The Design of a Multimedia Data Management and Monitoring System for using License Agent (라이센스 에이젼트를 이용한 멀티미디어 데이터관리 및 감시 시스템 설계)

  • As the logistic environment of digital contents is rapidly changing, the protection of the digital rights for digital content has been recognized as one of critical issues. Digital Right Management(DRM) has taken much interest Internet Service Provider(ISP), authors and publishers of digital content as an interested approach to create a trusted environment for access and use of digital resources. This paper propose an interested digital rights protection scheme using license agent to address problems facing contemporary DRM approached : static digital rights management, and limited application to on-line environment. We introduce a dynamic mission control technology to realize dynamic digital rights management. And we incorporate license agent to on- and off-line monitoring and tracking. The proposed system prevent illegal access and use by using PKI security method, real time action monitoring for user, data security for itself.

  • This study conducts an empirical analysis using AMOS and PASW of the effect for the management innovation infra-especially, mission statement and strategy and HRM practices to organizational performance. The study confirms that management innovation infra has an influence on the HRM practices. It partly confirms the effect of HRM practices on the relationship between organizational performance-turn over rate.

  • Purpose: Currently, the morale of Quality People and Quality Department in Korea is low, so it is not doing enough work. This is one of the reasons why there is no theoretical support for the role of Role of Quality People and Quality Department. In this paper propose Role of Quality People and Quality Department in Korea. Methods: We reviewed 'Quality History' of Juran and other literature Role of Quality People and future Quality. In addition, We surveyed the actual condition of Role of Quality People and Role of Quality Department in Korean. We propose Role of Quality People and Quality Department in Korea. Results: We propose the Definition, Mission, Characteristic and Quality People Knowledge for the Role of Quality People and Role of Quality Department in Korean. Conclusion: There is still work Role of Quality People and Role of Quality Department in Korean. We expect continuously to improve Quality Competitiveness by Quality Management with good Role of Quality People and Quality Department.

A Study on the School Library Manifesto (학교도서관 헌장에 관한 연구)

  • A school library manifesto means the policies and rules on school libraries and includes the direction which they should follow and the criteria which school libraries should keep. Compared the school library manifestos of IFLA/UNESCO, IASL with that of Japan, the school library manifestos of IFLA/UNESCO are constituted with mission of the school library, funding legislation and networks, goal of the school library, staff, operation and management, implementing manifesto etc. and underline funding legislation and networks. The IASL policy statement on school libraries includes functions, materials, facilities, personnel, lifelong education, skills, literacy development, government and public support etc. and emphasizes lifelong education, skills, literacy development. The school library manifesto of Japan includes philosophy, functions, staff, material, facilities and management etc. and highlights philosophy. As a result of comparison and analysis of the school library manifestos of IFLA/UNESCO, IASL and Japan with that of Korea, the school library manifesto of Korea needs to comprise mission, facilities, staff, lifelong education, skills, literacy development, funding legislation, operation and management, government responsibility for implementing the manifesto, etc. by accepting the components in the manifestos of advanced countries, stressing the educational roles of school libraries and by separating the educational area from others.

  • As the 4th Industrial Revolution unfolds rapidly, it is important to re-light the intrinsic mission given to universities from a system theory perspective as a condition for the university to survive. In this study, the university was prescribed as a fifth service industry that creates high value-added through higher education services, and attempted to provide a new and novel perspective to various university officials for the scientific rationalization of university management by re-describing it based on the Multidisciplinary perspective based on business administration, but in particular on the theory of service operation management. To this end, the primary purpose of this study is to classify the nature of educational organizations, research organizations, service organizations, and support organizations to properly perform the university's essential mission of education, research, and service, and to explore concepts and techniques for performing management activities that are appropriate to them. In addition, after identifying the university from an academic and practical point of view as a fifth service industry that creates high value-added through higher education services, but more specifically, to provide a new perspective and means for the scientific rationalization of university management by re-identifying university administration based on the business administration theory, in particular the theory of service operation management, and further reflecting a recent trend to view the university president from the CEO's point of view, the specific purpose of this study is to look at this academic system. Through this, we sought the ideal form of a systematic and scientific university management organization that can respond to new environmental changes.

