  • Cost-Benefit Analysis (CBA) is a systematic optimization process that allows users to compare different alternatives and to determine if a project is a solid investment. Many state DOTs have included CBA in their pavement management systems (PMSs) to help allocate state funds for maintenance, rehabilitation, resurfacing, and reconstruction of pavements. In a typical CBA, each pavement type has an assigned weight factor which represents the level of importance of this pavement type. To conduct an accurate CBA, it is essential to select appropriate weight factors. Arbitrarily assigning weights factors to pavements can lead to biased and inaccurate funding allocation decisions. The purpose for this paper is to outline a method to develop an ideal set of weight factors that can be utilized to conduct more accurate CBA. To this end, a matrix of all possible weight factors sets was developed. CBA was conducted for each set of weight factors to obtain a population of possible optimization solutions. Then a regression analysis was performed to establish the relationship between benefit and weight factors. Finally, a multi-objective genetic algorithm was applied to select the optimal set of weight factors. The findings from this study can be used by state DOTs to strategically manage their roadway systems in a cost effective manner.

  • The purpose of this study is to determine whether there is a correlation between the segmental bio-impedance measurement with the frequency modulations and the life-style disease of obesity. An obesity is not simply the factor for estimating the life-style disease of obesity, but also the risk factor occurring. There are many methods (BMI, WHR, Waist, CT, DEXA, BIA, etc.) for measuring a degree of obesity; the bio-impedance measurement is more economic and more effective than others. The physical examination, the blood test, the medical imaging diagnosis and the bio-impedancemeasurementswithmultiple frequencies for each body parts have been conducted for 77 people. The estimated value has been calculated through a segmental bio-impedance model based on multi-frequency that was created to reflect the highest correlation by analyzing correlation with linear regression analysis method for the measured bio-impedance and the risk factors. Then we compared with the clinical diagnosis. In case of high level cholesterol, low HDL-C and high LDL-C for life-style disease, the sensitivity is 80~100%and the specificity is 83~100%. This study has shown conclusively that bio-impedance can be a possible predictor to analyze the disease risk rate of population and individual health maintenance. And also the multi-frequency segmental bio-impedance can be used as early predictor to estimate the life-style disease of obesity.

  • Mercury contamination and its health effects have become major concern of environmental health study in Korea. Mercury exposure of some group were investigated to get the accurate data for policy making and study. About 2,000 children at 26 elementary schools participated in this survey to evaluate the exposure levels and to investigate main exposure source of mercury. Analysis of mercury levels in the whole blood and urine samples were conducted and questionnaire survey was done about the factors influencing exposures simultaneously. Mercury exposure levels of domestic children were N.D. to 17.26 ppb in blood, 0.17 to $21.67{\mu}g/g$-creatinine in urine. The mean(arithmetic) levels are 2.42 ppb in blood and $2.53{\mu}g/g$-creatinine in urine. Both of them were below the recommendation levels of US EPA and German CHBM I $5.8{\mu}g/l$ and $5{\mu}g/l$ in blood, $5{\mu}g/g$-creatinine of German CHBM I in urine. But 1%, 0.51% of levels in blood exceed the level of CHBM I and US EPA, 8%, 0.85% of children were over the level of CHBM I and CHBM II in urine. Multi-valuable regression analysis showed that the existence of road near the residence in addition to the preference for fish have significance with blood mercury exposure level of domestic children. The existence of factory near the house and the experience of dental amalgam treatment had statistical relations with urine mercury level.

  • Five sampling sites were selected to investigate the distribution characteristics of air pollutants with pollution sources and weather conditions in Ulsan. $SO_2,\;NO_2,\;O_3,\;CO,\;PM_{10}$ concentrations and weather conditions with time were analyzed by using several statistical methods. Also, the distribution characteristics of ambient air quality were estimated by pollution-rose and multi-regression analysis. As a result of the analysis, $NO_2,\;CO\;and\;PM_{10}$ concentrations were high in winter season, whereas $SO_2\;and\;O_3$ concentrations were high in summer season. This concentration distribution was caused by the unfavorable geographical location, which the residential area was located at the downwind direction to industrial area. From the pollution-rose, we confirmed that each pollutant influenced the downwind residential areas because of seasonal wind direction. $SO_2$ concentration has shown positive correlation of $0.2{\simm}0.3$ for $NO_2,\;PM_{10}$ and temperature, while $O_3$ concentration has shown negative correlation. Also, $NO_2$ and CO concentrations, pollutants generated by combustion, have shown positive correlation, while $O_3$ concentration and temperature have shown negative correlation. Therefore, it could be suggested that a seasonal air quality policy and a new guideline of air quality was necessary in each season with wind directions to reduce the air pollution level in Ulsan.
