There are many conflicts or interests among various stakeholders on the development of the coastal area. The integrated methodology, which is reflective of physical conditions, socio-economic circumstances, and people's sense of values, is thus needed to solve the problems. In this study, geographical information systems(GIS) and analytic hierarchy process(AHP) that arc one of multi-criteria analysis methodologies are loosely coupled to develop better analytic procedures for coastal assessment. Socio-economic and environmental parameters of the study area, Hampyung Bay area, are converted to a GIS system-applicable format, while AHP is used to assess the relative importance level of each parameter by calculating weighting factors. After standardizing and rasterizing spatial data from various sources. the weighting factors are applied to produce the layers for each parameter. Map algebra and overlay analyses are used to create the final layer according to the decision making logic or model proposed here. Cell values of that layer could be considered as spatial alternatives. In addition to this finding, the flexibility with the weighing factors enable decision-makers to understand the procedures and alternatives in relevance with selective strategies for coastal management.
The Internet has become a part of our life and has changed our living environments dramatically. However, Electronic Commerce (EC) stays currently at a level that a buyer deals only with an one-sided condition (price) proposed by a seller or compares the proposed condition to find a better one. As the agent technology makes progress, EC requires negotiation that is not one-sided but is a way to maximize profits of both seller and buyer. Moreover, negotiation in EC should consider multiple issues rather than a single issue to replace the traditional commerce. In this paper we propose a negotiation model, which guarantees balanced profits between two agents through negotiation using multi-issues, and makes a deal successfully under time-constraint environment. The proposed negotiation model suggests strategies(alternative and simultaneous strategy) that change the value of issues with each agent has time for negotiation. In this paper, we also suggest a strategy that proposes an offer to each other. We compare the proposed negotiation model with another negotiation model. The experimental results show that dynamic conceder tactic and linear tactic showed balanced profits and a high percentage of deals for negotiation between two agents, and the sum of utilities of two agents is high, when the alternative strategy is used.

The purpose of this study is to assess the smart city for major cities in Korea. The assessment indicators are based on the STIM structure (Service, Technology, Infrastructure, and Management Layer Architecture) of the Multi-Layered Smart City Model. Assessment indicators are established through smart city concepts, case analysis, big data analysis, as well as weighted through expert AHP survey. For the assessment, seven major metropolitan cities are selected, including Seoul, and their data such as KOSIS, KISDISTAT from 2017 to 2019 is utilized for the smart city level assessment. The smart city level results show that the service, technology, infrastructure, and management levels were relatively high in Seoul and Incheon, which are metropolitan areas. Whereas, Busan, Daegu, and Ulsan, the Gyeongsang provinces are relatively moderate, while Daejeon and Gwangju, the South Chungcheong region and the Jeolla provinces, were relatively low. The overall STIM ranking shows a similar pattern, as the Seoul metropolitan area smart city level outperforms the rest of the analyzed areas with a large difference. Accordingly, balanced development strategies are needed to reduce gaps in the level of smart cities in South Korea, and respective smart city plans are needed considering the characteristics of each region. This paper will follow the literature review, assessment index establishment, weight analysis of assessment index, major cities assessment and result in analysis, and conclusion.
This research has been accomplished to build up the growth strategies of Kangwon district's small & medium-sized construction firms. For this purpose, we made an investigation of the present situation and status for existing regional small & medium construction firms by analyzing data. Based on the results from this study, the following growth strategies are suggested to gain their competitive advantages. Firstly, most of all, the role of the top manager is the most important factor since most of the top manager for the small & medium-sized construction firms coincide with the owner the firms. Secondly, the specialization strategy is to establish. Above all they concentrate their business capacities on core business. Then, this growth strategy should be based on the selective escalation of functions in order to maintain an appropriate level of construction works. Thirdly, the specialized skills and skilled workers are ensured for competitive advantages. For human resource development, they should train workers to be multi-functioned on the assumption the they could stay at firm until they wish to retire. Finally, the government must also spare no effort to encourage the small & medium-sized construction firms to build up it's competitive power and cultivate it's spontaneous generation power though the reformation of system related whit the small and medium construction industry.
