예측)

  • We attempted to estimate the carbon accumulation of Hibiscus hamabo and Paliurus ramosissimus, semimangroves native to Jeju Island, by remote sensing and to build an artificial intelligence model that predicts its spatial variation with climatic factors. The aboveground carbon accumulation of semi-mangroves was estimated from the aboveground biomass density (AGBD) provided by the Global Ecosystem Dynamics Investigation (GEDI) lidar upscaled using the normalized difference vegetation index (NDVI) extracted from Sentinel-2 images. In Jeju Island, carbon accumulation per unit area was 16.6 t C/ha for H. hamabo and 21.1 t C/ha for P. ramosissimus. Total carbon accumulation of semi-mangroves was estimated at 11.5 t C on the entire coast of Jeju Island. Random forest analysis was applied to predict carbon accumulation in semi-mangroves according to environmental factors. The deviation of aboveground biomass compared to the distribution area of semi-mangrove forests in Jeju Island was calculated to analyze spatial variation of biomass. The main environmental factors affecting this deviation were the precipitation of the wettest month, the maximum temperature of the warmest month, isothermality, and the mean temperature of the wettest quarter. The carbon accumulation of semi-mangroves predicted by random forest analysis in Jeju Island showed spatial variation in the range of 12.0 t C/ha - 27.6 t C/ha. The remote sensing estimation method and the artificial intelligence prediction method of carbon accumulation in this study can be used as basic data and techniques needed for the conservation and creation of mangroves as carbon sink on the Korean Peninsula.

  • This research presented a conceptual design of damage assessment inventory for efficient response to natural disaster damage of infrastructure close to the river. It consists of classification and categorization of facilities for accomplishing the conceptual design of inventory for damage of infrastructure close to the river. However, there are arising problems of efficient management on disaster, such as poor management of data facilities and constructions which is managed by the different types of government departments. Therefore, this research presented conceptual models of damage assessment inventory on risks of damage infrastructure close to the river using the United states' HAZUS-MH to analyze damage facilities, type of asset classification, classification of domestic facilities and guidelines for computing the value of assets. Conceptual models of inventory this research presented is to be used on the data for damage response on protected inland damage assessment and to increase efficiency for evaluating detailed damage amount of private property by natural disaster and to establish a restoration plan.

  • Recently, a great number of natural disasters have more frequently happened than the past. The National Emergency Management Agency of Korea has made preparation for the integrated management system of steep slope lands. There is information based on the steep slope inspection sheets and the underground spatial information related to the prevention against steep slope disasters. Nevertheless, building a complete DB System to prevent the hazards and secure the safeties should be urgently dealt with. It is mainly because the information of the National Disaster Management System is restricted to the text-based brief data. Therefore, the purpose of this study is to suggest the method as to building steep slope DB system for disaster prevention and maximizing the availabilities. This study shows the way of building a web-based DB system having its root in the steep slope inspection sheets. The method of establishing the ideal DB system that has liaisons between the Ministry of Land, Infrastructure and Transport and the National Emergency Management Agency is discussed in this study. Furthermore the optimization of DB utilization will assist the various integrated steep slope management systems based on U-IT which are ongoing projects.

  • As the quality of life grows, the role of cultural facilities in urban areas is becoming more important. However, due to various reasons, the location of these facilities shows the geographical imbalance between urban regions. Even though provision of road network can improve this kind of urban problem, in many countries, the provision of urban infrastructure plays a role which is magnifies the cultural gap between regions and socio-economic classes. The findings of this study are as follows. First of all, the inequality of accessibility to cultural facilities is shown over the period. Cross-sectional data shows that the higher the income of a region, the higher the accessibility index(AI) of the zone to cultural facilities at any time. Next, the provision of road network contributes the improvement of AI of high income region. Finally the provision of new facilities has a tendency that these kind of facilities are located to make AI of high income zone better. It means that the decision making by city government intensifies the geographical inequality. This result would be very useful in the decision making process for determining the number and the location of cultural facilities and other similar urban infrastructure as well. Also it will be helpful for the selection of optimal location which considered not only physical distances but also social equalities.

Measuring Complementarities between Cities in the Korean Southeastern Region : A Network City Approach (영남권 도시들 간의 상보성 측정에 관한 연구: 네트워크 도시 접근)

  • This study attempts to estimate the complementarity between 21 cities in the Korean Southeastern Region using data on the network time distance and the volume of flow between the cities. Four types of flows recognized are people, commodities, information and finance. The first two types of flows are thought to be made on the transportation network while the last two are on the communication network. For the purpose of the study, the expected volumes of flows between cities are first estimated using the gravity-based regression and doubly-constrained entropy maximization models. These baseline volumes are then subtracted from the observed volumes of flows (of people and commodities) or the estimated volumes of flows (of information and finance) in order to identify positive differences or complementarities. The result shows that these four types of complementarity flows form distinctive urban networks in terms of spatial pattern and urban hierarchy. This suggests that more customized strategies to different types of complementarity are recommended to properly address the issues related to network infrastructure provision in the pursuit of the network city model in the region.

