Analysis of Trends for Weapon System Accidents Using Social Network Analysis (사회 연결망 분석을 활용한 무기체계 안전사고 동향 분석)

  • Since military weapon accidents or breakdowns are directly linked to enormous damage, it is important to analyze the causes of weapons system accidents. Recently, in the defense sector, there have been cases in which budget has been saved through analysis of the causes of frequent breakdowns and improvement activities that have occurred in the process of operating weapon systems since 2015. But due to the nature of the defense sector, it is not easy to collect data and studies on weapons system accidents have been insufficient so far. Therefore, this study aims to investigate the causes and types of military weapon accidents by collecting military weapon accident data for military weapon systems and analyzing trends by weapon system classification through the analysis process. It analyzes statistically and visually through social network analysis, NodeXL. It is expected that this study will help improve the stability of the weapon system by reducing the number of military weapon accidents and failures.

A Study on the Improvement for RAM for Weapon Systems (무기체계 신뢰도 향상방안 연구)

  • The performance of weapon system, based on the acceleration of advanced scientific technology, has been reinforced to the state of precision, complexion and multi-function. People have given great interest for a long time on its development, acquisition cost and enormous expense of operation/support. Under this environmental situation, this research paper proposes two kinds of implementation that can improve the RAM(Reliability, Availability, Maintainability) on weapon system. The first section is to understand all of the actual states on its reliability, in the acquisition process and to make the improvement for RAM at the milestones on the acquisition steps. The next section is to establish a defense RAM center, which will be closely cooperated with acquisition organization such as Ministry of Defense, DAPA(Defense Acquisition Program Administration), DTaQ(Defense agency for Technology and Quality) and ADD(Agency for Defense Development), etc. and to conclusively improve the RAM of weapon system in South Korea.

An Analysis on the Performance of the Close-In-Weapon-System Using Absorbing Markov Chains (흡수 마코프체인을 활용한 함정 근접무기체계 효과성 분석)

  • Since the technology of anti-ship missiles has advanced rapidly, defending battleships from the threat of anti-ship missiles is a crucial factor for the survival of warships. In this paper, we analyze the performance of an anti-ship missile defense system whose name is Close-In-Weapon-System. We show the survival probability of a warship equipped with the Close-In-Weapon-System as the number of anti-ship missiles attacking the warship varies. Because of the complex and dynamic operational characteristics surrounding the Close-In-Weapon-System such as speed of missiles, different range of an individual weapon in the weapon system, and the continuous change of the kill probability of the missiles corresponding to the distance of missiles from ships, few work has been done for the performance of Close-In-Weapon-System. We present a model to incorporate all the dynamic characteristics of the system using absorbing Markov Chain. With our results, we expect commanders of warships equipped with Close-In-Weapon-System to be provided with more helpful information on how to deal with the anti-ship missiles.

  • The requirement verification is the integral part of the weapon system R&D to reduce cost and schedule. And, a systems engineering is an interdisciplinary engineering management process that evolves and verifies an integrated, life-cycle balanced set of system solutions that satisfy customer needs. Therefore, this study analyzes the national defense need and acquisition management process, investigates the systems engineering verification activity. Through the requirement verification example in terms of technical evaluation this study presented the requirement verification approach in the weapon system R&D.

Comparison Study between the Cyber Weapon System and the Conventional Weapons Systems on Their Core Technologies Levels and Features (국방 사이버 무기체계와 기존 재래식 무기체계의 핵심기술 수준 및 특성 비교 연구)

