When oil is spilled at sea, the oil boom is commonly used to tackle the movement and spreading of oil in an early stage of oil spill combat. But, the retaining capability of oil boom is affected by various factors, such as water velocity, viscosity, and density of oil, water depth, oil volume and the length of boom draft. In this study, computer modeling was peformed to investigate how these factors influence the oil retaining process. The Fluent, most popular one of many CFD(computational fluid dynamics) programs is chosen for modelling and modelling results were verified using the empirical data. It is expected that results of this study will be useful data for oil boom designer and oil spill response commander.

The GRACE satellite, Launched in March 2002, is applied to research on glacial melt of polar regions, glacial isostatic adjustment(GIA), sea level change, terrestrial water storage(TWS) variation of river basin and large-scale earthquake etc. In this research, the TWS variation of Yangtze river basin from August, 2002 to January, 2009 is analyzed using Level-2 GRACE monthly gravity field model. Particularly, gravity changes of the Three Gorges Dam during the impoundment process in 2003, 2006 and 2008 is observed by estimating equivalent water thickness(EWT). The research results show the distinct annual and seasonal changes of Yangtze river basin, and its amplitude of annual variation is 2.3cm. In addition, we compare the results with water resource statistics and hydrologic observation data to confirm the possibility of research of TWS variation of river basin using GRACE observation data, and also the satellite gravity data is of great help for the research on the movement and periodic changes of river basin.
As the concern with the creation of environmental problems and regulations about them becomes internationally growing, environmental cooperations with countries concerned are emerging as the first item on the political agenda. In case of South Korea, cooperations with countries in the Asian region is needed urgently. In particular, cooperations with North Korea will be an important factor to reunify the Korean peninsula as well as to solve environmental problems in South Korea. Accordingly, it is necessary to seek feasible alternatives and possibilities of coping with international environment in South and North Korea. This study is limited to literature study based on collecting materials and the testimony of former residents in North Korea. The period of study ranges from May to December in 1992. The research findings show the following environmental problems and alternatives : It is recognized in South Korea that the creation of environmental problems is product of economic development. Currently, the Korean government makes an effort to revise environmental administration and law, to encourage environmental education, and to proceed with environmental technology policies by establishing environmental policies together with economic development plans. North Korea ascribes the cause of environmental problems to colonial exploitation by Japan and the U.S. Environmental pollutants in North Korea is relatively less than South Korea, provisions such as environmental conservation movement, environmental education, and environmental administration and law are not well organized in the country. However, North korea will speed up its economic development to solve economic crises. Therefore, it is expected that industrial wastes, corrosion of nature, and water pollution will result in serious environmental problems. The fields expected to cooperate with South and North Korea are in the following : South Korea may adopt the model of the former East and West Germany and proceed to cooperate with North Korea in public sector as well as private sector. The possible programs are such as academic exchange to conserve environment, joint research in the area of the Demilitarized Zone, conservation of ecosystems around Imjin and Pukhan Rivers, South Korea's support of advanced environmental technology and industrial and financial aid to North Korea. Conflicts between countries concerned in the North East Asian region will be caused by the responsibilities of pollutions because of the seashore development of the Yellow Sea by South Korea and increasing seashore industrial complexes around the Yellow Sea in China, Therefore, it is desirable that the two countries will participate in organizations related to environment. Joint projects between South and North Korea will be as follows : 1. Construction of long-range monitoring system : 2. Investigation of the state of pollutions around the Yellow Sea and alternatives : 3. Construction of joint monitoring system to regulate the movement of pollutants : 4. Cooperation of environmental technology and exchange of information ; and 5. Support of Cooperation of environment in private sector. Efforts to cooperate with North korea is expected to overcome differences between the two countries as well as to encourage unification of the korean peninsula, which will lead to reducing the cost of environmental recovery. These efforts will also contribute to the maintenance for peace and stability on the korean peninsula as well as in the North East Asian region.
The characteristics of rapid development of the low pressure system over the East Sea from 06 to 08 Nov., 1995 has been analyzed in detail by the synoptic numerical products and satellite observations. The Low system was initially triggered the development of the baroclinic leaf cloud over the border of the northern part of Korea and China and moved eastward and then developed explosively com-ma or lambda type cloud system over the East Sea. To forecast well the general development and movement of the coastal winter cyclone over the East Sea popularly in a numerical simulation by several scientists, the large baroclinicity, continuous support of water vapor, and sequential cold outbreak over the warm sea surface have been more commonly concerned about. The cyclone which the central surface pressure was dropped 40hPa within 24 hours has often accompanied strong wind and heavy snow- or rain-fall in the winter season. In all successive observations with 12-hourly satellite imagery and analyzed meteorological variables in this period, the centers of the sea-level pressure and 500hPa geopotential height associated with this cyclone were typically illustrated by moving farther eastward using GMS combined enhanced IR images. The maxi-mum wind sustained by this system with the intensity and central pressure of tropical storm was about 60 knots with the center pressure drop of 44hPa/day similar to the North American cyclonic bomb and Atlantic storm.

