Chilgok District is a historical area, which has had a certain amount of development. It has its own regional characteristics originating from its isolation from the existing built up area of Daegu City by the Kumho River This study explores the historical development processes and pending development issues of Chilgok District. In 1640 after the Japanese invasion of Korea in 1592, the district upgraded into Chilgok Dohobu due to its importance as a transportation hub of Youngnamdaero(the main road of Youngnam province in Chosun Dynasty). In its early stages, the government office was located in Kasan fortress, later the of office was moved to Eupnae-Dong. The Chilgok district has experienced a developmental lag resulting from the office's removal to Waegwan, located on the Kyungbu railroad since 1914. Later, due to the increasing influence of nearby Daegu City, urbanization continued gradually. Finally in 1981 Chilgok district was officially incorporated into Daegu Metropolitan City. In the later 1980s, the housing land development project was applied into the district centered on the alluvial plain of Palgeo-Cheon(stream) of the Northern part of Taejun-Bridge. Although the old built up zone was excluded from public sector development projects, private sector development has made the zone a modern town. Now, Chilgok district has transformed into a high-density residential new town in which high-rise apartment complexes mingle with numerous houses. As the district has developed, traffic jams have become a hot issue and it is going to get worse than now as the development continues. To solve this problem, Daegu city needs to swiftly construct the fourth belt way and the third subway line.
This is a study of Jinminso. The purpose of the study is to search and analyze the documents about Jinminso. The data is composed with the first hand historical documents both government documents and civil newspapers which are searched by internet. Based on the documents found, it is safe to say that Jinminso has existed and functioned as an indoor almshouse for the poor. It was established in June 25, 1898 by civil people with donated money in order to reduce the burden of Emperor and to share the love and care for their people with a brotherhood mind. The Jinminso resident were the poor, the sick, the orphans, widows, elderly living alone, and the disabled. They received food, clothes, and shelter. However, Emperor Gojong ordered to shut down Jinminso, and it was closed in Sept. 25, in 1898. The main reason was inappropriate collection of money for the agency operation from the merchants. When Jinminso was closed, all the inmates became homeless. The founders asked to reopen it, and it was accepted but this time was opened as a government agency in 1899. Jinminso imposes great meanings. One, Jinminso was not just an office but a direct service agency housing hundreds of poor people; two, poverty was understood as social problem not just a local district problem; three, rules and regulations were prepared to set up a system of modern age social welfare. The findings provide a clue how the government and society perceived poverty and the poor during the time of late 1800s to early 1900s. The existence of Jinminso will pose many new question.

About 50% of the population and 75% of the properties concentrate on the flood plain in Japan. The rivers have intimate relationship with our lives. Those conditions have been seen after modern river improvement projects that began about a century ago. The technology which was introduced from foreign countries was improved in conformity with geographical features and the climate condition of our nation, and has redeveloped as a Japanese original technology. In 1940's, Japan had serious natural disasters that were caused by large- scale typhoons. Those typhoons wiped out everything completely. Even though the government realized the importance of flood control and management after those natural disasters, civil work still aimed to economic development. Those construction works have become the one of factors for concentrating population and degrading natural environment in urban areas. Deterioration of river environment has become serious issue in urban development and main cause of pollution. The approaches for environmental restorations which were started about 30 years ago aimed to harmonize with nature environment and cities and human lives. There have been going on many projects called 'river environmental improvement projects', the 'nature friendly river works' and 'natural restoration projects.' The society has tried to find a way to live in harmony with nature. As for societies symbiotic with habitats will form the safe country in the history and the spectacle. Such as the symbiotic of the river or the basin where discharge, water quality, nature, the history, landscape, the local society and also for culture were built in is achieved. Examples of working, applied to restoration technologies and the one to describe the mechanism construction are been shown in the paper. Furthermore, write for an international spread of the river technology of Japan to attempt.
