Manufacturing Characteristics of Environmental-friendly Waste Ash Brick with Industrial By-Products (산업부산물을 이용한 친환경 연소재벽돌의 제조특성)

  • The main objective of this study was to evaluate the effects on shape and size, compressive strength, water absorption and heavy metals leaching with various weight mixing ratios in waste ash brick products using waste recycling MSWI(Municipal Solid Waste Incinerator) bottom ash, steel slag and waste building material. The manufacturing processes for the waste ash brick consist of screening, mixing, conveyor transmission, compaction.forming, and curing steps of raw materials. The weight mixing ratios of steel slag around bottom ash were adjusted within the ranges of 10% to 30%. The reported results show that the width and thickness of the manufactured waste ash brick could be satisfied with $90{\pm}2mm\;and\;57{\pm}2mm$, respectively which are K.S. standards of products qualities. And in case of length, only 20-Ba50Ss30, 20-Ba60Wb20 and 20-Ba50Wb30 for the mixing ratios could be satisfied with $190{\pm}2mm$ that is K.S. standards of products quality. The compressive strength and water absorption for 20-Ba50Ss30 and 20-Ba70Wb10 were over $8N/mm^2$ and below 15% respectively that are K.S. standards of manufactured waste ash brick. The results of tests for the heavy metals leaching in the all manufactured waste ash bricks are also passed to the wastes management regulations. The cost analysis of 20-Ba50Ss30 is evaluated. The manufacturing cost is evaluated 34.3 won/brick with 8 hours and 20tons of raw material per day. Incinerators with problems in bottom ash disposal can therefore derive significant benefits from the application of waste ash brick production.

  • This paper is an example of records & archival management in Sagamihara City, Japan. The purpose of this paper is to examine the process and main contents of the Japanese record community making 'exemplary records management system' in the region. Specifically, the organization of the Records Management Council, which performs the limited function and role of the 'advisory body', actively utilized the organization of 'local government', which is the main governance organization of municipal administration in the process of regulating the ordinances and related regulations. In this process, related record information at each stage of record management is actively provided to the members of the society. This case is significant in that it presents the "practical view" of the recording community in the reality of the records management in Korea where there is no archive, which is the material foundation of the realization of 'systematic record management'.

Ensuring the Quality of Higher Education in the United Kingdom Using Informatization

  • The United Kingdom is known for the quality of its qualifications. There is a strict quality system with reputable bodies responsible for ensuring that high quality standards are met. In order for new qualifications to be accredited, they must meet all the requirements set out in the regulations for the quality and informatization of Education. The crucial role of the Agency for Quality Assurance of Higher Education (QAA) in the UK for creating high-quality management of higher education institutions is revealed, the influence of informatization tools on its effective mechanism as an independent entity is shown, and positive experience for the educational sector is highlighted. While the universities themselves are responsible for reviewing educational programs at the subject level, the QAA review focuses on verifying internal quality assurance, as well as systems and improvement strategies. The QAA uses a peer review process in which teams mostly consist of academic staff from other institutions to assess the quality of the institution's education. In Scotland, the team also includes an international reviewer. The student is also a member of the Scottish teams. In the UK, attention is paid to providing a cohort of experienced reviewers who can conduct high-quality monitoring and help with advice on improving education. All reviewers must complete training and have permission to participate in the review of educational programs. There are selected committees that are members of the QAA council, each of which is headed by a member of the Council or an independent person approved by the Council. Attention is drawn to the main areas of the QAA's work in the framework of environmental, social and corporate governance.

Study on the Conservation Management System of China's Natural Reserve (중국 자연보호구의 보전관리체계에 관한 연구)

