댐 및 수도 사무소 감시제어시스템의 체계적 기술평가 방안 (The Systematic Evaluation of the SCADA System Proposals for Multi-purpose Dam and Water Supply Office)

  • Korea Water Resources Corporation (KOWACO) annually supplies about 2 billion Kwh and 7.3 billion $m^3$ with its 10 multi purpose dams and 20 water supply offices. For the proper control and management of the above utilities, sequential control equipment and SCADA/DCS have been operated and maintained. In this paper, 8 control system evaluations for hydropower dam, water supply, electric power and subway projects during 1984-1997 were reviewed and analyzed. The systematic evaluation method has been established in the points of the purpose, method, procedure, evaluation team, evaluation criteria, total evaluation table and the contents of final recommendation report. With keeping in mind the essential points, it is expected for the more effective and fair evaluation of bids.

  • The impact of adding additional Multi-Criteria Decision Analysis (MCDA) criteria is demonstrated because current research shows MCDA for flood damage has been applied using only a few criteria but for better results the MCDA approach needs to apply more criteria for evaluating the alternatives. By adding additional criteria into MCDA, the capability to make the best alternatives more diverse and show the decision maker more differences in the scores of the alternatives to allow the decision maker to discriminate is significantly improved. The target region for a demonstration application of the methodology was the Suyoung River Basin in Korea. The 1991 Gladys flood event and five different return periods were used as a case study to demonstrate the proposed methodology of evaluation of various flood damage reduction alternatives.

  • There have been numerous accelerated aging laboratory tests for evaluating suitability of polymeric materials and devices. Aging test for materials and its full scale device has been conducted. Service experience plays a key role in the utility section of composite insulators. A meaningful and reliable accelerated aging test is needed for evaluating composite insulator. During the service these insulators are subjected to aging stress such as humidity, pollution, and electrical field, and erosion and tracking of the weathershed occurs. This paper presents the criteria of reliability evaluation and evaluation facilities for 22.9 kV suspension composite insulator. We adopt the criteria of reliability evaluation consist of two test methods. One is CEA tracking wheel test for examining the tracking and erosion performance of composite insulator. The other is multi-stress aging test for examining effects of environmental factors such as UV, temperature, humidity, etc on composite insulator.

기후변화를 고려한 다목적댐 운영기준 개선 및 평가 (Improvement and Evaluation of Multi-purpose Dam Operation Rule Considering Climate Change)

  • 기후변화에 따른 강우패턴의 변화로 인해 가뭄의 발생주기가 짧아지고 있으며 다목적댐의 운영 또한 변화하고 있다. 다목적댐의 물 부족을 사전에 방지하고 안정적인 용수공급을 위한 운영에 대한 중요성은 증가하고 있는 실정이다. 본 연구에서는 현재 다목적댐에 적용중인 운영기준을 기반으로 기후변화 시나리오가 반영된 운영기준을 개발하고 평가하였다. 기후변화가 반영된 기준저수량은 기존대비 평균적으로 34% 증가하는 것으로 분석되었으며, 기존 기준과의 평가결과 기후변화 반영 다목적댐 운영기준을 적용할 경우 용수공급에 어려움이 없을 것으로 분석되었다. 본 연구 결과는 향후 기후변화를 반영한 다목적댐의 기준수립에 도움이 될 것으로 기대한다.

  • 본 논문의 목적은 국가 로드맵 상에 제시된 7대 부문(산업, 수송, 건물, 공공, 농림어업, 폐기물, 전환)에 대한 부문별 감축 수단을 대상으로 향후 보다 발전적인 이행전략을 분석하는 것이다. AHP와 ANP 방법론을 활용해 방법론 간 차이점이 나타난 부문과 그렇지 않은 부문을 비교분석하였다. 감축대상인 7대 부문 대부분에서 이행목표로서 비용효율성과 효과성(기술개발, 감축성과)보다는 이행가능성이 상대적으로 중요한 것으로 분석되었다. 평가기준에서는 공공, 전환 부문에서 방법론에 따라 최우선순위가 바뀌었으며, 감축방안에 해당하는 대안의 우선순위 및 기준 관점의 대안 내 우선순위도 방법론에 따른 차이가 나타났다.