This paper introduces the characteristics of the records and archives management of Korea from Joseon dynasty to now. This paper also explains historical background of making the records and archives management in Joseon dynasty. This paper introduces the process of establishment of modern records management system by adopting records management system and public administration of USA after liberation in 1945. The Joseon bureaucrats established systematic methodologies for managing and arranging the records. Jeseon dynasty managed its records systematically since it was a bureaucratic regime. It is also noticeable that the famous Joseonwangjosilrok(Annals of Joseon dynasty) came out of the power struggles for the control of the national affairs between the king and the nobility during the time of establishment of the dynasty. Another noticeable feature of the records tradition in Joseon dynasty was that the nobility recorded their experience and allowed future generations use and refer their experiences and examples when they performed similar business. The records of Joseon period are the historical records which recorded contemporary incidents and the compilers expected the future historians evaluate the incidents they recorded. In 1894, the reformation policy of Gaboh governments changed society into modernity. The policy of Gaboh governments prescribed archive management process through 'Regulation(命令頒布式)'. They revised the form of official documents entirely. They changed a name of an era from Chinese to unique style of Korean, and changed original Chinese into Korean or Korean-Chinese together. Also, instead of a blank sheet of paper they used printed paper to print the name of each office. Korea was liberated from Japanese Imperialism in 1945 and the government of Republic of Korea was established in 1948. In 1950s Republic of Korea used the records management system of the Government-General of Joseon without any alteration. In the late of 1950's Republic of Korea constructed the new records management system by adopting records management system and public administration of USA. However, understanding of records management was scarce, so records and archives management was not accomplished. Consequently, many important records like presidential archives were deserted or destroyed. A period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). The first distinctive characteristic of Participation Government's records management is that it implemented governance actively. Another remarkable feature is a nomination of records management specialists at public institutions. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea.
The study of the modern art market and distribution differs in its research focus from that of traditional art history, which traces and analyzes the works of master artists, their schools and influence, in that it attempts to approach such issues as art and society, and distribution and consumption of works of art, based on new research methods and perspectives. This paper examines the life and art collection activities of Park Yeong-cheol, considered to be one of the earliest major modern Korean art collectors. He graduated from the Japanese military academy and served as both a solider of the Greater Korean Empire and a high level officer of the Japanese army. After being discharged, he served as Governor of Gangwon-do and then Hamgyeongbuk-do, and after his retirement from public office, he became a leading businessman. He is well-known as a Japanese sympathizer who approved of and advocated for the aggressive colonial policies of the Japanese empire. As a cultural enthusiast and art collector, however, Park Yeong-cheol published the most accurate edition of Yeonamjip, and donated his collection to Geyongseong University at the end of his life, thus providing the foundation for the Seoul National University Museum. All of these activities are highly commendable. His interest in growing his collection of paintings and calligraphies was largely motivated by his love of paintings and Chinese poems,but it also appears to have been the result of his active collaboration with the Japanese government's policy of trying to discover the distinct, non-western characteristics of traditional Eastern art.

The database for the oriental medicine had been existed in documentation in past times and it has been developed to the database type for random accesses in the information society. However, the aspects of the database are not so diversified and the database for the bio herbal material exists in widened type dictionary style. It is a situation that the database which handles the in-depth raw herbal medicines is not sufficient in its quantity and quality. Korean wild grape is a deciduous plant categorized into the Vitaceae and it was found experimentally that it has various medical effects. It is one of the medical materials with higher potentiality of academic study and commercialization recently because it has a bigger possibility to be applied into diverse industrial fields including the medical product for health, food and beauty. We constituted the cooperative system among the Muju cluster business group for Korean mountain wild grapes, Physiology Laboratory in Kyung Hee University Oriental Medicine and Medical Classics Laboratory in Kyung Hee University Oriental Medicine with a view to focusing on such potentiality and a database for Korean wild grapes was made a touchstone for establishing the in-depth database for the single bio medical materials. First of all, the literatures based on the North East Asia in ancient times had been categorized into the classical literature (Korean literature published by government organization, Korean classical literature, Chinese classical literature and classical literature fro Korean and Chinese oriental medicine) and modern literature (Modern literature for oriental medicine, modern literature for domestic and foreign herbal medicine) to cover the eastern and western research records and writings related to Korean wild grapes and the text-mining work has been performed through the cooperation system with the Medical Classics Laboratory in Kyung Hee University Oriental Medicine. First of all, the data for the experiment and theory for Korean wild grape were collected for the Medline database controlled by the Parliament Library of USA to arrange the domestic and foreign theses with topic for Korean wild grapes and the network hyperlink function and down load function were mounted for self-thesis searching function and active view based on the collected data. The thesis searching function provides various auxiliary functions and the searching is available according to the diverse searching/queries such as the name of sub species of Korean wild grape, the logical intersection index for the active ingredients, efficacy and elements. It was constituted for the researchers who design the Korean wild grape study to design of easier experiment. In addition, the data related to the patents for Korean wild grape which were collected from European Patent Office in response to the commercialization possibility and the system available for searching and view was established in the same viewpoint. Perl was used for the query programming and MS-SQL for database establishment and management in the designing of this database. This study aimed to verify the relationship of a city's history and identity through an architectural assets survey of Daejeon Metropolitan City. To achieve these purposes, the architectural assets survey was carried out, and the characteristics were reviewed. The results of this study are as follows. (1) The architectural assets are composed of 86.5% buildings, 7.4% space environments, and 6.1% infrastructure. (2) Of the architectural assets, 52.7% were constructed in the 1960s~1980s, and 25.0% were built before the Korean War. (3) The physical characteristics of the architectural assets are represented by the single floor, housing and religious facilities, traditional Korean roof tiles, and cement mortar and wood finishing. The characteristics of the architectural assets of Daejeon Metropolitan City are related to the allocation of public offices, banks, and government buildings after the relocation of Chungnam-Do Province Office in the 1930s, and reconstruction and revival around Daejeon station after the Korean War. In particular, the accumulation of Hanok for the shrine in Isa-dong and the townhouse for railroad officers in Soje-dong represent the regional and modern history of Daejeon Metropolitan City.

