국내 군용항공기 감항인증교육과 자격관리에 관한 연구 (A Study on Education and Certification System of Military Aircraft Airworthiness in Korea)

  • Advanced nations such as US and Europe have recognized the importance of the aircraft airworthiness and have been operating airworthiness certification system by their government since long time ago. In Korea, airworthiness certification personnel education program has been proceeding, since certification system of military aircraft airworthiness has been legislated. On this study, education course, education content for each course, education operating method and license management related to airworthiness certification personnel education and drew out adequate plan for domestic circumstance through studying aviation advanced nations cases. The proposed education course is divided into basic course, professional course and retraining course, considering its level of education and operation of education course has been recommended to a professional education institute designated by korea government and proposed to acquire authorized certificate for those who completed the education course. We hope to improve the method proposed as a result of the study such as education content, operating program, license management systematically and efficiently as years go by to develop into leading nation for airworthiness certification education and increase the benefit and confidence of nation.

전술급 무인항공기 비행제어시스템의 감항인증 사례연구 (Airworthiness Case Study for the Tactical UAV's Flight Control System)

  • This paper presents the case study of the airworthiness certification for the flight control system of tactical UAV. Airworthiness regulations for flight characteristics and design and construction based on the STANAG 4671 are selected, and safety assessment is performed. Stall protection on wing level and turning flight criteria, and flap interconnection system failures were analyzed and applied to the flight control system design. The Hardware-in-the-loop simulation including math model, integrated system verification and validation test and failure mode and effects test were also performed and they are used to validate the means of compliance of the proposed airworthiness.

  • 미국 FAA에서 민간 항공기에 대한 감항인증 시 채택되고 있는 DO-178C 가이드가 최근 국내에서도 군 항공기 감항인증을 위한 가이드로 채택되고 있는 실정이다. 이것은 군항공기 감항인증 담당자가 소프트웨어 개발 문서들을 점검할 때 모든 문서들이 DO-178C 가이드에 따라 검증되었는지 여부를 검토한다는 것을 의미한다. 그러나 군항공기용 인터콤 장비의 국산화 개발 시 DO-178C 가이드 준용 요구사항이 없었기 때문에 우리는 군 항공기 인터콤 제어 소프트웨어를 CMMI 레벨3에 따라 개발하였다. 따라서 우리가 인터콤 시스템의 감항인증을 고려할 때 추가적으로 필요한 소프트웨어 산출문서들을 준비하기 위해 CMMI 레벨3 기반의 소프트웨어 개발이 DO-178C 가이드와 얼마나 다른지에 대한 분석이 필요하게 되었다. 그러므로 본 연구는 CMMI 레벨3과 DO-178C 간 차이점들을 분석하고 DO-178C 가이드와 비교하여 CMMI 레벨3상의 어떤 데이터들이 항공기 감항인증 준수에 필요한지를 제시한다. 분석 결과를 통해 감항인증 시 참조되는 DO-178C 가이드 대비 CMMI모델에서 필요한 데이터가 무엇인지를 알 수 있고 향 후 CMMI 모델 환경에서 감항인증 준수를 고려한 항공기 구성품 탑재용 소프트웨어 개발시 본 연구결과를 적용할 수 있다.

  • 항공기에 탑재되는 소프트웨어는 안전과 직결되기 때문에 안전 비행을 위해서는 감항인증 기준을 따라야만 한다. 항공기 탑재 소프트웨어는 감항인증기준에 명시된 DO-178을 따라 개발되어야 하지만 방사청 무기체계 소프트웨어 개발 및 관리 매뉴얼에 따라 개발되고 있다. 본 논문에서는 소프트웨어 전문가 설문조사를 수행하였고 DO-178을 기반으로 소프트웨어 개발 및 인증 절차를 제안하였다.

Mutual Recognition of National Military Airworthiness Authorities: A Streamlined Assessment Process

  • The Air and Space Interoperability Council (ASIC) has adopted the European Defence Agency (EDA) process for inter-regulatory military airworthiness authority recognition. However, there are gaps in the application of this process to nations outside of the European Union. This paper proposes a model that can effectively map diverse technical airworthiness regulatory frameworks. This model, referred to as the Product-Behaviour-Process (PBP) Bow-Tie model, provides the systematic structure needed to represent and compare regulatory frameworks. The PBP Bow-Tie model identifies key points of difference that need to be addressed, during inter-agency recognition between the two regulatory authorities. With the intention to adopt global use of the EDA process, the proposed PBP Bow-Tie model can be used as a basis for the successful recognition of regulatory frameworks outside of the European Union. Iris plots produced from the implementation of this model are presented, and proposed as a suitable means of illustrating the outcome of an assessment, and of supporting the comparisons of results. A comparative analysis of the Australian Defence Force and New Zealand Defence Force airworthiness regulatory frameworks is used as a case study. The case study clearly illustrates the effectiveness of the model in discerning regulatory framework differences; moreover, it has offered an opportunity to explore the limitations of the Iris plot.