A scheme on strengthening of R.O.K reserved force (예비전력 정예화 방안)

  • Reserved forces of ROKA are in charge of replacement of TOE in the wartime and mission of rear area operation. But there is institutional inertia in the law and organization oriented to fill human resources rather than take mission. We need to prepare for the investment and arrangement of reserved forces as military power that would be replaced standing forces. In this portion, to reinforce reserve forces elite, First, efficient mobilization regulations and systems are suggested. I covered a maintenance of relevant mobilization ordinances which need to legislated and approved by national assembly for wartime and development of mobilization system which might lose the appropriate time for mobilization due to complicated declaration procedures and measures to overcome the panic at the initial stage of the war and organization and employment of nationwide transportation system and mobilization center. To ensure efficient resource management and mobilization of reserve forces with a number of approximately 3 million, there's a necessity of organization for integration and conciliation. To make it real, I suggested establishing and employing the mobilization center, on first phase, employ the mobilization center focusing on homeland divisions, on second phase, it is advisable to convert to national level mobilization system and develop to central mobilization center focusing on national emergency planning committee. During peacetime, in conjunction with Mobilization Cell, mobilization center can conduct resource survey and integrate and manage mobilization resources and take charge of mobilization training of subordinate units, and during wartime, in conjunction with mobilization coordination team and Cell, can ensure the execution of mobilization. Second, Future oriented reserve forces management system such as service system of reserve forces and support system of homeland defense operations. Current service and trainings of reserve forces by the year have very low connection, as it is very complex to manage the resources and trainings, and service and training lack the equity, re-establishment of service system is required. Also in an aspect of CSS and cultivation support for reserve forces, as the scope and limitation of responsibility between the armed forces and autonomous organization is obscure, conditions to conduct actual-fighting exercises are limited. Concentrated budgetting is extremely difficult because reserve forces training fields are scattered nationwide, and facilities and equipments are rapidly getting older. To improve all these, I suggest the organization of homeland defense battalion with a unit of "City-Gun-District" and supporting the local reserve forces. Conduct unit replacement or personal replacement for those who have finished their 1 or 2 years and homeland defense operation duty for those with 3-5 years for consistency and simplification. Third, I suggest Future oriented Reserved Training(FRT) and Training Center oriented training management to establish a reliable reserve training. Reserves carry out expansion of unit, conventional combat mission, homeland defense and logistics support during wartime, and actual-fighting exercise, and disaster relief, peace keeping activities. Despite diverse activities and roles, their training condition still stays definitely poor. For these reasons, Modernization of weapons and facilities through gradual replacement and procurement is essential to enhance mobilization support system.

  • Failures of super large projects like IT Upgrade of Shinhan Financial Group can be a heavy blow not only to the company but even to the national economy. Research on the practices of risk management in those projects will provide invaluable lessons, enhancing capabilities and chances of successfully executing mission critical projects of the companies and the national economy as a whole. This paper analyzes the risk management of the Core Systems Reconstruction which was the most critical component of IT Upgrade. The analysis covers risk management plans, and identification and evolution, and control and monitoring of risk factors. This study confirms the major results of previous research on risk management in Korea. However, the analysis found as well some discrepancies of practices from the previous research results. This research also tracked the trajectories of evolution of risk factors and management. In particular, in depth analysis of control and monitoring is the first research in Korea on the "management" of risks in IT projects. The result of this research is expected to be a useful guide for theory development and practices of risk management in the future.

  • In this study, I researched, analysed and compared the examples of civilian maritime search and rescue auxiliaries of world leading countries' such as Japan and America, and the Korean volunteer fire fighting team. Through this, I suggest that the decentralized civilian maritime search and rescue forces of Maritime Rescue and Salvage Association and KCG Civilian Auxiliary should be united into unified search and rescue system and establish legal basis for stabilized support and development. It seem that we should organize laws and regulations for the government to have centralized control of rescue mission as in the cases of America and Canada and elivate rescue mission capability with systemized education and training entrusted to specialized external training organization. I proposed to establish financial support such as fund for the stabilized status of civilian auxiliary, domestic and overseas training session for the civilian auxiliary to inspire integrity and sense of duty as a part of maritime search and rescue forces.

  • Recently, the speed of changes surrounding university libraries requires a hybrid library environment that supports integrated services, combining a virtual space with physical space of traditional libraries. Through changes, university libraries have faced the need to review their missions and visions, laying stress on the core values of university libraries. This study analyzed the central keywords in the contents of mission and vision statements of university libraries in America, England, Canada, and Australia. The research was acquired from mission and vision statements containing core values of developed university libraries. Core values are present in each area such as correction and information resources, services, place, people, environment and infrastructure, community, and parent-university relations. Ultimately, this study tried to provide the directions and the basic materials for the establishment of missions and visions for university libraries in Korea.

  • Multi Function Display(MFD) of Korean Utility Helicopter(KUH) is the component of mission management/display control system and displays image information(navigation, flight, survivability, digital map, maintenance) acquired from Mission Computer(MC) while the aircraft is operated. It is an essential equipment for pilots to perform flight mission and it has functions of display scene control, data display, built in test(BIT) and brightness control. In this paper, it is analyzed the cause of abnormal display(flickering) on MFD and summarized the design changes to solve the defect. It is also described system safety analysis and suggested verification results of flight/ground test.
