Since 1960's along with industrialization and urbanization, economic growth has been . achieved, however, at the same time, environmental condition has been seriously deteriorated. . Currently, volume of wastewater has been increasing at annual rate of 7% in sewage and 20% in industrial wastewater. However, the nation's sewage treatment serves only 33% of the municipal wastewater as of 1991. Major portion of air pollutants comes from combustion of oil and coal which comprise 81% of total energy use and emission gases from motor vehicles increasing at an accelerated rate. It is known that Korea generates the highest amount of waste per capta. Nevertheless, it is not sufficient to reduce the volume of waste by means of resources recovery and recycling. Recognizing the importance of global environmental problems such as ozone layer depletion, global warming and acid rain, international society has been making various efforts since the 1972 Stockholm conference. In particular, it is expected that the Rio conference which has adopted the Rio declaration and Agenda 21 will form a crucial turning point of the emerging new world order after the Cold War confrontation. To cope with such issues as domestic pollution and global environmental problems, the fundamental national policy aims at harmonizing "environmental protection and sustainable development". The Ministry of Environment has recently set up a mid-term comprehensive plan which includes annual targets for environmental protection. According to the government plan, gradual improvement of various environmental conditions and specific measures to achieve them is planned in time frame. Additional sewage treatment plants will be constructed in urban areas with the target to treat 65% of the nation's municipal sewage by 1996. Supply of clean fuels such as LNG will also be expanded starting from large cities as a cleaner substitute energy for coal and oil. In parallel with expansion of LNG, emphasis will be placed on installation of stack monitoring system. Due to the relatively limited land, government's basic policy for solid waste treatment is to develop large scale landfill facilities rather than small sized ones. Thirty three regional areas have been designated for the purpose of waste management. For each of these regions, big scale landfill site is going to be developed. To increase the rate of waste recycling the government is planning to reinforce separate collection system and to provide industries with economic incentives. As a part of meeting the changing situation on global environmental problems after UNCED, and accommodation regulatory measures stipulated in the global environmental conventions and protocols, national policy will try to alter industrial and economic structure so as to mitigate the increasing trends of energy consumption, by encouraging energy conservation and efficiency. In this regard, more attention will be given to the policy on the development of the cleaner technology. Ultimately, these policies and programs will contribute greatly to improving the current state of national public health.
Open raceway ponds are cost-efficient for mass cultivation of microalgae compared with photobioreactors. Although low-cost options like wastewater as nutrient source is studied to overcome the commercialization threshold for biodiesel production from microalgae, a cost analysis on the use of wastewater and other incremental increases in productivity has not been elucidated. We determined the effect of using wastewater and wavelength filters on microalgal productivity. Experimental results were then fitted into a model, and cost analysis was performed in comparison with control raceways. Three different microalgal strains, Chlorella vulgaris AG10032, Chlorella sp. JK2, and Scenedesmus sp. JK10, were tested for nutrient removal under different light wavelengths (blue, green, red, and white) using filters in batch cultivation. Blue wavelength showed an average of 27% higher nutrient removal and at least 42% higher chemical oxygen demand removal compared with white light. Naturally, the specific growth rate of microalgae cultivated under blue wavelength was on average 10.8% higher than white wavelength. Similarly, lipid productivity was highest in blue wavelength, at least 46.8% higher than white wavelength, whereas FAME composition revealed a mild increase in oleic and palmitic acid levels. Cost analysis reveals that raceways treating wastewater and using monochromatic wavelength would decrease costs from 2.71 to 0.73 $/kg biomass. We prove that increasing both biomass and lipid productivity is possible through cost-effective approaches, thereby accelerating the commercialization of low-value products from microalgae, like biodiesel.

