Purpose: The purpose of this study was to investigate the ethical values of paramedics and their awareness and practice of medical information protection protocols. Methods: A survey was conducted involving 300 university students majoring in a four-year paramedical education program at two universities in Daejeon and Chungnam. Ultimately 220 surverys were subjected to analysis. Results: There was a significant difference in students' perception of medical information protection according to the need for education on medical information protection protocol (p=0.022); however, there were no significant differences in the practice of these protocols. The idealism tendency was positively correlated with the awareness of medical information protection (r=.332, p=.000) and the practice of medical information protection (r=.309, p=.001). A tendency toward relativism was significantly associated with the awareness of medical information protection (r=.138, p=.040) and not significantly related to the practice of medical information protection protocols. The tendency toward idealism tended to have a significant positive effect on the awareness of medical information protection protocols (β=.318, t=4.777, p=.000) and the degree of practice (B=.369, t=3.456, p=.001). Conclusion: Appropriate educational programs for medical information protection are needed. These programs should adhere to the characteristics of the department by linking with the training institution.

This study intends to present an effective and efficient development plan about the information protection of medical institutions, by establishing the improvement plan about Personal Information Management System(PIMS) appropriate to the characteristics of medical information focusing on medical institutions generating and using domestic medical information, and doing an empirical study on medical information protection plan. For this, in view of the medical characteristics of the existing Information Security Management System(ISMS), the study presented a study model appropriated to medical institutions based on Personal Information Management Systems index specialized for personal information, and through this, presented the vulnerability diagnosis and vulnerability improvement plan. Based on ISMS index, it designed an improvement index of personal information protection management about each index. The study conducted a survey for executives and employees about PIMS. Accordingly, it presented vulnerability diagnosis items of the current management system indexes from the viewpoint of the people who establish and mange the personal information protection about patients' medical information targeting executives and employees who serve at hospitals and can access medical information.

The purpose of this study is to find out the most successful way for the protection of medical information focusing on the electronic medical record(EMR). In this study, every aspect of the EMR is reviewed in terms of the hospital management. In particular, definitions, major functions, strengths and weaknesses of the EMR are considered. This study also examines the general development of the EMR as well as the current situation of applying the EMR. Important issues such as the protection of patient Medical information, informed consent, and the customer-oriented hospital information system are discussed and interpreted in light of the introduction of the EMR into the area of the hospital management. This study discusses the direction of legislation to strengthen the legal protection of medical records privacy in information age. The legislation trends on privacy protection of medical records in European Union and United States are analysed and the current law and regulation of Korea on medical records are compared. The issues discussed include the ownership of medical records, the patient's right of access to medical records, medical information publication for other than treatment or insurance processing use, confidentiality responsibility of provider organizations, medical information management in provider organizations, penalty for the unlawful use of patient information. This study concludes that the patients' right on medical record and provider organization's responsibility in processing patient information should be strengthened in order to protect patients' privacy and to conform to the international standard on medical record protection in the information age.

PURPOSE: To demonstrate that the training of information protection for members at medical institutions increases the information protection activities of employees. METHODS: We used the chi-square test and the logistic regression model to analyze the data of the "Healthcare Information and Communication Status Survey in 2017" (n = 2002) conducted by the Korea Health Industry Development Institute RESULTS: As a result of the analysis, the information protection activity increased when the education was received and the number of received more than the education was not received. Especially, when the management receives education, it affects the information protection activities of the employees. CONCLUSION: In order to protect medical information, medical institutions need to provide education on information protection for management and employees.

Purpose: This study sought to analyze perceptions and attitudes regarding patient personal information protection according to the general characteristics of paramedic students and their clinical practice experience. Methods: A total of 215 paramedic students from G university in I metropolitan city and D university in G do were surveyed. Frequency analysis, percentage analysis, and one-way distribution analysis were conducted using the software SPSS version 23.0. Results: First, recognition regarding the operation of laws and systems related to medical law and personal information protection was high among students who had no clinical practice experience, and there were no differences with regard to students' general characteristics. Second, the level of recognition regarding patient personal information protection and exposure did not differ depending on students' general characteristics and clinical practice experience. Conclusion: Based on the results of this study, students' recognition and attitude should be improved by carrying out continuous education on patient personal information protection. Furthermore, more specialized and systematic training related to patient personal information protection should be conducted to nurture appropriately trained paramedic students.

This study aimed to identify the relationship between the awareness of employees in medical institutes on the protection of medical information and their practice, and basic data of the development of a protection policy is presented. The subjects of the study were 433 employees of general hospitals located in G city and they were interviewed to ascertain their awareness of the protection of medical information and their practice level. The collected data was analysed with a t-test, a dispersion analysis, a Pearson analysis, and a multi-regression analysis. The mean scores on the awareness of protection of medical information was $4.0{\pm}0.7$, and that for the proficiency level was $3.7{\pm}0.7$. As a relevant factor for awareness and proficiency, education in medical information protection was significantly related to awareness. Education experience in medical information protection and the daily mean number of patients in hospitals had a significant relationship with scores on awareness.