This study focused on variability of the sea water temperatures observed off the Dangjin Power Plant in the central west coast of Korea for the period of 1998-1999. Spatial averaged temperature shows the annual range of $20.3^{\circ}C$, with minimum of $3.3^{\circ}C$ in February and maximum of $23.6^{\circ}C$ in August. Horizontal distribution patterns are seasonally reversing: The temperatures are increasing toward inshore of the period of April to October, while they are increasing toward of offshore for the rest of year. Spectral analyses of temperature records show significant peaks at M2 and S2 tidal periods, since the water movement in the study area is influenced by strong tide. The responses of temperature variations to tidal phase show different seasonal characteristics: The temperatures are increasing at flood phases in winter and ebb phases in summer. Amplitudes of the components at M2 and S2 periods are $0.8^{\circ}C\;and\;0.5^{\circ}C$, accounting for 70-80% of daily variation. Coherency analyses between non-tidal components of temperature and wind speed show that in summer, northerly wind components significantly coherent with temperature at 2.8 days period, while in winter, southerly wind component is coherent with 2.4 days period, with 0.6 and 0.7 day phase-lags, respectively.

Changes in water depth caused by underwater earthquakes and landslides cause sea surface undulations, which in turn propagate to the coast and result in significant damage as wave heights normally increase due to the wave shoaling process. Various types of numerical models have been developed to simulate the generation and propagation of tsunami waves. Most of tsunami models determine the initial surface of the water based on the assumption that the movement of the seabed is immediately and identically transmitted to the sea surface. However, this approach does not take into account the characteristics of underwater earthquakes that occur with time history and spatial variation. Thus, such an incomplete description on the initial generation of tsunami waves is totally reflected in the error during the simulation. In this study, the analytical solution proposed by Hammack (1973) was applied in the tsunami model in order to simulate the generation of initial water surface elevation by the change of water depth with time history and its propagation. The developed solution is expected to identify the relationship among various type of seabed motions, initial surface undulations, and wave speeds of elevated water surfaces.
Miraculous victory of Myeongnyang sea battle turned the tide of the Joseon's entire war against Japan and it is regarded as one of the most remarkable sea victories in the world history. In the sea battle of Myeongnyang, on September 16, 1597(lunar calender), the Joseon navy with 13 battle ships, led by Admiral Yi Sun-sin, won the Japanese navy with their fleet of 133 warships. There were several reasons why Admiral Yi decided on this location for battle. Myeongnyang strait is so narrow and had currents so powerful that many ships could not pass strait simultaneously. Therefore, despite being vastly outnumbered, Admiral Yi used terrain and tidal current advantage to defeat Japanese navy's numerical advantage. In order to find out the tidal state of Myeongnyang strait on September 16, 1597, topological phase of sun and moon was studied by orbital period of earth and moon. The tidal state of Myeongnyang strait on September 16, 1597 is estimated based on the theories of tide and tide tables. As a result of this study, time of slack water were found to be 0636, 1248, 1906 and time/speed of maximum tidal current were found to be 0930/8.3kts(NW), 1612/9.9kts(SE).

