A Study on the Integrated Management System of Municipal Solid Waste from Seoul Metropolitan City (서울시 일반폐기물의 통합적 관리체계에 관한 연구)

  • The integrated solid waste management for Seoul Metropolitan city can be established on the basis of the following hierarchy of priorities: 1. Efforts for source reduction should be propelled by both government and citizens to achieve the effects of resource conservation. The adequate production and consumption which are environmentally amenable and sustainable can be induced by the reasonable imposition of deposit money for waste treatment to one-time use products. To accomplish source reduction effectively, the induction of legal and institutional regulation of producer and consumer participation is requisite. 2. For resource recovery, wastes generated should be recycled as far as practicable. Community residents are responsible to separate discharge, the authorities concerned have responsibility of separate collection, and recycling industry should be assissted through tax reduction and financing. Resource separation facilities can be constructed at Kimpo Metropolitan landfill site for wastes not separately collected due to some unavoidable circumstances. 3. Garbage should be composted. Garbage is uneconomical for incineration, because it has high moisture content and low calorie, thus there is no reason for the incineration of garbage even though garbage is classified into combustibles. Composting facilities can be located at sites which are not densely populated and easily accessible to transportation, for example, Kimpo Metropolitan landfill site. Compost produced can be managed by the authorities for the use of fertilizer to a green tract of suburban land and farms. 4. Nonhazardous combustible wastes not recyclable can be utilized for thermal recovery at the incinerators which are completely equipped with pollution control devices. According to the trend of local autonomy and the equity principle of local autonomous entities, incineration facilities of minimal capacity required can be constructed at each districts of Seoul Metropolitan city which have organized local assembly. In case of Yangcheon district, the economically combustible waste quantity is about 260 tons/day which exceeds 150 tons/day, the incineration capacity of existing facility. But, from now on, waste quantity can be reduced substantially by the intensive efforts of citizens for source reduction and recycling and the institutional support of administrative organizations. Especially, it is indispensable for the government to constitute institutional and technological bases that can recycle paper and plastics form 43% of waste generated. A good time for constructing of incineration facilities for municipal solid waste can be postponed to the time that pollution control technologies of domestic enterprises are fully developed to satisfy the standards of air pollution prevention, because the life expectancy of Kimpo Metropolitan landfill site is about 25 years. Within this period, institutional improvements and technological advancements can be attained, while the air qual. ity of Seoul Metropolitan city can be ameliorated to the level to afford incineration facilities. 5. For final disposal, incombustibles and ash are landfilled sanitarily at Kimpo Metropolitan landfill site.

  • Improvement of the solid-liquid separation efficiency in the secondary sedimentation tank of the biological treatment process, is known to be increasing effectiveness of the overall system operation. Sewage treatment plant effluent SS is composed of most organic substances. In order to reduce the SS component in the secondary sedimentation tank discharge, fine SS components constituting the heterogeneous should be increased by its own aggregation (self flocculation), so that can be deleted through their precipitation. So, it is improved through using the installation of double rectification wall in this secondary tank. In case, sewage is rapidly increased due to the daily change of the influent water, it was confirmed that suspended solids caused by the impact load are processed stably. Therefore, there is a need for a facility installation which can be its own aggregation for reduction suspended solids in secondary sedimentation tank.

Study on the Measurement of GHG Emissions and Error Analysis in Form the MSW Incineration Plant Equipment with the Recovery Heat System (2009~2013) (폐열회수시설이 설비된 생활폐기물 소각자원화시설 온실가스 배출량 산정 시 오차분석 (2009~2013))

  • This study aims to analyze region-specific trends in changing greenhouse gas emissions in incineration plants of local government where waste heat generated during incineration are reused for the recent five years (2009 to 2013). The greenhouse gas generated from the incineration plants is largely $CO_2$ with a small amount of $CH_4$ and $N_2O$. Most of the incineration plants operated by local government produce steam with waste heat generated from incineration to produce electricity or reuse it for hot water/heating and resident convenience. And steam in some industrial complexes is supplied to companies who require it for obtaining resources for local government or incineration plants. All incineration plants, research targets of this study, are using LNG or diesel fuel as auxiliary fuel for incinerating wastes and some of the facilities are using LFG(Landfill Gas). The calculation of greenhouse gas generated during waste incineration was according to the Local Government's Greenhouse Emissions Calculation Guideline. As a result of calculation, the total amount of greenhouse gas released from all incineration plants for five years was about $3,174,000tCO_2eq$. To look at it by year, the biggest amount was about $877,000tCO_2eq$ in 2013. To look at it by region, Gyeonggido showed the biggest amount (about $163,000tCO_2eq$ annually) and the greenhouse gas emissions per capita was the highest in Ulsan Metropolitan City(about $154kCO_2eq$ annually). As a result of greenhouse gas emissions calculation, some incineration plants showed more emissions by heat recovery than by incineration, which rather reduced the total amount of greenhouse gas emissions. For more accurate calculation of greenhouse gas emissions in the future, input data management system needs to be improved.

