A Study on Development Strategy of Green Health Industry Specialized fields in Gangwon-do Privince (강원도형 녹색건강산업 특화분야의 발전 방안)

  • As Gangwon-do Province needs an environmental-friendly alternative tourism according to low carbon green growth, this study analyzes specialized fields in green health industry, selects seven specialized fields in green health industry that is fit to Gangwon-do Province, and suggests a development strategy by conducting recognition surveys on preference and impotence of the specialized fields. Surveys and interviews are conducted of 106 students at Green Health Industry Education Center which is operating by Kwandong University and 84 persons who work at medical institutions and tourism related companies in Ganwondo. The surveys and interviews were completed from November 5 to November 19 in 2010, determined factors through a factor analysis when they have many questions, and analyzed by using SPSS 14.0. Out of the seven specialized fields, rest & recuperation field is highly recognized. In order to have competitive edge compared to other self-governing provinces, Ganwon-do Province should prioritize rest and recuperation field. A healthcare program in the green health industry specific to Ganwon-do Province includes hot springs and spa programs as a priority. Gangwon-do's hot springs are deemed to be competitive resources as global medical tourists prefer spa and sauna healthcare programs, while the province promotes its spring resources and builds medical tourism infrastructures. Gangwon-do Province can promote a medical tourism industry that is well suitable for the strength and characteristics of the province. It might pursue oriental medicine therapy tourism, which is related to a recuperating medical service that uses both oriental and western medicine. It can also run such programs as forest bathing (oxygen road), spring and spa, and sea water treatment, which are the specialized fields in green health industry with respect to recreation and healthcare.

  • Recently, it has been argued that it is necessary to attract foreign patients outside domestic insurers and to allow foreign doctors to treat in domestic hospitals in order to develop the insurance industry and revitalize the medical industry. Currently, large medical institutions in Korea are attracting foreign patients in connection with foreign insurance companies. It is desirable to increase the number of overseas patients who want excellent medical services in Korea, and to provide opportunities for domestic insurance companies to attract overseas patients by expanding job creation through a revitalization of the medical industry. Therefore, this study suggests the development direction for insurers who aim to attract foreign patients through the side effects of attracting foreign patients in accordance with the Financial Services Commission's plan to strengthen the competitiveness of the financial industry. In addition, this study intends to contribute to the strengthening of the competitiveness of attracting foreign patients, through domestic insurance business, to the insurance direct payment market for overseas patients using domestic medical institutions that are concentrated in foreign insurance companies and in the blind spot of domestic law application.

  • We observe the proton signals produced by laser interaction with thin-foil targets of polyimide and of copper. We change the thickness of the polyimide target to $7.5{\mu}m$, $12.5{\mu}m$, and $50{\mu}m$. High-energy protons with the maximum energy of ${\sim}2.3\;MeV$ from $7.5{\mu}m$ thick polyimide are observed. This proton beam with the maximum energy of multi-MeV has various applications such as a proton shadowgraphy.

Review of Responsibility in Case of Medical Tour Disputes (의료관광 분쟁시 책임주체에 대한 검토)

  • Medical tour can be said to be a new high added-value tour industry of 21st century. The development of varied and distinguished medical tour products by each country will further vitalize the medical tour industry. As the interest in such medical tour increases, it is necessary to analyze the demand and interests of tourists accurately and prepare medical tour products to be provided in order to develop and promote medical tour products. The government considers the medical tour industry as an industry with high expected effects in job creation through promotion of experts in global healthcare industry and national economy development through high added-value creation, and has expanded aid policies in medical tour field with improvement of medical tour immigration system, one-stop service system for medical tourists, and medical tour labor force promotion system. Nevertheless, there are disputes between foreign patients and medical tour inviting businesses, along with medical accident disputes between foreign patients and medical staff and disputes with those working in the tourism industry. This article reviews the types of disputes occurring around the inviting businesses related to medical tours and tried to review the resolutions. Through this, it was found that medical tour inviting businesses have the responsibility to connect the mediated benefits and risks and also the responsibility to process the tasks. Thus, in case dispute occurs due to passive actions from establishing agency agreement to active mediation results, it is difficult to escape the liabilities. Also, in a medical tour agency contract, the inviting business must be aware that it bears the responsibility to explain and advise the details on benefits and risks to foreign patients. The "Guide to arbitration system for resolution of medical disputes with foreign patients" by Korea Health Industry Development Institute Act presents a method to resolve disputes according to the [laws on medical accident damage relief and medical dispute arbitration] in case a dispute due to medical accidents occurs to foreign patients when the foreign patients prepare diagnosis agreement, Whether such method is sufficient to protect foreign patients, however, is thought to require discussions from more diverse perspectives. In order to vitalize medical tourism, the development of diverse products is also important, but the countermeasures against related disputes should also be prepared. Such is expected to contribute to a greater advancement based on trust of foreign medical tourists alongside excellent medical technologies.

