National Cancer Control Plan of the Korea: Current Status and the Fourth Plan (2021-2025)

  • Cancer management has become a major policy goal for the government of the Korea. As such, the government introduced the National Cancer Control Plan (NCCP) to reduce the individual and social burdens caused by cancer and to promote national health. During the past 25 years, 3 phases of the NCCP have been completed. During this time, the NCCP has changed significantly in all aspects of cancer control from prevention to survival. The targets for cancer control are increasing, and although some blind spots remain, new demands are emerging. The government initiated the fourth NCCP in March 2021, with the vision of "A Healthy Country with No Concerns about Cancer Anywhere at Any Time," which aims to build and disseminate high-quality cancer data, reduce preventable cancer cases, and reduce gaps in cancer control. Its main strategies include (1) activation of cancer big data, (2) advancement of cancer prevention and screening, (3) improvement in cancer treatment and response, and (4) establishment of a foundation for balanced cancer control. The fourth NCCP has many positive expectations, similar to the last 3 plans; however, cross-domain support and participation are required to achieve positive results in cancer control. Notably, cancer remains the leading cause of death despite decades of management efforts and should continue to be managed carefully from a national perspective.

  • 유비쿼터스도시의 건설 등에 관한 법률이 2008년 제정되었고 이에 따른 종합계획이 2009년 11월에 확정되었다. 이에 지자체에서 수립하는 유비쿼터스도시계획의 제도적 요건이 마련되었다. 그러나 일선 지자체 및 관련사업 관계자들의 유비쿼터스도시계획의 이해부족과 제도 정착의 초기에 발생되는 혼선이 상당히 야기되고 있는 실정이다. 이러한 혼선은 특히, 기존 관련계획 들과의 중복여부와 연계수립부분에서 발생되고 있다. 이에 본 연구는 유비쿼터스도시계획과 관련계획과의 법제도 및 계획내용 등을 비교분석하여 유비쿼터스도시계획과 관련계획들과의 관계를 파악함으로써 향후 유비쿼터스도시계획과 관련계획간의 연계가능성에 대한 시사점을 제공하고자 한다.

군산 근대 민간 건축의 배치 및 평면 유형 특징에 관한 연구 (A Study on Characteristics of a Plot Plan and a Floor Plan of Modern Private Housing Architecture in Gunsan)

  • The purpose of this study is to classify the building layout and plan types according to the urban location, use and function of civil and to analyze the characteristics by the type classified. After constructing a framework (Mathia type, Nagaya type, Detached House type) for analyzing Modern Private Housing Architecture in Gunsan, the research was conducted on 30 representative buildings, and a plot plan, a floor plan and elevation were created. After analyzing the relationship between the lot of land and the urban street, we classified the type of arrangement into Mathia type and Nagaya type which directly enter the building from the road, and derived the Detached House type which indirectly enters from the road. When we look at the use of the derived arrangement types, most of the Mathia type are commercial and residential buildings, and some of them are specially designed for commercial buildings. The Nagaya type appears in the form of commercial and residential house or residential private house, and the Detached House type is classified as residential style. As a relation with the urban street, the Mathia type and the Nagaya type are generally located on the main urban street, whereas the Detached House type is located on the small urban street. As a result of analyzing, the floor plan was changed according to the plot plan. The plan of the Mathia and Nagaya type are arranged to enter directly from the street, with commercial space being mainly located on the street, and the residential space being composed on the back or the second floor. the plan of the Detached House is a type that enters indirectly into the interior through a separate space (Courtyard), and forms an organic space between the residential interior and the front and rear yard. The purpose of this study is to investigate the Characteristics of a plot plan and a floor plan of Modern Private Housing Architecture in Gunsan by means of analysis considering the urban street, Uses of buildings, Construction method and the yard through actual measurement.

