국가 R&D 성과평가 및 예산 연계를 위한 프로세스 개선방안에 관한 연구 (A Study on the Process Improvement for Interoperability between National R&D Performance Evaluation and Budget Planning)

  • 국가 R&D사업은 적절한 예산 규모 산정이 어렵기 때문에 참고 가능한 해당 사업의 성과 및 평가정보가 적시에 지원될 경우 판단의 오류를 최소화 할 수 있을 것으로 기대할 수 있다. 그러나 현실적으로는 국가 R&D사업에 대한 성과평가 결과가 의도한 대로 충분히 활용되지 못하고 있는 실정인데, 그 이유로는 크게 두 가지 문제점을 들 수 있다. 첫째, 국가 R&D사업의 성과 및 평가 정보와 관련 예산정보가 적시에 연계 활용되지 못하고 있다. 둘째, 이를 지원하는 시스템간의 연계가 구현되어 있지 않다. 따라서 본 연구에서는 국가 R&D사업의 현황 분석을 신정부 출범 이전과 이후의 제도적, 시스템적 관점에서 고찰하였고 이를 통하여 국가 R&D성과평가와 예산 정보가 연계 가능하도록 개선 프로세스를 제안하고자 하였다.

  • Korea's national R&D projects are increasing year by year. However, it is necessary to improve the quality of R&D result. In this paper, we introduce the developing and adjusting the R&D standard process based on process approach in ETRI. It is expected that the definition of R&D standard process will contribute to improve customer satisfaction and quality of R&D result through standardization and continuous improvement activities.

시스템 다이내믹스를 이용한 제조-구매 결정 전략: 한국의 방위력 개선 사업을 중심으로 (Research on make-or-buy decision making strategy using system dynamics: Focused on Korea's military improvement project)

  • Strategic decision on the execution of national security improvement project is greatly important for the present and future national security. Though, the importance of strategic decision, decision making process has been executed under one-way thinking framework. This research provides a decision-making tool with make-or-buy approach for the national security improvement policy execution methods: foreign purchase and military R&D project, and, via simulation, confirms dynamic change of military capability index respect to change in ratio of foreign purchase and military R&D. A result shows that current ratio of foreign purchases and military R&D is insufficient for national security improvement policy goal. Applying the model from this research provides an appropriate ratio for short term and long term defense strategy and policy goal, and consequent result of increase in national security capability. Thus, this research model can be effectively utilized for national security improvement project.

Methodological Improvement for the Economic Assessment of Public R&D Programs

  • Korea has rapidly increased R&D investment over the last few decades and the intensity of R&D investment is among the highest in the world; however, there are serious concerns about R&D performance and R&D efficiency. This study is to improve the economic assessment methodology regarding a feasibility study for national R&D programs that are thought to be one of the most prominent ways to enhance R&D efficiency. In order to improve the methodology of economic assessment, a few of important factors such as technical or market uncertainty, spillover effect, and R&D contribution ratio should be covered in the model. The focus of this article is technological and market uncertainty that has a close relation with strategic flexibility and utilization potential to increase the value of R&D programs. To improve the current linear and definitive R&D process, a new framework with strategic flexibility is suggested, in which the result of economic assessment that considers technological and market uncertainty is reflected in planning. That kind of feedback process is expected to enhance the value of the program/project as well as R&D efficiency.

간호서비스 연구개발 분야에서의 우선순위과제 도출 (Development of Agenda Priority for Nursing Service Research and Development)

  • Purpose: The purpose of this study was to suggest agenda priorities for nursing service R&D (Research and Development) related policies development. Methods: Two steps in developing the agendas and priorities were performed in this descriptive study. First, nursing service R&D agendas were extracted through needs assessment of nursing researchers and practitioners. Then, the priority of agendas was set by Analytic Hierarchy Process by ten experts who were representatives of nursing and other healthcare professionals. Results: Six core areas and forty-six nursing service R&D agendas were developed. The priority of agendas was different according to the evaluation criteria depending on weight value of nursing services. Conclusion: In order to select and promote nursing service R&D projects within national healthcare policy, nursing service R&D policy should be proposed with consideration to the importance of the criteria in reflecting characteristics of nursing care. By strengthening R&D capabilities for quality improvement and sensitive awareness of national directions for healthcare R&D policies, nursing service R&D can be appropriately promoted.