  • 'Healthcare 3.0' paradigm, which comes from the convergence of medical and department of ICT(Information and Communication Technology), meets the government's 'creative economy'. It has emerged as new higher value-added markets and industries, created jobs, and got the 'land of opportunity'. Despite of the global recession, the health care market in the world from 2009 to now has earned a steady growth. The annual growth rate in domestic industrial scale is expected to more than 10% higher based on 153 trillion won in 2010. In particular, combination of health care and ICT, BT(BioTechnology), NT(NanoTtechnology), which is so called 'super-convergence', leap in the health care industry, is expected to open up a new paradigm. In addition, by 2020 all of the health care industry, the IT convergence industries account for the largest proportion, and more than 50,000 of the employment are to be expected. In this study, we survey and analyze problems of medical and IT convergence technology, the future of the medical and health care industry, the demanded healthcare IT staff, finally suggest education plan of human resources required in convergence industry of medical and IT.

The Current State and Future Tasks of Medical Interpreter Policy for International Patient in Korea (외국인환자를 위한 의료통역사 정책의 현황과 과제)

  • The healthcare industry, a high-value-added business, continues to grow with the aging of the population and the development of convergence medical technology. In particular, the medical tourism industry is being pushed by advanced countries. Korea is also actively supporting projects to attract international patients. However, there is a lack of prior research on Korea's medical interpreter policy. This study analyzes the current status and problems of medical interpreter policy for international patients, and presents the task. Problems include insufficient policy control towers, lack of links with local governments, lack of expertise of medical interpreters, poor quality of medical interpreting services, and poor treatment of medical interpreters. As improvement measures, it is proposed to establish a policy control tower, strengthen the link with local governments, switch to a medical interpreter system, diversify the language of medical interpreting qualification test, improve the quality of medical interpreting service, internalize the training process for medical interpreter, give preferential treatment to medical interpreters, utilize the nurse, and train multicultural medical personnel. I hope that this study will contribute to the development of the medical tourism industry.

A Study of Russian Patients' Satisfaction on Medical Tourism in Korea with Air Ambulance Service (해외 의료관광객의 Air Ambulance를 이용한 의료관광서비스 만족도에 관한 연구 : 러시아 이용객을 중심으로)

  • Airline and medical industry in Korea have rapidly grown since 21st century. However, air ambulance service using an aircraft has not as popular as in Japan, Europe or United States. Central government has decided to start emergency helicopter service since 2011 to transport emergency patients transported in the past by fire fighter helicopter. Unfortunately, 32 OECD countries out of 33 have operated emergency aircraft system except Korea. There are more than 25 emergency helicopters in Japan, which can operate within five minutes. Such system could save a lot of social direct or in-direct cost by saving valuable lives of Japan citizens. This paper has tried to research the perception of overseas Russian medical tourists on using Air ambulance for their medical tourism to Korea. Researching air ambulance, this paper expects to find ways to enhance both medical tourism industry and airline, business jet industry. According to research results, it was proven that tangibility of medical tourism service has a positive effect on the human factor of air ambulance. The human factor has also a significant impact on the passenger comfortableness of air ambulance. Such comfortableness increases the overall satisfaction of medical tourism.

  • Blockchain technology is a new paradigm that will change existing business processes and has a significant impact on all industries, not just on specific industries. The medical industry also expects the impact of blockchain technology to be very significant. I think blockchain technology should be applied in the medical industry because the medical industry has the problem of information asymmetry due to the structural characteristics of a centralized system composed of hospitals. However, no one can be sure that the value of blockchain technology is absolutely right, and absolute trust should be avoided. Blockchain technology provides many limitations to the process in which blockchain technology is applied in the medical industry, as it can be seen as still immature in terms of security and scalability. Therefore, we analyze the application cases of blockchain technology in the medical field, current problems in the medical field, solutions and issues through Blockchain.

  • The research on the actual condition of the oriental health related industry has been made with defining it's phase. As a result, I have come to develope korean-type health model, which can solve the problems derived from the past herb medicine industry. The prospects and roles of the oriental health related industries are as follows: The phase adjustment of the oriental health related industry.   • In recent years, two major streams in medical information systems are:1) system integration among OCS(Order Communication System), EMR(Electronic Medical Record), PACS(Picture Archiving and Communication System), and ERP(Enterprise Resource Planning) and 2) system integration through medical collaboration between East and West medical service providers. One of the characteristics which differentiate the Korean medical industry from the western medical industry is the East-West medical collaboration. In many respects there are many differences between East and West medical treatment. Although East and West medical treatment have developed from different medical philosophies and standards, we assume that the better medical care can be provided by integrating their medical procedures effectively. The two possible approaches to the integration of East and West medical information systems are suggested in this paper:One is loosely coupled model and the other is tightly coupled model. EMR improves the quality of medical record which reflects the quality of clinical practice. It provides more efficient and convenient way of input, retrieval, storage, communication and management of medical data. We abstracted the standard medical procedures from the two medical procedures performed in Daejeon Oriental Hospital and Hehwa Clinic at Daejeon University and also abstracted database schema by analyzing the characteristics of information needed in East-West medical collaboration. Our EMR is composed of two types of data:one is structured data and the other is unstructured data, which are formalized by SOAP(Subjective, Objective, Assessment, Plan) format. Currently the integrated system is implemented and operated successfully for six months.
