IT롤 활용한 녹색성장 전략에 관한 연구 (A study about Strategy of Green Growth base on IT)

  • 녹색성장정책은 환경(Green)과 성장(Growth)의 양립구조에서 벗어나 환경 그 자체를 새로운 성장동력으로 인식하고 환경과 성장의 선순환구조로 경제성장 패러다임을 전환시키는 것이다. 그러나 녹색성장정책은 국가에 따라 다소 상이하게 추진되므로 이러한 정책들을 살펴보고, 실제 일반인과 기업에서 이것을 어떻게 수용하는지 실증분석을 통하여, 우리나라 녹색성장전략을 제시하는데 그 목적이 있다. 실증분석 결과, 나타난 주요 시사점을 요약하면 다음과 같다. 첫째, 녹색성장정책은 단순한 환경문제를 해결하기 위한 정책이 아닌 범국가적인 전략 추진이 필요하다. 둘째, 녹색성장정책의 핵심부문으로서 에너지정책을 규정하고 단기적으로 성과가 가능한 에너지 사용의 효율화를 적극 추진하여야 한다. 셋째, 녹색성장정책에 IT활용을 적극적으로 추진하여 보다 장기적인 성과에 초점을 둔 전략 개발이 필요하다. 넷째, 우리나라의 실행계획의 수립은 녹색성장정책 추진에 따른 효율성과 직접적인 관련이 있으므로 매우 신중한 접근이 요구된다. 다섯째, 녹색성장정책을 사회변혁정책으로 다루어 범국민적인 여론 형성을 마련하여야 한다.

국가소득별 환경지표 비교 및 환경성과지수 유사성분석 (Comparison of Environmental Index by Nation's Income and the Similarity Analysis against Environmental Performance Index)

  • 본 연구는 2010년 세계경제포럼에서 발표된 환경성과지수(EPI) 데이터를 활용하여 국가별 환경지표 비교와 유사성분석을 하였다. 환경지표에 대한 비교분석은 환경성과지수 대상국인 163개국을 4개의 소득집단으로 나누어 분석을 하였으며, 유사성분석은 OECD 30개국을 대상으로 환경보건부문과 생태건전성부문으로 PREFMAP에 나타내었다. 먼저 비교분석의 결과를 보면 국가 소득에 따라 대부분의 환경지표 차이가 있었으며, 본 논문에서는 소득그룹별 차이를 보인 변수들만 제시하였다. 다음으로 환경정책지표별 유사성분석을 통하여 OECD국가별 환경정책지표별 위치를 하나의 인지도에 나타냄으로써 다른 선진 국가들과 비교하여 취약점을 파악하였다. 이는 향후 환경관련정책수립 시 나아갈 방향을 설정하는데 있어서 유용할 것이라 사료된다. 하지만 본 연구에 있어서 시계열적 자료를 확보하여 환경관련변수별 시간적 변화를 살펴보는 것이 더욱 가치 있는 연구가 되었을 것으로 판단되나 EPI가 2002년 처음 발표된 이후 지금까지 총 4차례에 걸쳐 발표되어 실시하지 못한 점에 아쉬움이 있다. 그러나 이 한계점은 향후 시간이 흘러 데이터가 확보되어 더욱 발전된 연구가 이루어지길 바란다.

국제 환경기관의 환경문제가 국가정책채택에 영향력을 미치는 요인에 관한 연구 (The Study on the influencing to adopt national policies on international environmental issues)

  • 이 연구는 국제 환경기관간의 환경문제에 관한 국가정책채택에 영향력을 미치는 요인이 무엇 인지에 관한 내용이다. 이를 위하여 다변량에 의한 회귀분석을 이용하여 환경정책의 채택에 관한 국가정책의 영향력을 분석하였다. 데이터 분석은 세계의 모든 부분에서 130 개국의 샘플에 대한 독립 변수의 측정에 의해 각 국가의 비준된 환경협약을 인덱스 포인트로 하여 회귀분석을 실시하였다. 분석결과 전반적으로, 회귀 분석은 일반적으로 독립 변수에 대한 가설을 긍정적으로 보여주고 있다. 결과에서 외부적 결정요인은 국제 환경기구들과 관련하여 국가 환경 정책 도입의 수준을 설명하는 내부적 요인보다 더 강한 것으로 나타났다. 즉 모든 국제 환경 기구, 국제 비정부기구 및 지역 다국적 기관은 국가간이 아닌 국제 환경 정책 방향에 호의적인 자세로 국가에 영향을 미치는 긍정적인 방향에 기능하는데 입증되었다. 본 연구의 결과는 한국 환경정책 시스템의 효능을 개선하는 방법에 대한 유용한 정보를 제공할 것으로 보인다.