국내 고정익 무인항공기 감항인증 기술기준분석 (Airworthiness Standard Analysis about a Korea Fixed Wing Unmanned Aircraft)

  • An unmanned aircraft refers to an aircraft which carries no human pilot and is operated under remote control or in autonomous operational mode. An unmanned aircraft system consist of a one system which include UAV(s), UAV control station and data link, etc. As the UAVs can perform the dull, dangerous and difficult missions, various kinds of UAVs with different sizes and weights have been developed and operated for both civil and military areas. It is important to develop the airworthiness certification criteria of the UAVs to minimize the risks of fatal impacts on human life and environment and to achieve the equivalent level of safety to the manned aircraft. Analysis of the KAS Part 23 and STANAG 4671 can provide guidelines for the generation of the airworthiness certification criteria for the UAVs in civil application.

  • 항공기의 개발에 있어 비행시험은 통상적으로 크게 민간용과 군용의 두 분류로 나눌 수 있다. 민간용 항공기의 비행시험은 해당 정부의 감항당국에서 제시하는 안전/성능 요구도를 항공기가 충족하는지 여부를 개발자가 확인하는 것이다. 이에 반해 군용항공기의 비행시험은 소요제기를 한 해당 정부의 요구도를 항공 기기가 충족하는지 여부를 개발자의 사전점검(DT: Developmental Test) 이후에 정부의 독립적인 평가팀에 의해 Operational Test(OT)가 수행되어 최종적으로 확인하는 과정으로 진행된다. 이 논문에서는 민수용 항공기와 군용항공기 각각의 목적상 추진되던 인증업무가 비용의 효율성 제고, 민간항공기의 군용화 추세에 따라 민간항공기 인증방안을 사용해 군용항공기의 감항인증을 추진하는 선진국의 최신동향을 살펴보고 국내의 여건 및 향후 발전발향을 제시하고자 한다.

개조 항공기 감항성 설계연구 (Airworthiness Design Study for the Modified Aircraft)

  • Airworthiness certification is a repeatable process implemented to verify that a specific aircraft can be safely maintained and operated within its approved flight envelope. Airworthiness certification activity for the FA-50 aircraft has been performed according to the Airworthiness Certification Criteria, issued in 2011 by DAPA. It is a right time to study the application of those existing ACC process and tools to the hypothetical modification aircraft. This paper describes airworthiness engineers view of the integrated activities required to substantiate the modified aircraft performance. The compliance methods applicable to the airworthiness certification criteria is also suggested. It will be useful for the establishment of the future Korea modified military aircraft's ACC with the risk assessment and methods of compliances tailored to the legacy aircraft.

군용헬기 결빙 감항인증을 위한 국내 기상환경에 관한 연구 (A Study on the Korea Weather Environment for Icing Airworthiness of Military Helicopter)

  • Based on atmosphere weather data by balloon in Osan and Gwangju area, if icing condition occurs in weather environment of altitude range where helicopter is operated was analyzed in quantitative way. Yearly icing occurrence frequency for daytime during recent three years was average 102 days in Osan, average 91 days in Gwangju. Icing weather environment to highly affect operation of helicopter varies a little according to analysis methods but icing intensity at MDT level was calculated in all the methods, and 14.5~38 times was suggested in Osan; 2.5~30 times in Gwangju. Icing at MDT level was calculated in common in all the analysis methods through wide periods such as Jan., Feb., Mar., and Nov. in Osan. In Gwangju, icing at MDT level was suggested focusing on Jan. only. Therefore, military helicopter developed in Korea is required to strive obtaining certificate of airworthiness about icing condition at MDT level for implementation of perfect operational mission and safe operation.

  • Purpose: A Study on the application of quality management system specification to production validation and audit in military airworthiness certification. Methods: Aircraft quality management system specification for quality assurance and production validation and audit requirements were examined to verify. Also, the system for domestic and foreign production certification were investigated. Results: Production validation and audit criteria for military aircraft by applying methods suggested Aircraft Certifications Systems Evaluation Program(ACSEP). ACSEP evaluation of the items, some items were complementary and not applied. Conclusion: As a way to ensure the safety of aircraft, confirm the correction of Production validation & audit criteria and rulemaking is necessary and how to manage for Critical Safety Item(CSI) is a need to improve.
