Integrated Model Design of Microarray Data Using miRNA, PPI, Disease Information (miRNA, PPI, 질병 정보를 이용한 마이크로어레이 데이터 통합 모델 설계)

  • A microarray is a collection of thousands of DNAs or RNAs arranged on a substrate, and it enables one to navigate large amounts of gene expression. However, a researcher uses his designed experimental methods to focus on particular phenotypes from the available mass of data. In this paper, we used MicroRNAs(miRNAs) and Protein-Protein Interation(PPI) databases to enhance and expand meanings in microarray data. Further, the expanded data are linked with the Online Mendelian Inheritance in Man(OMIM), and International Statistical Classification of Diseases and Related Health Problems, $10^{th}$ Revision(ICD-10), in order to extract common genetic relationships between diseases. This approach, we expect, should provide new biological views.

Performance-Based Evaluation of Seismic Design Proposals for RC Ordinary Moment Frames by Spectrum Revision (설계스펙트럼의 개정에 따른 철근콘크리트 보통모멘트골조의 내진성능수준 평가)

  • New buildings have been designed using different seismic design standards that have been revised. However, the seismic performance of existing buildings is evaluated through the same performance evaluation guidelines. Existing buildings may not satisfy the performance targets suggested in the current guidelines, but there are practical limitations to discriminating the existing buildings with poor seismic performance through a full investigation. In this regard, to classify buildings with poor seismic performance according to the applied standard, this study aimed to evaluate performance-based investigation of the seismic design proposals of buildings with different design standards. The target buildings were set as RC ordinary moment frames for office occupancy. Changes in seismic design criteria by period were analyzed, and the design spectrum changes of reinforced concrete ordinary moment resisting frames were compared to analyze the seismic load acting on the building during design. The seismic design plan was derived through structural analysis of the target model, compared the member force and cross-sectional performance, and a preliminary evaluation of the seismic performance was performed to analyze the performance level through DCR. As a result of the seismic performance analysis through the derived design, the reinforced concrete ordinary moment frame design based on AIK 2000 has an insufficient seismic performance level, so buildings built before 2005 are likely to need seismic reinforcement.

Statistical analysis on the fluence factor of surveillance test data of Korean nuclear power plants

  • The transition temperature shift (TTS) of the reactor pressure vessel materials is an important factor that determines the lifetime of a nuclear power plant. The prediction of the TTS at the end of a plant's lifespan is calculated based on the equation of Regulatory Guide 1.99 revision 2 (RG1.99/2) from the US. The fluence factor in the equation was expressed as a power function, and the exponent value was determined by the early surveillance data in the US. Recently, an advanced approach to estimate the TTS was proposed in various countries for nuclear power plants, and Korea is considering the development of a new TTS model. In this study, the TTS trend of the Korean surveillance test results was analyzed using a nonlinear regression model and a mixed-effect model based on the power function. The nonlinear regression model yielded a similar exponent as the power function in the fluence compared with RG1.99/2. The mixed-effect model had a higher value of the exponent and showed superior goodness of fit compared with the nonlinear regression model. Compared with RG1.99/2 and RG1.99/3, the mixed-effect model provided a more accurate prediction of the TTS.

  • Policy improvement such as the revision of the Road Traffic Act are proposed for personal mobility(especially e-scooter) usage. However, there is not enough discussion to solve the problem of using shared e-scooter. In this study, we analyze the influencing factors that amount of pick-up and drop-off of shared e-scooter by dividing the Seoul into a 200m grid. we develop spatial auotcorrelation model such as spatial lag model, spatial error model, spatial durbin model, and spatial durbin error model in order to consider the characteristics of the aggregated data based on a specific space, and the spatial durbin error model is selected as the final model. As a result, demographic factor, land use factor, and transport facility factors have statistically significant impacts on usage of shared e-scooter. The result of this study will be used as basic data for suggesting efficient operation strategies considering the characteristics of weekday and weekend.

  • In the Spring of 2000, the Banking Commission of the ICC decided to appoint a working group to draft a supplement to the UCP 500 to clarify the position regarding electronic presentation under a documentary credit. Provisions was drafted to supplement its existing rules for documentary credit, that is, UCP 500. These new provisions known as Supplement to UCP 500 for Electronic Presentation was approved by the ICC Banking Commission at the beginning of November 2001 and came in force as of 1 April 2002 The eUCP covers matters such as definitions of key terms such as electronic record, electronic signature, format, paper document, received. An eUCP Credit must specify the formats in which electronic records are to be presented and if not, electronic records may be presented in any format. Electronic records may be presented separately and need not be presented at the same time. The purpose of this paper is to understand the main substance of eUCP and to facilitate the introduction of electronic letter of credit by studying the problems and revision of eUCP and new electronic UCP. The main substances of eUCP are electronic address as place for presentation of electronic records, flexibility of the formats of electronic records to be presented, endowment of the notice of completeness of presentation to the beneficiary, one electronic record satisfying one or more originals or copies of an electronic record, the electronic records to be examined including the electronic record at the hyperlink to an external system or the referenced system, no remark as to the time period for the examination of documents. The Roles of eUCP are the Promotion of the Electronic Trade, the Supply of Basis on the Uniform Rules for Electronic Letter of Credit, the introduction of Electronic Trade Model. The characteristics of eUCP are a supplement to the UCP, no address of any issues relating to the issuance or advice of Credit electronically, independence of specific technologies and developing electronic commerce system, that is, Bolero Service. The Problems of eUCP are flexibility of format of electronic record, heavy burden on the side of banks, and the problems regrading the number of presentation, the notice of completeness of presentation, no provision in regard to the time to examine the electronic records, and representation of the electronic records. In the revision of eUCP to resolve the problems, the things to be taken into consideration are as follows; the designation of the format allowing the banks to examine electronically, prohibition of the paper documents, the development of the system receiving the electronic records, the addition of the reception notice on the side of the banks, the setting of the time to examine the electronic records, the construction of the backup system or the dual processing system.