  • Pursuing sustainable development throughout society and industry and the field of environmental policy, each international organization or nation has performed international standardization projects on environmental management activities for their system as well as environmental assessment for a product such as life cycle assessment (LCA) and life cycle inventory database (LCI DB), and the environmental aspects have been increasingly demanded as crucial evaluation specifications. Moreover, the conventional environmental policy, which represents the direct-control, has been more dependent on the market forces and product itself after the Climate Change Convention., and the Integrated Product Policy (IPP, EU) is applied vigorously to strengthen global competitiveness of a product and to achieve the effect of environmental improvement for it. According to change of the international railway market, the value of Eco-Design has been increasingly important in developed countries including EU. Thus, each country is establishing its own guidelines, software and database for each product, and developing new policies through Eco-Design with practical results in marketing. To react this and develop Korean railway as an environment-friendly industry with priority to other transportation system as well as maintain high place in technology, the direction of RACE software development of main function is introduced, which is exclusively used for EMU to assess both environmental and economic aspects with LCA and eco-efficiency (EE).

우리 나라의 환경정책 방향 (Environmental Health Strategies in Korea)

  • Since 1960's along with industrialization and urbanization, economic growth has been . achieved, however, at the same time, environmental condition has been seriously deteriorated. . Currently, volume of wastewater has been increasing at annual rate of 7% in sewage and 20% in industrial wastewater. However, the nation's sewage treatment serves only 33% of the municipal wastewater as of 1991. Major portion of air pollutants comes from combustion of oil and coal which comprise 81% of total energy use and emission gases from motor vehicles increasing at an accelerated rate. It is known that Korea generates the highest amount of waste per capta. Nevertheless, it is not sufficient to reduce the volume of waste by means of resources recovery and recycling. Recognizing the importance of global environmental problems such as ozone layer depletion, global warming and acid rain, international society has been making various efforts since the 1972 Stockholm conference. In particular, it is expected that the Rio conference which has adopted the Rio declaration and Agenda 21 will form a crucial turning point of the emerging new world order after the Cold War confrontation. To cope with such issues as domestic pollution and global environmental problems, the fundamental national policy aims at harmonizing "environmental protection and sustainable development". The Ministry of Environment has recently set up a mid-term comprehensive plan which includes annual targets for environmental protection. According to the government plan, gradual improvement of various environmental conditions and specific measures to achieve them is planned in time frame. Additional sewage treatment plants will be constructed in urban areas with the target to treat 65% of the nation's municipal sewage by 1996. Supply of clean fuels such as LNG will also be expanded starting from large cities as a cleaner substitute energy for coal and oil. In parallel with expansion of LNG, emphasis will be placed on installation of stack monitoring system. Due to the relatively limited land, government's basic policy for solid waste treatment is to develop large scale landfill facilities rather than small sized ones. Thirty three regional areas have been designated for the purpose of waste management. For each of these regions, big scale landfill site is going to be developed. To increase the rate of waste recycling the government is planning to reinforce separate collection system and to provide industries with economic incentives. As a part of meeting the changing situation on global environmental problems after UNCED, and accommodation regulatory measures stipulated in the global environmental conventions and protocols, national policy will try to alter industrial and economic structure so as to mitigate the increasing trends of energy consumption, by encouraging energy conservation and efficiency. In this regard, more attention will be given to the policy on the development of the cleaner technology. Ultimately, these policies and programs will contribute greatly to improving the current state of national public health.

국방 표준화 정책 로드맵에 관한 연구 (A Study on the Defense Standardization Policy Roadmap)

  • Many advanced countries including the U.S. consider defense standardization as a critical task for the efficient acquisition and effective operation of weapon systems and have implemented the appropriate standardization policy by synchronizing the defense acquisition strategies and nation standardization policy with defense standardization. It is required to develop the long-term defense standardization policy that can cope with the future domestic and international defense environmental changes. Therefore, it is an inevitable task to investigate the standardization trends and strategy in the domestic and international perspectives. The study aims to provide the vision of defense standardization policy, act/regulation, organization/personnel, education/training and information system.

