A Convergence Research for Development of VR Education Contents for Core Fundamental Nursing Skills (핵심기본간호술 VR 교육 콘텐츠 개발을 위한 융복합 연구)

  • In this study, intends to propose virtual reality education contents for fundamental nursing skills to develop various teaching methods in nursing education. Blood sugar test & insulin subcutaneous injection among the 20 core fundamental nursing skills is one of that frequently performed and can be used for self-management education for diabetic patients. This study designed a core fundamental nursing skill on immersive VR contents by dividing the learner's experience into three stages: guide, mission, and feedback with these skills. And it is designed by tracking the movement of the hand through finger joint recognition without using a controller for immerse in training. This study will help develop VR nursing education contents that can improve clinical practice competency and the effect of the nursing education.

Result Based Evaluation Model and Its Application to Peace Operation of the ROK Military Contingent to UN Mission (한국군의 UN평화활동에 대한 성과기반 평가모델개발과 적용)

  • Current methods to evaluate the performance of ROK military contingents to UN missions unnecessarily raises the issues of relevance, validity and reliability. Thus, this article aims to suggest how the result based evaluation (RBE) model which is widely adopted in the UN field missions as well as the international development community would be modified and applied to peace operation of the ROK contingent. As a result of the study, the model presents a framework that integrates the planning process and monitoring and evaluation with a logical framework, which entails a cycle of assessment of pre-deployment planning, monitoring and phased evaluation, and post-deployment evaluation. Secondly, according to measurement of RBE benchmarks to the present ROK's monitoring and evaluation system, factors in an evaluation unit and a logical framework approach are unmet or partly met to the benchmarks. In addition, ex-post impact evaluation has been rarely performed. Finally, the policy recommendations for resolution of the aforementioned challenges as well as a joint evaluation unit, participated by experts in a civilian, public, and a military domain are proposed.

  • In the past, radars have been classified into fire control radars, detection radars, tracking radars, and image acquisition radars according to the characteristics of the mission. However, multi-function radars perform various tasks within a single system, such as target detection, tracking, identification friend or foe, jammer detection and response. Therefore, efficient resource management is essential to operate multi-function radars with limited resources. In particular, the target threat for tracking the detected target and the method of selecting the tracking cycle based on this is an important issue. If focus on tracking a threat target, Radar can't efficiently manage the targets detected in other areas, and if you focus on detection, tracking performance may decrease. Therefore, effective scheduling is essential. In this paper, we propose the TaP (Time and Priority) algorithm, which is a multi-functional radar scheduling scheme, and a software design method to construct it.

A Study on the Direction for Foreign Materials Development of National Library of Korea (국립중앙도서관 외국자료 개발 방향성 연구)

  • National libraries have a responsibility to intensively develop, preserve, and provide national collections, which are the knowledge and cultural heritage of a country. In particular, in order to achieve 'advancing the base for access and preservation of national knowledge resources' among the four goals to fulfill the mission of the National Library of Korea, it is necessary to strengthen the national knowledge resources by expanding the external scope to not only domestic materials but also foreign materials. In other words, The National Knowledge Information Center collects the latest and retroactive data produced in Korea, as well as high-quality academic materials produced, distributed, and preserved in foreign countries as well as materials related to Korea. This study drew implications by investigating and analyzing the status of foreign collection and services of national libraries in developed countries. Based on this, the purpose of this study is to compare and evaluate the current level of collection of foreign collections of the National Library of Korea, and then present a strategy to secure high-quality academic and foreign materials related to Korea.

Development of a Competency-Based Master Gardener Coordinator Curriculum: Focusing on Public Service Rural Extension Workers