  • This study aims at providing exercisable basic data for the management of protection areas in China by investigating into their legal system such as current laws, regulations, other relevant laws and international treaties and the management system such as history, classification, organization, personnel, funds and main management work.. In People's Republic of China (1954), several laws have been enacted in succession, such as Environment Law (1989), Regulations of Natural Reserves (1994) and Land Management Methods of Natural Reserves (1995). The development process of China's natural reserves is divided into the following five phases. In the initial phase (1956-1965), about 20 natural reserves were established; in the lag phase (1966-1978), a part of the natural reserves was destroyed under the influence of the Great Cultural Revolution; in the development phase (1979-1998), a normative legal system began to appear after the reform and opening up; in the leap phase (1999-2006), the number of natural reserves increased dramatically; in the stable phase ( 2007-present), the protection and restoration of the ecological environment have been implemented, and the supervision and management have been strengthened. China has established natural reserves of national, provincial, municipal and county levels according to the relevant laws. According to the resource categories, natural reserves can be divided into natural ecosystem reserves, wildlife reserves and natural relic reserves. The Ministry of Forestry is in charge of 1,958 natural reserves which account for 74.2 % of the total natural reserves in China. In China, there are 1,384 natural reserves (52.4 %) for which management institutions have been set up. 1,702 natural reserves (64.47 %) are equipped with management staff, showing a higher ratio than the natural reserves which have set up management institutions. China has established natural reserves of national level, provincial level, municipal level and county level according to law. According to the resource categories, natural reserves can be divided into natural ecosystem reserves, wildlife reserves, and natural relic reserves. The Political-Economic of Capitalism and its Effects on Spatial Dynamics (도시공간의 변화에 내재한 정치${\cdot}$경제적 논리의 규명-서울시 도심재개발을 대상으로-)

  • In Korea, the urban studies of geography have mainly dealt with such a series of research as system of urban place and internal structure of urban area. The existing studies have been carried out with ecological approach. Ecologists, now a days, regard organiation and transfor-mation of the urban space as the process of invasion, succession, and segregation. However it is more proper that cities should be considered not as fragmantary objects, as some ecologists insist, but as synthetic ones in social structure. This research, with adopting a case of the renewasl of central area in Seoul, tried to make it clear that the formation and transition of the city is a product of social structure and examined polical and economic logic which exists in variation of urban space in detail. The results of this study are as follows; Urban renewal of central area is closely related with production and reproduction in capitalist society. In urban center, as business activities had increased since 1973 due to decen-tralization of production process, the necessity of reorganizing the land use in existing central area accordingly increased. The urban renewal program of central area in Seoul was inrroduced under such situation. The urban renewal of central area reflecting the capital logic has changed the central area with six hundred year's tradition. From the urban renewal of central area, not only was the central area, which traditionally had been mixed with various fun-ctions, simplified into the unitary area of busi-ness, but also physical landscape changed. As the land lot in renewal area expanded into regular shape, buildings became larger and taller. The program tremendously raised the price of related area. Aiming at these profits caused by the raised price, a great number of capitalists participated in the program. And as the benefit ratio of the manufacture sector continuously dropped with the economic recession, the pro-gram was carried out much more vigorously. That was because the idle capital accumulated during the recession was invested in property sector and was self-proliferated. The urban renewal raised the land value of central area and drove out the people living in this area. The people moved into the whole parts of the city resulting diffused squatter settlements. And the urban changes in central area were results of the policy of municipal authorities, who supported and systematized the changes lawfully and administratively, as well as reali-zation of capital logic. Due to the renewal policies of central area in Seoul, much more renewals by the only capitalists were carried out than those by the people themselves living in that area. The integration of land ownership in the law of urban renewal shows the reason of that. Moreover, the law allows the third deve-loper to participate in the tasks and admits the land expropriation rights. The municipal autho-rities guaranteed the profitability of the tasks through finacial aid, tax benifit, and relaxation of regulations for construction. As examined above, the changes in the land use of urban space have been led not by the ecological process of development of the city itself, but by the restructuring of capitalism and the intervention of the government authorities.

Thermophilic Anaerobic Biodegradability of Agro-industrial Biomass (농축산바이오매스 고온 혐기성 생분해도 평가)