A Goal Programming Model for Guard Soldier Scheduling (목표계획법을 이용한 경계부대 근무편성에 관한 연구)

  • This paper presents a mixed linear and integer goal programming (GP) model to aid in strategic planning and scheduling of guard soldiers. The proposed model is a general-purpose model, hence can be used to produce an optimal schedule with respect to any user-provided combination of guard post objectives and soldier preferences. We extensively test the usefulness of the model on a real-life dataset from a guard post in the ROK Army with using three objectives set by the guard post and three preferences provided by individual solders. Numerical results and analysis from these experiments show that the proposed guard scheduling model efficiently as well as effectively generates an optimal guard schedule and can also be used for an optimal revision of any existing schedule. In summary, these illustrate that the proposed model can be practically used for optimal planning and scheduling of guard soldiers in guard posts.

  • As the number of cyberattacks against the National Critical Information Infrastructure (NCII) is steadily increasing, many countries are strengthening the protection of National Critical Information Infrastructure (NCII) through the enactment and revision of related policies and legal systems. Therefore, this paper selects countries such as the United States, the United Kingdom, Japan, Germany, and Australia, which have established National Critical Information Infrastructure (NCII) protection systems, and compares and analyzes the promotion system of each country's National Critical Information Infrastructure (NCII) protection policy. This paper compares the National Critical Information Infrastructure (NCII) protection system of each country with the cybersecurity system and analyzes the promotion structure. Based on the policy model theory, which is a modification of Allison's theory and Nakamura & Smallwood's theory, this paper analyzes the model of each country's promotion system from the perspective of policy-making and policy-execution. The United States, Japan, Germany, and Australia's policy-promotion model is a system-strengthening model in which both policy-making and policy-execution are organized around the protection of the National Critical Information Infrastructure (NCII), while the United Kingdom and South Korea's policy-promotion model is an execution-oriented model that focuses more on policy-execution.

The Revision Guideline of Interim Measures of Protection under UNCITRAL Model Law on International Commercial Arbitration (UNCITRAL 모델중재법상 임시적 보호처분의 개정방향)

  • The UNCITRAL Arbitration Working Group began its deliberations on the topic of interim measures of protection at its thirty-second session (Vienna, 21-30 March 2000), when the Working Group expressed general support for a legal regime governing enforcement of interim measures of protection ordered by the arbitral tribunal. Also the Working Group took a preliminary analysis of whether there was a need for a uniform rule on court-ordered interim measures of protection in support of arbitration. The Working Group agreed, at its thirty-third session (Vienna, 20 November-1 December 2000), that the proposed new article to the UNCITRAL Model Law on International Commercial Arbitration on enforcement of interim measures of protection (tentatively numbered article 17 bis) should include an obligation on courts to enforce interim measures if prescribed conditions were met. At its thirty-fourth session (New York, 21 May-1 Jun 2001), in addition to continuing its review of draft article 17 bis, the Working Group proceeded to consider a text revising article 17 of the UNCITRAL Model Law, which defined the scope of an arbitral tribunal's power to order interim measures and included an additional provision on the granting of interim measures on an ex parte basis. Discussions in relation to revised drafts of article 17 and 17 bis of the UNCITRAL Model Law have continued at the fortieth session ( New York, 23-27 February 2004). Article 17 of the UNCITRAL Model Law provides that the arbitral tribunal may order any party to take such interim measure of protection as the arbitral tribunal may consider necessary in respect to the subject matter of the dispute. However it may be noted that the article does not deal with enforcement of such measures.

Development of flipped learning course model based on instructor coaching (교수자 코칭에 기반한 대학의 플립러닝강좌 개발 모델)

  • There has been a lot of interest in flipped learning, but lacked practical research to support the faculty developing flipped learning courses in higher education institutions. The purpose of this study is to develop a consulting model for developing a flipped learning course that can be practically used by institutions such as center for teaching and learning that support faculty teaching to improve the quality of instruction. A 'Coaching based on flip learning course development consulting model' was derived through literature review and expert feedback. The 8-step model is as follows: 1) survey of class development, 2) course orientation, 3) flipped learning, 4) expert class analysis, 5) flipped learning coaching, 6) flipped learning operation, 7) instructor reflection, and 8) feedback and revision. Based on the results of this study, it is possible to provide professional and practical guide systematically, and also help to improve quality of lesson.

  • This article investigates the normative principles suggested by Rangannathan as the guiding principles for his theories, consisting of basic laws, fundamental laws, canons, principles and postulates. His five basic laws and five laws of library science are re-interpreted from the view point of library classification. And three planes of idea plane, verbal plane and notational plane, one of the core ideas in his analytico-synthetic theory of library classification, are analyzed. This article also suggests the demonstration model for this three planes using the ideas from chemistry ad chemical equation. In the last part, it analyzes the canons for library classification of three planes. These normative principles are basically guiding principles for so-called analytico-synthetic or faceted classification. But they can be a n.0, pplied to most of modern classification. But they can be a n.0, pplied to most of modern classification schemes, especially to semi-enumerative schemes including DDC, KDC, etc. so that they can improve the schemes. From this regard, these principles can also be helpful to the KDC, on the verge of the revision of its fourth edition.
