약료서비스 R&D 고도화를 위한 우선순위 기반 전략과제 설정 (Development of Agenda for Pharmaceutical Care Service Research and Development using the Analytical Hierarchy Process)

  • Background: Although the importance of pharmaceutical care service has been growing to meet the needs of customers with the improvement of clinical and humanistic outcomes, there was not a systematic strategy to promote research in Korea. The aim of this study was to suggest the core agendas for pharmaceutical care services research and development (R&D) considering priorities. Methods: Based on desk researches, we developed R&D agendas for the needs of improving pharmaceutical care services in the area of institution, community, and public health. To determine the priority of agendas in developing pharmaceutical care service, analytic hierarchy process (AHP) analysis was performed by the 14 experts. Criteria and subcriteria were assessed for significance by pairwise comparisons. Then, agendas were evaluated for importance according to each subcriteria, and rank ordered considering the weight calculated by multiplying the importance scores of the criteria and the subcriteria. Results: We derived 25 agendas including 13 for institutional pharmaceutical care service, 8 for community pharmaceutical care service, and 4 for public-health related pharmaceutical care service. AHP model was constructed based on 4 criteria and 8 subcriteria by a hierarchical structure. From the AHP survey, the 'Development of pharmaceutical care service for metabolic and chronic disease' agenda accounted for the highest priority. Conclusion: We have developed the R&D agendas of the pharmaceutical care service which should be promoted. The results should be utilized by the government to nationally support the development of the standards and relevant regulations related to pharmaceutical care services in Korea.

  • 2015년 11월 총선 결과에 따라 국민민주주의연합은 1962년 군부가 정권을 탈취한 후 민간정부를 복구시켰다. 그러나 당 대표인 아웅산수찌가 대통령에 출마할 수 없는 상황에서 헌법을 무시하고 그녀를 위한 권력의 재편이 이뤄졌다. 국가고문직과 국가고문부의 신설은 그녀가 대통령의 권한과 책무를 능가하는 인물로 만들었다. 또한 군부가 의회에서 차지하는 의석을 포함한 군부의 정치퇴진에 관한 어떠한 논의도 이뤄지지 않았고, 군부에 대한 여당의 방임이 목도된다. 21세기 삥롱회담이라고 명명된 전국적 수준의 정전협정은 민간정부 출범 이후 한 차례 개최된 후 이해당사자 간 갈등은 공론화되었다. 로힝자족은 여전히 다수인 불교도들의 배척 대상이고, 국민통합을 위한 21세기 삥롱회담의 대상이 되지 못했다. 미국은 1993년부터 시작한 대 미얀마 제재를 해제했고, 일본은 지난 정부에 이어 대규모 원조를 약속했다. 중국은 소원해진 양자관계를 회복하기 위해 발 빠른 행보를 보였다. 한국은 기존 공적원조 사업을 지원하고 있으나 최고위급 회담은 성사되지 않았다. 민간정부는 떼인쎄인(Thein Sein) 정부의 경제발전정책을 폐기하고, 2016년 7월, 12개 발전과제를 발표했다. 이전 정부와 마찬가지로 정책의 방향만 제시되어 있었다. 경제개발 방향은 농업에 방점을 두지만 경공업과 같은 제조업은 등한시되었다.

  • The purpose of this study is to get a politic advanced idea to operate a pro-environment based u-city through the overcome problems on the construction policy for the even areal distribution, and the development for the model structure of the high level. Advanced pro-environmental ubiquitous urban construction becomes an example of the practical level linked by the national agenda as uKorea policy. The Idea of the national land informal ion systems transforms to enhance or to guide the national strategic industry to implement balanced development as grand objectives of the national land due to the factor that 'the economic development 5 years plan' altered to 'the national land 5 years plan'. Therefore, ubiquitous echo city construct ion becomes realized as static spatial informal ion construct ion and dynamic mobile based ubiquitous lives operable by the information infrastructure and IT839 policy items operation. For the synergy effects through this task, it requires a strong empowerment of the information industries and a new growing core engine of the national economy through the policy of the mutual satisfaction on the spat io-temporal information and the pro-environment information systems.

  • 본 연구의 목적은 국가적 차원의 과학기술 분야 디지털 아카이빙 체제구축을 위한 정책방안을 제시하는 것이다. 이를 위해 우선 과학기술 분야 자원현황을 파악하고, 디지털 자원의 장기보존을 위한 대상을 선정하는 기준을 분석하였다. 다음에는 과학기술 분야 주요 정보자원 유형별로 장기보존을 위한 핵심과제를 제안하였고, 이를 추진할 조직체계를 구상하였다. 또한 디지털 아카이빙을 위해 국가 차원에서 추진해야할 전략과제들을 제안하였다.