LPCVD 질화막 만을 이용한 새로운 LOCOS 공정에 관한 연구 (Study of a New LOCOS Process Using Only Thin LPCVD Nitride)

  • A new LOCOS (Local Oxidation of Silicon) process using a thin nitride film directly deposited on the silicon substrate by LPCVD has been developed in order to reduce the bird's beak length. SEM studies showed that nitride thickness of 50nm can decrease the bird's beak length down to 0.2um with 450nm field oxide. No crystalline defects are observed around the bird's beak after the Wright etch. A 30% improvement in current density was obtained when this new method was applied to MOS transistors (W/L*2.9/20.4) compared to conventional LOCOS process (bird's beak length=0.7um). Other various electrical parameters improved by this new simple LOCOS process are reported in this paper.

  • The dissemination process of agricultural research and development (R&D) results has somewhat different characteristics from that of typical R&D results. However, these characteristics are not adequately considered on the basis of an examination of the current performance system, the resulting management plans, and strategies for the application and dissemination of the results of agricultural R&D in Korea. The performance evaluation indicator exposed the problem of the inadequate consideration of the characteristics of each of these areas, particularly the lack of unified R&D-related institutions and the inadequacy of the system to monitor outcomes. To address these shortcomings in the agricultural R&D programs in Korea, the policies pertaining to agricultural R&D performance, results management, and dissemination in the U.S. and Japan were examined. Based on these investigations, we proposed strategies to improve the agricultural R&D policies in Korea.

A Case Study of Six Sigma R&D Improvement Projects: Design Optimization of Inner Shield Omega CPT

  • This is an R&D project on design optimization of the inner shield of the Omega color picture tube at Samsung SDI in Korea. This was an R&D project which basically used the IDOV (Identify, Design, Optimize, Validate) process for Six Sigma implementation. Most Six Sgima projects use the process of DMAIC (Define, Measure, Analyze, Improve, Control). However, this project introduces a new cycle, RDIDOV (Recognize, Define, and IDOV). Here CPT means Color Picture Tube. Sam sung SDI is one of the two companies which began Six Sigma in Korea. This case study shows a good example how an R&D Six Sigma project can be usefully employed in manufacturing companies using a new process cycle.

  • 기술혁신 활동은 기업이 기술경쟁력을 확보하고 지속적으로 성장하기 위해 매우 중요한 활동이다. 우리나라는 기업의 혁신활동을 촉진하기 위하여 국가차원에서 인증제도를 운영하며, 중소기업의 글로벌 기술경쟁력 제고를 위해 노력하고 있다. 이 가운데 기술혁신과 관련된 대표적인 제도가 신기술(NET) 인증이다. 신기술 인증제도는 엄격한 3단계 심사과정을 거쳐 인증하고 있으며, 기업의 신기술 상용화, 기술거래 및 초기시장 진출 촉진 등을 목적으로 운영되고 있다. 신기술 인증을 획득했다는 것은 해당 기업이 일정 수준 이상의 기술경쟁력을 확보하고 있다는 것을 의미한다. 이에 본 연구에서는 신기술 인증제도를 중심으로 기업의 어떠한 기술혁신활동이 R&D프로젝트 성공과 경영성과 제고에 영향을 미치는 지에 대한 실증분석을 수행하고자 하였다. 이를 검증하기 위해 주요변수로 기술전략, 기술기획, 체계화된 R&D프로세스, 내부협력, 외부협력 활동을 설정하였다. 실증분석 결과, 본 연구에서 설정한 변수 모두 개별적으로 R&D프로젝트 성공과 경영성과 제고에 기여함을 확인하였다. 다만, 모든 변수를 고려한 종합적인 차원에서 살펴보면, R&D프로젝트 성공을 위해서는 체계화된 R&D프로세스 관리와 외부기관과의 협력 활동이, 경영성과 제고를 위해서는 연구개발 초기 단계인 기술전략 수립과 기술기획 활동이 통계적으로 유의미한 영향을 미치는 것으로 분석되었다. 본 연구는 기업부설연구소를 설립·운영하고 있으며, 활발히 연구개발(R&D) 활동을 수행하고 있는 혁신지향적인 중소기업을 대상으로 하였으며, 분석방법으로는 다중회귀분석을 활용하였다.

  • In the light of the strategic utilization of the national R & D projects, this paper is to induce the spin-off strategies to improve the national R & D effectiveness through analyzing the spin-off characteristics of nuclear technologies, the spin-off status of the advanced countries and the case study of Korean nuclear spin-offs. Spin-off process is viewed as a three-stage operation, such as preparation stage, implementation stage and maintenance stage. In order to find the correlation between the influencing factors and spin-off effectiveness, the Spearman's correlation coefficient was employed as a specific statistical technique. By integrating this correlation, spin-off process and spin-off strategies, this paper presents an efficient framework to improve the spin-off effectiveness.