과거 종이로 기록되던 환자의 의료정보는 점점 현대과학의 눈부신 진화와 발전으로 현재는 종이를 대신하는 전자적 시스템인 전자의무기록시스템 형태로 발전되었다. 또한 병원에서 활용되는 모든 의료정보들이 전자적시스템을 이용하여 활용되고 있는 것이 현실이다. 그러나 과학기술의 발전과 더불어 의료정보의 피해 사례는 계속 증가할 것으로 보인다. 보험사기 예방을 위해 의료정보를 공유해야한다는 보험단체들의 주장, 개인정보를 얻기 위해 금전적 불법거래가 성행되고 있다는 뉴스 등을 접할때면 의료정보 보호에 관한 대책 마련이 절실함을 의미한다. 따라서 의료정보와 관련된 유출상의 문제점을 정확히 파악하는 것은 의료정보 유출의 부작용을 예방하고 의료정보 보호와 미비점을 보완하는 선결과제인 것이다. 따라서 현재의 의료법 및 개인정보보호법제만으로는 의료정보의 표준화와 의료정보보호 등을 규율할 수 없고, 의료정보에서 발생되는 여러 문제들을 보호하기에는 미흡하다고 판단된다. 따라서 본 논문은 미흡한 의료정보관련 법제의 연구를 위한 선결 과제로 의료정보의 유출로 발생될 수 있는 문제점을 파악하는 것이 무엇보다 중요하다고 판단되며, 이에 의료정보의 유출로 인한 문제점을 파악하고 의료정보를 보호할 수 있는 입법방안을 중심으로 연구하고자 한다.

In a broad term, health and medical data means all patient information that has been generated or circulated in government health and medical policies, such as medical research and public health, and all sorts of health and medical fields as well as patients' personal data, referred as medical data (filled out as medical record forms) by medical institutions. The kinds of health and medical data in medical records are prescribed by Articles on required medical data and the terms of recordkeeping in the Enforcement Decree of the Medical Service Act. As EMR, OCS, LIS, telemedicine and u-health emerges, sharing and protecting digital health and medical data is at issue in these days. At medical institutions, health and medical data, such as medical records, is classified as "sensitive information" and thus is protected strictly. However, due to the circulative property of information, health and medical data can be public as well as being private. The legal grounds of health and medical data as such are based on the right to informational self-determination, which is one of the fundamental rights derived from the Constitution. In there, patients' rights to refuse the collection of information, to control recordkeeping (to demand access, correction or deletion) and to control using and sharing of information are rooted. In any processing of health and medical data, such as generating, recording, storing, using or disposing, privacy can be violated in many ways, including the leakage, forgery, falsification or abuse of information. That is why laws, such as the Medical Service Act and the Personal Data Protection Law, and the Guideline for Protection of Personal Data at Medical Institutions (by the Ministry of Health and Welfare) provide for technical, physical, administrative and legal safeguards on those who handle personal data (health and medical information-processing personnel and medical institutions). The Personal Data Protection Law provides for the collection, use and sharing of personal data, and the regulation thereon, the disposal of information, the means of receiving consent, and the regulation of processing of personal data. On the contrary, health and medical data can be inspected or delivered of the copies, based on the principle of restriction on fundamental rights prescribed by the Constitution. For instance, Article 21(Access to Record) of the Medical Service Act, and the Personal Data Protection Law prescribe self-disclosure, the release of information by family members or by laws, the exchange of medical data due to patient transfer, the secondary use of medical data, such as medical research, and the release of information and the release of information required by the Personal Data Protection Law.

본 연구는 졸업 후 의무기록사로 근무하게 될 의무기록 전공 학생들의 환자 의료정보 보호인식과 실천인식을 조사 분석하여 정보의 중요성을 인식하게하고, 의무기록 교육과정 개발 및 전공교육과 의료정보 보호정책 수립 시 기초 자료를 제공하고자 하였다. 자료조사는 4개 대학에 재학생 340명을 대상으로 2015년 5월 18일부터 6월 5일까지 실시하였고, 자료 분석은 t-검정과 분산분석, 피어슨 상관분석, 다중회귀로 분석하였다. 연구결과 보호인식과 실천인식의 점수는 5점 만점에 각각 3.55점과 3.49점이었으며, 의료정보에 대한 보호인식에서는 학년, 전공만족, 의료정보 보호 교육경험, 법률인지, 실천인식에서는 학년, 전공만족, 교육경험, 의료정보 노출피해에서 유의한 차이를 보였다. 보호인식과 실천인식은 유의한 정(+)의 상관관계가 있었으며, 실천인식에 미치는 요인으로는 정보노출 인식과 사회적 쟁점 인식, 법제도 인식이 유의미한 정(+)의 영향을 미쳤다. 이러한 연구를 바탕으로 보호인식과 실천인식을 높이기 위해서 대학에서부터 의료정보의 유출로 인한 피해와 의무기록 관리의 중요성을 교육시켜 인식을 향상시켜 나가는데 기여할 수 있을 것으로 기대된다.
