  • Background: Resilience engineering is a paradigm for safety management that focuses on coping with complexity to achieve success, even considering several conflicting goals. Modern sociotechnical systems have to be resilient to comply with the variability of everyday activities, the tight-coupled and under-specified nature of work, and the nonlinear interactions among agents. At organizational level, resilience can be described as a combination of four cornerstones: monitoring, responding, learning, and anticipating. Methods: Starting from these four categories, this article aims at defining a semiquantitative analytic framework to measure organizational resilience in complex sociotechnical systems, combining the resilience analysis grid and the analytic hierarchy process. Results: This article presents an approach for defining resilience abilities of an organization, creating a structured domain-dependent framework to define a resilience profile at different levels of abstraction, and identifying weaknesses and strengths of the system and potential actions to increase system's adaptive capacity. An illustrative example in an anesthesia department clarifies the outcomes of the approach. Conclusion: The outcome of the resilience analysis grid, i.e., a weighed set of probing questions, can be used in different domains, as a support tool in a wider Safety-II oriented managerial action to bring safety management into the core business of the organization.

  • This study aims to assess MEE(management effectiveness evaluations) on PAs(protected areas) for forest genetic resources which play an important role in biodiversity conservation, and then to suggest better ways to manage PAs for forest genetic resources. This study applies same indicators of the MEE on PAs as the ones described in the prior study(Ryu et al. 2011). The indicators applied are composed of five elements, thirty-two indicators which all would be grouped into one element by each traits. Overall indicators belonging to the element of output and outcome are comparatively low. Especially the ones related to the change of biodiversity, degree of ecosystem health, variation of civil complaint and visitor satisfaction are ranked mostly low. The element of input shows the low rank on the number of staff and budget. The score of indicators related to the identification of the threats of PAs and local communities' supports turn out to be low in the element of Context. The element of process, however, has scored low on Staff management, Education/Awareness programs and Governance, while the law enforcement, management regulation and capacity to prevent forest disasters have made relatively high score. Meanwhile, all indicators in the element of planning have scored relatively high as compared to the indicators belonged to other elements. This study suggests to strengthen a few constructive proposals, such as facilitating efficient management framework for PAs, developing local community cooperation program, establishing survey, research and monitoring system, and registering PAs to the WDPA(World Database on Protected Areas) according to the IUCN categories.

  • The purpose of the study is to explore the experience of bullying in the workplace of nurses. The study period was April 1 2013 to July 5 2013. The subjects were 14 nurses who had experienced bullying at their workplace. Data were analyzed using Strauss and Corbin's grounded theory methodology. With data analysis, 139 concepts, 35 subcategories, and 13 categories were generated. "Disregard of presence by negatively learned inertia" was the central phenomenon for workplace bullying of nurses, and the core category was 'struggle to regain oneself'. This study will contribute to a change in individual and organizational awareness of bullying in the workplace by presenting a dynamic process of nurses experiencing bullying. Research is required on identifying workplace bullying status, monitoring methods and program development to reduce workplace bullying of nurses.

  • During the last two decades, much joint research regarding vibration based methods has been done, leading to developing various algorithms and techniques. These algorithms and techniques can be divided into modal methods and signal methods. Although modal methods have been widely used for health monitoring and damage detection, signal methods due to higher efficiency have received considerable attention in various fields, including aerospace, mechanical and civil engineering. Signal-based methods are derived directly from the recorded responses through signal processing algorithms to detect damage. According to different signal processing techniques, signal-based methods can be divided into three categories including time domain methods, frequency domain methods, and time-frequency domain methods. The frequency domain methods are well-known and interest in using them has increased in recent years. To determine dynamic behaviours, to identify systems and to detect damages of bridges, different methods and algorithms have been proposed by researchers. In this study, a new algorithm to detect seismic damage in the bridge's piers is suggested. To evaluate the algorithm, an analytical model of a bridge with simple spans is used. Based on the algorithm, before and after damage, the bridge is excited by a sine force, and the piers' responses are measured. The dynamic specifications of the bridge are extracted by Power Spectral Density function. In addition, the Least Square Method is used to detect damage in the bridge's piers. The results indicate that the proposed algorithm can identify the seismic damage effectively. The algorithm is output-only method and measuring the excitation force is not needed. Moreover, the proposed approach does not need numerical models.

  • This study is to develop a diagnostic model for the effective introduction of smart factories in the manufacturing industry, to diagnose SMEs that have difficulties in building their own smart factory compared to large enterprise, to identify the current level and to present directions for implementation. IT, AT, and OT experts diagnosed 18 SMEs using the "Smart Factory Capacity Diagnosis Tool" developed for smart factory level assessment of companies. They analyzed the results and assessed the level by smart factory diagnosis categories. Companies' smart factory diagnostic mean score is 322 out of 1000 points, between 1 level (check) and 2 level (monitoring). According to diagnosis category, Factory Field Basic, R&D, Production/Logistics/Quality Control, Supply Chain Management and Reference Information Standardization are high but Strategy, Facility Automation, Equipment Control, Data/Information System and Effect Analysis are low. There was little difference in smart factory level depending on whether IT system was built or not. Also, Companies with large sales amount were not necessarily advantageous to smart factories. This study will help SMEs who are interested in smart factory. In order to build smart factory, it is necessary to analyze the market trends, SW/ICT and establish a smart factory strategy suitable for the company considering the characteristics of industry and business environment.

  • Drought is the recurrent natural disasters which harshly affect agricultural production and society in various parts in Bangladesh. Information on the spatiotemporal variability of drought events plays a vital role to take necessary action towards drought mitigation and sustainable development. This study aims to analyze the spatial and temporal variation of meteorological drought in Bangladesh during 1981-2015 using Effective Drought Index (EDI). Monthly precipitation data for 36 years (1980-2015) were obtained from 27 meteorological stations. Drought frequency (DF) and areal extent of drought were considered to investigate the spatiotemporal structure of drought. The DF analysis showed that the northern, southwestern and central regions of the country are comparatively vulnerable to meteorological drought. The frequency of drought in all categories has considerably increased during the recent five years from 2011 to 2015. Furthermore, the most significant increasing trend of the drought-affected area was found over the central region especially for pre-monsoon (March-May) season during this period while the decreasing trend of the affected area was found within the eastern region during the study period. To prevent and mitigate the damages of drought disasters in Bangladesh, agricultural and government managers should pay more attention to those regional drought events that occur in pre-monsoon season. The outcome of the present study can be used as explanatory data in building the strategies to drought monitoring and mitigation activities in Bangladesh.

  • Rejuvenating a system periodically during the most idle time of the system reduces unexpected downtime caused by software aging and increases its availability. In general, software rejuvenation can be largely divided into two broad categories: time-based rejuvenation policy and condition-based rejuvenation policy. In time-based rejuvenation policy the software rejuvenation is triggered at scheduled time epochs with fixed time intervals, while in condition-based rejuvenation policy the software rejuvenation is performed when system state is checked to satisfy a specific condition. Conditionbased policy adds extra cost to the system due to system monitoring and aging estimation. This paper presents a stochastic model for analyzing time-based software rejuvenation mechanism, where the rejuvenation is triggered at scheduled time epochs with fixed time intervals, and provides an analytical solution for the steady-state availability, the user-perceived availability, and the corresponding cost.