For the case of the capacity increase of Masan-Changwon wastewater treatment plant, the changes of near-field dilution rates due to the increased discharges into Masan Bay from the submerged multipart-diffuser were predicted by using CORMIX model. As the increase of wastewater discharges from currently 280,000 m3f day to 720,000 m3fday by 2011, the dilution rates become much lower than the present rates. To enhance the reduced dilution rates, the engineering design changes of diffuser length and alignment were considered as an optimal engineering option. According to the results of the model simulations for these changes, the dilution rates were increased in the strong ambient current of spring tide, but they were not affected by these changes in the weak current of neap tide in Masan Bay. From the analysis of oceanographic survey data, new outfalls sites have been searched. A promising outfalls site is selected and proposed on the basis of maximum obtainable dilution rates predicted by the model simulations.
Feasibility of simultaneous removal of organic materials and nitrogen in the wastewater from fisheries processing plant was evaluated using entrapped mixed microbial cell (EMMC) process. The experiment was performed using activated sludge from municipal sewage treatment plant which was immobilized with gel matrix by cellulose triacetate. It was found the stable operation at the treatment system which is composed of anoxic and oxic tank, was possible when the organic and nitrogen loading rates were increased stepwise. The organic and nitrogen loading rates were conducted from 0.65 to $1.72kgCOD/m^3/d$ and from 0.119 to $0.317kg\;T-N/m^3/d$ with four steps, respectively. The maximum nitrogen loading rate which could satisfy the regulated effluent standard of nitrogen concentration, was $0.3kg\;T-N/m^3/d$. The removal efficiency of total nitrogen was decreased apparently as increasing nitrogen loading rates, whereas the removal efficiency of ammonium nitrogen was effective at the all tested nitrogen loading rates. Therefore, it was concluded that nitrification was efficient at the system. Nitrate was removed efficiently at the anoxic tank. whereas the nitrification efficiency at the oxic tank ranged 94.0% to 96.9% at the tested loading rates. The removal efficiencies of chemical oxygen demand (COD) and those of total nitrogen at the entire system ranged from 94.2% to 96.6% and 73.4% to 83.4%, respectively.

Digestion of a municipal wastewater sludge by the anaerobic sequencing batch reactor(ASBR) was investigated to evaluate the performance of the ASBR process at a critical condition of high-solids-content feed. The reactors were operated at an HRT of 10 days with an equivalent loading rate of 0.8-1.5 gVS/L/d at $35^{\circ}C.$ The main conclusions drawn from this study were as follows: 1. Digestion of a municipal wastewater sludge was possible using the ASBR in spite of high concentration of settleable solids in the sludge. The ASBRS with 3- and 4-day cycle period showed almost identical high digestion performances. 2. No adverse effect on digestion stability was observed in the ASBRS in spite of withdrawal and replenishment of $30\%\;or\;40\%$ of liquid contents. A conventional anaerobic digester could be easily converted to the ASBR without any stability problem. 3. Flotation thickening occurred in thicken step of the ASBRS throughout steady state, and floating bed volume at the end of thicken period occupied about $70\%$ of the working volume of the reactor. Efficiency of flotation thickening in the ASBRS could be comparable to that of additional gravity thickening of a completely mixed digester. 4. Solids were accumulated rapidly in the ASBR during start-up period. Solids concentrations in the ASBRS were 2.6 times higher than that in the completely mixed control reactor at steady state. Dehydrogenase activity had a strong correlation with the solids concentration. Dehydrogenase activity of the digested sludge in the ASBR was 2.9 times higher than that of the sludge in the control reactor, and about 25 times higher than that of the subnatant in the ASBR. 5. Remarkable increase in equivalent gas production of $52\%$ was observed at the ASBRS compared with the control reactor in spite of similar Quality of clarified effluent from the ASBRS and control reactor. The increase in gas production from the ASBRS was believed to be combined results of accumulation of microorganisms, higher driving force applied, and additional long-term degradation of organics continuously accumulated.
When incineration method is utilized as a disposal process of sludge, the treatment generally consists of thickening, dewatering and incineration, implying that sludge dewaterability has a colose relationship with operating condition of a thickener. Dewatering factors should be, therefore investigated for achieving effective sludge treatment. No research on this has been performed in Korea. This study has focused on the evaluation on the effects of thickener operating variables on sludge dewatering, including sludge feed types and retention time. Mixing ratio of the first and the second sludge and operation time were varied in order to observe the change of dewaterability and optimum input of chemical conditioner.