The transport of suspended matter was interpreted in the coastal zone off Taean Peninsula during the summer (June) in 1996. Coastal waters were homogenous in water temperature and salinity, whereas offshore waters were characterzed by the strong thermocline. Mixing between coastal and offshore waters are negligeable, largely lessened, due to the existence of strong tidal front between the two water masses. In the offshore area, less saline coastal waters from the Kyunggi Bay are considered to be transported southward along the mid-depth layer of thermocline. Concentration of suspended matters was higher than 5 mg/l in the northern coastal area near the Kyunggi Bay, but generally less than 2 mg/l in the offshore area. Less saline waters along the mid-depth layer in the offshore area sustain maximum turbidities throughout the water column. Therefore suspended matters supplied from the coastal area of Kyunggi Bay are considered to be transported southward by the advective movement of less saline coastal waters. Mean particle size of the suspended matters shows 2~9 ${\mu}m$. Coarse grains (mean size larger than 7 ${\mu}m$) are predominant in the less saline coastal waters extending to the offshore mid-depth waters. Such size distributions of suspended matters together with the characteristics of water masses are considered to be an indicator for the southward movement of suspended matters derived from Kyunggi Bay.

Zooplankton samples were collected vertically from different layers with a closing net at 14 stations in the middle East Sea of Korea in February, August and September to study distribution of biological indicators for analysis of water masses. Horizontal and vertical distributions of important species of copepods and chaetognathas known as indicator species were closely related to distributions of different water masses and oceanic fronts. Pleuromamma gracilis, Calanus tenuicornis, Sagitta enflata and Sagitta minima were found to be reliable indicator species to determine warm water mass with warm core, and Calanus cristatus, Calanus tonsus and Sagitta elegans could be used as cold water species for evaluating the movement of cold current from North Korea, and Gaetanus armiger was deep sea water species. Therefore, it was found that North Korean Cold Current down to the south along the coast appeared to be significant in the surface around Chumunjin area, and from here towards the south the cold water containing S. elegans submerged under warm water with S. enflata which were about $2{\~}4^{\circ}C$ higher than that of the vicinity and reappeared near Chukpeon area in surface layer. In the layer between loom and 300m depths, distribution of Pleuromamma gracilis and Sagitta bedoti indicated that warm water mass and front zone influenced by the different water systems were formed in northwestern area off Ulreung-do. In $300{\~}500m$ layer, the proper cold water could be estimated to be present in the northwestern area off Ulreung-do throughout the survey period by the high abundance of Gaetanus armiger. In August, distributions of S. bedoti, S. enflata and S. minima were valuable index to find oceanic fronts and warm core.
Domestic laws such as Korea Marine Pollution Prevention Law which has been made and amended according to the conclusions and amendments of various international conventions, especially by MARPOL 73/78, were reviewed and compared with major contents of international conventions, and several alternative measures for legislating new laws or amending existing laws such as Korea Marine Pollution Prevention Law in accordance with new contents and recent amendments of existing and new international conventions were proposed. Annex VI of MARPOL 73/78 has been recently accepted in Korea Marine Pollution Prevention Law which should be applied to ships which are the moving point sources of air pollution at Sea rather than in Korea Air Environment Conservation Law which should be applied to automobiles and industrial installations which are the line and/or point sources of air pollution in land. International Convention for Ship's Ballast Water/Sediment Management should be accepted in Korea Marine Pollution Prevention Law or by a new law in order to prevent domes marine ecosystem and costal environment from the invasion of harmful exotic species through the discharge of ship's ballast water. International Convention for the Control of Harmful Anti-Fouling Systems on the Ships should be accepted in Korea Marine Pollution Prevention Law which should be applied to ships which are navigating in open sea and coastal waters rather than in Korea Noxious Chemicals Management Law. Basel Convention which shall regulate and prohibit inter-nations movements of noxious chemical substances should be accepted in Korea Marine Pollution Prevention Law in order to prevent the movement and transfer of scrap-purpose tanker ships containing bilge water of oil/water mixtures and chemicals remained on board from advanced countries to developing and/or underdeveloped countries and to conserve global marine environment after all.
