Due to the rapid progress of globalization, fierce international competition, a declining population, low birth rate and aging population, deficit in a difficult situation at home and abroad, Japan's local governments expand internal and external alliances and partnerships to maximize the economic benefits to the region seeking to enable in the region have efficient allocation of human and material resources through industry support, funding, and administrative efficiency for the purpose of speeding up the formation of a mega regional economies. Union of Kansai Government implements, especially in the wide area of industrial clusters, economic policy need to comprehensive planning and growth strategy such as adjusting the growth strategy attempts to promote the local economy and to enable investment planning and coordination within the current mega regions, These roles are further improving and upgrading their importance of mega regional phase in Japan's regional economic policy.

Two mega-regional negotiations are changing the landscape of Asia Pacific trade policy: an Asian track centered on ASEAN (the Regional Comprehensive Economic Partnership or RCEP), and a Trans-Pacific track centered on the Trans-Pacific Partnership (TPP) among 12 economies, including the United States, which Korea is expected to join. Modeling results suggest that both would generate substantial benefits for Korea and the global economy. From Korea's viewpoint, the agreements would establish new FTAs with China, Japan and smaller economies, improve the utilization of FTAs by permitting the regional cumulation of inputs, and help to upgrade some Korean FTAs to more rigorous standards. By participating in these agreements, Korea could also help to guide them toward inclusive, high-quality regional outcomes. As one of the region's most open and agile economies, Korea has a large stake in regional integration and would be well advised to pursue both tracks.

The Korean miracle of economic growth or development has been quite well known across the world up to now, while being subject to theorization of its model. Compared with this, however, it is quite surprising to see how little about the spatial aspect of Korean development has been exposed in the field of development studies. In fact, for Korea, competent regional policy has turned out to be an important success factor for the spatial upgrading of a low-tech growth regime into a hi-tech one. This paper dissects Korea's regional policy experiences in three aspects from which it draws up a three-tier lesson. The first aspect is the conventional (overall) regional spatial upgrading policy of a developmental regime put in place since the 1960s onwards. The second is the new regional policy tailored to the regionalization of technological and industrial diffusion for new knowledge-based economy. The third is the prospective regional policy for the future advancement of the Korean economy.

Successful hosting of mesa-events such as the universiade games usually brings many external changes such as more domestic and foreign travelers, image improvement of the host country and region as well as promotion of the local economy through improving the infrastructure for the contest. This longitudinal study analyzed the effects of the winter universiade games, which were held at Muju in 1997, on the hosting rural area, based upon a multidimensional study. As a result, the inhabitants sensed that hosting the winter universiade games had large-scale investment effects on both the tourism industry and the regional development. On the other hand, hosting this kind of event was not quite successful in terms of activating the local economy, and the environment of Togyusan National Park was harmed.

Many countries in the North East Asia are competing with each other in order to become a centre of international logistics activities. The competition to become a hub port in Far East region is now fierce. The anticipated investments on improving port facilities and attracting the mega carriers are immense for all the ports in the region and the extent of the effort could cripple the local ports and region's economy given the limited financial resources. It is, however, impossible to avoid the disastrous possibility that the massive investments could be channeled into the port, which will never become a hub port, as no port is ready to currently admit defeat and settle as a small regional port. In an attempt to minimise such disastrous waste of resources, ports need to verify the eligibility of their own. This paper tests a system dynamics model using the Port of Busan to understand and illustrate the principle guideline of investment decision making for ports.

This is an environmental analysis study for discovering specialized local sports tourism and aims to provide implications for the development of sports tourism industry in the Chuncheon region by analyzing the current status of domestic and overseas sports tourism and presenting overseas cases of specialized regional sports tourism. Therefore, through SWOT analysis and secondary data survey, implications for the development direction according to facilities, programs, and public relations and marketing were derived. Sports tourism contributes to vitalization of local economy by converging with local tourism centering on sports participation or viewing. Thus, it must be organized with differentiated products taking into account the characteristics of the area. An investigation of the main components of domestic and overseas sports tourism shows that mega sports events or specialized local leisure sports are connected to tourism resources for commercialization. In Korea, 3 to 4 local areas are discovered and supported annually through the specialized local sports tourism promotion program. This study suggests a development plan by evaluating and analyzing the performance of the Chuncheon Spo-Tour program. In terms of facility, it is necessary to construct accommodation facilities that harmonize with the natural environment, develop new programs connected to Songam Sports Town, and reinforce existing equipment. In terms of program, it is necessary to develop canoe/kayak water courses utilizing Uiam-Lake, train professionals to operate programs, and develop programs that take into consideration seasonal characteristics as well as the level of each participants. In terms of PR/marketing, it is important to build competitiveness by using ICT, improving public awareness of the sites, and adopting reasonable pricing policies. The development of specialized local sports tourism products through remedies and efforts will contribute to vitalization of local economy.

The purpose of this study is to analyze the specialist groups' perception and assessment on the urban development impacts by the EXPO 2012 Yeosu Korea, hosted from May 15 to August 15, 2012. In general, the specialist group positively evaluate about the urban development impacts of the 2012 Yeosu EXPO. They assess considerably positively, in particular on the enhancement of accessibility toward the capital region from Yeosu city, the vitalization of the local economy, the improvement of the city image, the invigoration of tourism resulted from the expansion of tourists accommodation facilities. In addition, they appraise that the urban development of Yeosu city would be advanced about 9.5 years in the wider transportation network and about 9.4 years the improvement of urban residential environment through hosting of the EXPO. They agree with that the image of Yeosu city as a site of marine tourism was significantly improved after the EXPO.