This study investigated the process of change of 32 urban parks designated during the period of Japanese colonial rule according to growth and development of the city in Busan. Particularly, researching included analyizing books, notification, data, and documents relevant to the history of urban planning published by Busan city. As a result, Daejeong Park, Gokwan Park, and Yongdusan Park had been utilized by Japanese residents under the Japanese colonial rule before planning of urban parks, and 32 parks legally specified in 1944 were planned by considering the prevention against disasters. After emancipation, there were an unauthorized building, housing construction, business district, public office, and school facility in the sites of the parks due to the influence of the Korean War and reorganization of urban planning. The majority of parkways and small parks downtown were eliminated. However, unexecuted parks that the government had designed on the edge of town during the Japanese colonial period have become major parks downtown through the city's growth. Yeonji Park, Yangjeong Park, and Danggok Park have been being building as a business of parks for a comfortable city, forming downtown along with the Green-Busan Policy. Thus, 32 parks designated under the Japanese colonial rule have made or got out of use reflecting on the phases of the times of modern Korean society. It turns out that these parks need an investigation about condition for land possession and purchase of the site of the parks in order for social common capital.
A disaster can be defined in many ways based on perspectives, in addition, its types are able to classify differently by various standards. Considering the different perspectives, the disaster can be occurred by natural phenomenon that is like typhoon, earthquake, flood, and drought, and by the accident that is like collapse of facilities, traffic accidents, and environmental pollution, etc. Into the modern society, moreover, the disaster includes the damages by diffusion of epidemic and infectious disease in domestic animals. The disaster was defined by natural and man-made hazards in the past. As societies grew with changes of paradigm, social factors have been included in the concept of the disaster according to new types unexpected by new disease and scientific technology. Change the concept of social disasters, Ministry of Public Safety and Security (MPSS) has provided the regional safety index, which measures the safety level of a local government. However, this regional safety index has some limitation to use because this index provides the information for city unit which is a unit of administrative districts of urban. Since these administrative districts units are on a different level with urban and rural areas, the regional safety index provided by MPSS is not be able to direct apply to the rural areas. The purpose of this study is to determine the regional safety index targeting rural areas. To estimate the safety index, we was used for 3 indicators of the MPSS, a fire, a crime, and an infectious disease which are evaluable the regional safety index using an accessibility analysis. For determining the regional safety index using accessibility from community centers to public facilities, the safety index of fire, crime, and infectious disease used access time to fire station, police office, and medical facility, respectively. An integrated Cheongju, targeting areas in this study, is mixed region with urban and rural areas. The results of regional safety index about urban and rural areas, the safety index in rural area is relatively higher than in the urban. Neverthless the investment would be needed to improve the safety in the rural areas.

This study is to collect and organize the writings and related materials of Lee Jae Wook, the first director of Korea National Library, and, therefore, find out his achievements in the library system. By comparing existing and newly collected lists of Lee's writings, the total lists had been revised and complemented. As a result, the lists were finalized with 190 writings which were published on books, library journals, cultural magazines and various newspapers. In consequence of analyzing the writing-lists with historical records, Lee's accomplishments are as follows: First, he find philological and bibliographical value in Korean books and writings by studying classic literature. Second, he played an important role in grafting theory and practice of modern library into Korea in Japanese colonial era. Third, he made an effort to diffuse reading culture all around Korea through column and essays he published. Fourth, he contributed to make status and fundamental of early National Library with pioneering leadership by solving a problem of transferring National Library's legislation books that U.S. Military Government Office requested and founding Chosun Library School. Fifth, he implemented the core business of environment of Korean Library such as library class, establishment and implementation of Reading Week, foreign cooperation and etc., as a president of Chosun Library Association.
