Government Control and Privatized Firms' Performance: Evidence from Vietnam

  • To enhance the performance of privatized firms and state-owned enterprises, Vietnamese government set up a specialized monitoring body named State Capital Investment Corporation (SCIC) in 2006 to supervise their performance. This motivated us to conduct this study to investigate the effective control of SCIC on privatized firms' performance. We collected the annual reports of 500 non-financial privatized firms listed on HSX and HNX during the period from 2007 to 2017 from Thomson Reuters. Observations with missing values were removed and trimming outliers were implemented resulting in a dataset comprising of 4146 firm-year observations. We applied a quadratic regression model of state ownership on firms' performance, and applied the method of Baron and Kenny (1986) to test the moderating effect of SCIC control. To fix "selection bias" that may occur and result in endogeneity of moderator (M), we utilized the PSM technique to analyze the marginal effect of the moderator (SCIC) on privatized firms' performance. Our findings indicate a positive moderating role of SCIC on the relationship between the state ownership and firms' performance. This implies that there is a positive effect of liberating the management of the private firms from government control, which also means that lesser the intervention of government in the day to day operational activities of a private firm, better the performance of a privatized firm is.

Factors Influencing Community Participation: Moderating Effects on Length of Residency (농촌지역주민 공동체의식의 지역사회참여 영향요인 - 거주기간의 조절효과 -)

  • Sense of community and length of residence are important variables influencing community participation. The study aims to identify the factors influencing community participation on sense of community. Particularly, the study examine the moderating effects on the length of residency between sense of community and community participation. Data were collected from 130 usable questionnaires among residents of rural villages. Results of a factor analysis yielded three dimensions of sense of community which are solidarity, belonging, and emotional intimacy. Results show that all of factors among three dimensions of sense of community have significance for community participation. And length of residency has a positive effects as a moderator between community capacity and community satisfaction. Results also indicated that length of residence has an negative interactional effects with moderator. It means that even though higher belonging, less community participation if people live in longer their community. It was suggested that sense of community and length of residency should be considered in rural community development policy.

  • Exchanging information with a person without credentials over the Internet does not pose any problems. A decentralized system based on blockchain technology enables the user to exchange new value(currency) with other uncredited users. The blockchain technology creates a new paradigm in which the distribution system can be founded on trust. Various applied distribution systems are being developed based on this paradigm. This study analyzed the problems between an institute's grading system and the central administration system. The limitations of an institute's current central management system were presented through actual cases. To improve the problem, a decentralized system based on block chain technology was presented in order to overcome the fundamental limitations by utilizing blockchain technology, peer-to-peer network, and the distribution system. In the central system, a malicious moderator could create a malicious edit that becomes the cause of a dispute, but in a decentralized system, a problem cannot be created even if there were to be a malicious moderator. However, it is difficult for a single college institute to create a distribution system in order to actualize an effective system. Comparatively, it would be possible to create a decentralized system in which all educational institutes in Korea (elementary schools, middle schools, high schools, colleges) took part in. The application of a decentralized system would improve the public transparency and reliability of educational institutes.

An Exploratory Study on the Factors of Assimilation Gap in Information Technology at the Individual Level (개인의 정보기술 수용격차 요인에 대한 탐색적 연구)

  • This study aims to explore factors of Assimilation Gap(AG) which is proposed and illustrated by Fichman and Kemerer(1997). AG is defined as the time delay between adoption and deployment and mainly studied at the organizational level. This study derives the factor affecting AG through a review of technology acceptance models and agency theory. The research model consists of three groups of independent variables(IT knowledge burden, Individual characteristics, and organization characteristics) and a moderator, which is goal incongruence. Using multiple regression analyses, four groups of hypotheses are tested with data of 221 knowledge workers from various organizations through e-mail survey. The result shows that radicalness(a dimension of knowledge burden), personal innovativeness, self-efficacy, and organizational support are statistically significant factors while complexity, experience, and perceived critical mass are not supported. The moderator effects of goal incongruence are found in personal innovativeness and organizational support. The results of this study demonstrate that agency theory is a useful perspective to deal with AG, especially in radical innovation. In addition, IT practitioners should consider not only user training but also incentives and possible organizational controls in implementing a new information technology.

Proposed Concept of a Tube-Type Passive Water-Cooled Reactor Without Emergency Core Cooling System (비상노심냉각계통을 제거한 압력관형 피동 수냉각로)

  • This paper presents a concept of a pressure tube-type water-cooled reactor without the emergency core cooling system. It adopts an innovative fuel channel design using metallic fuel matrix to improve heat transfer from fuel to moderator at loss of coolant cooling. The heat produced in the fuel is cooled by the coolant system during normal operation, but by the passive moderator system at loss of coolant cooling including the loss-of-coolant accident(LOCA). Simple analysis shows that the fuel channel temperature can be maintained within the permissible range for both normal operation and a complete LOCA.