Since 2003, Korean government has restricted landfill application of organic waste, which shares approximately 56% of total waste sludge from municipal and industrial wastewater treatment plants. In addition, enforcement of the ocean disposal prohibition law is effective from 2005. Organic sludge was composted for the purpose of converting to organic fertilizer. After moisture content was regulated with bulking agents aerobic treatment performed. When composting was conducted, commercial and activated microbe materials, identified from soil were seeded in sewage sludge. Carbon dioxide production was increased sharply after 24 hours. Temperature and pH of compost reached to $66.2^{\circ}C$ and 8. Heavy metals were lower than their regulatory limits, which enable it to utilize as organic fertilizer.
The study was conducted with two laboratory biological aerated filter (BAF) reactors: denitrification filter (DF) and nitrification BAF. The influent flow (Q) was fixed to 48 L/d and total empty bed contact time (EBCT) was 1 hr. The flow direction was upflow with NRCY of 1 to 2Q. The secondary effluent was fed to the reactors and the influent concentrations were adjusted with some stock solutions to simulate by-pass concentration during rainfall. The study results indicate that COD and SS removal efficiencies were excellent and not influenced by temperature. Nitrification efficiency was over 90% at the influent loading less than $1.12kg/media\;m^3/d$, but the efficiencies were decreased in low temperature. TN removal efficiencies were 10% to 60%.
Three different types of lab-scale anaerobic bioreactors, AF and two-stage ASBF-PR and ASBF-SP, were evaluated in treating swine wastewater by operating at $1{\sim}2$ days of hydraulic retention time with increasing organic loading rate upto 6.3 $kg-COD/m^3{\cdot}d$ at $35^{\circ}C$. Seeding the anaerobic bioreactors with waste anaerobic digester sludge from a municipal wastewater treatment plant was effective and a 40-day acclimation period was required for steady-state operation. Three anaerobic bioreactors were effective in treating swine wastewater with COD removal efficiency of $66.4{\sim}84.9$% and biogas production rate of $0.333{\sim}0.796m^3/kg-COD_{removed}{\cdot}d$. Increases of organic loading rate by increasing influent COD concentration and/or decreasing hydraulic retention time caused decreases in COD removal efficiency and increases in biogas production rate. At relatively high organic loading rate employed in this study, the treatment efficiency of AF and ASBF-PR were similar but superior than that of ASBF-SP, indicating that porosity and pore size of the media packed in the bioreactors are more important factors contributing the performance of to bioreactors than specific surface area of the media. TKN in swine wastewater must be removed prior to the anaerobic processes when anaerobic process is considered as a major treatment process since influent TKN concentration of $1,540{\sim}1,870mg/L$ to the bioreactors adversely affect the activity of methanogenic bacteria, resulting in decreases of treatment efficiency and biogas production rate by 50%.
The hybrid constructed wetland(HCW) as tertiary treatment process of a bio industrial wastewater treatment plant was employed to estimate applications for the reuse of final effluent. Raw wastewater was sequently treated through chemical and biological treatment processes and the biologically treated water was flowed into the HCW. The HCW system was composed of two constructed wetlands connected in series; The one is the aerobic constructed wetland with natural air draft system whose driving force for air supply was the difference between the temperature of the air inside the wetland and the ambient air, and the other is the anaerobic/anoxic constructed wetland. Average influent concentrations of BOD, SS, T-N and T-P in the HCW were 53mg/L, 48mg/L, 34mg/L and 3mg/L, respectively. After being treated at HCW, final effluent concentrations of BOD, SS, T-N and T-P were 2.3mg/L, 1.2mg/L, 7.95mg/L and 0.83mg/L, respectively. Referring to a reuse standard for a sewage wastewater, final effluent could sufficiently be reuse as landscaping, washing or agriculture water. HCW system with the aerobic/anaerobic combined constructed wetland could be achieved a high removal efficiency because each constructed wetland was functionalized to be removed efficiently organics, nitrogen and phosphorus. HCW system could be estimated to be successful application as tertiary treatment process of a various industrial and municipal wastewater.
