Even though GNSS provides highly accurate navigation information all over the world, it is vulnerable to jamming in the electronic warfare due to its weak signal power. The United States and Korea have plans to use terrestrial navigation systems as back-up systems during outage of GNSS. In order to develop back-up systems of GNSS, an M&S software platform is necessary for performance evaluation of various vehicle trajectories and integrated navigation systems. In this paper a design method of an M&S software is proposed for evaluation of multiple radio positioning integration systems. The proposed M&S software consists of a navigation environment generation part, a navigation algorithm part, a GUI part and a coverage analysis part. Effectiveness of the proposed design method is shown by implementing an M&S software for the GPS, DME and eLoran navigation systems.
The purpose of this paper is to open a debate about what kind of deterrent strategy the ROK military should pursue in the era of NK's weapons of mass destruction and missile threats. I argue that the ROK military needs a comprehensive deterrent strategy that reflects the international security situations and trends and that builds on clear understanding of the basic concepts and how deterrence operates. The paper starts with surveying the basic knowledge of deterrence from the perspectives of both theory and practice. Then, it provides explanations on why deterrence against NK can be particularly difficult given the security environment in and around the Korean peninsula. For example, South Korea and North Korea hardly share 'common knowledge' that serves as a basic element for the operation of deterrence. Deterrence against North Korea involves complex situations in that both deterrence and compellence strategies may be relevant particularly to North Korea's WMD and missile threats. It also involves both immediate and general deterrence. Based on the discussion, I suggest several ideas that may serve as guidelines for establishing a deterrent strategy against NK. First, our threats for deterrence should be the ones that can be realized, particularly in terms of the international norms. In other words, they must be considered appropriate among other nations in the international community. Second, there should be separate plans for the different kinds of threats: one is conventional, local provocations and the other is WMD/missile related provocations. Third, we should pursue much closer cooperative relations with the U.S. military to enhance the effectiveness of immediate deterrence in the Korean peninsula. Fourth, the ROK military should aim to accomplish 'smart deterrence' maximizing the benefits of technological superiority. Fifth, the ROK military readiness and structure should be able to deny emerging North Korean military threats such as the submarine-launched ballistic missiles and intercontinental ballistic missiles. Lastly, in executing threats, we should consider that the current action influences credibility and reputation of the ROK, which in turn affect the decisions for future provocations. North Korea's WMD/missile threats may soon become critical strategic-level threats to South Korea. In retrospect, the first debate on building a missile defense system in South Korea dates back to the 1980s. Mostly the debate has centered on whether or not South Korea's system should be integrated into the U.S. missile defense system. In the meantime, North Korea has become a small nuclear power that can threaten the United States with the ballistic missiles capability. If North Korea completes the SLBM program and loads the missiles on a submarine with improved underwater operation capability, then, South Korea may have to face the reality of power politics demonstrated by Thucydides through the Athenians: "The strong do what they have the power to do, the weak accept what they have to accept."
Recently, the increased use of anti-ship guided missiles, a weapon system that detects and attacks targets in naval engagement, has come to pose a major threat to the survivability of ships. In order to improve the survivability of ships in response to such anti-ship guided missiles, many studies of means to counteract them have been conducted in militarily advanced countries. The integrated survivability of a ship can be largely divided into susceptibility, vulnerability, and recoverability, and is expressed as the conditional probability, if the ship is hit, of damage and recovery. However, as research on susceptibility is a major military secret of each country, access to it is very limited and there are few publicly available data. Therefore, in this study, a possibility of estimating the susceptibility of ships using an anti-air defense system corresponding to anti-ship guided missiles was reviewed. To this, scenarios during engagement, weapon systems mounted to counter threats, and maximum detection/battle range according to the operational situation of the defense weapon system were defined. In addition, the effectiveness of the anti-air defense system and susceptibility was calculated based on the performance of the weapon system, the crew's ability to operate the weapon system, and the detection probability of the detection/defense system. To evaluate the susceptibility estimation feasibility, the sensitivity of the detailed variables was reviewed, and the usefulness of the established process was confirmed through sensitivity analysis.
In recent years alternative navigation system such as a DBRN (Data-Base Referenced Navigation) system using geophysical information is getting attention in the military navigation systems in advanced countries. Specifically TRN (Terrain Referenced Navigation) algorithm research is important because TRN system is a practical DBRN application in South Korea at present time. This paper presents an integrated navigation algorithm that combines a linear profile-based TRN and INS (Inertial Navigation System). We propose a correlation analysis method between TRN performance and terrain roughness index. Then we propose a conditional position update scheme that utilizes the position output of the conventional linear profile type TRN depending on the terrain roughness index. Performance of the proposed algorithm is verified through Monte Carlo computer simulations using the actual terrain database. The results show that the TRN/INS integrated algorithm, even when the initial INS error is present, overcomes the shortcomings of linear profile-based TRN and improves navigation performance.
NCW which is shaping favorable conditions with obtaining initiative through superiority in C2 and information sharing is critical to the result of the war in a modern warfare. An important requirement to attain superiority through an effective networking in a war-environment is to apply QoS to ensure priority in supporting critical mission and services. In order to obtain an effective NCOE through JCS-led QoS support, standard doucments have been reviewed and analyzed to understand the current level of technology and development. In addition, QoS-related policy documents which is currently being applied by the ROK armed forces have been analyzed to substantiated the JCS-led QoS model and propose the directions of development and enhancement required in the realm of technology, policy and system.