  • Anaerobic digestion(AD) is the most promising method for treating and recycling of different organic wastes, such as organic fraction of municipal solid waste, household wastes, animal manure, agro-industrial wastes, industrial organic wastes and sewage sludge. During AD, i.e. organic materials are decomposed by anaerobic forming bacteria and fina1ly converted to excellent fertilizer and biogas which is a mixture of carbon dioxide and methane. AD has been one of the leading technologies that can make a large contribution to produce renewable energy and to reduce $CO_2$ and other green-house gas(GHG) emission, it is becoming a key method for both waste treatment and recovery of a renewable fuel and other valuable co-products. Currently some 80% of the world's overall energy supply of about 400 EJ per year in derived from fossil fuels. Nevertheless roughly 10~15% of this demand is covered by biomass resources, making biomass by far the most important renewable energy source used to date. The representative biofuels produced from the biomass are bioethanol, biodiesel and biogas, and currently biogas plays a smaller than other biofuels but steadily growing role. Traditionally anaerobic digestion applied for different biowaste e.g. sewage sludge, manure, other organic wastes treatment and stabilization, biogas has become a well established energy resource. However, the biowaste are fairly limited in respect to the production and utilization as renewable source, but the plant biomass, the so called "energy crops" are used for more biogas production in EU countries and the investigation on the biomethane potential of different crops and plant materials have been carried out. In Korea, with steadily increasing oil prices and improved environmental regulations, since 2005 anaerobic digestion was again stimulated, especially on the biogasification of different biowastes and agro-industrial biomass including "energy crops". This study have been carried out to investigate anaerobic biodegradability by the biochemical methane potential(BMP) test of animal manures, different forage crops i.e. "energy crops", plant and industrial organic wastes in the condition of thermophilic temperature, The biodegradability of animal manure were 63.2% and 58.2% with $315m^3CH_4/tonVS$ of cattle slurry and $370m^3CH_4/tonVS$ of pig slurry in ultimate methane yields. Those of winter forage crops were the range 75% to 87% with ultimate methane yield of $378m^3CH_4/tonVS$ to $450m^3CH_4/tonVS$ and those of summer forage crops were the range 81% to 85% with ultimate methane yield of $392m^3CH_4/tonVS$ to $415m^3CH_4/tonVS$. The forge crops as "energy crops" could be used as good renewable energy source to increase methane production and to improve biodegradability in co-digestion with animal manure or only energy crop digestion.

Phenomenological Research on Burnout Experience of Hospital Occupational Therapists (병원급 의료기관에서 근무하는 작업치료사의 소진 경험에 대한 현상학적 연구)

  • Objective : This study aimed to understand the burnout experience of hospital occupational therapists through phenomenological research. Methods : We conducted in-depth interviews with 6 occupational therapists working at hospital for 8 weeks. The data were analyzed using the Palangsae 2.0 software to derive meaning through the process of transcription and data entry, coding, and topic creation. Results : From the collected data, 14 sub-themes, 9 theme clusters, 3 categories were identified. The cause of burnout was confirmed as being due to therapy-related work and workplace conditions. The impacts of burnout on individual life were psychological in nature and also included being an adverse, influence on others. The coping strategies to deal with burnout were enrichment of personal life, self-awareness and philosophy, conscious approach, social support, and setting new goals for life. Conclusion : We suggest that spontaneous efforts are needed by occupational therapists in order to alleviate the conflicts of job identity. In addition, organizational regulations and programs and the establishment of horizontal organizational cultures are required to overcome and prevent burnout of occupational therapists.

Policy Direction for Fire Products Life Expectancy Legislation (소방용품 내용연수 제도화 정책방안)

  • This study is intended to provide legislative direction for fire products life expectancy. Domestic and international laws relating to fire products life expectancy have been reviewed, and the results of a Fire Safety Manager Consciousness (FSMC) survey were analyzed. The FSMC survey has been designed in order to assist with the establishment of appropriate fire safety policy. A questionnaire survey was conducted with 660 fire safety administrators from 17 municipal and provincial districts, with the intention of gaining expertise on the extension of life-span for 32 fire products. The survey also asked for candidates opinions on future policy direction. Based on the survey results and the review of policies within other nations, we have devised a set of policy issues with the intention of extending the life-span of fire-safety items. The survey result revealed that 79.3% of Fire Safety Managers (FSMs) concurred with the establishment of legislation regarding the maintenance and correct care of fire-safety products. Overall, over 30% of FSMs were in favor of regulations regarding Ddry chemical fire extinguishers (77.3%), fire detectors (44.6%), fire hoses (44.4%), gaseous agent fire extinguisher (40.6%), automatic descending life lines (36.2%), exit lights (35.9%), air respirators (35.9%), extinguishing systems for residential cooking facilities (33.9%), automatic spray-type extinguishing units (33.9%), emergency lights (31.2%), and gas leakage detectors (30.7%). Especially, among these, dry chemical fire extinguishers (60.0%), detectors (20.0%), and fire hose (18.8%) were identified as the fire products primarily in need of maintenance legislation. The general consensus is that fire products older than 10 years need to be replaced. Based on the survey results, there was general agreement that fire product life expectancy is in need of legislation. This study recommends the introduction of fire product life expectancy legislation in phases.

