Performance Evaluation for Deteriorated Masonry of Military Facilities (조적조 노후 군시설의 성능평가기준)

  • Military facilities with masonry have a great portion in the whole military facilities. But lots of them have been used for more than 20 years, the degree of deterioration of the facilities are serious. Futhermore, as insufficient budget for the facilities maintenance and poor maintenance, the performance of the aged masonry facilities have continually decreased. We suggest a structural performance assessment criteria for the military facility through literature review, interview with experts and questionnaire. The major assessment factors for the structural performance include the inclining and sinking degree of the facilities, durability of materials and resisting force of the structural members.

Risk Identification and Priority Evaluation of Military Facility Relocation by Endowment and Concession Project (기부대양여 사업에 의한 군사시설 이전의 리스크 요인 도출 및 우선순위 평가)

  • The endowment and concession has been put to practical use for the relocation projects of military Facilities. Yet, in terms of the project implementation, delay of a great deal of the projects is occurring due to related regulations and standards, as well as a lack of mutual understanding between project implementers and military units. This study analyzes the risk factors by identifying and prioritizing the potential risk factors at each stage of project implementation such as the issues that limit project characteristics and implementation. Among the derived risk factors, request exceeding facility standards in the licensing and design phases, opposition to troop relocation in the project approval phase, design change during construction phase in the construction and completion phases, dissenting opinions on endowed/conceded property in the property disposal phase and absence of facility standards in the MOA conclusion phase were found to be the main object of consideration in risk management. This study is expected to provide project managers with a guideline for effectively pursuing the projects, as it provides prioritization and optimization of risk management.

  • Ministry of National Defense, MND, established a "Master Plan of Military Facility" in 2010 based on the defense reform to prepare for future war. It was a plan for consolidating small military facilities into battalion units, reflecting on and preparing for the needs of various changes in defense environment as well as balanced growth of ROK Army, Navy, and Air Force. However, to move forward with "Military Facility Master Plan," current design criteria for military facilities need to be revised to be enacted due to numerous calculation errors in facility footprints because of the absence of a sound facility criteria. Because the future war environment will be changed from Platform basis to Network Centric Warfare basis, Command & Control capability of C4I systems is getting more important. Therefore, Successful mission accomplishment can be secured by convergence of facility and military Information Technology(IT). So, MND should quickly prepare for the operational guidance, design criteria and policy that are suitable for Network Centric Warfare accomplishment, and implement infrastructure of IT and installation of C2 facility in conjunction with consolidation movement of military facilities. In this paper, we propose the defense I3A framework in order to solve this problem.

Causes of Change Orders in the Military Facility Construction Projects and Suggestions for Improvement (군사시설 건설사업의 설계변경 요인분석 및 개선방향)

  • Change orders have been widespread in both the private and public construction sectors. In particular, in the case of G2B (Government to Business) contracts, adjustment of contract price and/or schedule extension is a frequent occurrence due to change orders. To uncover the causes of change orders and suggest an appropriate strategy, this study analyzed 296 cases of change orders in military facility construction projects from 2008 to 2010. The analysis revealed that the major causes of change orders are users' additional requirements (28.38%), a change of finishing materials (23.99%), and change of footing type (17.57%), in that order. Building on the results of this analysis, the authors suggest plans for practical improvements. Specific recommendations include 1) reflect user requirements at the early stage, 2) minimize the use of additional budget due to change orders, and 3) reduce the process and time for contract amendment, among others. The results of this study may provide significant implications to those involved in military construction projects, particularly project owners (i.e., the Ministry of Defense) and contractors.

  • The procedure of present military facility remodeling has many problems at the stage of evaluating the priorities in various remodeling projects which have been caused from lots of corps. These problems have usually happened not only because of the shortage of the cooperation system in the related divisions but also because of the nonexistence of the effective process and method for evaluating the priorities. I've reviewed the study of remodeling and military facility business and applied the AHP(Analytic Hierarchy Process) method which is effective to evaluate the priorities in various groups' decision.