  • Although various efforts have been made every year to reduce electric fire accidents such as accident analysis and inspection for electric fire accidents, there is no effective countermeasure due to lack of effective decision support system and existing cumulative data utilization method. The purpose of this study is to develop an algorithm for predicting electric fire based on data such as electric safety inspection data, electric fire accident information, building information, and weather information. Through the pre-processing of collected data for each institution such as Korea Electrical Safety Corporation, Meteorological Administration, Ministry of Land, Infrastructure, and Transport, Fire Defense Headquarters, convergence, analysis, modeling, and verification process, we derive the factors influencing electric fire and develop prediction models. The results showed insulation resistance value, humidity, wind speed, building deterioration(aging), floor space ratio, building coverage ratio and building use. The accuracy of prediction model using random forest algorithm was 74.7%.

  • The Ministry of Land, Infrastructure and Transport carried out a pilot project for data maintenance in 2011 to ensure the accuracy of cadastral records nationwide, and now trying to reduce the errors such as omission of the cadastral book, inconsistency of land category between cadastral account book and cadastral map, etc. and the boundary between the map boundary, scale, and administrative areas. In this study, we looked at the currents status and problems of the cadastral research, improving the cadastral map, which has been promoted by the government and the cadastral office. In order to revitalize the cadastral map data maintenance project, it is necessary to re-establish the plan for each step for challenging the limitation of current data maintenance, and the master plan for promotion system, and develop manuals to maintain consistency and secure accuracy of cadastral map maintenance, such as "Coverage and Maintenance Guidelines for Cadastral Maps", and secure the national budget for error correction in cadastral map led by government.

  • Since 2012, the local autonomous governments, under the recommendations regarding cancellation of local committees directing overly-unexecuted urban planning facilities, have tried to prove validity of such facilities. Factors such as specific standards of cancelation process, will execute policies, diversification of local conditions, connectivity to nearby facilities and possible arise of civil complaints, however, all hinder overly-unexecuted urban planning facilities from getting revitalized. Considering that these unexecuted facilities that local governments have to manage increase in number every year, the burden continuously increases for the governments due to the difficulty of setting aside budget for performing validity checks on such facilities. This research aims to analyze the criteria regarding efficient and systematic method on confirming validity of overly-unexecuted urban planning facilities, to establish into several different processes according to defined categories, and to objectify and quantify such standards. Also, using intelligent spatial information such as digital map, LiDAR data and ortho-images, spatial information analysis method suitable for reassessment was chosen and applied to execute validity analysis regarding overly-unexecuted urban planning facilities.

A comprehensive approach to flow-based seismic risk analysis of water transmission network

  • Earthquakes are natural disasters that cause serious social disruptions and economic losses. In particular, they have a significant impact on critical lifeline infrastructure such as urban water transmission networks. Therefore, it is important to predict network performance and provide an alternative that minimizes the damage by considering the factors affecting lifeline structures. This paper proposes a probabilistic reliability approach for post-hazard flow analysis of a water transmission network according to earthquake magnitude, pipeline deterioration, and interdependency between pumping plants and 154 kV substations. The model is composed of the following three phases: (1) generation of input ground motion considering spatial correlation, (2) updating the revised nodal demands, and (3) calculation of available nodal demands. Accordingly, a computer code was developed to perform the hydraulic analysis and numerical modelling of water facilities. For numerical simulation, an actual water transmission network was considered and the epicenter was determined from historical earthquake data. To evaluate the network performance, flow-based performance indicators such as system serviceability, nodal serviceability, and mean normal status rate were introduced. The results from the proposed approach quantitatively show that the water network is significantly affected by not only the magnitude of the earthquake but the interdependency and pipeline deterioration.

Establishment of Priority Update Area for Land Coverage Classification Using Orthoimages and Serial Cadastral Maps

  • This paper introduces a method of selecting priority update areas for subdivided land cover maps by training orthoimages and serial cadastral maps in a deep learning model. For the experiment, orthoimages and serial cadastral maps were obtained from the National Spatial Data Infrastructure Portal. Based on the VGG-16 model, 51,470 images were trained on 33 subdivided classifications within the experimental area and an accuracy evaluation was conducted. The overall accuracy was 61.42%. In addition, using the differences in the classification prediction probability of the misclassified polygon and the cosine similarity that numerically expresses the similarity of the land category features with the original subdivided land cover class, the cases were classified and the areas in which the boundary setting was incorrect and in which the image itself was determined to have a problem were identified as the priority update polygons that should be checked by operators.