Landscape Design for the New Government Buildings of Dalseong-gun (달성군청사 조경설계)

  • This landscape design proposal was presented to a design competition for the New Government Buildings of Dalseong-gun which was held by the municipal authority of Dalseong-gun in June, 2002. The site is located at 1313 Gumpo-ri, Nongong-eup, Dalseong-gun, Daegu Metropolitan City and has an area of 50,000$m^2$. The judging criteria for the landscape design set by the Dalseong-gun could be articulated as follows : an environmentally friendly design which respects the surrounding n a locale which functions as a community center of Dalseong-gun, a resting place for the welfare of its employees and visitors, and finally a place with diverse landscape elements reflecting the individual identity of each facility. The main design concepts of this project could be summarized as follows : an environmentally friendly design which respects and utilizes the existing natural landscape resources, a design which features a harmony of nature with architecture and exterior space with interior space, and a design which balances esthetic form and practical function. This design consists of four major outdoor spaces ; the lawn, the entry plaza, a pine grove, and a deck area on the third floor. The multi-purpose lawn area near the main entrance area can be used for flea markets, outdoor weddings, and picnics for its neighbors. The adjacent plaza and parking lots can be unified as one space in case of large events. The entry plaza has three axes. Each of them represents the Assembly, the Administration, and the Culture. A big circle in the paving pattern unifies the three individual axes. A group of Zelkova trees was introduced to reflect local flavor. The existing pine grove was preserved as a symbolic 'park' for the Gumpo district. The outdoor amphitheatre within the grove was introduced by utilizing the existing topography, The flow of 'nature'on the deck area was designed to connect Mt. Gumkae with the 'city'. It is a comfortable resting place for its employees and visitors.

The Liability on the Damage of Soil Pollution (토양오염의 피해에 대한 책임)

  • Soil is polluted by an agricultural chemicals, the effluence of a crystal and sewage sludge, illegal discharging of waste water or waste matter and so on. Soil pollution that accompanies a groundwater and the crops contamination has a large effect on people's living. By polluters pay principle, when a soil was polluted, polluters take the responsibility of clean-up and compensation for damages. The character of the responsibility is a strict liability. When joint polluters exist in a soil pollution, they bear collective responsibility. But they are exempted from obligation in case of a natural calamity and war. The polluters who are poor contribution of pollution take a partition responsibility but it is not easy to prove that. The concerned parties of purification liability in a soil pollution are polluter, an owner or occupant of a contaminated site, and a grantee. But when we do not appoint the polluter or he cannot do a cleanup, municipal must put in effect the purification. In such a case, another parties who are related to the contamination should take upon themselves a liability. The province of responsible parties, therefore, is required to extend to an owner or operator of a facility, a carrier and lender.

Characteristics of Bio-filter Support Media for the Odor Control (악취가스 제어를 위한 Bio-filter 담체의 특성 비교)

  • Bio-filtration utilizes microorganisms fixed to a porous medium to metabolize pollutants present in an air stream. The microorganisms grow in a bio-film on the surface of a medium or are suspended in the water phase surrounding the medium particles. Therefore, bio-filter support media play one of the most important key roles in bio-filtration of gas phase pollutants. To characterize and select the appropriate support media, gas adsorption capacity and microorganism immobilization were investigated in lab-scale experiments for the selected target support media which were compost I (compost from lab-scale process), compost II (compost from municipal facility), bark, wood chip, orchid stone and vermiculite. As odor materials, ammonia and trimethylamine were utilized. From the result of experiments, bark was superior to any other support media tested in adsorption capacity as much as 12.5 mg ammonia per 1 g bark. In trimethylamine adsorption, bark and wood chip showed a remarkable results of 21.1 and 14.1 mg/g respectively. On the other hand, microorganism fixation test determined by the count of nitrogen oxidizing microbes population, the compost II and wood chips showed the best results. Considering the characteristics of materials and the operating condition of the bio-filter, bark, wood chip, and compost II are applicable to the support media of bio-filter when they are appropriately blended on the basis of studying the media pH, packing porosity and moisture contents.