  • The purpose of this study was to establish the role of master gardener coordinators and develop an education program to enhance their job competencies. To analyze and develop the new job of master gardener coordinator, we used the CBC method for curriculum development. The research findings can be summarized as follows. The analysis result of need and importance of education based on the performance level and demand level revealed 20 core competencies, which were classified into organizational education, learning by experience, individual learning, low-priority competencies for program development, with focus on the importance and need for education. The 17 courses are comprised of Eastern and Western Garden History, Understanding of Community Garden, Garden Aesthetics and Environmental Design, Master Gardener's Mission & Management, Garden Plants, and Garden Design and Practice etc. and the curriculum is 33 hours in total. The master gardener coordinator education program was conducted on 73 rural extension workers and the curriculum was evaluated by those who completed the program. The overall satisfaction was 4.29 and 97.1% of the trainees decided that the program would help them perform their duties. The analysis result discovered that all 20 core competencies increased after the program. As a result of conducting contingent valuation to determine the value of the program, willingness to pay (WTP) per hour was KRW 33,223 and the total WTP was KRW 1.096 million, which, when multiplied by 73 participants, is approximately KRW 80.008 million. This is relatively higher than the budget used (KRW 22.943 million), indicating that the program is worth it.

  • The increasing interest in CubeSat platforms ant their capability of enlarging the frontier of possible missions impose technology improvements. Miniaturized electrical propulsion (EP) systems enable new mission for multi-unit CubeSats (6U+). While electric propulsion systems have achieved important level of knowledge at equipment level, the investigation of the mutual impact between EP system and CubeSat technology at system level can provide a decisive improvement for both the technologies. The interaction between CubeSat and EP system should be assessed in terms of electromagnetic emissions (both radiated and conducted), thermal gradients, high electrical power management, surface chemical deposition, and quick and reliable data exchanges. This paper shows how a versatile CubeSat Test Platform (CTP), together with standardized procedures and specialized facilities enable the acquisition fundamental and unprecedented information. Measurements can be taken both by specific ground support equipment placed inside the vacuum facility and by dedicated sensors and subsystems installed on the CTP, providing a completely new set of data never obtained before. CTP is constituted of a 6U primary structure hosting the EP system, representative CubeSat avionics and batteries. For the first test campaign, CTP hosts the ambipolar plasma propulsion system, called Regulus and developed by T4I. After the integration and the functional test in laboratory environment, CTP + Regulus performed a Test campaign in relevant environment in the vacuum chamber at CISAS, University of Padua. This paper is focused on the test campaign description and the main results achieved at different power levels for different duration of the firings.

  • The National Agency for Quality Assurance in Higher Education plays a crucial role in education in Ukraine, as an independent entity creates and ensures quality standards of higher education, which allow to properly implement the educational policy of the state, develop the economy and society as a whole. The purpose of the article: to reveal the crucial role of the National Agency for Quality Assurance in Higher Education to create quality management of higher education institutions, to show its mechanism as an independent entity that creates and ensures quality standards of higher education. and society as a whole. The mission of the National Agency for Quality Assurance in Higher Education is to become a catalyst for positive changes in higher education and the formation of a culture of its quality. The strategic goals of the National Agency are implemented in three main areas: the quality of educational services, recognition of the quality of scientific results, ensuring the systemic impact of the National Agency. The National Agency for Quality Assurance in Higher Education exercises various powers, which can be divided into: regulatory, analytical, accreditation, control, communication. The effectiveness of the work of the National Agency for Quality Assurance in Higher Education for 2020 has been proved. The results of a survey conducted by 183 higher education institutions of Ukraine conducted by the National Agency for Quality Assurance in Higher Education are shown. Emphasis was placed on the development of "Recommendations of the National Agency for Quality Assurance in Higher Education regarding the introduction of an internal quality assurance system." The international activity and international recognition of the National Agency for Quality Assurance in Higher Education are shown.

A Study on Logistics Information System Integration: in case of Korea Post (물류정보시스템 통합에 관한 연구 : 한국우정사업본부의 사례를 중심으로)

  • In this paper, we analyze process of implementing and successful enabler of Postal Logistics Integrated Information Systems(PostNet) through a case study on Korea Post. PostNet was integrated by considering contingently organizational integration (organizational structure redesign), strategical integration (business process reengineering), and technical integration(data integration, application integration, and integrated platform implementation). And also integration was implemented for supporting three aspects. PostNet has implication for advanced integration with business mission and operational efficiency by comparing integration with physical level and hardware level. Korea Post has the biggest logistics network, organization, and service in logistics industry area. The results of this paper will suggest theoretical framework for the future information system integration, and will be utilized as a practical guideline for the information system integration.

