The purpose of this study was to make a mid- and long-term development plan on the business incubator center after interviewing five startups that currently being occupied in or already left the center and reviewing benchmark on business incubator centers in developed countries such as USA, Sweden, and Israel. For the interview, the three startups currently being occupied in the center and the two companies already left the center were participated. The main strengths of the center from all of these five companies were easy accessibility to the equipment and space and at the same time trustworthy from the outside vendors and/or government, etc. USA is a leading country who has long history for the startups but mostly the private companies/organizations/individuals have supported the startups in terms of funding or consulting. Also, there are countless local governments nationwide who provide funding, education, and/or space for the small businesses. Mainly based on the interview and the benchmarking, the mid- and long-term development plan for the business incubator center was made. All six themes such as consortium for investment or a local network plan were derived for the development plan which was described in this study.

Studied was a strategy of technology development for railway system in terms of railway network. First, The successful launch of the Korean HST system has not only decreased logistics burden but also significantly transformed the Korean trunk-line railway network, revolutionizing the logistics and technology sectors and reinvigorating the Korean railway industry in one century. Korean railway industry sector is now investing to develop many different types of railway system(G7, Post G7, tilting train...) so that these kinds of various railway system development should be integrated with the National Inter-modal Transportation Network Plan. To secure sufficient capacity that is required by the National Railroad Plan, the railway industry needs to establish mid- and long-term train purchase and operation strategies in compliance with railway construction and operation policies. During a railway construction planning, train operators, based on their train operation strategies, should come up with measures to closely cooperate with project operators from the planning stage through to the opening of a railway system. To be more precise, train operators should establish long-term train procurement plans reflecting both long-term national railroad network plans and plans for each railway line in order to suggest appropriate roles and schedules for each line. Also, based on the long-term railway plan, directions should be decided concerning the research and development of trains in advance.

전파항법 (radio navigation) 시스템은 항공교통, 육상교통, 측지측량, 방송통신, 국방 등 다양한 분야에서 국가 기반시설로 사용되고 있으며, 다양한 산업에서 사용되고 있다. 전파항법시스템은 여러 기술의 융합체이기 때문에 그 개발 단계에서 많은 시간과 비용이 소요된다. 선진국은 전파항법시스템 개발 초기에 국제적 호환성과 국제표준에 부합하는 국가적인 중장기 계획을 수립하고 체계적인 시스템 개발을 진행하였다. 우리나라는 전파항법에 대한 국가적인 중장기 계획의 부재로 시스템이 체계적으로 개발되지 못하고 산업발전에 효과적으로 기여하지 못하고 있다. 본 논문은 국가적인 전파항법시스템의 중장기 계획 수립을 위하여 국내외 항공분야의 전파항법시스템 기술 원리를 분석하고 기술 동향을 살펴본다. 분석된 기술동향을 기반으로 향후 국내 전파항법시스템의 기술적 개발전망과 국내 관련 산업 육성방안을 제시한다.

Recently, A manufacturing formula centered of the customer is one of the most important parts for the company competition. Especially, it is the matters of weight and importance that Make to Order(MTO) and Make to stock(MTS) is considered at the same time for designing manufacturing system based the order effectly. This paper suggests a alternative Available to promise(ATP) and capable to promise(CTP) to confirm the delivery time to customer, how to link mid-long term production plan with short term daily based scheduling, how to relate middle processes of device based industry to mid-long term plan through the example of S company in a manufacturing formula mixed MTO and MTS

This study suggests that the system improvement priority of the Natural Conservation Zone of the Metropolitan Area Maintenance Planning Law, which was enacted for about 37 years. First of all, through the precedent research and the consultation meeting, the improvement plan was divided into the short term and the mid(or long) term. Important findings and implications are as follows. The short-term priority results were 'Improve water quality regulation', 'Strengthen individual location regulations of factories and induce multi-use plan position', and 'Improvement of waterfront area regulation', which were both critical and urgent. The mid-term(or Long-term) priority results were 'To integrate development and environmental duplication regulations', 'Abolition and unification of environmental laws', and 'Adjustment and resetting of natural conservation areas', which were both critical and urgent. On the other hand, 76.4% of the residents and 64.5% of the experts are concerned about the necessity of improvement of the Natural Conservation Zone system. Both residents and experts seem to be aware of the necessity. Opinions about Improvement and mitigation of regulations on Natural Conservation Zone that were constantly raised. In the past, there was a temporary and fragmented institutional mitigation of the government. However, with the rapid development of eco-friendly technologies since 2010, Our Country Conditions is in a transition period. This study has significant implications for the improvement and mitigation of metropolitan area regulations.

