An Experimental Suggestion on the Transformation of Korean Energy Policies (한국 에너지 정책체계의 전환방안 연구)

  • This experimental study suggests some alternatives for stable growth and environmental conservation, responding to the unstability of global energy market and the regulations to greenhouse gas reduction. It introduces the energy-chain approach optimizing the whole processes extending energy production, transfer, and exploitation. And the alternatives are covered from low-carbon & environment-friendly energy-specific innovation system, transformation of major industries to low-carbon & environment-friendly industries, upgrading of energy efficiency, procurement of energy sources to policy cluster.

Policy implication of nuclear energy's potential for energy optimization and CO2 mitigation: A case study of Fujian, China

  • China is undertaking an energy reform from fossil fuels to clean energy to accomplish $CO_2$ intensity (CI) reduction commitments. After hydropower, nuclear energy is potential based on breadthwise comparison with the world and analysis of government energy consumption (EC) plan. This paper establishes a CI energy policy response forecasting model based on national and provincial EC plans. This model is then applied in Fujian Province to predict its CI from 2016 to 2020. The result shows that CI declines at a range of 43%-53% compared to that in 2005 considering five conditions of economic growth in 2020. Furthermore, Fujian will achieve the national goals in advance because EC is controlled and nuclear energy ratio increased to 16.4% (the proportion of non-fossil in primary energy is 26.7%). Finally, the development of nuclear energy in China and the world are analyzed, and several policies for energy optimization and CI reduction are proposed.

The Impact of the Great East Japan Earthquake and Fukushima Daiichi Nuclear Accident on People's Perception of Disaster Risks and Attitudes Toward Nuclear Energy Policy

  • Multiple nationwide opinion surveys, carried out by the government (cabinet office), major media (national newspapers and NHK), the National Institute for Environmental Studies, and the Atomic Energy Society of Japan, have revealed that the Fukushima nuclear accident has heightened people's perception of disaster risks, fear of nuclear accidents, and increased recognition of pollution issues, and has changed public opinion on nuclear energy policy. The opinion gap on nuclear energy policy between specialists and lay people has widened since the disaster. The results of the Japanese General Social Survey data show that objections to the promotion of nuclear energy are strong among females, and weaker among young males and the supporters of the LDP. These findings are similar to the data collected after the Chernobyl accident. People who live in a 70km radius of nuclear plants tend to evaluate nuclear disaster risks higher. Distance from nuclear plants and the perception of earthquake risk interactively correlate with opinions on nuclear issues. Among people whose evaluation of earthquake risk is low, those who live nearer to the plants are more likely to object to the abolishment of nuclear plants. It was also found that the nuclear disaster has changed people's behavior; they now try to save electricity. The level of commitment to energy saving is found to relate to opinions on nuclear issues.

  • Recently, national energy policy tends to be approached with the long-term perspective because it became harder to cope with various energy issues fundamentally only through the short-term and piecemeal approaches. To deal with energy policy from a long-term perspective, we need new governing approach that differs from established short-term perspective. In this context, research efforts to apply transition management theory to long-term energy policy are receiving attention. In this paper, we suggest extended transition management model based on case study of Dutch energy transition model and review the transition management traits of long-term energy policy of Korea. We conclude that transition thinking and approaches are diffusing widely in the long-term energy policy formation processes, but also can find various issues that are needed to be addressed for effective transition management especially in the energy policy implementation processes.

  • The purpose of this study is to review the current state of energy education in Korea and identifies barriers faced by teachers in doing energy education. For this purpose, this study carried out a questionnaire survey targeting energy saving policy research-schools. The results of this research are as follows. First, teachers facing barriers in energy education pointed out the lack of teaching text and students' interest in energy, and work stress as main barriers. Second, teachers facing barriers in energy education rather than teachers not facing barriers are inclined to do more education at Ordinance hour and Jongrye hours. It implies that more energy education textbooks for Ordinance hour and Jongrye hours need to be developed. Third, teachers facing barriers in energy education desire more chances for training program, compared with teachers who do not feel barriers. It implies that opportunities for teacher training program need to be expanded.

  • The rapid changes of energy environment such as high oil price, united nations framework convention on climate change, and the hydrogen economy have been happening to provide national energy security in the 21st century, we need to build strategic approach for coping with energy environment. From a long-term viewpoint of energy technology development, it's time to develop energy technology with selection and specification. In this study, we build energy technology roadmap for establishing the hydrogen economy with a long-term strategy. We analyze economic spin-offs and commercial potential for establishing energy technology roadmap of energy technology development for establishing the hydrogen economy.

  • In this study, for the flow of carbon dioxide/hydrogen mixture through a tubular type Pd-Ag membrane, hydrogen partial pressure, velocity profile, and concentration profile were simulated as a function of inlet flow rate using computational fluid dynamics (CFD) technique. The simulation results indicated that the mole fraction of carbon dioxide increased slowly in the longitudinal direction as the flow rate increased. In addition, the effects of inlet flow rate and the length of membrane on hydrogen recovery were investigated. At lower flow rate and for longer membrane, the hydrogen recovery was larger.

  • In 1997, Korean government established the National Energy and Resources Plan, which targeted from 1997 to 2005 with strategic energy technology development. At the end of 2005, Korean government built a New National Energy and Resources Plan preparing for upcoming 10 years from 2006 until 2015 based on energy technology trees comparing with the previous plan, which based on the energy R&D projects. In this research, we prioritize the relative preferences and efficiency by an AHP/DEA CCR-I and BCC-I integrated model approach considering scale efficiency for well focused R&D and efficiency of developing Greenhouse Gas technologies as an extended research from a view point of econometrics as an extended research.

  • This paper compares the economic effects of climate policy options in Korea. The impacts and implications of carbon and Btu tax schemes are analyzed using the META Net modeling system, which was developed at the Lawrence Livermore National Laboratory (LLNL). Findings indicate that carbon tax is more cost effective compared to Btu tax, but this does not necessarily mean the former is more desirable than the latter. Energy market stability and national energy security is equally important in choosing policy options. Moreover Btu tax is more effective in reducing energy consumption in general. It reduces not only carbon intensive energy sources, but non-fossil fuel like electricity. Korean economy consumes too much energy and energy efficiency is very low compared to other OECD countries. So the reduction of energy demand growth should be the first priority of the national energy policy in Korea.

  • Geographic information system (GIS) based renewable energy resource map including potential analysis can play a crucial role not only to develop the national plan for renewable energy deployment but also to make strategic investment decision in the private sector. Korea Institute of Energy Research (KIER) has been developing domestic maps about several resources such as solar, wind, hydro, biomass, and geothermal, as well as conducting research on methodologies for potential analysis. Furthermore, the institute is trying to transfer related technologies and know-how to foreign countries, recently. In this context, the main purpose of this study is to introduce the business model of renewable energy resource map. From the value chain analysis, we focus on the government-side market in foreign countries, such as the development of the national level renewable energy resource map and the support of the national renewable energy plan. For about 180 countries, we segment the customers according to the consideration of economic capacity, renewable energy resource capacity, existence of renewable resource map, current portion of renewable energy facility capacity, and renewable energy policies, and we conclude that the target customers are non-Organization for Economic Co-operation and Development (non-OECD) countries or some OECD countries, their per capita GDP are under the average among OECD countries, that do not have renewable resource map yet. We segment the target customers into four groups, and suggest different strategies for market positioning and financing strategy based on Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis. This study can help to develop the business strategy about the development of renewable energy resource map in foreign countries.