Restrictions and Solutions on the Operation of Coast Guard Aircraft in the Provisional Measures Zone between Republic of Korea and China (국제민간항공협약 및 항공안전법 적용 기준 차이에 따른 해양경찰 항공기의 한·중 잠정조치수역 비행시 제한사항 및 해결방안)

  • National aircraft are subject to exceptions under the International Civil Aviation Convention. Each country must ensure the safety of civil aircraft through reasonable consideration (due regard). Accordingly, the Aviation Safety Act of Korea also includes an exception for national aircraft. However, Korea Coast Guard aircraft are legislated to be subject to the law on five provisions. As Korea Coast Guard aircraft operate under the application of these provisions of international and domestic laws, they will be required to control flight procedures from China's civil air traffic control when flying over provisional action zone, which is international waters in the West Sea. China's demand is a major limiting factor in protecting the safety of the people of Korea, which is the original mission of Korea Coast Guard aircraft, and through this study, countermeasures to solving these problems at the national level were suggested.

  • Since the 1992 UN Conference for Environment and Development held in Rio de Jaineiro, Sustainable Development has become the global thesis. More than 170 countries signed the Agenda 21 for the sustainable action plan, and adopted the sustainability concept as the key concept of dealing with the environmental, social, ethical, and economic problem. Sustainability is one of the main marketing challenges in the 21st century. By integrating social and ecological criteria, marketing may can make valuable contributions to sustainable development. Regarding the sustainability marketing, it is difficult to find the domestic marketing research on the thesis of sustainable development, and this is the definite evidence that the Korean marketing researchers do not realize the importance of the thesis of sustainable development which is internationally suggested as the new paradigm of change. The purpose of this study is to build the conceptual background and explore the research direction in order to introduce and adopt the concept of sustainable development in the domestic marketing research field. The present paper proposes a comprehensive conception of sustainability marketing, defined by six step: analysis of social-ecological problems; analysis of consumer behavior; normative sustainability marketing; strategic sustainability marketing; instrumental sustainability marketing; and transformative sustainability marketing. The aim of the paper are to clarify the concept of sustainability marketing. To accomplish this research purpose we discuss the sustainable development which is the conceptual background of sustainability marketing, analyze the characteristics of the sustainability marketing, and finally summarize the research results and present the suggestions for further research. Sustainability marketing embraces the idea of sustainable development, a development that meets the needs of the present without compromising the ability of future generation to meet their own needs. Sustainability Marketing goes beyond conventional marketing thinking. If marketing is about satisfying customer needs and building profitable relationships with customers, sustainability marketing may be defined as building and maintaining sustainable relationships with customers, the social environment and natural environment. By creating social and environmental value, sustainability marketing tries to deliver and increase customer value. Sustainability Marketing aims at creating customer value, social value and environmental value. Sustainability marketing integrates social and ecological criteria into the whole process of marketing, and can be differentiated in six steps: (1) Analysis of the social and ecological problems, generally and specifically with respect to products which satisfy customer needs and wants; (2) Analysis of customer behavior with special aspect to social and ecological concerns; (3) Corporate commitments to sustainable development in the mission statement, development of sustainability visions, formulation of sustainable principles and guideline, setting of socio-ecological marketing objectives and goals (normative aspects of sustainability marketing); (4) Sustainability segmentation, targeting and positioning, and timing of market entry(strategic aspects of sustainability marketing); (5)Integration of social and ecological criteria into the marketing-mix, i.e. products, services and brands, pricing, distribution and communication(instrumental aspects of sustainability marketing); (6) Participation in public and political change processes, which transform existing institutions towards sustainability(transformative aspects of sustainability marketing). The first two steps begin with an analysis of the company situation. In sustainability marketing it is crucial not just to know consumer needs and wants, but also to find out about the ecological and social problems of products along their whole life cycle. The intersection of socio-ecological problems and consumer wants sets the ground for sustainability marketing. Step three to five describe the implementation of sustainability marketing. Social and ecological criteria are fully integrated into the mission statement, strategies and marketing-mix. Step six is one of the specifics of sustainability marketing. It is about the commitment of company to sustainable development and their active participation in public and political processes in order to change the existing framework in favor of sustainability.