A Study on the Effect of the Improvement of Investment Environment with Investment Incentive on National Economy

  • This research is to investigate the effect of the improvement of investment environments with investment incentive on Korean national economy by looking into the foreign investment support system in Korea. To this end, first research model was set up based on our literary study and case study was conducted on 150 foreign companies that were located in industrial complex for foreign companies, received the tax benefit and government subsidization. And it was found that even though the foreign companies were contributing to the national economy in general such as in the area of production, export, employment, development of technology, there was no significant contributory difference between the investment incentive beneficiary and non-beneficiary foreign companies. Therefore it deemed reasonable to reconsider the way Korean government supports foreign companies in Korea and to reinforce foreign companies' relevance to national policy agenda with additional incentives to foreign companies located in comparatively less developed areas. As a way to promote foreign investment, promotion of investment infra such as improvement of follow-up services, openness to foreign investment, industrial deregulations in capital area, revitalization of free economic zone, efficient system to promote foreign investment and the reinforcement of public relations were considered necessary, especially the upgrading of economic structure and the integrated management of domestic and foreign investors deemed necessary for the optimal distribution of the industries.

여론을 통해 본 농촌지도 체제 개편의 방향 (The Direction for Improvement of Agricultural Extension System Reorganization by Public Opinion)

  • Agricultural extension has contributed enormously to agriculture and farmers, since Rural Development Administration(RDA) was founded in Korea. However, as the decentralization got started and world environment has changed, agriculture extension shrank by transferring the function of agricultural extension to local government. According to public opinion appeared on the bulletin boards of RDA web site, many people suggest that agricultural extension should be improved from the current system and services. Findings in the transfer of the extension system from national status to local government showed some advantages and disadvantages; 1) Agricultural extension services was decreased sharply by a large dropping in the number of extension educators. 2) The identity of agricultural extension services was disappearing. 3) The extension projects when matched with local features could be better implemented. 4) The lives of extension educators were better stabilized. Rural Development Administration intends to transfer the director of the local Agriculture Technology Center to the national status. This would return all current extension educators step by step to national positions. By doing so, agricultural extension scholars and farmers are welcoming this agenda. On the other hand, the extension educators themselves were divided by contradictory opinions Therefore, government should search for the better alternatives to establish more effective system with considerations of various aspects in activating the agricultural extension services.

  • 국가정보화를 위해 5년 단위의 정보화 기본계획을 수립하고 매년 부처별 정보화시행계획에 대한 사업과 예산을 계획한다. 국정과제를 비롯한 국가정보화의 상위 정책과 기획재정부의 예산 관점, 정보화 총괄부서인 미래창조과학부의 관점이 달라 국가정보화시행계획이 효과적으로 검토되지 못하고 있다. 정보화시행계획과 관련한 다양한 관점과 검토 사항을 EA 프레임웍 사상과 기법을 적용하여 검토 프로세스를 효과적, 효율적으로 수행하는 방안을 연구하였다.

  • 최근 지속 가능한 개발과 유해화학물질의 국제적 규제를 목표로 한 바젤협약, Agenda 21, POP 의정서 등 여러종류의 국제협약이 진행되고 있으며, 환경규제는 점차 무역규제 형태로 나타날 전망이다. 특히, 화학산업의 경우 이러한 국제협약에 우선적으로 큰 영향을 받을 것이다. 따라서 국내외 환경규제에 대비하기 위하여 오염원에 대한 원천적인 제거와 오염물질을 감량시킬 수 있는 청정기술의 개발 및 도입이 시급하다. 환경친화적 기술개발을 바탕으로 국제 경쟁력의 우위를 유지 또는 선점하기 위하여 우리나라도 환경정책을 선진화하고 환경기술 개발을 촉진시켜 특히 화학산업의 경쟁력을 꾸준히 높여나가야 할 것이다. 본 연구에서는 화학산업과 관련된 국내외 환경규제와 유해화학물질의 관리현황을 살펴보고 화학산업의 발전을 위한 청정기술 개발의 방향을 고찰하고자 한다.

The importance of talent who is taped and leads to epochal and social trend of change has been strongly emphasized. Recently with the phenomena of technical fusion and composition it is emphasized that the requested talent by an enterprise is the multi professional person who has the diverse professional technology and the ability of the solving problem. Changing a person who requires from an enterprise the upbringing goal of the educational institute undergo a great many changes. Thus analyzing the required talent by an enterprise, the purpose of this study is to suggest the educational program to train the multi professional person by the example of the operation of innovative engineering education program financially supported by Minister of Education, Science and Technology.

  • By the rapid development of Information Communication Technology (ICT) and Geo-spatial Technology (GT) and the increased usage of spatial data for planning and infrastructure management, the National Geographic Information System (NGIS) for more efficient and effective utilization of spatial information has been developed by the central government in Korea since 1995. NGIS is the base of Spatial Data Infrastructure (SDI). SDI is developed as one of National Information Infrastructures (NII). Among the hierarchy of SDI, National Spatial Data Infrastructure (NSDI) has very important role in the success of SDI development. Many research articles show that the USA's NSDI initiatives, development strategy have been strongly influenced all over the world. In these viewpoints, to propose the future directions of Korean NGIS, the development of NSDI strategy of USA is reviewed by literature through published book and internet resources. The conclusions of this study are as follow: 1) top-down and bottom-up approach are needed for integrated data sharing and standardization. 2) the creative and evolutionary vision and strategy has to be suggested. 3) the training program and lecture material has to be developed and diffused to the users and providers of spatial data. 4) governance system has to be built for NSDI evaluation. 5) the formation of geo-spatial forum to discuss the spatial-related problems and make research agenda, etc.