개발촉진지구의 발전 계획에 대한 사회.환경.자본 관점에서의 평가 (Socio-ecological and Capital Evaluation on the Development Plan of Development-promoted Districts in Kyungpook Province, South Korea)

  • 본 연구의 목적은 1970년 이후 급속하게 진행된 한국의 산업화 과정에서 소외된 농촌과 낙후된 지역을 발전시키기 위해 제정된 개발촉진법에 의해 수립된 개발촉진지주 발전 계획안을 비평적으로 평가하는 것이다. 사례연구를 위해 경상북도 북부 지역에 지정된 개발촉진지구를 대상으로 수립된 발전계획만이 설정되었으며, 평가는 경상북도 북부의 특수성을 고려한 지역발전 이론적(혹은 개념적) 틀의 수립여부, 발전 계획안의 실행에 따르는 성과의 공정한 분배와 지역 생태계의 보존 그리고 자본 공급의 가능성 관점에서 이루어졌다. 발전 계획안은 1970년대 이후 서구의 학자들에 의해 개발된 다양한 지역발전 이른 혹은 접근방법들을 나열하고 있을 뿐 경상북도 북부의 농촌 혹은 낙후 지역을 체계적 종합적으로 개발하기 위한 이론적 흑은 개념적 틀을 포함하고 있지 않다. 지역발전 전략은 관광개발에 초점이 맞추어져 있으며, 지역사회와 주민의 특성 그리고 발전성과의 분배와 지역 생태계 보존에 대해서 깊이 있게 논의되어 있지 않다. 마지막으로 지역발전 전략의 실행을 위한 자본은 중앙과 지방정부 그리고 민간기업에서 조달하는 것으로 계획되어 있지만 민간 자본의 조달 가능성에 대한 구체적인 논의가 거의 포함되어 있지 않다. 또한 지역 발전 사업에 대자본의 참여에 따르는 수입의 역외 유출에 대한 논의도 필요하다.

Dosimetric Evaluation of Plans Converted with the DVH-Based Plan Converter

  • Plans converted using dose-volume-histogram-based plan conversion (DPC) were evaluated by comparing them to the original plans. Changes in the dose volumetric (DV) parameters of five volumetric modulated arc therapy (VMAT) plans for head and neck (HN) cancer and five VMAT plans for prostate cancer were analyzed. For the HN plans, the homogeneity indices (HIs) of the three planning target volumes (PTV) increased by 0.03, 0.02, and 0.03, respectively, after DPC. The maximum doses to the PTVs increased by 1.20, 1.87, and 0.92 Gy, respectively, after DPC. The maximum doses to the optic chiasm, optic nerves, spinal cord, brain stem, lenses, and parotid glands increased after DPC by approximately 4.39, 3.62, 7.55, 7.96, 1.77, and 6.40 Gy, respectively. For the prostate plans after DPC, the HIs for the primary and boost PTVs increased by 0.05 and 0.03, respectively, and the maximum doses to each PTV increased by 1.84 and 0.19 Gy, respectively. After DPC, the mean doses to the rectum and femoral heads increased by approximately 6.19 and 2.79 Gy, respectively, and those to the bladder decreased by 0.20 Gy when summing the primary and boost plans. Because clinically unacceptable changes were sometimes observed after DPC, plans converted by DPC should be carefully reviewed before actual patient treatment.

분양가 자율화이후 공동주택 단위평면의 변화경향에 관한 연구 (A Study of Transformation tendency of an Apartment Unit Plan after The Enforcement of Price Deregulation)

  • After the Enforcement of Price Deregulation of Apartment, Apartment house get down to originality goods, The Housing Market have reorganized the nucleus by a user, have demanding the development for discriminative unit plan. The purpose of this study is that before and after the Price Decontrol of Apartment take part a variety of unit plan, search for transformation factor and analyze into the tendency of the distinction plan of Housing Goods. Before and after the Price Decontrol of Apartment, Apartment unit have analyzed from 85 $m^2$ till 152 $m^2$ private area; ten corporations of civil construction' unit in Seoul and The national capital region supply apartment, will supply apartment. For selected examples, first, unit plan is normalized from the ratio of front to side wall, bay, a Room' organization and a kind of Room, number, and for examples of unit plan of apartment, the examples were analyzed with respect to change of a Room' organization and the number of a room and the ratio of front wall to side wall for item investigated. Finally, I search out course of transformation tendency of an apartment unit plan after Enforcement of Price Deregulation and analyzed a factor. The results of the study are follows, after Enforcement of Price Deregulation, unit plan of apartment lead to change lay out, to secure each family's privacy, to secure feeling for open hearted, tendency of flexibility.

