In this study, we proposed that Military Qualification System(MQS) should be reshaped for enhancement of the professional and efficient management of human resource in the military sector. It should be also prepared that Military Qualification Law and Organization to operate the MQS. By doing that, we can expect several benefits. Firstly, military professionalism is systemically managed and enhanced, secondly military qualification for military personnel will be innovatively developed, thirdly supplement of skilled personnel are secured with stabilities in the military sectors, and finally outplacement of retired personnel are also qualified with military career and training.
Since the 2000s, the demand for private demolition works has been gradually increasing as the apartment housing market has been led by redevelopment and reconstruction. In the case of the military, the Ministry of National Defense is consolidating troops from each military unit to reorganize the unit structure in accordance with Defense Reform 2.0; the plan includes reducing the garrison used by each unit to 70% of its current level. Accordingly, the demand for demolition work in the military is also expected to increase. However, the military regulations do not reflect the relevant laws that have been revised recently. This study identifies regulations and system improvements for demolition work suitable for the military based on an analysis of accident cases that have occurred during demolition work, of domestic and foreign laws and regulations related to military demolition work, and of the problems with current military safety management at each stage of planning, design, and construction. The study subsequently proposes improvements for military demolition work, including budget execution adjustment, the establishment of training courses, on-site inspections, the development of guidelines for military demolition work, the provision of risk assessment standards, and the need for the qualification of equipment operators.

After the bombing of the Cheonan Vessel 2 years ago, military conflicts such as a missile launch became a serious issue. In fact, since especially military training has physical limitations, a research for military simulation education using CBT is needed. Using CBT in military-specialized schools, this paper looks into and analyzes the effects after teaching the functions for repairing artilleries and rifles through online simulation. In addition, the learning effects between the learning group using CBT for training artillery engineers and non-CBT learning group are analyzed.

An effective method for produce munitions effectiveness data is to calculate weapon effectiveness indices in the US military's Joint Munitions Effectiveness Manuals (JMEM) and take advantage of the damage evaluation model (GFSM) and weapon Effectiveness Evaluation Model (Matrix Evaluator). However, a study about the Range Safety that can be applied in the live firing exercises is very insufficient in the case of ROK military. The Range Safety program is an element of the US Army Safety Program, and is the program responsible for developing policies and guidance to ensure the safe operation of live-fire ranges. The methodology of Weapon Danger Zone (WDZ) program is based on a combination of weapon modeling/simulation data and actual impact data. Also, each WDZ incorporates a probability distribution function which provides the information necessary to perform a quantitative risk assessment to evaluate the relative risk of an identified profile. A study of method to establish for K-Range Safety data is to develop manuals (pamphlet) will be a standard to ensure the effective and safe fire training at the ROK military education and training and environmental conditions. For example, WDZs are generated with the WDZ tool as part of the RMTK (Range Managers Tool Kit) package. The WDZ tool is a Geographic Information System-based application that is available to operational planners and range safety manager of Army and Marine Corps in both desktop and web-based versions. K-Range Safety Program based on US data is reflected in the Korean terrain by operating environments and training doctrine etc, and the range safety data are made. Thus, verification process on modified variables data is required. K-Range Safety rather than being produced by a single program, is an package safety activities and measures through weapon danger zone tool, SRP (The Sustainable Range Program), manuals, doctrine, terrain, climate, military defence M&S, weapon system development/operational test evaluation and analysis to continuously improving range safety zone. Distribution of this K-range safety pamphlet is available to Army users in electronic media only and is intended for the standing army and army reserve. Also publication and distribution to authorized users for marine corps commands are indicated in the table of allowances for publications. Therefore, this study proposes an efficient K-Range Safety Manual producing to calculate the danger zones that can be applied to the ROK military's live fire training by introducing of US Army weapons danger zone program and Range Safety Manual
Reserved forces of ROKA are in charge of replacement of TOE in the wartime and mission of rear area operation. But there is institutional inertia in the law and organization oriented to fill human resources rather than take mission. We need to prepare for the investment and arrangement of reserved forces as military power that would be replaced standing forces. In this portion, to reinforce reserve forces elite, First, efficient mobilization regulations and systems are suggested. I covered a maintenance of relevant mobilization ordinances which need to legislated and approved by national assembly for wartime and development of mobilization system which might lose the appropriate time for mobilization due to complicated declaration procedures and measures to overcome the panic at the initial stage of the war and organization and employment of nationwide transportation system and mobilization center. To ensure efficient resource management and mobilization of reserve forces with a number of approximately 3 million, there's a necessity of organization for integration and conciliation. To make it real, I suggested establishing and employing the mobilization center, on first phase, employ the mobilization center focusing on homeland divisions, on second phase, it is advisable to convert to national level mobilization system and develop to central mobilization center focusing on national emergency planning committee. During peacetime, in conjunction with Mobilization Cell, mobilization center can conduct resource survey and integrate and manage mobilization resources and take charge of mobilization training of subordinate units, and during wartime, in conjunction with mobilization coordination team and Cell, can ensure the execution of mobilization. Second, Future oriented reserve forces management system such as service system of reserve forces and support system of homeland defense operations. Current service and trainings of reserve forces by the year have very low connection, as it is very complex to manage the resources and trainings, and service and training lack the equity, re-establishment of service system is required. Also in an aspect of CSS and cultivation support for reserve forces, as the scope and limitation of responsibility between the armed forces and autonomous organization is obscure, conditions to conduct actual-fighting exercises are limited. Concentrated budgetting is extremely difficult because reserve forces training fields are scattered nationwide, and facilities and equipments are rapidly getting older. To improve all these, I suggest the organization of homeland defense battalion with a unit of "City-Gun-District" and supporting the local reserve forces. Conduct unit replacement or personal replacement for those who have finished their 1 or 2 years and homeland defense operation duty for those with 3-5 years for consistency and simplification. Third, I suggest Future oriented Reserved Training(FRT) and Training Center oriented training management to establish a reliable reserve training. Reserves carry out expansion of unit, conventional combat mission, homeland defense and logistics support during wartime, and actual-fighting exercise, and disaster relief, peace keeping activities. Despite diverse activities and roles, their training condition still stays definitely poor. For these reasons, Modernization of weapons and facilities through gradual replacement and procurement is essential to enhance mobilization support system.
Since June 25th 1950, the beginning of the cold war (Korean war), Korean peninsula is still in a state of war. Officially South and North Korean government call a truceafter three years from the beginning day, however both countries are still having several combats in these days. So every Korean citizen male has duty for serving military duty and this lasts even after the serving regular military force, as reserved military. Although South Korea is very small country, the size of military is very large so informing all reserved military takes some time. Since this nation is confronting the enemy and considering the global potential threat, South Korean military needs expedite informing system to call up the reserved military to active duty. In this project, the current informing system has been analyzed and compared with the new method which is using social network service such as Twitter. However mobilization order is very critical. So in our new model there are two ways combined. Using twitter to inform and then use traditional ways to finish the order. This method will provide more efficient and accurate way to cover the call ups.