In general, a technology and innovation strategy has been established first. Then, the technology and innovation activities are conducted accordingly. The literature on the technology management process points out that the technology and innovation activities exist in some sequences, nonlinear or linear pattern. However, it is also argued that a certain technology and innovation activity can be occurred or disappeared at certain timing. In this paper, it has been analyzed and clarified how the technology and innovation activities are performed and working together with the technology and innovation strategies in certain context especially when the handset market moves from feature phone to smartphone during a last decade. Empirical results show that the starting point of the technology and innovation activity changes according to the technology and innovation strategies. And, technology innovation activities exhibit multi-layer architecture types. It is confirmed that technology and innovation activities follow a specific pattern. However, if there are some changes in the technology and innovation strategy due to the external environment change, some technology and innovation activities can be skipped because the priority of the technology and innovation activities would be changed. If the firm which has the strategy type of 'innovators' fails to adapt to the fast changing external environment and has the inadequate technology and innovation activities, it is required to change the technology and innovation strategy. It will have a huge impact on the firm's survival.

The purpose of this study was to identify the gap between need-level and demonstration-level in nursing managerial competencies. In addition, the study proposes solutions to narrow this gap. The results of this study are as follows : 1) The mean score for need-level of each item was 4.0, and for demonstration-level, 3.5. This indicates that military hospital head nurses demonstrate a higher level of managerial competencies than the moderate level on all items. But items which were related to resource/ cost/ information managament, staff development management and professionalism management got relatively low ratings in the need-level. 2) The mean score for need-level of each category was 4.14, and for demonstration-level, 3.53. Categories on the individual dimension got a higher rating than categories on the group or organization dimension in both need-level and demonstration level. 3) The gap between need-level and demonstration-level appeared in all items(p<.05) and categories(p<.001). Although the gap was relatively low, it indicates that it is essential to plan a developmemt program for all nursing management competencies for military hospital head nurses. 4) There were significant differences in the gap between need-level and demonstration-level according to specific characteristics of the subjects. The gap did not appear in many categories on the individual dimension where the number of nursing staff was more than 10, a major grade, ICU head nurse or for head nurses having a long career. 5) Need-level and demonstration-level showed a difference according to specific characteristics of the subjects, because need-level and demonstration-level were higher where the number of nursing staff was more than 10, a major grade, and for ICU or Medical ward head nurses. The categories which showed need-level difference and demonstration-level differences according to specific characteristics of the subjects existed almostly completely in the group and organization dimension. Gap-level differences according to the number of hospital bed existed in only two categories. 6) The general causes of the gap were indicated to be 'Knowledge/ skill/ experience deficit', 'Limitation of rules and systems/ Inappropriate organizational environment' for most items, categories, and dimensions. The results of this study indicate that extensive competency developing strategies must be developed, because a gap was found in all items and categories. Specially, there is a need to concentrate attention on competencies in the group and organizational dimension which had a wider gap level. And it is important to take an individual approach according to the cause for each gap. In order to produce effective competency developing strategies, top managers must have sinsights into the importance of nursing staff development and nursing officer's efforts to develop themselves must be achieved. Further multi-dimensional(education, personnel-policy, nursing/ organizational environment) solutions to the gap must be developed and utilized.
