BALANCED SCORECARD PERFORMANCE MEASUREMENT AND CONTRACTOR SELECTION USING A WEB-BASED SYSTEM

  • In a very competitive construction business environment there is a need to measure and manage business performance across a wider spectrum of business success criteria. The Balanced Scorecard (BSC) and Triple Bottom Line (TBL) reporting concepts are emerging as champions in the race for sustainable business success. The construction business organisations are often judged based on their financial performance as well as wider performance. This paper aims at developing a universally accepted tool for assessing contractors' wider business performance in the construction industry. A prototype of web-based business performance measurement system has been developed to help contractors assess their own performance aimed at uplifting their performance. The consultants/clients can also use the tool to measure contractors' performance in a value-based contractor selection. The system was developed based on the research conducted among 63 senior construction professionals and therefore further research with the participation of a large number of managers across different countries and also an upgrade of the system will be required.

  • Manufacturing companies' cost competitiveness with respect to equipment management can be achieved by satisfying additional market demands by their own capacity without purchasing additional equipments. In essence, it can be accomplished by making continuous investigation into bottlenecks and improvement on them. Therefore, equipment performance measure systems should be designed so that they can support manufacturing companies' such endeavors. With the purpose of establishing an effective equipment performance measurement system for detecting and improving bottlenecks, this study (1) suggests some desirable features that such a system should have, (2) evaluates conventional equipment performance measurement systems in terms of their usefulness for the detection and improvement of bottlenecks, and (3) proposes an improved system. We also perform a simulation experiment to demonstrate the limitations of the conventional systems and show how the proposed system can resolve the problems.

Understanding and Reducing Performance Variation in New Product Development Using Paper Helicopter Experiment (종이 헬리콥터 실험을 통한 개발단계 성능변동의 이해와 개선)

  • Purpose: In developing new products, reducing performance variation is important for competitiveness factors such as quality, cost, and delivery. This paper aims at evaluating three performance variations; measurement, performance evaluation, and manufacturing variations, and then improving product and process design, focused on paper helicopter making case study. Methods: For measurement system analysis, gage R&R (repeatability and reproducibility), linearity, stability are evaluated. Since gage R&R are not satisfactory, the measurement system is improved by adopting voice memos application of iPhone and providing standard measurement procedure. To evaluate performance variation, product deterioration and environment factor (wind speed) is considered. Since the existing design is sensitive to these noise factors, a new product design is developed, which is proven to be robust to the noise factors. Finally, manufacturing variations are evaluated with five factors which can cause variation in flight time. To reduce the impact of three significant factors, three improvement methods are applied. Results: Three performance variations are evaluated and robust paper helicopter design is presented. Conclusion: To reduce measurement and process variations, improved measurement method and paper helicopter making procedure are proposed. A new product design is also presented which is robust to deterioration and environmental variation. This paper is expected to benefit students and practitioners who want to have hands-on knowledge on new product quality improvement.

  • Knowledge management was introduced as a new strategy in many construction companies aiming at paradigm shift since Asian financial Crisis. However, intensive focusing on acquiring and sharing knowledge couldn't keep pace with the primary goal. Increasing financial profits. That is because clear strategic process and performance measurement are absent in time of the introduction of knowledge management. Based on case analysis in domestic construction industry, this research work presents an alternative plan on Balanced Scorecard(BSC) model. The objective of this study is to develop a model of strategic performance measurement in knowledge management by sorting and grasping core operational knowledge, which can draw key performance indicators accompanied by knowledge map from case study.

