The purpose of the study was to analyze American teacher quality management system and provide it's implications. For this, the study analyzed the main traits of American teacher policy, Pennsylvania State University's teacher cultivation system, Pennsylvania State's teacher certification, selection, and recruit system, the master teacher system of New Jersey and New York State. The main results are as the followings. First, American teacher policy is variously operated by state government and school district based on variety and autonomy. Second, for teacher cultivation in American teacher policy, the evaluation on the teacher cultivation program of teacher cultivation institute(mainly university) is strictly administrated. Third, for teacher certification, various tests for gaining teacher certificate are administered and standardized tests are used for the tests. Fourth, for teacher selection and recruit, there is no special test for selection and teacher recruit is done by contract. Fifth, for quality management using excellent teacher, America is administering master teacher that is similar with master teacher system in Korea. Finally, the innovation of teacher cultivation institute by introducing Every Student Succeeds Act(ESSA) is anticipated. Based on these results, the implications for Korean teacher policy were provided.
This study aims to draw implications by analyzing the direction of the reorganization of French teacher policy focusing on ESPE which was introduced in 2013 according to the flow of French education reform. When looking at the major changes in the French teacher training system, three revisions have been made over the last 25 years and starting from IUFM introduced in 1991 and through in 2009, ESPE, a new teacher training institute, has been introduced in 2013 and been running. ESPE is an independent professional teacher training institution for educating teachers (from kindergarten to university) as well as education specialists and the understanding of ESPE has a significance in that it can see the direction of reform of French teacher policy in the fact that all advantages of the former system is succeed at maximum and the disadvantages are complemented. When looking at the major reorganization direction of French teacher policy, first, it has strengthened its position as a research teacher by connecting teacher training with the master's degree program. Second, it pursued the balance between theoretical education and field training in teacher training. Third, eligibility criteria of teacher training become diversified and it's downgrading from master degree to bachelor degree. Fourth, teacher training, teacher recruitment exam, master degree in teaching and teacher certification are linked each other. Fifth, teacher training is made in two aspects, teachers as well as education specialists. In conclusion, French teacher policy has a great significance in terms of the fact that the will of reform improving the quality of education ultimately through establishing the status as research teacher and improving the quality of teachers can be seen.

Despite the recent emphasis on value research in mathematics education along with the significance of values from a new perspective, there has been a lack of research on the values perceived by teachers and students in Korea. This paper analyzes how fifth-grade students would perceive the values of a master teacher with expertise in elementary mathematics education after her teaching of mathematics and whether their values on mathematics learning would change. According to the study, the students recognized that the master teacher valued understanding, preview-review, picture, problem, and reason in mathematics learning. Among these, the value of understanding was perceived as the core value. An analysis of the students' values on general mathematics learning and personal mathematics learning showed that preview and review were the most important before and after the master teachers' teaching. An analysis of the changes in the values of students showed the greatest change in the value of understanding. Instead of accepting the values of the master teacher as it were, students actively reconstructed and maintained them. Based on these results, this paper has drawn implications regarding the consideration of students' values in mathematics learning.

The enhancement of the quality of the teaching practice is a major factor in securing better schooling opportunities for students. In this article, initial teacher preparation of secondary school Earth science teachers, in-service science teacher education, and improving teacher policy are discussed. Data from in-depth interviews with exemplary science teachers were used to explore how to improve the quality of science teacher education in Korea. In terms of preservice teacher education, most exemplary teachers contended that teacher education programs should provide preservice teachers with practical knowledge by translating theory into practice. Their suggestions for how to improve in-service education are also discussed. Regarding directions of improving teacher policy in Korea, the teachers proposed an alternative teacher-promotion structure that incorporates the master-teacher position. Implications for introducing action research courses into teacher (re)education programs are also discussed.
This article deals with the teacher training for a minor in mathematics. We investigate the drawbacks of the teacher training which is enforced to resolve the overabundant teachers. And we claim that theachers must get a master's degree in a graduate school of education if they get a secondary teaching certificate.
Along with concerns about deteriorating social and economic status of teachers around the world, Master Teacher System(MTS) has been considered as one of the alternatives to transform teaching profession into a more attractive job. In this study, the conditions and problems associated with the MTS in China is analyzed to draw implications for South Korea, which recently legalized the MTS. Research framework including four research questions is developed based on the controversies surrounding MTS of South Korea. The main findings show that the MTS in China was introduced to improve teachers' social and economic status along with the quality of prospective teachers. A very small number of master teachers are selected through rigorous standards including longer service period. They are given additional monetary and non-monetary compensations in return for their teaching-learning leadership and responsibilities. As highly respected educators, they enjoy the lifelong benefits, although they are annually evaluated. It is evident that the MTS has contributed to improving the attractiveness of teaching profession in China. Nevertheless, there are many problems associated with selection standards and methods of master teachers, their roles, compensation, evaluation and terms of service. Recent criticism due to changing circumstances surrounding education in China makes the MTS more questionable. Based on the findings, major implications for future directions of MTS of South Korea are drawn and suggested.

