A Study on the Development of the Defense Standardization System (군수분야 표준화업무 발전방안)

  • Purpose: This study identified the standardization activities from the early stage of acquisition to disposal during the materiel life cycle and proposed the improvement of standardization process. Methods: Through improvement of duplicated deliberation for the revision of military specification, unification of technical change proposal reception organization, and resolution between the conflicting parts of laws and regulations, simplifying the standardization procedure and strengthening linkages between the civilian standards were gained. Results: We have redefined the concept of the standards and standardization in the field of defense and proposed the standards-driven documentary standards as a measurement standards and reference standards to expand the activities. Conclusion: Through a standardization survey, we came to conclusion that we need to change the concept of standardization in the field of national defense from making the specification to using the means of efficient management of military resources.

  • A gun is still one of the major weapons of a combat ship. To assess the ship's fire control capability which is influenced by tracking system, fire control algorithm, gun, the ship itself, target behavior, environment and engagement situation, simulation system for gun-oriented engagement for surface ship is needed. This paper proposes the process for designing and implementing a gun-oriented engagement simulation system using DEVS(Discrete Event Simulation Specification), which is a formalism based on the set theory. It consists of the following activities : 1) analyzing the characteristics of a gun-oriented engagement, 2) constructing the deterministic model of the combat ship of study with DEVS, 3) modeling properties of each entity showing as stochastic errors. With this process, the gun-oriented engagement simulation system is developed and applied for the combat system under development.

  • HLA is the IEEE 1516 standard for the interoperation among heterogeneous simulations and RTI is a technology which provides a lower infrastructure service to interoperation. In this paper, we propose a Object-Oriented federate model architecture to enhance code reusability. It improves an efficiency of the system development process, and results in development time reduction and cost saving. It also is verified its practical effect through acting HLA certification on an software developed proposed architecture.

Review of Shock Test Standards for Unifying Specification of Naval Equipments (함정탑재장비 규격통일화를 위한 충격시험기준 고찰)

  • Naval equipments are installed and used for naval vessel with different environmental conditions comparing to the commercial vessel, for example, high engine power per ship displacement size, severe vibration and shock due to high running speed and explosion from naval gun's bombardment and underwater weapons. Therefore, those equipments must be installed on shipboard with small spaces, high ambient temperature around engine room and which are required be fabricated with high resistances of vibration, shock and heat resources. But in case of commercial vessel, the performances of their recent equipments naval have been improved continuously due to the technology development of domestic shipbuilding and shipboard equipment industries, together with the related fundamental industries i.e, metal, steel and electronic industries, to an international level since 1970. With these results, it became possible to unify the specifications of shipboard equipments for the commercial and military vessels(Dual-Use). In this study, vibration and shock test standards for the commercial and military vessels will be compared and reviewed technically.

  • In this paper, a simulation model for FLAS(Fixed Linear Arrays System) is presented and methods for effectiveness analysis are studied to analyze the valid target detection effectiveness of this system. The simulation model is constructed taking the FLAS operational specification into account, and thus the change in system specification is effectively reflected on the simulation results. The computational burden is reduced by using the pre-processed simulation parameters which are calculated from the real environmental database. Also, the cell effectiveness and TMOE(Total Measurement of Effectiveness) are computed. The target detection effectiveness of FLAS can be simulated under the multiple target interference simulation. It is shown that the presented algorithm is suitable for the underwater system which needs the simulation model for the optimum system design.

  • This paper describes the results of a temperature analysis of Korea and its neighbor regions for temperature specification of weapon systems to be deployed in Korea, and introduces the concept of a standard deviation frequency of occurrence which represents a frequency of yearly occurrence. On the basis of this analysis, reasonable operational temperatures for the Korea weapon systems are recommended, and the regional frequency of yearly occurrence of temperatures worse than recommended operational temperatures in each country regions are presented.

  • Air force air-to-air combat tactics are occurring at a high speed in three-dimensional space. The specification of the tactics requires dealing with a quite amount of information, which makes it a challenge to accurately describe the maneuvering procedure of the tactics. The specification of air-to-air tactics using natural languages is not suitable because of the intrinsic ambiguity of natural languages. Therefore, this paper proposes an approach of using UML Sequence Diagram to describe air-to-air combat tactics. Since the current Sequence Diagram notation is not sufficient to express all aspects of the tactics, we extend the syntax of the Sequence Diagram to accommodate the required features of air-to-air combat tactics. We evaluate the applicability of the extended Sequence Diagram to air-to-air combat tactics using a case example, that is the manned-unmanned teaming combat tactic. The result shows that Sequence Diagram specification is more advantageous than natural language specification in terms of readability, conciseness, and accuracy. However, the expressiveness of the Sequence Diagram is evaluated to be less powerful than natural language, requiring further study to address this issue.

  • Analysis of dynamic characteristics and flight vibration test for unmanned aerial vehicles was studied by using dummy test body. The FEM model for dummy test body was supplemented by results of modal and random vibration test. The free end boundary condition to simulate flight environments was made by test setup using bungee cable. Prior to the flight vibration test using a dual electric vibration exciters, the test procedure to calculate quantitative vibration level was studied by using military specification. The actual test was successfully done by using the analysis and pretest results. From the analysis results, it was possible to determine the feasibility of the test by predicting the excitation force of the flight vibration test and to get the response of any point which could not be measured by the test. The results of this study will much contribute to the Test and Evaluation of unmanned aerial vehicles.

  • The required standards for environmental tests for communication and electronic equipment used currently in the army are not standards into which the Korean climate and use environment are taken into consideration. But the environmental testing standards of the U.S. army at the time of its establishment(MIL-STD-810) “A” version has been used without taking into consideration the Korean domestic situation and conditions by simply translating the US standards. Adherence to these standards may limit the ability to supply materials in case of emergency since the increase in the manufacturing costs according to excessively strict standards induces an increase in the acquisition cost of military equipment, unnecessarily high maintenance and repair expenses are consumed, and stocks of parts for the military use have to be retained at all times.

A Study on Development of Mid and Long-term Roadmap of National Defense Standardization by the Commercial and Military Collaboration (민.군 협력에 의한 중.장기 국방 표준화 로드맵 개발에 관한 연구)

  • The purpose of this study is to develop a mid and long-term roadmap for "Commercial and Military Collaboration Standardization(CMCS) program." We developed three layer's roadmap through systematical process. The roadmap is composed of four targets, eight projects and forty-six tasks. To evaluate the quality of the roadmap, we applied checklist method and statistical analysis. Consequently, the quality is positive and it shows that the roadmap could apply for CMCS program. In addition, it is expected to contribute to the standardization between military supplies and commercial products.