CONCEPTUAL FUEL CHANNEL DESIGNS FOR CANDU-SCWR

  • This paper presents two of the fuel channel designs being considered for the CANDU-SCWR, a pressure-tube type supercritical water cooled reactor. The first is an insulated pressure tube design. The pressure tube is thermally insulated from the hot coolant by a porous ceramic insulator. Each pressure tube is in direct contact with the moderator, which operates at an average temperature of about $80^{\circ}C$. The low temperature allows zirconium alloys to be used. A perforated metal liner protects the insulator from being damaged by the fuel bundles and erosion by the coolant. The coolant pressure is transmitted through the perforated metal liner and insulator and applied directly to the pressure tube. The second is a re-entrant design. The fuel channel consists of two concentric tubes, and a calandria tube that separates them from the moderator. The coolant enters between the annulus of the two concentric fuel channel tubes, then exits the fuel channel through the inner tube, where the fuel bundles reside. The outer tube bears the coolant pressure and its temperature will be the same as the coolant inlet temperature, ${\sim}350^{\circ}C$. Advantages and disadvantages of these designs and the material requirements are discussed.

  • Americium-beryllium (Am-Be; n, ${\gamma}$) is a neutron emitting source used in various research fields such as chemistry, physics, geology, archaeology, medicine, and environmental monitoring, as well as in the forensic sciences. It is a mobile source of neutron activity (20 Ci), yielding a small thermal neutron flux that is water moderated. The aim of this study is to develop a model to increase the neutron thermal flux of a source such as Am-Be. This study achieved multiple advantageous results: primarily, it will help us perform neutron activation analysis. Next, it will give us the opportunity to produce radio-elements with short half-lives. Am-Be single and multisource (5 sources) experiments were performed within an irradiation facility with a paraffin moderator. The resulting models mainly increase the thermal neutron flux compared to the traditional method with water moderator.

Stress and Well-Being in Mothers of Children with Diabetes Mellitus : The Mediating or Moderating Effect of Optimism (당뇨아동 어머니의 스트레스와 안녕감의 관계에 미치는 낙관성의 매개 및 조절효과)

  • Purpose: Optimism is an important psychological variable that functions positively in stress adaptation process. The purpose of this study was to identify either a mediating or moderating effect of optimism in the relationship between stress and well-being among mothers of children with diabetes mellitus. Methods: A sample of 109 mothers of children with diabetes mellitus was recruited in a tertiary hospital in B city and they completed self-reported questionnaires. Multiple regression analysis models were used to test the mediating and moderating effects of optimism in the relationship between stress and well-being. Results: The results of the multiple and hierarchical regression analysis showed that the role of optimism was examined a partial mediator of the relation between stress and well-being, not a moderator. Increased stress was associated with decreasing optimism and well-being, and increased optimism predicted increased well-being among mothers of children with diabetes mellitus. Conclusion: Optimism is more likely to play a role as mediator, rather than as a moderator. This finding suggests the importance of optimism in improving the well-being of mothers of children with diabetes mellitus.

A Reduced-Boron OPR1000 Core Based on the BigT Burnable Absorber

  • Reducing critical boron concentration in a commercial pressurized water reactor core offers many advantages in view of safety and economics. This paper presents a preliminary investigation of a reduced-boron pressurized water reactor core to achieve a clearly negative moderator temperature coefficient at hot zero power using the newly-proposed "Burnable absorber-Integrated Guide Thimble" (BigT) absorbers. The reference core is based on a commercial OPR1000 equilibrium configuration. The reduced-boron ORP1000 configuration was determined by simply replacing commercial gadolinia-based burnable absorbers with the optimized BigT-loaded design. The equilibrium cores in this study were directly searched via repetitive Monte Carlo depletion calculations until convergence. The results demonstrate that, with the same fuel management scheme as in the reference core, application of the BigT absorbers can effectively reduce the critical boron concentration at the beginning of cycle by about 65 ppm. More crucially, the analyses indicate promising potential of the reduced-boron OPR1000 core with the BigT absorbers, as its moderator temperature coefficient at the beginning of cycle is clearly more negative and all other vital neutronic parameters are within practical safety limits. All simulations were completed using the Monte Carlo Serpent code with the ENDF/B-VII.0 library.

Reactivity balance for a soluble boron-free small modular reactor

  • Elimination of soluble boron from reactor design eliminates boron-induced reactivity accidents and leads to a more negative moderator temperature coefficient. However, a large negative moderator temperature coefficient can lead to large reactivity feedback that could allow the reactor to return to power when it cools down from hot full power to cold zero power. In soluble boron-free small modular reactor (SMR) design, only control rods are available to control such rapid core transient. The purpose of this study is to investigate whether an SMR would have enough control rod worth to compensate for large reactivity feedback. The investigation begins with classification of reactivity and completes an analysis of the reactivity balance in each reactor state for the SMR model. The control rod worth requirement obtained from the reactivity balance is a minimum control rod worth to maintain the reactor critical during the whole cycle. The minimum available rod worth must be larger than the control rod worth requirement to manipulate the reactor safely in each reactor state. It is found that the SMR does have enough control rod worth available during rapid transient to maintain the SMR at subcritical below k-effectives of 0.99 for both hot zero power and cold zero power.