A common approach to estimate long-term electric expansion plan used WASP package in Korea. But, this has a little problem for making input DG(Distributed Generation) data computer. This paper develops new program that take complementary measures for DG. Also, it is verified that this package can evaluate availability from the case studies. When this program cooperate with WASP, calculate good results creating long-term electric expansion plan.

The master plan for aggregate supply and demand aims to ensure the feasibility viability of mid/long-term aggregate supply and demand by establishing comprehensive plans for regional groups and aggregate types. In addition, It will propose ways to reduce the environmental impact of the development of aggregates and to stabilize aggregate supply and demand across the country. Also, it will seek to promote the stable development of the construction industry through policy and related amendments.

본 연구는 안양시 지역 주민과 안양시 지역 전문가들을 대상으로 설문조사 및 포커스 그룹 인터뷰를 실시함으로써, 안양시 도서관 중장기 발전 방향 수립을 위한 기초자료로 활용하고자 하는 목적으로 수행되었다. 본 연구에서 수행한 설문조사 및 FGI 분석 결과를 바탕으로 향후 안양시 중장기 발전계획 수립을 위한 주요 시사점과 논의사항들을 정리해 보면 다음과 같다. 첫째, 도서관 이용률에 비해 이용자들이 이용하는 서비스가 극히 제한적이며, 도서관 프로그램 이용률이 낮아 도서관에서 운영하는 다양한 서비스들에 대한 적극적인 홍보와 정보 제공, 서비스 이용 절차 간소화 등에 대한 현장의 개선 노력이 필요하다. 둘째, 도서관 만족도는 비교적 높았으나 일부 불만족 의견의 이유를 분석한 결과, 도서관의 접근성을 높일 수 있는 방안에 대한 고민과 함께 신간 자료 구입에 대한 적극적인 예산 투자가 필요한 것으로 파악되었다. 셋째, 특화도서관 운영에 대한 인지도가 낮아 타 지역 우수사례 벤치마킹을 통해 안양시 공공도서관만의 특화도서관 서비스 개발이 필요하다. 넷째, 향후 안양시 공공도서관은 지식정보센터, 평생교육센터, 생활편의센터로서의 기능과 함께 복합 문화센터로서의 기능을 강화해야 할 필요가 있다. 마지막으로, 안양시 도서관 운영 조직체계 개편을 통해 장기적으로 도서관 운영을 체계적으로 이끌어 갈 수 있는 컨트롤타워 구성이 요구된다.

This paper presents a methodology how to utilize management of research scheduling plan, processing, and results using Web Knowledge Database System, which integrates research knowledge management model under the Research ＆ Development Environment. The content of this paper consists of description on utilization of the Web Knowledge Database System, sharing of the Research Knowledge through design data review, communications, and management of research knowledge flow during the Research ＆ Development Period.

이 연구의 목표는 강원도 교육청 소속 22개 교육문화관(도서관)이 지역사회 내 교육, 지식과 문화공간으로서 공공도서관 입지를 더욱 확고히 하고, 지역 발전에 기여하는 데 필요한 중·장기 발전계획을 수립하고, 미래를 향한 정책적 지향점을 제시하는 것이다. 문헌 및 웹사이트 조사, 각종 공공도서관 통계 분석, 2019년 11월부터 12월 사이 도서관 이용자 설문조사와 전문가 심층인터뷰를 통해 강원도 교육문화관(도서관)의 현황 및 요구를 분석하였다. 본 연구는 분석 결과를 기반으로 사명을 도출하고, 비전, 목표, 전략, 핵심과제를 체계화하여 교육문화관(도서관) 정책 기반 강화, 교육 중심 특화장서 개발 및 구성, 이용자 친화적인 공간 재구성 및 지자체 도서관과 차별화된 서비스 제공이라는 4개 전략목표 및 16개 핵심 추진사업을 제안하였다. 강원도 교육문화관(도서관)의 운영 활성화에는 도서관 건물과 시설, 장서와 서비스, 사서 전문인력을 핵심으로 하는 하드웨어(HW), 소프트웨어(SW), 및 휴먼웨어(HW)의 3개 요소 전반의 개선 및 강화가 필요하였다. 본 연구는 이를 위해 미래에 지속 가능한 발전방안을 제시하였다.