This study attempts to shed additional light on the national diffusion process and interaction of welfare services for children and mothers. The central hypothesis examined is the following : In general, the implant of social welfare system is first considered on the characteristics of their own socio-economics , and diffusion prodess of welfare services tends to occur faster in countries with open sicieties than in countries where entry barriers are high and society ranking rigid. The scope of the study is limited in several ways. Attention is concentrated on the agency of woman in the belief that an in-depth case study of one field can yield more insight than a less detailed investigation embracing a number of social welfare systems. The angency of woman is selected for several reasons. a) It is important the agency of woman alone produce more effective than services affecting both the child welfare and women's libertion bradually. Moreover, these services will form the heart of mother's welfare. b) The services of women's agency is gradually wide spread, since a role of government is still negligible before a full realization of economic income. c) The services of women agency is a prime example of a social welfare. d) statistical data and other information are more readily available. One of major findings of our study is the existence of the barriers inhibiting child welfare form " motherhood cult". Despite all the distinct advantages for mother and child , social attitudes appear to be some resistant on child welfare system among men and women even the agenices of women. What is surprised is the extent of the awareness that strategies of women's agency to liberate woman and to increate activities of women involve the strategies to liberate child. The conviction that solving application problems for child welfare in line with the activities of agency by women offer greater freedom and more advantage to mother are not apparent on the data collected from 18 of multi-functional agencies in our country. there are little sign that such agencies cooperate toward attainment of common goals. The intensive early focus of the movement on consciousness raising is a necessary beginning and such efforts by women's organizations would help both in the continuous evolution of women and child. Some of the agencies offer a variety of services to women and children, others are specialized in that they offer fewer services or even only one. Social welfare agenices giving service to children and their families are identified by various names usually women service and child welfare from govern , mental agency and voluntary public agency to foreign aided. What is totally missing , however, is an integrated synthesis of child welfare program Through women's agency. Social changes to occur, but delineation of appropriate and comprehensive social policy is also necessary at this point at this point since efforts, social changes and polices must be well coordianted and focused, as well as mutually supprotive and reinforcing.
Though there are many crimes on and out university campus in Korea, no one knows anything about the size or the types of campus crime. But, there are many theft crimes and sex assault in the library and one-room village near the university campus. This study suggested the establish ways and means needed to improve the campus security system, with the focus on the CPTED(Crime Prevention Through Environmental Design). Various types of crime prevention methods are being considered instead of conventional crime suppression measures. Among them, CPTED is drawing global attention. Crime prevention through environmental design is a multi-disciplinary approach to deterring criminal behavior through environmental design. CPTED strategies rely upon the ability to influence offender decisions that precede criminal acts. A truly safe campus can be achieved only through the cooperation of all students, faculty, staff and visitors. The cooperation and involvement of the entire campus community in campus crime prevention is absolutely necessary. University should adopt a series of policies and procedures designed to ensure that every possible precaution is taken to protect persons and property on campus.
As most companies in the world are much interested in the overseas market as well as in the domestic market, many Korean food service enterprises came to focus on extending their branches to the overseas market. However, lack of business strategies including market research, marketing strategies, localization, etc. has made them continue to fail in market entry. The purpose of this study is to develop entry mode of determinants of Korean food service enterprises, considering their characteristic factors and environment factors in the overseas market. To do this, companies which have a head quarter in Korea and over 2 year business experience in the overseas market were chosen and used for a self-administered questionnaire survey. Statistical processing, including descriptive statistics, logistic regressing analysis, and multi regression analysis using an SPSS/PC 12.0 statistical package were conducted The result is as follows. First, explanation suitability was 85% of the entry mode in the overseas market. Second, as business size was smaller, product differentiation was higher, and CEO's will for success in the overseas market was higher, independent entry mode in the overseas market was likely to he chosen. Lastly, as the uncertainty of demand and trade barrier were lower, and a sociocultural gap was smaller, independent entry mode in the overseas market was likely to be chosen.
R-trees are widely used in various areas such as geographical information systems, CAD systems and spatial databases in order to efficiently index multi-dimensional data. As data sets used in these areas grow in size and complexity, however, range query operations on R-tree are needed to be further faster to meet the area-specific constraints. To address this problem, there have been various research efforts to develop strategies for acceleration query processing on R-tree by using the buffer mechanism or parallelizing the query processing on R-tree through multiple disks and processors. As a part of the strategies, approaches which parallelize query processing on R-tree through Graphics Processor Units(GPUs) have been explored. The use of GPUs may guarantee improved performances resulting from faster calculations and reduced disk accesses but may cause additional overhead costs caused by high memory access latencies and low data exchange rate between GPUs and the CPU. In this paper, to address the overhead problems and to adapt GPUs efficiently, we propose a novel approach which uses a GPU as a buffer to parallelize query processing on R-tree. The use of buffer algorithm can give improved performance by reducing the number of disk access and maximizing coalesced memory access resulting in minimizing GPU memory access latencies. Through the extensive performance studies, we observed that the proposed approach achieved up to 5 times higher query performance than the original CPU-based R-trees.
