Study on Performance Evaluation of Academic Information Distribution Project in Scientific Technology Field (과학기술분야 학술정보 유통사업 성과평가에 관한 연구)

  • As country try expand R&D investment and enhance its efficiency to improve the national competitiveness, research is needed to conduct qualitative enhancement and derive progressive future strategy in relation to the academic information distribution project in scientific technology field. In this study, BSC-based performance indicators were applied to an institute that is the representative of domestic academic information distribution institutes in the field of scientific technology to evaluate project performance, and then to analyze portfolio of using such evaluation results. As for the items of evaluation for the performance indicators of academic information distribution project in the scientific technology field, 12 items that includes information resource quality, information service quality, user satisfaction and economically useful value of academic information from four(4) viewpoints such as information resource, information service, user and economic viewpoints. In the portfolio analysis, it was conducted by performance indicators and by elements of the individual performance indicators as well. Based on the results of performance evaluation and portfolio analysis, the improvement method by viewpoints on academic information distribution project of an institute was suggested.

  • The convergence of intelligent information technology and energy technology affects many stakeholders because it involves not only technology itself but also social, institutional and organizational changes. Therefore, it is necessary to develop a back-casting approach to create a new industry that deviates from the path dependence on the traditional energy industry. This study examines the changes in the future energy industry that intelligence information technology will bring, and then we derived the future energy service model that can satisfy the energy policy goals from the national perspective and the interests of each stakeholder at the same time. After that, we analyzed the technical prerequisites for the realization of future energy services and presented the specific configuration technology and the areas that require R&D investment at present.

The Relationship Between English Language Proficiency and the National Economic Performance: Focusing on non-English-Speaking OECD Countries (영어능력과 국가 경제성장과의 관계: OECD 비영어권 국가들을 중심으로)

  • This study aims at investigating how English proficiency affects economic development of a country by analyzing the relationships among English proficiency, economic activities (amount of trade, R&D investment, etc), and the rate of economic growth, focusing on twenty-one non-English-speaking OECD countries. Ordinary Least Square (OLS) and Seemingly Unrelated Regression Estimation (SURE) were used for the data analysis in the study. The findings reveals that there existed little statistical significance to support the fact that English proficiency was directly related to the economic development in a positive way in many countries except Mexico, the Czech Republic, Finland, and Poland. However, English proficiency indirectly influenced the economic development in the way of increasing the amount of trade. These results can lead to the conclusion that English proficiency is not a sufficient element but a necessary one. Furthermore, it is expected that English proficiency can positively affect the economic development when it plays a part as sufficient complementary goods which make up for physical capital, technology accumulation, political stability, and worthy government.

Solar Photovoltaics Technology: No longer an Outlier

  • The prospects of current and coming solar-photovoltaic (PV) technologies are envisioned, arguing this solar-electricity source is beyond a tipping point in the complex worldwide energy outlook. Truly, a revolution in both the technological advancements of solar PV and the deployment of this energy technology is underway; PV is no longer an outlier. The birth of modern photovoltaics (PV) traces only to the mid-1950s, with the Bell Telephone Laboratories' development of an efficient, single-crystal Si solar cell. Since then, Si has dominated the technology and the markets, from space through terrestrial applications. Recently, some significant shift toward technology diversity have taken place. Some focus of this presentation will be directed toward PV R&D and technology advances, with indications of the limitations and relative strengths of crystalline (Si and GaAs) and thin-film (a-Si:H, Si, Cu(In,Ga)(Se,S)2, CdTe). Recent advances, contributions, industry growth, and technological pathways for transformational now and near-term technologies (Si and primarily thin films) and status and forecasts for next-generation PV (nanotechnologies and non-conventional and "new-physics" approaches) are evaluated. The need for R&D accelerating the now and imminent (evolutionary) technologies balanced with work in mid-term (disruptive) approaches is highlighted. Moreover, technology progress and ownership for next generation solar PV mandates a balanced investment in research on longer-term (the revolution needs revolutionary approaches to sustain itself) technologies (quantum dots, multi-multijunctions, intermediate-band concepts, nanotubes, bio-inspired, thermophotonics, ${\ldots}$ and solar hydrogen) having high-risk, but extremely high performance and cost returns for our next generations of energy consumers. This presentation provides insights to the reasons for PV technology emergence, how these technologies have to be developed (an appreciation of the history of solar PV)-and where we can expect to be by this mid-21st century.

