Plans for Improvement of the Airspace Structure (공역체제 개선계획)

  • Our nation have several procedures and law for national airspace management, however those procedures and law not enough to manage airspace. Therefore, I have studied this paper for improving flight safety and for providing economics flight of civcil aircraft and military aircraft, also, for increasing efficiency of airspace through systematic airspace management, additionally, for improving nation defense ability and for preventation our nation damage when occuring airspace problem. Nowaday. in using airspace. two theory which freely use theory and use theory under jurisdiction is opposed by every nation in worldwide. Consequently. we can realize every nation endeavour to increase their jurisdiction airspace. However. our nation is not still prepared to cope with other nation when occuring airspace trouble. because airspace definition is not prescribed on our aviation law. Therefore. several problems which are improved in our airspace management are presented on this paper. The presented matters are as follows. First, The airspace definition is not prescribed on aviation law and responsibility limit of airspace management is ambugious. Second. problem on structure of approach control area and special airspace, Third. problem on airway system. Fourth. civil agency and military agency apply respectively different regulation in establishment of aircraft flight route, To grasp these problems, considered the airspace conception, airspace classfication. legal character of airspace. our nation airspace state and management together with other nation airspace state and management. also compared our nation airspace management with other nation airspace management. And. improvement methods to solve problems which was appeared by comparing and analysis are presented on this paper.

Research on Follow-up Management Systems for Scientifically Gifted: Focusing on the Case of the Nation-level Institutes for Gifted and Talented Education (과학영재 추수관리체제 모델 개발 예비연구: 국가수준 과학영재교육기관 사례를 중심으로)

  • This study is a case study about the status of science gifted follow-up management systems for nation-level institutes for gifted and talented education. The aim of the study is to develop the theoretical model that establishes the basis of follow-up management systems for scientifically gifted to support in order to grow the beneficiaries of nation- level scientifically gifted education into globally competitive talented. Specifically, this study says the components of the systematic and efficient structure for nation-level gifted follow-up management. For this, we collect the experts' opinions on gifted education for follow-up management of the beneficiaries on national level science gifted, and gifted and talented education institutions conducted the case study for follow-up management. The collecting of experts' opinion have participated 11 persons, and 6 institutes were involved in the case study of follow-up management institutes. As a result, it reports for scientifically gifted follow-up management systems to be made by forming of the upper systems and each lower systems. Resources system was found to be composed of human information system and education information system. Operating system was found to be composed of input system, analysis system, and management system. Application system was found to be composed of prediction system, verification system and improvement system.

KNOWLEDGE MANAGEMENT: DISCIPLINARY LINKS AND RESEARCH DIRECTIONS (지식경영: 학문적 연계성과 연구방향)

  • Knowledge management has recently emerged as an appealing subject in management literature. Although its history is short, it can benefit greatly from the long history of other related disciplines in building its theories. Innovation, organizational learning, knowledge creation, organizational capability building, technology transfer and network, information technology, organizational behavior, and intellectual capital are the disciplines that have accumulated theories related to knowledge management. This paper first presents a conceptual framework that integrates three dimensions: the characteristics of knowledge (tacit and explicit), knowledge process (acquisition, creation, diffusion, storing, measurement, and application of knowledge), and the unit of analysis (individual, organization, sector, and nation). The conceptual framework produces a number of cells that need to be filled by new theories in order to understand knowledge management better. It then reviews existing theories available in the related disciplines that may be used as building blocks in constructing new theories for these cells. Finally, based on the theories available in other disciplines, the paper suggests a set of future research directions for knowledge management at the level of individual, organization, sector, and nation.

A Study of the Use of the Family in Enlightenment Discourses: an analysis of Taehan Maeil Sinbo (개화기 계몽담론에 나타난 ′가족′에 대한 단상 - 대한매일신보를 중심으로 -)

  • This is a study of discourses on the family used during the Enlightenment period in Korea. To this end, 1 have conducted a qualitative analysis of the editorials taken from the Taehan Maeil Sinbo of that period. The major findings are as follows: First, these Enlightenment period discourses claimed that civilized nations evolved from a family in primitive society. This concept of family is different from the concept of family in a Confucian society. Civilized societies believed the family is less important than the nation. At that time, Korean Press used the term bumoguk (Parental nation) to refer to the nation in an attempt to equate national loyalty to filial piety. Second, the Enlightenment period claimed that the nation belonged in the Public sphere while the family belonged in the private sphere. However, it was stated that it was the duty of the family to discipline the members and make them into good citizens. Finally, Enlightenment discourses used familyism as the basis of their arguments.

