공공형 임대물류공간 입지적정성 평가체계에 관한 실증 연구 (An Empirical Research on Location Suitability Evaluation System for Public Rental Logistics Space)

  • In recent years, market access is expected to become more important in logistics location selection. In addition, it is necessary to support logistics functions for small and medium-sized enterprises. In this study, we propose a location suitability evaluation system for public rental logistics spaces. The location selection and evaluation system of the public rental logistics space proposed in this study is composed of large (5), medium (10), and small (20) indicators. The 1st class were five factors: market factors, economic factors, transportation factors, site factors, policy and social factors, and the 2nd classifications per the 1st class, and the 3rd class for each 2nd class. After deriving the relative importance of each indicator through AHP for experts, it was verified by utilizing GIS analysis for virtual candidates in the metropolitan area. As a result of the trial application, it was evaluated that it could be applied with realistic results. In addition, it was confirmed that it is possible to apply evaluation indicators using spatial data constructed in Korea, and to use the evaluation indicators, it is necessary to perform various spatial analysis and processing tasks on raw data.

프랑스 주택 임대료 규제 및 관련 제도 연구 (House Rent Control System and Its Implementation in France)

  • Since year 2000, French housing and rent prices rose at a rapid rate and the housing market has been overheated. Face to this phenomena, the French government enacted a new law Alur which is a legislatif tool to control the private housing rent price for the cities, where the tension of the housing market is very high. This new law has impacted the housing market in two major ways. First, for the 38 cities designated by this law, the rent price's increase rate can not rise above the IRL, which is the rent reference index. Secondly, this law also permits local authorities to control the housing rent's price following the concrete price guidance. Especially in Paris, the city applicated this method for private rental housing since 2015. This city classified its own area by 14 zones. Based on the market surveys of each sector, local authority made a guidance for private housing rent's price. The guideline is consisted of average prices, maxima and minima price by types, which is classified by the construction year, number of rooms and furnished or not. Therefore, this study aims to understand french housing rent's price control system and draw implementation for korean housing rent policies. This research is meaningful for it introduces recent foreign regislations which could be helpful to control the housing market in Korea.

주택 전월세 전환율에 관한 이론 연구 - 임대 공급원가를 중심으로 - (A Theoretical Study on Conversion Rate of Jeonse Price to Monthly Rent for Housing - Focused on Rental Supply Costs -)

  • 전월세 전환율이 시장이자율 또는 임대인의 기대수익률이라면 전국의 전월세 전환율은 동일하여야 한다. 그러나 전월세 전환율은 항상 시장이자율보다 높은 수준을 유지하고 있다. 본 연구는 임대주택의 공급원가 구성요소를 현재의 주택가격, 시장이자율, 감가상각비, 보유세, 그리고 임대차에 따른 위험이 존재할 경우 위험프리미엄으로 파악하고 현재의 주택가격과 각 요소와의 관계를 파악함으로써 주택임차료를 현재 가격으로 표현하였다. 이를 통해 주택가격의 변동 폭을 암묵적으로 가정하거나 전월세 전환율에 현재의 주택가격이 반영되지 못한 단점을 극복하였다. 본 연구는 임대주택의 공급 원가를 구성 요소 간의 조합으로 표현함으로써 전월세 전환율이 시장이자율이 아니라 임대인의 필수수익률 또는 요구수익률임을 밝혔다. 이는 전월세 전환율이 항상 시장이자율보다 높은 현상도 설명할 수 있을 뿐만 아니라 전월세 전환율의 지역별 차이 및 주택 유형별 차이가 발생하는 원인도 설명할 수 있다.

Revitalization of Urban Regeneration through the Happiness Housing Project as Public Housing Policy