대학도서관 전략적 계획의 평가에 대한 연구 - 국내 국립대학교 도서관 사례를 중심으로 - (A Study on the Evaluation of Strategic Plan of Academic Libraries - Focused on the Cases of National University Libraries in Korea -)

  • 이 연구는 국내 대학도서관의 장기발전계획의 유용성을 제고하기 위하여 장기발전계획의 내용을 분석하였다. 특히, 이 연구는 전략적 계획의 평가에 중점을 두고, 외국의 대학도서관 전략적 계획 평가 방법에 근거하여 평가기준을 도출하였다. 이에 따라 국내 대학도서관의 장기발전계획이 전략적 계획의 핵심요소를 얼마나 반영하고 있는지를 평가하였다. 평가 결과, 국내 대학도서관의 장기발전계획은 도서관 발전을 장기적 관점에서 견인하는 전략적 계획의 성격보다 일상업무로서의 도서관 운영계획의 성격을 더 많이 포함하고 있음이 밝혀졌다.

  • 기존 화물유통촉진법의 도시물류기본계획은 물류정책기본법의 지역물류계획이라는 명칭으로 변경되었으며, 그 내용도 지역물류산업과 지역민의 경제여건, 생활여건을 개선 지원해 가는 방향으로 조정되었다. 그러나 조정된 물류정책기본법에서도 아직까지 현실과 지역 상황에 맞는 목표의 설정과 이를 실현하기 위한 추진계획, 그리고 이 추진계획들을 과학적인 평가 지표를 통해, 평가 및 개선을 피드백 할 수 있는 시스템적인 체계가 구축되어 있지 않다. 이에 본 연구는 기존 지역의 물류기본계획들을 검토하고, 향후 인천시가 지역물류기본계획을 수립하는데 필요한 지표개발을 통해 중장기적으로 효율적인 지역물류기본계획을 운영하고 관리하는데 일조하고자 하였다.

도심내 실개천 조성을 통한 생물서식처 복원방안 - 서울시 강남구 청담근린공원을 사례로 - (Biotope Restoration for a Brooklet Creation in Urban -Focusing on the Cheongdam Neighborhood Park -)

  • This study was conducted to propose the plan of creating a brooklet reflecting an water-friendly space as well as its function as the habitats of wildbird in Cheongdam Neighborhood Park in Seoul. Major fields of this study include a survey of the staus, a basic plan, a master plan, a execution; a survey of this site was focused on topography, water system, trail, existing vegetation, wildbird; a detailed plan was focused on flow plan, planting plan, facility plan. Existing vegetation was classified into 5 types; Quercus mongolica-Q. acutissima forest, Robinia pseudoacacia forest, Populus${\times}$albaglandulosa forest, artificial green space, urban area. 11 species and 49 individuals of wildbirds appeared in 2004(3~4month). The plan of creating a brooklet were divided passive-zone, eco-zone, and dynamic-zone. Environment elements of each space including a mountain stream, ecological pond, marshland, ecological landscape forest, wildbird observation trail, waterway etc. The brooklet of Cheongdam Neighborhood Park is rated high as an important space for wildbird biodiversity. Accordingly, continuous monitoring of this biotope as a urban habitat is required as the environment changes.

시스템 운용 개념서 활용을 통한 예방적 전기안전 계획서 개발에 관한 연구 (On the Development of Preventive Electrical Safety Plan Using Operation Concept Document)

  • The current electrical safety plan developed for the national electricity system has been playing an important role in handling a variety of electrical accidents. However, it can be more effective to prevent or reduce those accidents if a preventive electrical safety plan is available. In this paper, an approach to developing the safety plan is described. We first discuss the contents that should be included in the plan. Noting that an effective plan requires the system level consideration of all the factors affecting the safety issues, an operation concept document (OCD) is considered. The OCD can allow us to understand the behavior of the safety system based on the operation environment, the system functions, the performance requirements, all at the system level of the safety system. Thus, the OCD can be useful in developing the safety plan. A detailed description then follows on how the OCD is developed for the electrical safety system under study. Finally, we discuss how the developed OCD can be used in deriving the preventive electrical safety plan.