Problems of lake water management in Korea (한국의 호수 수질관리의 문제점)

  • In Korea most of annual rainfall is concentrated in several episodic heavy rains during the season of summer monsoon and typhoon. Because of uneven rainfall distribution many dams have been constructed in order to secure water supply in dry seasons. The Han River system has the most dams among Korean rivers, and the river is a series of dams now. Reservoirs need different strategy of water quality control from river water. Autochthonous organic matter and phosphorus should be the major target to be controlled in lakes. In this Paper some problems are discussed that makes efforts of water quality improvement ineffective in lakes of Korea, even after the substantial investment to wastewater treatment facilities.1) Phosphorus is the key factor controlling eutrophication of lakes and the reduction ofphosphors should be the major target of water treatment. However, water quality management strategy in Korea is still stream-oriented, and focused on BOD removal from sewage. Phosphorus removal efficiency remains as low as 10-30%, because biological treatment is adopted for both secondary treatment and advanced treatment. The standard for TP concentration of the sewage treatment plant effluent is 6 mgP/l in most of regions, and 2 mg/l in enforced region near metropolitan water intake point. TP in the effluents of sewage treatment plants are usually 1-2 mg/1, and most of plants meet the effluent regulation without a further phosphorus removal process. The generous TP standard for effluents discourages further efforts to improve phosphorus removal efficiency of sewage treatment. Considering that TP standard for the effluent is below 0.1 mg/l in some countries, it should be amended to below 0.1 mg/l in Korea, especially in the watershed of large lakes.2) Urban runoff and combined sewer overflow are not treated, even though their total loading into lakes can be comparable to municipal sewage discharges on dry days. Chemical coagulation and rapid settling might be the solution to urban runoff in regard of intermittent operation on only rainy days.3) Aggregated precipitation in Korea that is concentrated on several episodic heavyrains per year causes a large amount of nonpoint source pollution loading into lakes. It makes the treatment of nonpoint source discharge by methods of other countries of even rain pattern, such as retention pond or artificial wetland, impractical in Korea.4) The application rate of fertilizers in Korea is ten times as high as the average ofOECD countries. The total manure discharge from animal farming is thought to be over the capacity of soil treatment in Korea. Even though large portion of manure is composted for organic fertilizer, a lot of nutrients and organic matter emanates from organic compost. The reduction of application rate and discharge rate of phosphorus from agricultural fields should be encouraged by incentives and regulations.5) There is a lot of vegetable fields with high slopes in the upstream region of the HanRiver. Soil erosion is severe due to high slopes, and fertilizer is discharged in the form of adsorbed phosphorus on clay surface. The reduction of soil erosion in the upland area should be the major preventive policy for eutrophication. Uplands of high slope must be recovered to forest, and eroded gullies should be reformed into grass-buffered natural streams which are wider and resistant to bank erosion.

Case Studies for the Establishment of Korean National Urban Park (사례로 본 한국 국가도시공원 조성 연구)

  • Although the 'Act on Urban Parks and Green Spaces' was revised in 2016 to provide a legal foundation for national urban parks, there was no further discussion or follow-up research for the implementation of national urban parks. This study investigates Korea's park and green space regulations and national urban park cases from across the world. It aims to analyze worldwide cases and set a course for a viable national urban park system in Korea. The importance and characteristics of national urban parks were evident after reviewing the cases of Japan, Sweden, Finland, and Canada, which have national urban park systems, and the United States and Germany, which aid city parks with national budgets. Each country determined the plans and procedures by assessing the scope of government intervention and the government's role. The importance of communication between the state and municipal governments and private sector participation and governance was recognized. A system was also formed in which local governments actively participate in the nomination, establishment, administration, and management of national urban parks. The results of this study are as follows. First, the concept of equitable national development should be implemented to activate the national urban park system. Second, the national urban park should be a land management tool that may be used to balance development and preservation. Third, a specific method of securing, constructing, administering, and operating national urban parks should be supplemented by the current legislative framework amendment. Furthermore, the establishment of a sustainable research institute is needed to comprehensively analyze parks and green space systems and make appropriate decisions.