Science and Technology Networks for Disaster and Safety Management: Based on Expert Survey Data (재난안전관리 과학기술 네트워크: 전문가 수요조사를 중심으로)

  • Recently, due to the rising incidence of disasters in the nation, there has been a growing interest in the relevance and role of science and technology in solving disaster and safety related issues. In addition, the necessities of securing the human rights of all citizens in disaster risk reduction, identifying fields of technology development for effective disaster response, and improving the efficiency of R&D investment for disaster and safety are becoming more important as the different types of disasters and stages of disaster and safety management process have been considered. In this study, we analyzed bipartite or two-mode networks constructed from an expert survey dataset of technology development for disaster and safety management. The results reveal that earthquake and fire are the two disasters affecting an individual and society at large and demonstrate that AI and big data analytics are effective supports in managing disaster and safety. We believe that such a network analytic approach can be used to explore some important implications exist for the national science and technology effort and successful disaster and safety management practices in Korea.

A Study of Innovation and Internationalization Strategies by a Hidden Champion Firm in Korea: The Case of CAP Corporation

  • Purpose - This case study analyzes the internationalization strategy and innovation strategy as key factors contributing to the business success of CAP, a small and medium-sized manufacturing company in Korea producing auto parts such as wipers. This study describes the diversification strategies conducted by CAP Corporation and highlights the company's core competencies that have largely contributed to their global competitive success. Research design, data, and methodology - This paper provides in-depth case study on how CAP was able to grow into a hidden champion company, focusing on their strategies since its establishment. In particular, by analyzing the success factors centering on CAP's aggressive innovation strategy and internationalization strategy, it presents guidelines for small and medium-sized enterprises in Asian countries to become a Hidden Champion company. Result - CAP's product technology has successfully established innovative system on their product called 'vertebra spring' to distribute uniform pressure to the rubber to ensure performance as well as durability of their products. In order to continue benefiting from utilizing core competence and to continue pursuing technological advancement in the wiper industry, CAP has launched a wide range of products (flat blade, conventional blade, hybrid blade) applicable to 95% of the vehicle in the market. Conclusion - Taken together, CAP has many aspects of a hidden champion company by investing in R&D up to 8% of its annual sales to R&D investment even during the crises situation. This number is about 3.36 times higher than the average ratio of listed companies in Korea. Furthermore, the leadership of the management team as well as their vision toward the global market and strong commitment to innovation enabled CAP to become the world's fifth-largest wiper and Asia's No. 1 wiper manufacturer.

Analysis of Research Trends in Cloud Security Using Topic Modeling and Time-Series Analysis: Focusing on NTIS Projects (토픽모델링과 시계열 분석을 활용한 클라우드 보안 분야 연구 동향 분석 : NTIS 과제를 중심으로)

  • Recent expansion in cloud service usage has heightened the importance of cloud security. The purpose of this study is to analyze current research trends in the field of cloud security and to derive implications. To this end, R&D project data provided by the National Science and Technology Knowledge Information Service (NTIS) from 2010 to 2023 was utilized to analyze trends in cloud security research. Fifteen core topics in cloud security research were identified using LDA topic modeling and ARIMA time series analysis. Key areas identified in the research include AI-powered security technologies, privacy and data security, and solving security issues in IoT environments. This highlights the need for research to address security threats that may arise due to the proliferation of cloud technologies and the digital transformation of infrastructure. Based on the derived topics, the field of cloud security was divided into four categories to define a technology reference model, which was improved through expert interviews. This study is expected to guide the future direction of cloud security development and provide important guidelines for future research and investment in academia and industry.

Development of Prototyping and Die/Mold Manufacturing Technology using Rapid Prototyping(SLA) (쾌속 3차원 조형법을 이용한 시작기술 및 시작금형)

  • Rapid prototyping is a new prototyping technology which produces three dimensional part models directrly from CAD data and has been extensively applied to various manufacturing processes. There are many types of rapid prototyping systems due to their building principles and materials. In this work, Stereolithography Appaaratus(SLA) which is the most widely-used rapid prototyping system is introduced to achieve die/mold technology innovation. For the purpose, the prototyping technology using SLA is developed such that patterns of which shapes are quite complicated are successfully produced with high accuracy. Using these patterns, prototype die/molds are efficientrly manufactured; a turbocharger rotor, a fan and a wheel patterns, prototype die/molds are efficienterly manufactured ; a turbochager rotor, a fan and a wheel pattern are made, and the molds of the investment casting, the injection molding and the die casting are manufactured respectively. The casting products are produced using these molds and it turns out that these methods are quitre effective for manufacturing products of complicated geometry from the viewpoint of efficiency and productivity.