  • Construction companies have been required high technique and integration of management. Because they not only have got high competition, variation of customer's demands, social and economical changes but also more complex and specialization. Construction companies require performance measurement to exclude inefficiency and be aware of their business performance level, but domestic construction industry does not have adequate performance measurement system like as manufacture industry or business administration.   • Recent interests in total quality management (TQM) and business excellence (BE) had been fuelled with a range of national and regional awards. These awards are being increasingly used by organisations as part of the business improvement process and strategic benchmarking. This paper reviews the concepts and approaches of performance measurement (PM) and discusses the integration of PM with the TQM and BE philosophies. A TQM-BE-PM framework with a set of self-assessment checklists was developed. In order to complement the literature base with empirical evidence, an industry survey was conducted and a trial implementation of the framework was carried out in a leading manufacturing firm in Hong Kong. The self-assessment performance data of the fm was evaluated and then benchmarked with the industry averages obtained from the survey. This paper presents the empirical findings and discusses the applicability of the framework in measuring and benchmarking organisational performance toward continual improvement.

  • Is presenting guidance of information performance measurement as government PRM version 2.0 these common reference models in public sector. Government PRM is consisted of assessment classification system and standard line of sight and performance management standard form. Through this, is sorting performance element and define cause-and effect. Government PRM is supplying measurement categories at assessment classification system, but relative importance for application standard by measurement categories is not presenting. In this study, importance for government PRM's measurement categories been applying by commonness Test of information performance measurement of public sector wishes to deduce estimation and priority. Research model used Fuzzy QFD, and designed so that can reflect well PRM's development purpose. I applied Fuzzy AHP and FPP method that graft together fuzzy theory to minimize uncertainty and ambiguity in that expert opinion. Is drawn to element that "Standard model offer for information department and management" is the most important in government PRM's development purpose. "Quality of service" is showing the highest priority in customer results in measurement category. Importance for government PRM's measurement categories can offer common valuation basis in government and public institution. Hereafter if examine closely quantitative cause-and effect for structure model of measurement classification system when study government PRM more objective and efficient reference model become.

  • Many companies are struggling with the issue of performance measurement because a generally accepted framework does not exist. The Balanced Scorecard is designed to help firms that have historically overemphasized short-term financial performance. In this article, we discuss the interrelation between supply relationship and BSC. The Balanced Scorecard to measure quality performance with respect to supply relationship is suggested. Based on the survey of 84 venture firms, the validity of the measurement tool is tested statistically. Consequently, it was found that the suggested items have validity to measure supply relationship quality performance

  • Nowadays, BSC presented by alpan is observed by many enterprises and is being operated gradually. BSC includes non-financial factor as well as financial factor in performance assessment and it is a tool that will be able to evaluate even strategy of long-term view. In point of performance management, BSC brings in relief importance on non-financial performance as well as financial performance and it shares with viewpoint of 4 things of financial viewpoint, customer viewpoint, internal process view point, learning and growth viewpoint. then these make an array with vision and strategy of organization by causal relationship, it presented necessity of performance control on organization as center on KPI of inner of each viewpoint. Thus, study on measures and control of management performance is progressed actively and is accomplishing much development. This study is aimed at calculation of weight that is able to reflect its importance about AHP on KPI of each viewpoint. The purpose of this study is to present desirable performance measurement model and to give a weight in consideration of working-level character.

  • A good business performance measurement system is an effective tool io sustained growth in profits. Although interest in creating performance measurement models is widespread, a well-designed system is rare. To be successful in today's competitive environment, a performance measurement system should incorporate strategic success factors and contain financial and non-financial measuring index to carry out strategic management. In the 1990s, Kaplan & Norton introduced a concept called the Balanced Scorecard. The Balanced Scorecard supplements traditional financial measures with criteria that measured performance from three additional perspectives - those perspectives of customers, internal business processes, and learning and growth. This paper presents five measuring index criteria for each perspective. To calculate the relative priority for These measuring index, we investigate weights investigated by interviews with management consultant. Then, AHP method is employed for calculating priority weight. Our evaluation model may be referred to as the Balanced Analytic Hierarchical Performance Model(BAHPM) in the sense that the analytic hierarchical scheme, along with the AHP, is applied. The BAHPM is the first kind of analytical model to cover a wide variety of measures. In comparison with previous evaluation models, our model shows strengths in structural flexibility, ease of incorporating feedback, group evaluation capacity, participation promotion, sensitivity analysis, and computational simplicity. A prototype based on the BAHPM can be applied to various industry sectors.