The military remains have a social and historic value in holding up a true mirror to modern history of war and suffering, and will be used for historic place in Korea. This study is to research these modern military remains as cultural properties in Korea. They are classified with three types, namely military sites, installations of civil structures and buildings. The military remains have the historic sites of the righteous army and Korean war, and most of them are battle fields located in a mountainous area rather than urban area. There are fortresses, bridges and tunnels, and watchtowers of civil structures. The fortresses were constructed with Japanese military installations in the end of the Pacific War, and are most located in Sangmo-ri, Daejeong-eup, Seogwipo-si, Jeju-do, Korea. The bridges were to be destroyed and constructed during the war, and the watchtowers as military defence were to be constructed in inland area. There are arsenals, barracks, and headquarters of buildings. The weapon factory of Gigiguk (arsenal bureau) constructed in the late 19th century are present, and also the army training center, barracks, and church, etc are in Seogwipo-si, Jeju-do, Korea. There are old headquarters constructed in 1910s at Jinhae Gyeongnam, and buildings to testify about the horrors of the Korean war around Cheorwon, Gangwon.

The territorial air that our sovereignty is being applied to is divided into several zones and areas. In order to use and manage them effectively, these zones and areas have laws, regulations and rules. The number of airspaces (MOA : Military Operation Area) and Ranges that are used in the military are limited and many airbases are being used for training. Currently the central department manages some, and the rest are independent airbases. Therefore, efficient allocation is not performed and the result occurs where airspaces and ranges are allocated unnecessarily. This is increasing the workload of staff leading to unnecessary re-work. To slove problem, this study proposed models for allocating airspaces and ranges using goal programming with multi-objective functions of minimizing the deviations of the target values.

The purpose of this study is to develop a systematic framework that can scientifically and quantitatively evaluate the effectiveness of an LVC training system. The proposed framework is based on QFD(Quality Function Development) methodology. The process of developing the framework begins with identifying various needs of stakeholders related to the introduction of the LVC training system. Then the effectiveness areas and factors are derived based on the needs. The measured effectiveness for each factors on alternatives by L, V, C systems are finally synthesized into the one overall effectiveness of each training system for relative comparison among them. In addition, we developed an Excel$^{TM}$-based tool based on the proposed framework methodology to provide an ease-of-use environment for rapid evaluation on the effectiveness of each training system with the given stakeholder need importance combinations, training scenarios and assets. The suggested framework and the measurement tool are expected to be useful for efficient knowledge-based decision making on an acquisition of the LVC training system.

Electronic educational environments in the conditions of quarantine restrictions of COVID-19 have become a common phenomenon for the organization of distance educational activities. Under the conditions of Russian aggression, Ukrainian proof of their use is unique. The purpose of the article is to analyze the role of electronic educational environments in the process of training applicants for higher education in Ukraine in the realities of a large-scale war. General scientific methods (analysis, synthesis, deduction, and induction) and special pedagogical prognostic methods, modeling, and SWOT analysis methods were used. In the results, the general properties of the Internet educational platforms common in Ukraine, the peculiarities of using the Moodle and Prometheus platforms, and an approximate model of the electronic learning environment were discussed. The reasons for the popularity of Moodle among Ukrainian universities are analyzed, but vulnerable elements related to security are emphasized. It was also determined that the high cost of Prometheus software and less functionality made this learning environment less relevant. The conclusions state that the military actions drew the attention of universities in Ukraine to the formation of their own educational platforms. This is especially relevant for technical and military institutions of higher education.