Strategies for Development of Seafloor Polymetallic Sulphides in Consideration of International Progress (해저열수광상 개발동향과 우리나라의 대응방안)

  • Polymetallic sulphides means hydrothermally formed deposits of sulphide minerals which contain concentrations of metals including, inter alia, copper, lead, zinc, gold and silver. Nautilus is the first company to commercially explore the seafloor polymetallic sulphide deposits. The Company holds exploration licences and exploration applications for more than 370,000 $km^2$ in the jurisdictional seas of Papua New Guinea, Fiji, Tonga, the Solomon Islands and New Zealand along the western Pacific Ocean's Rim of Fire. Neptune Minerals is also a leading explorer and developer in this field, with exploration licences awarded totalling more than 270,000 $km^2$ in the territorial seas or EEZ of New Zealand, Papua New Guinea and the Federated States of Micronesia. These two companies now carry out the most active investment activities for seafloor polymetallic sulphide deposits with a goal of commercial production by 2010. China and Japan carry out exploration activities for the seafloor polymetallic sulphide deposits to secure supplies of strategic metals. China carries out national R&D projects relating to deep sea mineral resources in the world ocean through China Ocean Mineral Resources R&D Association(COMRA). And Japan investigates her own EEZ for exploration of the seafloor polymetallic sulphide deposits. In consideration of aforementioned international activities of coastal nations as well as private companies for exploring the sulphide deposits, Korea shall prepare strategic plans : First, consolidation of the authorities concerned and legislative support; second, determination of main entity of the project; third, securing government's decisive investment of sufficient budget; and lastly, establishment of the mid, long-term plan for development of seafloor polymetallic sulphides deposits.

Development of Systematic Process for Estimating Commercialization Duration and Cost of R&D Performance (기술가치 평가를 위한 기술사업화 기간 및 비용 추정체계 개발)

  • Technology commercialization creates effective economic value by linking the company's R & D processes and outputs to the market. This technology commercialization is important in that a company can retain and maintain a sustained competitive advantage. In order for a specific technology to be commercialized, it goes through the stage of technical planning, technology research and development, and commercialization. This process involves a lot of time and money. Therefore, the duration and cost of technology commercialization are important decision information for determining the market entry strategy. In addition, it is more important information for a technology investor to rationally evaluate the technology value. In this way, it is very important to scientifically estimate the duration and cost of the technology commercialization. However, research on technology commercialization is insufficient and related methodology are lacking. In this study, we propose an evaluation model that can estimate the duration and cost of R & D technology commercialization for small and medium-sized enterprises. To accomplish this, this study collected the public data of the National Science & Technology Information Service (NTIS) and the survey data provided by the Small and Medium Business Administration. Also this study will develop the estimation model of commercialization duration and cost of R&D performance on using these data based on the market approach, one of the technology valuation methods. Specifically, this study defined the process of commercialization as consisting of development planning, development progress, and commercialization. We collected the data from the NTIS database and the survey of SMEs technical statistics of the Small and Medium Business Administration. We derived the key variables such as stage-wise R&D costs and duration, the factors of the technology itself, the factors of the technology development, and the environmental factors. At first, given data, we estimates the costs and duration in each technology readiness level (basic research, applied research, development research, prototype production, commercialization), for each industry classification. Then, we developed and verified the research model of each industry classification. The results of this study can be summarized as follows. Firstly, it is reflected in the technology valuation model and can be used to estimate the objective economic value of technology. The duration and the cost from the technology development stage to the commercialization stage is a critical factor that has a great influence on the amount of money to discount the future sales from the technology. The results of this study can contribute to more reliable technology valuation because it estimates the commercialization duration and cost scientifically based on past data. Secondly, we have verified models of various fields such as statistical model and data mining model. The statistical model helps us to find the important factors to estimate the duration and cost of technology Commercialization, and the data mining model gives us the rules or algorithms to be applied to an advanced technology valuation system. Finally, this study reaffirms the importance of commercialization costs and durations, which has not been actively studied in previous studies. The results confirm the significant factors to affect the commercialization costs and duration, furthermore the factors are different depending on industry classification. Practically, the results of this study can be reflected in the technology valuation system, which can be provided by national research institutes and R & D staff to provide sophisticated technology valuation. The relevant logic or algorithm of the research result can be implemented independently so that it can be directly reflected in the system, so researchers can use it practically immediately. In conclusion, the results of this study can be a great contribution not only to the theoretical contributions but also to the practical ones.
