The National Agency for Quality Assurance in Higher Education plays a crucial role in education in Ukraine, as an independent entity creates and ensures quality standards of higher education, which allow to properly implement the educational policy of the state, develop the economy and society as a whole. The purpose of the article: to reveal the crucial role of the National Agency for Quality Assurance in Higher Education to create quality management of higher education institutions, to show its mechanism as an independent entity that creates and ensures quality standards of higher education. and society as a whole. The mission of the National Agency for Quality Assurance in Higher Education is to become a catalyst for positive changes in higher education and the formation of a culture of its quality. The strategic goals of the National Agency are implemented in three main areas: the quality of educational services, recognition of the quality of scientific results, ensuring the systemic impact of the National Agency. The National Agency for Quality Assurance in Higher Education exercises various powers, which can be divided into: regulatory, analytical, accreditation, control, communication. The effectiveness of the work of the National Agency for Quality Assurance in Higher Education for 2020 has been proved. The results of a survey conducted by 183 higher education institutions of Ukraine conducted by the National Agency for Quality Assurance in Higher Education are shown. Emphasis was placed on the development of "Recommendations of the National Agency for Quality Assurance in Higher Education regarding the introduction of an internal quality assurance system." The international activity and international recognition of the National Agency for Quality Assurance in Higher Education are shown.

Objectives : The purpose of this study was to understand organizational justice, organizational citizenship behavior, and psychological ownerships, and to confirm whether education on the mission and vision of an organization encourages medical professionals to have an awareness of their organization. Methods : The survey was done with two groups of nurses : one group had education about the missions and visions of the hospital, and the other group had no education about their organization. This study was done at K University Hospital which is located in Busan, Korea. Results : Education about the missions and visions of a medical institution effectively enhances organizational justice, organizational citizenship behavior, and psychological ownerships. Conclusions : If education about the missions and visions of an organization is actively done, the members of that organization will have an increased level of awareness about their organization as well as improved organizational capability.

There has been increasing evidence of the positive effects in informal science programs to promote the youths' positive development. However, relatively a small number of informal science programs target specific student populations such as youth in poverty with little research done about the important program factors. This case study presents an exemplary informal science education program (focusing on Earth Science Education or more specifically, water in urban environments) for youth in poverty in a midwest city of the United States. This study explored the most important characteristics of the program that could lead to positive development for the youth. Through a number of observations of the program and interviews with the participants, this study employs inductive and interpretive research methods. Findings show that the program managers' beliefs about the youths' knowledge and experiences, their relationship building skills, and their cooperative work are very important. A concrete mission for the program and structured institutional support to hire the youth as paid museum staff are also important in assuming their responsibility and building identity as an active social member.

This paper deals with the development of a deep-learning-based robot that recognizes various types of stairs and performs a mission to go up to the target floor. The overall motion sequence of the robot is performed based on the ROS robot operating system, and it is possible to detect the shape of the stairs required to implement the motion sequence through rapid object recognition through YOLOv4 and Cuda acceleration calculations. Using the ROS operating system installed in Jetson Nano, a system was built to support communication between Arduino DUE and OpenCM 9.04 with heterogeneous hardware and to control the movement of the robot by aligning the received sensors and data. In addition, the web server for robot control was manufactured as ROS web server, and flow chart and basic ROS communication were designed to enable control through computer and smartphone through message passing.

The mission of public library is to contribute to local society's growth and improve local residents' quality of life by satisfying local residents' desire on information use, cultural activities, lifelong education, etc, and providing more convenient and equal access. This study is a research that deducted BSC-based public library performance indicator model composed of 12 critical success factors, 36 key performance indicators under four perspectives of learning and growth perspective, internal process perspective, resources perspective, and user perspective, estimated relative weights of deducted the performance indicator model on librarians of public libraries to analyze what performance indicator is important for accomplishing public library's mission and promoting performance.

