국방규격작성 방법 발전방안에 관한 연구 (A Study on Korean Defense Specification Practice Standard Development Initiative)

  • Korean defense specifications are the technical criteria of military products and major factor of acquisition system. Weapon systems and acquisition technique have been advanced dramatically after 1990's, but Korean defense specification practice standard has stayed after early 1980's except embedded software. The current status of current Korean defense specification practice standard and trend of related design and acquisition techniques like M&S, SBA, and digital manufacturing have been reviewed. This paper suggests that transfer to product, IT oriented specification structure, adaptation of digital product model and reinforcement of engineering management systems to establish a development initiative of Korean defense specification practice standard.

  • In this study, systems and procedures for improving the research and development and purchasing projects for defense specifications were investigated, and the current situation was analyzed in terms of the disclosure and establishment of defense specifications. I would like to discuss the measures that need to be taken to improve the specification affairs of our defense sector in order to improve the production quality of military supplies. It should be noted that it is necessary to establish specifications and procedures for improving the quality of domestically purchased military supplies. Therefore, it is highly imperative to systematically establish detailed performance, and miscellaneous specifications in order to actively respond to the rapid development of superior private technologies. In addition, the barriers in the entry of the defense industry should be removed through active disclosure of the specification data, and the opportunities for participation should be expanded to promote a smooth follow-up logistics support and to improve the quality of military supplies

국방규격 적합성 검토체계 개선에 대한 고찰 (A Study on the Improvement of Defense Specification Suitability Review System)

  • Defense specification suitability review task means to examine whether to need enactment, amendment or abolition of defense specification, and realistic and efficient review environment are urgently needed by improving system. For the promotion of efficient tasks, the cycle of defense specification suitability review needs to be changed to 5 years for active specifications and 10 years for inactive specifications. To simplify the standards of defense specification suitability review, the distinction between prior management items and general management items should be abolished and the number of review items need to be reduced from ten to three. Also, in order to promote substantial defense specification suitability review, a system improvement is needed to utilize retired professionals from defense acquisition related agencies.

  • Military vehicle equipped with an antenna and a shelter for operating radar has a vibration exposure during driving time. This vibration would have influence on structure of military vehicle critically. In this paper, driving stability of the military vehicle is obtained through the vibration response analysis. And, vibration level of the military vehicle satisfied the military vibration specification through analysis and comparing the MIL-STD-810G. PSD and Grms data obtained by road test can be used for vibration test specification of cabinets and electronic equipment in shelter.

국방 성능형 규격 관련 정책제도 개선 (A Study on the Improvement of the policies and systems related to Performance Specification)

  • Performance specifications leave out unnesessary “how to” or detail and give the manufacturer latitude to determine how to best meet our stated needs. This will increase MND's access to commercial, state-of-the-art technology. However, we find that it is too early to expand the use of performance specification due to the poor domestic infrastructure. To expand the use of performance specification in defense area, this paper suggests the basic principles about which items we should select and which procedeure we should follow.

금속표면처리의 미국정부규격 (Military and Federal Specification)

  • 미국의 정부규격은 국방규격(Military Specification and Standard) 연방규격(Federal Specification Standard)이 있으며 금속표면처리에 관련된 규격인 전기도금규격, 아노다이징, 화성피막처리, 기타 코팅 규격은 40여종으로 되어있다. 이들 규격서와 표준서는 미국내 정부베이소 구매시의 금속표면처리 제품과 때로는 장비의 구입 계약시에 지침이 되고 있다. 전민간의 산업체와 일반 상품의 가공에 생산과 품질관리에 두루 적용되고 있어 국내 대미주 지역의 수출은 물론 표면처리 제품의 생산 공정에 활용-기여하고자 규격 주요내용의 기술과 구입방법을 소개하고져 한다.

  • 본 연구에서는 외국의 국방표준화 정보관리 발전동향을 살펴보고 우리나라 현 실태를 분석한 후 민수-국방분야에 공통 적용가능한 규격/표준 공통 분류목록의 제정과 이를 바탕으로 한 표준화 정보기반 통합DB의 구축 및 국방표준화 정보체계의 구축방안을 제시하였다. 규격/표준 공통 분류목록은 국방규격과 한국산업표준의 그룹핑을 통해 표준화 대상식별에 관한 보다 효과적인 방법을 제시하였으며, 표준화 정보기반 통합DB 구축을 통해 규격/표준과 다양한 정보들과의 상호참조 기반을 제공하였고, 표준화 정보체계를 통해 민수-국방분야 전반에 걸친 규격/표준정보 활용의 토대를 제시하였다.

  • 성능형 규격이란 재료, 공정 등의 구체적인 사양에 대한 명시가 없이 최종적인 요구성능, 환경 및 연동되는 부분의 호환성 확보에 대한 규제만을 함으로써 우수한 민수기술의 도입을 통하여 경제적이고 높은 신뢰성을 달성하고자 활용되는 규격으로 이미 선진국에서는 많이 작성되어지고 기존의 상세형 규격의 성능형 규격 전환도 활성화되고 있는 실정이다. 그러나 우리나라의 경우 규격 작성시 성능형으로 작성토록 규정화하고 성능형 규격 작성지침을 마련하는 등 성능형 규격 작성의 활성화에 많은 노력을 기울이고 있으나 현재까지의 작성 및 활용 실적을 보면 매우 미흡한 실정이다. 따라서 성능형 규격의 효과적인 작성/전환을 위하여 시장조사 방안, 무기체계개발 또는 부품국산화에 따른 성능형 규격 작성 방안, 성능형 규격 전환 방안, 성능형 규격 전환을 위한 절차와 방법, 성능형 규격과 상세형 규격의 혼합형태 활용을 제시하였다.

  • Purpose: A Study on the application of quality management system specification to production validation and audit in military airworthiness certification. Methods: Aircraft quality management system specification for quality assurance and production validation and audit requirements were examined to verify. Also, the system for domestic and foreign production certification were investigated. Results: Production validation and audit criteria for military aircraft by applying methods suggested Aircraft Certifications Systems Evaluation Program(ACSEP). ACSEP evaluation of the items, some items were complementary and not applied. Conclusion: As a way to ensure the safety of aircraft, confirm the correction of Production validation & audit criteria and rulemaking is necessary and how to manage for Critical Safety Item(CSI) is a need to improve.

헬리콥터 탑재 비행 시험을 위한 파드 시스템 구조 설계 (Structural Design of pod system for Helicopter Captive Flight Test)

  • The load requirements should be known to design mechanical structure. This paper proposes a generation method of load requirements using U.S. military specification to design the external mounting structure of the helicopters of which the flight environments such as aerodynamic forces and inertia forces are unknown. In this study, the load requirements which were applied at the design of the pod structure for helicopter captive flight test could be computed by using this method. The validation of proposed method was confirmed from the test flight using developed pod system.