Evaluation of Multi-criteria Performances of the TOPMODEL Simulations in a Small Forest Catchment based on the Concept of Equifinality of the Multiple Parameter Sets

  • This study focuses on the application of multi-criteria performance measures based on the concept of equifinality to the calibration of the rainfall-runoff model TOPMODEL in a small deciduous forest catchment. The performance of each parameter set was evaluated by six performance measures, individually, and each set was identified as a behavioral or non-behavioral parameter set by a given behavioral acceptance threshold. Many behavioral parameter sets were scattered throughout the parameter space, and the range of model behavior and the sensitivity for each parameter varied considerably between the different performance measures. Sensitivity was very high in some parameters, and varied depending on the kind of performance measure as well. Compatibilities of behavioral parameter sets between different performance measures also varied, and very few parameter sets were selected to be used in making god predictions for all performance measures. Since different behavioral parameter sets with different likelihood weights were obtained for each performance measure, the decision on which performance measure to be used may be very important to achieve the goal of study. Therefore, one or more suitable performance measures should be selected depending on the environment and the goal of a study, and this may lead to decrease model uncertainty.

Sire Evaluation Using Animal Model and Conventional Methods in Murrah Buffaloes

  • First lactation records of 683 Murrah buffaloes maintained at National Dairy Research Institute, Karnal, were used for comparing the sire evaluation for age at first calving, first lactation 305-day or less milk yield and first service period. The sires were evaluated using Simple daughters average, Contemporary comparison, Least-squares and BLUP methods. The BLUP evaluations were obtained under single-, two- and three-trait individual animal models. The results revealed that for taking a decision regarding the method of sire evaluation to be used for selecting sires with high breeding values, criteria of the rank correlation could be misleading and comparison of the selected sires is likely to give a veritable picture. The Best Linear Unbiased Prediction method under multi-trait animal model incorporating first lactation milk yield with first service period as a covariable and age at first calving in the model was found to be more efficient and accurate for sire selection in Murrah buffaloes.

이종 망에서 퍼지 다기준 의사 결정을 이용한 셀 선정 방법 (Cell Selection Method using Multi-Criteria Decision Making in Heterogeneous Networks)

  • 멀티미디어 서비스의 QoS가 전송 지연 및 패킷 손실에 의하여 현저히 저하될 수 있으므로, 멀티미디어 데이터의 전송 동안 셀 부하와 무선 링크의 에러에도 불구하고 연속적인 QoS를 유지하는 것이 필요하다. 본 논문은 이종 망상에서 멀티미디어 서비스의 QoS를 지원하기 위한 셀 선정 방법을 다룬다. 제안된 방식은 사용자 시스템 선호도, 통신비용, 셀 부하 그리고 전송지연과 같은 다수의 부정확한 요소가 퍼지 집합 함수를 사용한 의사 결정에 사용되는 다기준 의사 결정 방법에 근거한다. 이 방법은 이진 논리를 사용하는 경우보다 의사 결정 시 평가 항목의 오차가 총체화된 평가치에 완만한 변화를 유발하고 최종적인 기준치를 변화시켜 셀 선정의 유연선을 증가시킬 수 있다. 시뮬레이션을 통하여 평균 지연과 패킷 손실률을 평가하고, 제시한 셀 선정 방법이 이동 단말기에게 최적의 성능을 제공함을 보인다.

유역차원의 하수처리수 재이용 대안평가와 우선순위 결정과정에 관한 연구 (A Study on Evaluation and Prioritization Process of Wastewater Reuse Alternative in Watershed Level)

  • This study aims to show the feasibility of wastewater reuse through hydrological analysis and propose a framework for planning using multi-criteria decision making technique. Ten alternatives of wastewater reuse (BOD: 3.0 mg/L & 4.7 mg/L) and two references in the urban watershed were considered and analyzed by using Hydrological Simulation Program in Fortran (HSPF). Though wastewater reuse has a positive effect on water quantity, it may degrade the water quality due to the high discharge concentration. This study showed that wastewater reuse can be a great alternative for the rehabilitation of distorted water cycle, if the quality is improved up to the natural streamflow and the quantity is increased up to the instreamflow requirement. In addition, to determine the project priority, three criteria were compared: 1) impacts on water quantity and water quality, respectively, 2) consideration of present hydrologic vulnerabilities on water quantity and quality and not, and 3) social and economic considerations and not. From the performance values to all criteria, the specific ranking can be derived and the feasibility of each wastewater reuse project can be checked with the comparison of the existing facilities. As a result, DJ and DR were derived to become effective in any evaluation conditions while SS and WG were improper alternatives if various criteria were considered. The decision making for project prioritization must be careful with the consideration of various impacts of wastewater reuse because the evaluation of wastewater reuse alternative showed very different priorities for each criteria.

  • In this paper, we consider a multi-factor, multi-cause decision making problem of supply chain. And we show how to measure the operational efficiency of the components in supply chain and also how to improve the efficiency of each component and whole supply chain. As a methodology, the data envelopment analysis (DEA) is adopted to measure the efficiency by considering weight factors such as flexibility, information sharing, logistics level, etc. The proposed algorithm allows whole supply chain to have the improved efficiency rate.