국제사회 힘의 변화와 해양레짐 출현에 관한 소고 -유엔 해양법협약을 중심으로- (The Emergence of International Ocean Regime and the Change of Power Concept in International Society -The Case of United Nations Convention on the Law of the Sea-)

  • As the political arguments on international power concept has gradually been deepened, the role of international regimes, defined as principles, norms, rules, and decision-making procedures around which nation-actors' expectations converge in a given issue-area, has also been reinforced. There are many ways of understanding about international regimes. In terms of realistic theories, international regimes are one of methods of maintaining hegemonic power order of hegemonic nation and in terms of liberalistic theories, international regimes are understood as the products of mutual inter-dependence of nations in changing international society. As a matter of fact, if we take structural causes and regime consequences into severe consideration, we can find not a few characteristics of international regimes, such as security regime, world trade and fiance regime, ocean regime, environmental regime, human right regime, etc. This paper will examine the changing concept of power after World War II in three categories of hard power (military power), meta power (regime creating power), and soft power (advanced in cultural, diplomatical, and technological power). This paper will provide the evidence of why the changing power concepts will be strongly related with the emergence of international regimes. The UN convention on the law of the sea will chosen as a standard case of the ocean regime and it's regime structure and role will also be analysed in both realistic :md liberalistic theories. Futhermore, the nations' interests involved in the UN convention on the law of the sea will be analytically classified and finally a future prospectus of the UN convention on the law of the sea as an ocean regime will be tested.

정책결정의 환경문제와 국제적 성향에 관한 연구 (The Study on the International Inclination of Policy Decision in Environmental Problem)

  • 본 문의 목적은 환경문제에 관한 세계적인 담론과 의사소통이 증대함에 따라 비교정책학자들은 환경문제를 정책영역으로 결합하는 이론들을 발전시켜 나가는 데 상당한 기여를 해 왔다. 두 영역간의 연계에 대하여 기본적 이해와 전제에 대한 구축에 성공해왔다. 비교학자들은 환경문제를 국가를 초월하는 문제로 이해하고 있으나 실제 구축과 연결사례는 소수에 불과하다. 더군다나 이러한 학자들은 심오한 이론적 틀이 없이 단순하고 부분적인 경험적 고찰에 이르고 있다. 그러한 한계는 통합이론과 대규모 비교연구에 있어서는 부족함을 가져왔다. 본 연구는 정책채택에 대한 경험적 조사를 통하여 이러한 문제점에 대한 원인을 제시하고자 한다. 특히 120개국의 나라에 대한 회귀분석을 통하여 정책채택에 여부에 대한 영향을 미치는 요인을 검증하고자 하였다. 그 결과 국제적인 환경보호와 관련하여 국제환경기구의 존재여부가 정부의 정책채택의 규모에 영향력을 미치고 있으며 이러한 관심은 한국의 정책선택과정에 시사하는 바가 크다.

  • Climate changes and environmental pollution problems are continuing every year. In Korea, the carbon dioxide(CO2) emissions by the transport sector reached around 20% of pollution. Many countries are enforcing the pollution-control policy. Korean government has introduced the modal shift grants as well as in other countries. In case of nation's transportation plan, the policy basis of green distribution is emphasized. However, the shipper and logistics company have low interests in the modal shift as the massive transportation system. The purpose of this paper is that I studied the policy alternatives for the modal shift of foreign railways., And also I studied the difficult problems at altering the railway freight from domestic road freight and I suggested the alternatives of modal shift to solve those problems.

국제 환경레짐(Environmental Regime)에 관한 소고 -남극조약 체제(System)를 중심으로- (A Study on International Environmental Regime -The Case of the Antarctic Treaty System-)

  • The so called Antarctic Treaty System, started from the Antarctic Treaty in 1959, has gradually been enlarged into the concept of an international environmental regime, which has been included in not a few international institutions, treaties, conventions, and international non-governmental organizations (INGO). This kind of movement, as in the role of an international environmental regime, has recently been highlighted in the Protocol on Environmental Protection to the Antarctic Treaty. This Protocol is taking appropriate measures as an international environmental regime in regulating its member nations by enforcing principles in protecting Antarctic resources and environment, regulating member nations' Antarctic activities, establishing norms in the adoption of international and domestic laws, and devising regulations for deciding administrative actions through the member nations' collective decision-making procedures. h this context, this paper is to test a few questions; firstly, how the Antarctic Treaty System can be related with the role of international environmental regime; secondly, how the theories of international environmental regime, such as the hegemony theory, rational choice theory, and international morality theory, can be tested in the role of Antarctic Treaty System as an international environmental regime. Finally, this paper provides a solution for the future problems of the Antarctic Treaty System as an international environmental regime regarding the regime's principle (conflict between the environmental principle and the right of nation-state), norms and regulations (the conflict between the developed and underdeveloped nations in terms of the concept of 'common but differentiated environmental responsibility'), cooperation directions (the leadership problems between hegemonic nation and multilateral leading groups), and management methods (cooperation and arrangement problems among expert institutions, observer groups, and INGO).