  • The ROK military conluded that the dead of a young soldier, walking back to his unit was caused by a ricochet after carrying our some construction work near firing range in Gangwon Province in last Septemebr. But when it was revealed that he was hit by a stray bullet cause, this fact caused public fury. To solve these problems, we will analyze the individual fire shooting range of our military units from a safe perspective and propose ways to improve it by applying the cases of the United States, which are both permanent and scientific.

A MOS Assignment Model to Enlisted Recruits Using AHP and Goal Programming (AHP기법과 목표계획법을 이용한 신병 군사특기 분류 모형)

  • To assign the soldiers in the adequate positions I military is almost as important as managing officers because they compose the main part of military structure and equipment operators. The current Military Occupational Specialty(MOS) assignment system lacks the capability to optimize the use of recruit's potential. We suggest an MOS assignment method for enlisted recruits using the Analytic Hierarchy Process(AHP) method, this method systematically provides a method of calculation of composite relative weights of decision elements to be considered during MOS assignment and a method of quantification for personal quality of new recruits. The quantified value of personal quality, Mission Performance Capability(MPC), in this study means the mission performance capability when a personnel is assigned to a certain MOS. This paper develops a multiple objectives MOS assignment model for enlisted recruits. It uses MPC of personnels, calculated with AHP method and consensus method, as parameters. The goal constraints are assurance of filling requirement, minimization of the number of unassigned personnel to MOS, capability satisfaction of education facility and support facility, assurance of desired MPC value level for MOS assignment, and maximization of total MPC. The objective function is to terminalization of the negative or positive deviation for the above goal constraints.

A Study on the Shipyard of the Costal Counties and the Naval Castle in the Southern Gyeongsang-do (경상도 남부지역 연해 군현과 수군영진의 선소(船所)에 관한 연구)

  • The Chosun Dynasty established and implemented measures to prevent Japanese invasion into the southern coast. To this end, the number of naval vessels and the number of ships were increased, and a shipyard(船所) was constructed to protect the safety of the vessels. The shipyard is a port facility where military vessels are anchored and repaired, as well as public facilities that are needed for military training on public and land, as well as facilities for storing supplies and equipment needed for ships on land and defense at the port entrance. Despite being such an important facility for national defense, Shipyard has not been noticed. Studies have shown that the position of shipyard is divided into the riverside type and the riverbank type, which is due to the topographical features of Korea. The repair cycle of naval vessels, the carrying out of Yeonhun(prevent the water from decaying the part of the ship, a raw tree was burned to smoke) and the place of sea training also affected the construction of the Gul River(掘江). The space structure of shipyard is divided into port entry facilities for monitoring and controlling at the entrance to the harbor, border facilities for folding and repairing military vessels, and land facilities for holding land exercises and administrative work of military vessels and military equipment.

Insulation Level Assessment on the Military Residential Facilities Considering the Investment Payback Period (투자회수기간을 고려한 군 주거시설의 단열수준 산정 연구)

  • Purpose: This study, which is based on the investment payback periods, aims to suggest the proper insulation level which can be adapted to the Defense Military Facility Criteria regarding the military residential condominiums. For the energy performance simulation, it is required to collect the residential data regarding the military condominiums and climatic data concerning the regions they belongs to. The estimates through energy performance simulation are the regional heating loads and the heating transmission coefficients of building components. Method: With the heating loads, the annual heating cost saving per square meters is assessed. With the heating transmission coefficients of building components, the additional insulation installment cost per square meters is evaluated. With two outcomes, one as an annual value and the other as a present value, the investment payback period is calculated. Result: In result, it could be concluded that 55~70% insulation ratio can lead a superior residental environments as well as be contributed to the national policy associated with zero-energy buildings because the estimated investment payback period is shorter than the life span of the military residental condominiums. This upshot can be used as a foundation to enactment the Defense Military Facility Criteria associated with military residential condominiums.
