E-Government Case Studies for Fixed Mobile Convergence and its security (해외국가사례분석을 통한 국가공공기관의 유무선서비스 활성화 제도 방안 및 보안)

  • Although there were many activities to provide FMC (Fixed Mobile Convergence) service by several foreign countries such as United States, FMC service could not make a good success for a number of reasons for example, customers indifference and lack of needs. On the other hand, recently FMC is showing its good progress at B2B market in foreign government such as in Germany and US satisfying e-government and BYOD (Bring Your Own Device) needs. This paper studies FMC service of foreign countries and as a result makes a analysis presenting issues for Korean e-government service. Also, we make several suggestions to energize FMC service success.

  • The main purpose of this study is to suggest a way that how government innovation ecosystem can be successfully managed by applying neuro-cybernetics approach. Innovation ecosystem is not a rare phenomenon around us. Especially national innovation managed by government relies on heavily innovation ecosystem. Unfortunately discussions of successful management of this ecosystem are rare. This study strongly urged necessity of such management by observing the case of introduction of CDMA mobile communication technology in Korea. Neuro-cybernetics was suggested as one alternative approach for the such management.

  • We analyzed the effects of government intervention on competition structure of telecommunication companies.. Results showed a decrease in market share difference among mobile telecommunication companies due to increased competition caused by the introduction of mobile virtual network operators (MVNO) and mobile number portability. We also found that the introduction of the MVNO caused a relaxed competition structure between network operators. Furthermore, we observed an increased subscriber influx of late adapters after the introduction of the Mobile and Service Retail Regulation Law (MRL). However, we found a gradual decrease in the competitiveness of MVNO following the introduction of MRL. In addition, the introduction of Mobile and Service Retail Regulation Law had a negative impact on customer churn as well as the financial structures of telecommunication companies.

Importance of Mobile Health Education Teams (순회이동보건교육사업의 필요성과 방향)

  • For happy life, it is first of all essential to live healthily although wealth is important too. Korean government has enforced National Health Insurance Program and has improved it every year. However, health security still leaves something to be desired in Korea. Although Korean government also enacted National Health Promotion Law in 1995, the national health promotion policy has not been effectively carried out because of the problems of institution related to policy implementation and expenses of organizations. Also, community health services have failed to realize the anticipated results. Especially, health education services which are deeply related to national health consciousness are not well accomplished. Therefore, the average life span of Korean people is 73.5 years which display the level of the developing countries, while it is 74.7 years in the developed countries. Various health education services which Korean government and private organizations are carrying out are not activated. At this time, national health behavior and Quality of life will be greatly enhanced if "Mobile Health Education Teams" play active roles with new image, visiting vulnerable areas to health problems all over the country.e country.

Emerging Internet Technology & Service toward Korean Government 3.0

  • Recently a new government has announced an action plan known as the government 3.0, which aims to provide customized services for individual people, generate more jobs and support creative economy. Leading on from previous similar initiatives, the new scheme seeks to focus on open, share, communicate, and collaborate. In promoting Government 3.0, the crucial factor might be how to align the core services and policies of Government 3.0 with correspoding technologies. The paper describes the concepts and features of Government 3.0, identifies emerging Internet-based technologies and services toward the initiative, and finally provides improvement plans for Government 3.0. As a result, 10 issues to be brought together include: Smart Phone Applications and Service, Mobile Internet Computing and Application, Wireless and Sensor Network, Security & Privacy in Internet, Energy-efficient Computing & Smart Grid, Multimedia & Image Processing, Data Mining and Big Data, Software Engineering, Internet Business related Policy, and Management of Internet Application.

  • This article reviewed issues in Korean geographical journals: web GIS and National GIS. Web GIS in Korea is now evolving to mobile GIS, which requires portable hardware, wireless Internet, and GPS receiver. The new trend of mobile GIS is using a smart phone. Recently, a variety of studies for the mobile App and mobile Web in Korea has been developed. With explosive information on the Web 2.0, the Korean government has built the Human-Oriented Geographic Information System (HOGIS) in which Ontology was implemented for semantic query on the Web. On the government side, Korean government has produced various nationwide data through 4-phase NGIS project. Current NGIS ($4^{th}$ phase: 2011-2015) moves toward a Korean Green Geospatial Society using geospatial information as a new growth engine for the future.

Study on fairness issues in mobile telecommunication service bill rates (이동통신서비스요금의 적정성에 관한 연구)

  • Telecommunication cost have been increasing successively in Korean hoseholds and its level is high now. Even though here are a lot of issues related to the high bill of mobile telecommunication services, plausible solutions have not been provided yet. 99% of Koreans use mobile phones and it is the highest rate in the world, but bill is relatively high. This situation may be brought by the government policy selection that it supports three mobile telecom companies systems. Thus least efficient company should be supported to sustain by pricing policy and MVNO cannot come into the market. The government can make mobile pricing system consider revenue and cost only in proper manner and constrain marketing cost in the rational level. And it can reduce mobile bill levels and selection rights of consumers by restraining too much complicated bill system. Fairness of mobile phone bill levels could be achieves by mobile telecommunication structure improvement through active MVNOs and reduction of excessive marketing costs. Mobile bills can be made more acceptable if the base is measured rate system.

The Adequacy Analysis of Korean MVNO Policy (MVNO 정책의 타당성 분석)

  • In Korea MVNO was introduced in 2011 when twenty seven years had passed since Korea Mobile Telecom started mobile phone service in 1984. Whithout having its frequency bands and network facilities MVNO can resell the mobile telecom services to the consumers by purchasing MNO's service. That can bring competition more efffective that can lower communication costs through the alternatives. In the early 2000s, the need for the introduction of the MVNO has been raised already by scholars in Korea. But it wasn't until the late 2000s, rate cuts appeared to be a major policy issue, and in 2011 Korean government begin to try to introduce its own MVNO's. In may 2014, MVNO's mobile communication market share reached 6%, but Korea dose not have a firm system yet. However, if government authorities did not insist 3 mobile telecom companies system and recognize global MVNO flow quickly the national cost would be significantly reduced. In the mean time mobile telecom companies have maintained similar billing system and level of service but competed to attract consumers only. It looks like some level of mutual collision and the government cannot help recognizing the situation but it did not do any effective policy improvement effort and government only levied penalties.

  • Due to the development of information technology of digital revolution, It is recognized that technical development and standardization are getting important. In this study we executed questionnaires for experts in industry, academy and research institution to survey on the demand for the mobile internet technical development and standardization in the IMT2000 environment. This analysis of the technical development and standardization can be utilized to make strategies of related industry and alternatives of policy for our government. It is expected that this study will contribute to the preoccupy of global market.

  • The computer was only used to calculate and solve the mathematical problems, to send the simple data, and to exchange the text based informations in the early 1990's. But nowadays, computer technology give us the chance to exchange digital goods and services, etc. And more, computer and computer based systems can be applied everywhere, for example, it can be used at office, at home, and at school. Most of all, one of the remarkable changes is the development of mobile industry, which can be applied anywhere and anytime. So, this study focused on the current situation and promotion plans of the mobile industry. Mobile is based on the IT, IT and mobile technology are the foundation stone of ubiquitous computing environments. Accordingly, this thesis analysis the meaning of ubiquitous, the meaning and roll of mobile industry. With the analysis of this, the conclusion is that to develop and success the new business model at home and overseas, the cooperation of government section and industry section is the most import thing to make it out.
