A Study on the Improvement Policy of the Localization Parts of the Defense Sector (국방분야 부품국산화개발 정책개선 방안)

  • The development of local defense parts has played a role a pure function such as maintenance of stable procurement source of military goods, provision of timely supply, establishment of self-defense base, creation of import substitution effect considering the whole life-cycle cost, reduction of foreign currency and protection of domestic defense industry. However, as the development success rate is deteriorating, it is time to analyze the related policies and improve the system. In order to improve the success rate of development of parts for the defense sector, it is necessary to unify the separated policies by the development-related departments and strengthen the policy support for the development companies to actively participate in the development. In addition, it is necessary to improve the paradigm for the selection of development items and change the authority of selecting development items and to delegate authority to create synergies. Parts localization development policy improvement is military support side it will contribute to strengthening defense power management by organically combining with technological development aspect and economical aspect. Development items will be linked to defense exports, which will have a remarkable effect on sales growth and job creation effects. The development of local defense parts is spreading.

An Application of Information Technology to the Revolution of Military Affairs (정보기술을 활용한 군사혁신 방안에 관한 연구)

  • To preserve competitiveness in rapidly changing world military market and to adapt themselves to newly-developed warfare, many developed counties have been readjusting their military organizations and technical procedures. In a private sector, business reengineering and other innovative efforts were made to respond to this change, using structural approaches. In the military sector, the United States is the one leading this move. She has been trying to reorganize her military structure to hold her hegemony in world politics for the coming 21st century. The purpose of this paper, is, (1) to analyze the information technology on the military revolution, (2) to deduce what to be changed, and (3) to infer how to change. The comparison between Korea and U.S. in terms of the real military situation was made to analyze these three research questions. The study was based on the structural contingency theory, one of the environmental analysis models, being introduced to explore the Revolution in Military Affairs(RMA) case in United States and Korea. The conclusion may be summarized as follows; First, information-based society which is characterized by the development of information technology and environmental, complexity and weakness in security affairs will affect the military factors such as the issue of holding information superiority, changing warfare in proportion to the military-scientific development and weakness in military security. This trend will be more deep-rooted and multiple in its influence on the military affairs.

A Study on Utilization of Drone for Public Sector by Analysis of Drone Industry (국내외 드론산업 동향 분석을 통한 공공분야에서의 드론 활용방안에 대한 연구)

  • The drone is an unmanned aerial vehicle which has no human pilot. Drones can be classified into military drones, commercial drones, and personal drones by usage. Also, drones can be classified from large-sized to nano-sized drone by size and autonomous, remote controlled drone by control type. Especially, military drones can be classified into low-altitude drones, medium-altitude, and high-altitude drones by altitude. Recently, the drone industry is one of the fast growing industries in the world. As drone technologies have become more advanced and cost-effective, Korean government has set its goal to become a top-level country in drone business. However, the government's strict regulation for drone operations is one of the biggest hurdles for the development of the related technologies in Korea and other countries. For example, critical problems for drone delivery can be classified into technical issues and institutional issues. Technical issues include durability, conditional awareness, grasp and release mechanisms, collision avoidance systems, drone operating system. Institutional issues include pilot and operator licensing, privacy rules, noise guidelines, security rules, education for drone police. This study analyzes the trends of the drone industry from the viewpoint of technology and regulation. Also, we define the business areas of drone utilization. Especially, the drone business types or models for public sector are proposed. Drone services or functions promoting public interests need to be aligned with the business reference model of Korean government. To define ten types of drone uses for public sector, we combine the business types of government with the future uses of drones that are proposed by futurists and business analysts. Future uses of drones can be divided into three sectors or services. First, drone services for public or military sectors include early warning systems, emergency services, news reporting, police drones, library drones, healthcare drones, travel drones. Second, drone services for commercial or industrial services include parcel delivery drones, gaming drones, sporting drones, farming and agriculture drones, ranching drones, robotic arm drones. Third, drone services for household sector include smart home drones.