This Qualitative study investigated a preservice teacher's developing views of learning with the influence of constructivist epistemology taught in the Math, Science, and Technology Education (MSAT) Master of Education (M. Ed.) preservice teacher education program. The MSAT teacher education program employs constructivist aspects of teacher education and generates applications of constructivism to the practice of teaching, as revealed by faculty interview data. It is important at this point to emphasize that there are significant epistemological and ontological differences between different versions of educational constructivism (i.e., individual, radical, and social constructivism) and that these differences imply different pedagogical practices. For the 16 preservice teachers included in a larger study, the epistemological and ontological characteristics for each teacher's developing views of learning were identified through four in-depth interviews. Data from interviews were used to construct a constructivist profile for each preservice teacher's views of learning (i.e., a profile containing ontological beliefs, epistemological commitments, and pedagogical beliefs). Of the sixteen participants in the larger study, five significantly changed ontological and epistemological beliefs and eleven did not. Profile changes for the five who did change also resulted in changes in their conceptions of science teaching and learning (CSTL). In this article, one of the five teachers case was presented with rich quotes. This case study documents how a preservice teacher transferred his ontological and epistemological beliefs to his pedagogical beliefs and maintained the consistency between his philosophical beliefs and CSTL. It also demonstrated implications that changes in components for an educational constructivist profile have for a preservice teacher's view of himself as teacher. Data indicated the possibility that a constructivist-oriented preservice teacher education program can influence students' conceptions of science teaching and learning by explicitly introducing constructivism as an epistemology rather than as a specific method of instruction. Implications for both instructional practices of teacher education programmes and research are discussed.

The purpose of this study is to explore the meaning and essence of the learning experiences of K University students majoring in educational school librarianship. In order to achieve the purpose of the research, an open-ended question-based focus group interview was conducted for 12 major students who had graduated from K University's master's degree course within two years. By analyzing the contents of the answers, 9 themes, 35 categories, and 104 concepts were derived from the learning experience in the master's course. Looking at the main analysis results for each area, the motive for entering the master's course was to acquire a librarian teacher qualification, which is a condition in applying for the employment examination. The Satisfaction with the learning experience was an average of 7.66 out of 10 points. In addition, the most dissatisfied parts during the master's course was the contents of the subjects and classes that were not helpful in the operation of the school library and the employment examination for librarian teachers, therefore the response was that improvement is necessary for the future development of the librarian master's degree curriculum.
The purpose of this study is to analyze the view of pre-service teachers' about middle school teacher's role using reflective writing. Pre-service teachers considered meaning of education is sympathy and discovery. Therefore they considered middle school teacher's role is discoverer of dream and subject master. The consideration of pre-service teachers' about education and middle school teacher's role was affected by their schooling experience. The conclusions drawn from this study are follows: First, the view of pre-service teachers' about teacher's role must not judgement according as former grouping on teaching profession. Second, The view of pre-service teachers about middle school teacher's role is different with reality. So middle school management should be improve to minimize foreseeing dilemma. Third, To do improve pre-service teachers' reflecting thought, various opportunity should be supported. Forth, it is need the institutional improvement and reflection for pre-service teachers' curriculum.

In the United States, it is 12-13 years. But in Korea, it is more than 30 years. That means the teachers who taught for many years are considered as competent teachers in Republic of Korea based on the economic factors of educational effects. In Russia and tile United States of America, teachers' academic backgrounds seriously affect ell teachers' salary. But ill Republic of Korea, teachers' academic background is a bit of a contribution to salary. In Russian federation, teachers' activities related to education, leaking abilities as well as academic background are also affect ell the salary. In Korea, older teachers have more advantages of salary and promotion than younger teachers. Principals and vice principals of Korea have influencing power over teachers because their judgements on teachers play an important part in teachers' promotion. But there is no such power of principals and vice principals in Russia and the United States of America. In Russian federation, the evaluation of teachers abilities is enforced periodically. The results of tile evaluation reflect on teachers' salary directly, After teachers are evaluated, some teachers can earn lower salaries than before. Teachers' academic backgrounds which affect ell teacher' salary are classified by courses. The teachers who have master degrees or dolor degrees of education earn much more money than the teachers who have master degrees and doctor degrees of pure science in Russian federation.