Effect of municipal sludge from drainage facility on foul smell (도시내 배수설비 슬러지가 악취에 미치는 영향 연구)

  • The residents' odor complaint is steadily increasing by odor causing from sewage system. A current drainage facilities and septic tank are included in the individual sewerage according to Sewerage Act. However, definitions and legal standards of drainage tank are insufficient. In addition, specifications and maintenance standards related to structure and size are not established. In this research, effect of drainage tank in individual sewage facilities on the odor occurrence was studied and the concentrations of $H_2S$ and composite odor were measured. From the measurements, the concentration of $H_2S$ and composite odor were 1 ppm ~ 5 ppm and 1.04 OU ~ 4.05 OU, respectively, before pump operation. Also, the concentration of $H_2S$ and composite odor were 5 ppm ~ 33 ppm and 5.10 OU ~ 35.04 OU, respectively, after pump operation. The concentration of SS in the effluent from drainage tank was ranged from 840 mg/L to 1,980 mg/L. These high concentration of SS seemed to be the major source of foul smell when high concentrated suspended solids in the public sewerage system were decomposed and then emitted. In this research, correlation coefficient ($R^2$) between $H_2S$ and composite odor before and after pumping were 0.925 and 0.918, respectively.

Design of North Seoul Dream Forest Based on Traditional Village Design Methods (전통마을 배치기법에 따른 북서울꿈의숲 설계)

  • Seoul City planned "Dreamland" to be in harmony with the huge woods and park. It is located in the life zone in the northern region of Seoul as part of an extensive park development plan that the municipal government has promoted. The space configuration technique of the aesthetics of "Empty" rather than "Full" gives the potentiality to cope with the uncertain changes in the city. Furthermore, the traditional element of the mountain landscape of Seoul was introduced and appropriated as the axis of the landscape for landscape configuration. In that configuration, the images of tree, sky, wind, water and soil are elegantly unfolded like a landscape painting. The purpose was to create a dominant landmark in the city landscape with the figures of Korean mountains and hills which were differentiated from architectural landmarks in the western cities by making nature, which was excluded from the urbanization plans up to now, an important subject for consideration. As a result, this study madethe space in a park including existing yards and streets in a city have the traditional hierarchy by applying the facility arrangement technique and elements extracted from Korean space types and traditional landscape concepts. Moreover, the North Seoul Dream Forest was designed by pursuing diversity and potentiality in the experience of space using a large open field in a city.

Biofiltration of Odorous Compounds in Municipal Solid Waste Landfill Gases (생물탈취상에 의한 도시폐기물 매립지가스내 악취물질의 처리)

  • Biofiltration is an attractive technique for elimination of VOCs and odorous compounds from low-concentration, high-volume waste gas streams because of its simplicity and cost-effectiveness. The objective of this study was to estimate the removal characteristics of Odorous Compounds including $H_2$S, $NH_3$End BTEX in MSW landfill gases. This Study was conducted at Nanjido landfill site. A compost from the Nanjido composting facility was used as a filling material for biofiltration. Extracted landfill gases were injected into biofilter reactors after mixing with air. Experiments were performed in an incubator being set to $20^{\circ}C$ $H_2$S concentrations were monitored at the depths of 25, 50, 75 and 100cm from the bottom Of the biofilter reactors. 98% of $H_2$S was removed at the filling depth of only 25cm. NH$_3$removal rate was about 85%. Toluene removal rate was the highest among BTEX. Significant pH drop of a filling material was not observed during the biofilter operation of 1 month. Without mixing the landfill gas stream with all, the removal rate of $H_2$S decreased down to 30%.

Assessing Compliance with the Wildlife Crossing Guideline in South Korea

  • To restore the connectivity of fragmented habitats, 415 wildlife crossings have been built between 1998 and 2014 in South Korea. However, their effect on wildlife conservation is still in doubt. As a first step to examine the effectiveness, our study aims to assess compliance with the guideline for wildlife crossing construction and management, developed by the Ministry of Environment Korea that provides fundamental information to understand the status and the problem of wildlife crossings in Korea and thus to provide practical guidance for the improvement. According to our survey, the Korea National Park Service complied with the guideline best (62.5%) while local government followed the guideline least (46.1%). In addition, the compliance rate was the highest for wildlife crossings in national roads (53.6%) followed by highways (53.2%) and local and municipal roads (52.2%). For the overpass wildlife crossings, the compliance rates for installation of an escaping facility in the drainage and prevention of pedestrian and vehicle access were particularly low. In case of underpass wildlife crossings, small ditches for amphibians and reptiles were not sufficient, and the linkage between wildlife fences and underpass were weak. In order to ensure the effectiveness of wildlife crossings, the effort to increase the compliance rate with the guideline is critical, and mandating the guideline could be a practical way to enforce the compliance.