Feasibility Study on Road Bridge Passed by Heavy Equipment Transporter (HETS 차량의 교량 통과 가능성에 관한 연구)

  • In Korea, the driving system restriction criteria is strictly applied(gross weight 400kN, axial load 100kN). Especially after the Seoungsu Bridge accident, safety factor has been strictly applied. The Safety factor is applied to the cumulative results for each steps like design, construction, maintenance of the Bridge. Because of it, the bridge is undervalued compared to its capacity. So, this generates loss for both private and military sector(eg. logistical delays, structural damage, etc.). But analyzing data from many existing researches we have confirmed that the military heavy vehicle may pass through the first class bridges. In consequence, this study have focused on determining whether HETS vehicles can pass over the first class bridge, without safety issues, using MIDAS structural analysis program. The results have confirmed that the military heavy vehicle may pass over the bridge.

  • Recently, one of the core keywords in information technology (IT) as well as areas such as business management is big data. Big data is a term that includes technology, personnel, and organization required to gather/manage/analyze collection of data sets so large and complex that it becomes difficult to manage and analyze using traditional tools. The military has been accumulating data for a long period due to the organization's characteristic in placing emphasis on reporting and records. Considering such characteristic of the military, this study verifies the possibility of improving the performance of the military organization through use of big data and furthermore, create scientific development of operation, strategy, and support environment. For this purpose, the study organizes general status and case studies related to big data, traces back examples of data utilization by Korean's national defense sector through US military data collection and case studies, and proposes the possibility of using and applying big data in the national defense sector.

  • Continuous efforts have been made to transform industrial technologies possessed by private sector for national defense purposes over decades. Among these efforts, the unification programs between military and commercial specifications resulted in cost reduction and high efficiency of military supplies. In this paper, we study the unification of reliability specifications, which seems to have been widely used for military and commercial fields. We also propose a method of developing an unified reliability specification for electro-mechanical relays.

  • One of the current focal points in the defense sector is how to strategically leverage the technologies of the Fourth Industrial Revolution in military operations. The Fourth Industrial Revolution denotes a transformational shift in the environment where automation and connectivity are maximized, primarily driven by advancements in machine learning and artificial intelligence. Coined by Klaus Schwab at the 2015 Davos Forum, this term signifies a profound change in human activities, akin to how a single machine replaced hundreds of laborers in the past. The military application of Fourth Industrial Revolution technologies is increasingly researched and anticipated to be actively implemented. Combat, as a subset of warfare, entails military actions between units conducting war. Typically performed by units to achieve one or more objectives, the concept of combat involves the fundamental ideas guiding the conduct of military operations against adversaries, both presently and in the future. Hence, it is imperative for our military to develop future combat concepts by harnessing the key technologies of the Fourth Industrial Revolution.

  • In this study, we proposed that Military Qualification System(MQS) should be reshaped for enhancement of the professional and efficient management of human resource in the military sector. It should be also prepared that Military Qualification Law and Organization to operate the MQS. By doing that, we can expect several benefits. Firstly, military professionalism is systemically managed and enhanced, secondly military qualification for military personnel will be innovatively developed, thirdly supplement of skilled personnel are secured with stabilities in the military sectors, and finally outplacement of retired personnel are also qualified with military career and training.

  • In this study, the establishment strategies of Military Standardization Information System and Integrated Database(DB) based on standardization information are provided. The establishment strategies introduced here are based on the appliable common(commercial and military) classification of specifications/standards. The common(commercial and military) classification of specifications/standards adapted in this study can be constructed through mapping by 'grouping' between the MS(Military Specification/Standards) and KS(Korean industry Standards) to increase efficiency. In detail, the establishment of Integrated Database(DB) based on standardization information provides the various channel of interactive communication among specifications/standards. Additionally, standardization information systems provide the basis of the integrated specifications/standards converged between the commercial and military sector.

A Study on Development of Quality Satisfaction Index Model for Military Goods (군수품 특성을 고려한 품질만족도 모델 개발에 관한 연구)

  • Purpose: In the private sector, many Customer Satisfaction Index Models have already been developed and are being applied in a variety of industries. In spite of continuously increasing of quality for military goods, measuring tools of Quality Satisfaction have not been developed yet. Method: In 2004, Defense Quality Assurance Agency and Seoul National University jointly developed MCSI(Military Customer Satisfaction Index) as a benchmark NCSI(National Customer Satisfaction Index), but it is limited to aply to military goods. We focused on product quality and developed MQSI(Military Quality Satisfaction Index) Model. Result: We propose a new Satisfaction Index Model(MQSI, Military Quality Satisfaction Index) that can be applied to military goods. Conclusion: In this study, configuration and variables of MQSI Model are described. Also the result of preliminary survey is briefly explained.