The Plant Signaling Network Research Center (SigNet) is a government-funded (by Korea's Ministry of Science and Technology (MOST)/ Korea Science and Engineering Foundation (KOSEF)) research center established at the School of Life Sciences and Biotechnology of Korea University in 2003. The SigNet conducts plant biological studies, especially in the field of developmental and defense biology. The research purpose of SigNet is dissection and analysis of plant development and defense signaling network through multiscientific approaches. Knowledge acquired from SigNet research scientists will provide new integrated view of understanding and potential application of plant development and defense mechanism. The other important mission of the SigNet is nurturing Center of Excellence for future outstanding research scientists of Korea. The SigNet will continue to expend every effort to achieve the goals for the future. Through passionate research endeavor of each laboratory and partnerships within inside and outside laboratories, we will continue to develop world-leading plant research group and to educate new generations of innovative researchers. As the SigNet looks toward the future, the SigNet will try to achieve its mission of research, education and service to the community. And the defense response research of our lab will be presented at later part.

This paper presented the CanSat competition as one of very small satellite programs for expending the space technology base. The CanSat was compared and characterized with a real satellite and the foreign CanSat competition cases and domestic CanSat development trends were summarized. On the basis of the above information, the organizational structure and function were suggested for domestic CanSat competition and the required technologies, such as satellite, launcher and ground station were described. And also, the prior plan for competition, including mission, education and schedule were suggested.

Recently, introduction of Open Source Software into informatization of the government and public sector has been actively examined, however, Open Source Software is being rarely adopted due to the lack of verified and reliable data with regard to the criteria, process, performance and stability for introduction of Open Source Software. In this paper, the process, method and plan for performance verification for introduction of Open Source Software into mission critical systems of the government and public sector are suggested in order to solve the aforesaid problem Specially, a test system to judge whether or not to adopt Open Source Software in school affairs system of the NEIS(National Education Information System) of the Korean government was set up, and the method and process of performance verification by stage in addition to feasibility study were applied to the test system for verification. Based on the result of performance evaluation in the test system, the application of Linux to school affairs system of the NEIS is being successfully practiced. It is expected that this study will be a guideline to technical review process and performance verification method as necessary to introduce Open Source Software into the mission critical systems of government and public agencies.

To assign the soldiers in the adequate positions I military is almost as important as managing officers because they compose the main part of military structure and equipment operators. The current Military Occupational Specialty(MOS) assignment system lacks the capability to optimize the use of recruit's potential. We suggest an MOS assignment method for enlisted recruits using the Analytic Hierarchy Process(AHP) method, this method systematically provides a method of calculation of composite relative weights of decision elements to be considered during MOS assignment and a method of quantification for personal quality of new recruits. The quantified value of personal quality, Mission Performance Capability(MPC), in this study means the mission performance capability when a personnel is assigned to a certain MOS. This paper develops a multiple objectives MOS assignment model for enlisted recruits. It uses MPC of personnels, calculated with AHP method and consensus method, as parameters. The goal constraints are assurance of filling requirement, minimization of the number of unassigned personnel to MOS, capability satisfaction of education facility and support facility, assurance of desired MPC value level for MOS assignment, and maximization of total MPC. The objective function is to terminalization of the negative or positive deviation for the above goal constraints.

The purpose of this study is to analyze the correlation between the perspectives of Green Growth and Healthy Families, and to suggest an expansive paradigm for the study on Healthy Families in the context of Home Economics. From the perspective of Green Growth, the sustainability for future generations, the ecological value, and the foundation of the community network were searched as the key points. So, from the key points, and in the context of Healthy Families, two strategies were suggested: First, the care services in the Center for Healthy Families have to be extended to give more opportunities to the users and the various demands for the care services can be satisfied. Secondly, the exchange of services has to be more activate in the local community so that our society itself can become a completely family-friendly society. Moreover, this study suggested a mission of Home Economics, that the study for family policy, the development of related programs, and the education of professionals for the Center for Healthy Families can be more connected with the perspectives of Green Growth, especially the focus on family, its ecological living patterns and the detailed attitudes needed to balance between industry, the economy, and family in the context of Green Growth.