Contributions of Large-Industrial Enterprise to Demand-Side Management and Economic Analysis on Diffusion of Energy Efficiency Measures (산업체 전력다소비 설비의 수요관리 기여도 및 효율향상 보급에 대한 경제성 평가분석)

  • Though electricity consumption amount in industry has been increased gradually, corresponding power supply show symptoms of marginal point. Importance of demand-side management from large-industries has also been raised. This paper deals with induction motor, which is one of representative examples of heavy electricity consumption utilities, to analyze potential technical capability, economic feasibility from consumers' viewpoint and demand-side management feasibility from nation-wide perspective. Nation-wide economic feasibility analysis was done through California test, which has been used as demand-side management evaluation model. This paper also describes limitation of existing high efficiency induction motor in terms of contribution to demand-side management and utilizes premium motor to calculate demand-side management contribution level and economic feasibility evaluation. Likewise, this paper emphasizes the efficiency improvement of induction motor and analyzes how much premium motor related technologies can contribute to demand-side management.

Study on the Applicability of Most-Favored-Nation clause in Investor-State Dispute Settlement under China's BIT (중국 BIT상 최혜국대우조항의 투자자-국가 간 분쟁해결절차에 적용에 관한 연구)

  • This paper examines the most-favored-nation treatment clause on the BITs concluded by China and examines the attitudes of China on the application of the most-favored-nation treatment clause to the ISDs by period as the scope of arbitration increases. Moreover, this study pointed out the problems that would be exposed if the most-favored-nation treatment clause applies to ISDs and then also suggested solutions. The conclusions of this study are as follows; if the Chinese government strictly restricts the applicable expansion of the most-favored-nation treatment clause to the dispute settlement procedure by considering only the position of the capital importing country, it implies a contradiction against the development trend of the arbitration system related to international investment disputes. Of course, in order to protect the rights of Chinese investors investing abroad, expanding the applicability of the most-favored-nation treatment clause to the ISDs procedure unconditionally may have a negative impact under China's dual status of being a capital-importing country and a capital-exporting country. Therefore, China should clearly define the scope of application of the most-favored-nation treatment clause, the completion of the local remedy for the host country in cases of BIT to be concluded in the future or amended, and also clearly define that the most-favored-nation treatment clause should not be retroactively applied into BITs already concluded as an exception of applicability of the most-favored-nation treatment.

  • An important purpose of screening DSM(Demand Side Management) programs is to determine which programs or technologies seem to be moot worthy of further development, given the characteristics of the particular utility system. Complication found in screening DSM technologies is the consideration of costs and benefits from several perspectives : the utility, society, participants, free riders and nonparticipants. In this paper, a nation-wide DSM screening model is presented using a rigorous mathematical formulation on the financial basis and the concept of marginal coots considering all affected parties inside the nation is fully exploited.

Developing an Optimization Module for Water, Energy, and Food Nexus Simulation

  • A nation-wide water-energy-food (WEF) nexus simulation model has been developed by the authors and successfully applied to South Korea to predict the sustainability of those three resources in the next 30 years. The model was also capable of simulating future scenarios of resources allocation based on priority rules aiming to maximize resources sustainability. However, the process was still relying on several assumptions and trial-and-error approach, which sometimes resulted in non-optimal solutions of resources allocation. In this study, an optimization module was introduced to enhance the model in generating optimal resources management rules. The objective of the optimization was to maximize the reliability index of resources by determining the resources' allocation and/or priority rules for each demand type that accordingly reflect the resources management policies. Implementation of the optimization module would result in balanced allocation and management of limited resources and assist the stakeholders in deciding resources' management plans, either by fulfilling the domestic production or by global trading.

A study on the quality management status and performance recognition of enterprises (기업의 품질경영 실태와 성과인식에 관한 연구)

  • The purpose of this study is to identify (1) the successful quality management activities of domestic enterprises contribute to enhancing both corporate and national competitiveness and that the corporate and national competitiveness are related each other; (2) and to have the government and the citizens as well as enterprises re-recognize the importance of quality management and encourage them to make aggressive investments on quality management. It was found in this study that the enterprises with quality management scheme showed better performance that those without quality management activities. It was also found that quality competitiveness is a key factor for the enhancement of the national competitiveness, and that although quality improvement is normally realized through efforts of private enterprises (a conventional paradigm), active government support and participation are absolutely necessary for the competitiveness of the nation and industries. Accordingly, the quality management should be recognized not only as part of business improvement activities, but as nationwide activities where public sectors including government enterprises, hospitals, schools, regional governments, media companies and citizens groups are involved. In order to build a high-quality nation in the 21st century, the quality improvement should be realized through concerted efforts of the people, enterprises and the government.

A study on the nation images of the big three exporting countries in East Asia shown in Wikipedia English-Edition (영어 위키피디아 페이지뷰를 통한 한중일 국가 인지도 비교)

  • The researchers attempted to develop a way to extract a near real-time online nation image using social media. Referring to previous studies about nation images and the categories defined in Wikipedia, an ontology considering the characteristics of nation image was constructed. Separately, data sets from various social media were compared and the click view of Wikipedia English-edition was selected. The ontology was applied to the recent six years of the data extracted of the three big exporting countries of the east Asia, China, Japan, and Korea. To compare the nation images, correspondence analysis was employed to show images in the area of politics, society, culture, and economy. The nation images extracted are indeed the reasonable representation of them. The researchers verified them to a few known government policies and confirmed that it could be used to help government officers to make foreign policies to boost nation's export and to employ as a key performance index for them.