  • Since the inauguration of Defense Acquisition Program Administration(DAPA) in 2006, the national defense core technology research & development business has not only pertained to the weapons systems development but also to the improvement of the national science & technology capability via the acquisition of cutting-edge technologies. Furthermore, it has been closely related to the promotion of the defense industry and the mutual improvements of defense and civil technologies. The cyber warfare weapon system, a newly added national defense weapon system field since 2015, has become a promising weapon system branch for improving the national defense power as well as the national defense industry as shown in the case of Israel. By utilizing the existing result of the national defense core technology level, in order to establish the direction of technology planning of the cyber warfare weapon system, this paper analyzes the technology level and features of the cyber warfare weapon system in various aspects via comparisons with other weapons systems. The result of these analyses shows that the cyber warfare weapon system possesses a relatively high technology level due to the technology accumulation in the civilian sector while the relatively slow inclusion to the national weapons systems and the lack of the correspondence case regarding aggressive cyber responses in the defense sector yields a relatively low national rank. However, the technological gap between South Korea and the most advanced country in the field of cyber warfare technology is analyzed to be among the lowest, which indicates that with efficient and effective pursuits in terms of pthe weapons systems acquisitions as well as the core technologies research & development business, an outstanding cyber warfare capacity can be obtained in a short time.

A Linear Approximation Model for an Asset-based Weapon Target Assignment Problem (자산기반 무기할당 문제의 선형 근사 모형)

  • A missile defense system is composed of radars detecting incoming missiles aiming at defense assets, command control units making the decisions on weapon target assignment, and artillery batteries firing of defensive weapons to the incoming missiles. Although, the technology behind the development of radars and weapons is very important, effective assignment of the weapons against missile threats is much more crucial. When incoming missile targets toward valuable assets in the defense area are detected, the asset-based weapon target assignment model addresses the issue of weapon assignment to these missiles so as to maximize the total value of surviving assets threatened by them. In this paper, we present a model for an asset-based weapon assignment problem with shoot-look-shoot engagement policy and fixed set-up time between each anti-missile launch from each defense unit. Then, we show detailed linear approximation process for nonlinear portions of the model and propose final linear approximation model. After that, the proposed model is applied to several ballistic missile defense scenarios. In each defense scenario, the number of incoming missiles, the speed and the position of each missile, the number of defense artillery battery, the number of anti-missile in each artillery battery, single shot kill probability of each weapon to each target, value of assets, the air defense coverage are given. After running lpSolveAPI package of R language with the given data in each scenario in a personal computer, we summarize its weapon target assignment results specified with launch order time for each artillery battery. We also show computer processing time to get the result for each scenario.

  • This work describes identification of essential considerations when we develop OMS/MP for the shipboard weapon systems. It is compulsory to develop OMS/MP which describes quantity of what mode to have and how often to operate. In this point of view, relationships between OMS/MP and shipboard weapon systems are analyzed. From the analysis, considerations of OMS/MP development for the weapon systems are presented.

  • The purposes of this paper are applying the IDEF(Integrated DEFinition), which was selected for standard methodology of CALS(Computer-aided Acquisition and Logistic Support) process modeling, to the acquisition process of the weapon system to activate DEfense CALS of the acquisition and management business of weapon system on Defense Planning and Management System and developing a AS-IS model which is usable and that the analysis of process problems results in. On this paper, We diagrammed the function of the acquisition and management of weapon system by using IDEF0 and presented AS-IS model. This paper focused on the development of AS-IS model which can put to practical use to find the problems of current acquisition and management process of weapon system and the embodiment of national defense CALS system. So more detailed analysis of current system and additional studies about TO-BE model would be the future research area.

  • Failure data of systems in many field can be erroneous, which influences the reliability analysis of the systems. The general form of failure data is right censored data with accurate time information. But due to its nature of data collection in the military field, failure time of one-shot weapon systems can have errors which are related to the maintenance period. So this paper suggests a model that can reduce the error by utilizing interval censored data as an alternative to right censored data in weibull distribution.

  • This work presents the relationship between the domains of Human Factors Integration(HFI) to develop the weapon systems through integrating human factors into the defense acquisition program. The HFI is a systematic process for identifying, tracking and resolving human related issues ensuring a balanced development of both technologies and human aspects of capability. In this point of view, this paper identifies and analyzes the HFI domains. Based on the results, this paper presents the relationships between the domains of the HFI.