  • Urban space structure in South Korea when through drastic changes ever since public housing policies began their full-fledge implementation. That is, public housing policies represent the main cause for formation of the current urban space structure, as the public houses are constructed in accordance with changes of demographic/social structure, considering changes of housing demand, in urban spaces demanded by the end users. After rapid industrialization and urbanization in the 1960's, each government in different periods have implemented housing supply policies through massive urban developments, to resolve the issue of housing shortage and residential instability. Phase 1 New Towns were developed in the 1980's resulting in suburbanization of the Seoul Area, followed by urban sprawl due to construction of small-size New Towns after deregulation in the 1990's, and construction of Phase 2 New Towns for resolution of housing shortage in the early 2000's and the resulting urban problems. In the mid-2000's, construction of Bogeumjari houses in GB areas led to insufficient housing supply in downtown areas, and the period after 2010 witnessed continuous deterioration of existing urban areas and acceleration of the rental housing crisis caused by rental housing shortage in downtown areas. Moreover, the residentially vulnerable classes consisting of young, 1~2-member households is expanding, with the real estate market in recess. Therefore, the government is trying to achieve urban regeneration through public housing policies so as to resolve the urban space problem and the housing problem at the same time, and the Happiness Housing Project has been implemented as a policy to achieve that goal. The Happiness Housing Project for young, residentially vulnerable classes in downtown areas, is going through diversification aimed at conjunction with urban regeneration projects in downtown areas, as exemplified by conversion of rental houses in residential environment improvement project districts and redevelopment/reconstruction project districts into happiness housing, and supply of happiness housing in conjunction with small reorganization projects for deteriorated residential areas in such areas as those excluded from New Town designation. Continuous supply of Happiness Housing in conjunction with urban regeneration requires mixed-use residential development which includes convenience facilities and public facilities, along with improvement of rental conditions (rental period/rent) and diversification of project methods, considering that the project is implemented in downtown areas.

Study on the Method of Analyzing Effective Demand for Housing Using RIR

  • This study aims to enhance the accuracy of effective demand analysis for publicly supported private rental housing by integrating the RIR into the traditional Mankiw-Weil (MW) model. Traditional models like the M-W model, which account for household income, housing costs, and household size, often fall short in estimating demand driven by large-scale development projects. By integrating the RIR factor, this study introduces a more accurate and practical approach to analyzing effective housing demand. Findings show that the modified M-W model incorporating RIR predicts effective demand with greater precision than traditional methods. This advancement allows developers to plan projects more efficiently and aids governments and local authorities in implementing more effective housing policies. Furthermore, the study assesses the real housing cost burden on households, elucidating their capacity to pay housing costs based on household size and income quintile. This information enables policymakers to design targeted housing support policies for specific demographic groups. Additionally, the research provides comprehensive policy recommendations tailored to various regions and housing types. Overall, this study lays a vital groundwork for the long-term analysis of the effects of economic changes and housing market trends on effective demand.

A Comparison of Housing Welfare Policies among Major Asian Countries in the Modern Era

  • The regional economic crises in the late 1990s and the global economic crisis in the late 2000s had reduced the differences in housing policies among the major Asian economies. This paper attempts to explain and compare housing welfare policy shifts between subsidizing home owning and subsidized renting from the perspectives of the economic and social roles of housing, the lock-in effect of policy processes, and the welfare provision strategy of the East Asian economies. It argues that the impact of economic crises on housing welfare policy in East Asia depended on the duration and the intensity of the crisis and the length and severity of the subsequent economic depression. Another important factor was the role of housing in the economic and social development, especially whether housing market development was considered as an engine of economic growth or revival, and whether the tools of housing policy caused the economic crisis. The loss of impetus for home ownership drive and the new emphasis on rental subsidy provision are new policy trends. Nonetheless, the economic revival since mid-2009 has caused the re-introduction of home ownership subsidies for quenching the housing affordability problems and enhancing home ownership making use of the strong economic conditions.

공공임대주택이 주변 전세시장에 미치는 효과: 서울시 장기전세주택(SHIFT)의 경우 (The Spillover Effect of Public Hosing Policy on Rental Housing Market: The Case of Seoul, Korea)

  • 본 연구에서는 서울시 장기전세주택(SHIFT 이하 시프트)이 주변 아파트의 전세가격에 미치는 영향을 분석했다. 시프트 공급단지 5km 이내에 위치한 아파트들의 전세 실거래가 데이터를 이용하여, 시프트로 인한 주변 아파트 전세가격의 변화를 추정했다. 주요 결과는 다음과 같다. 첫째, 시프트 공급 이후 2-3km 이내 아파트들의 전세가격은 공급 이전을 기준으로 4.4% 하락했다. 반면 그 보다 근접한 1-2km 이내 위치한 아파트의 전세가격은 유의미한 변화를 확인할 수 없었다. 그 이유는 시프트 단지의 공급으로 주변지역이 함께 개발되면서 아주 근접한 아파트들의 경우 시프트 공급으로 인한 가격하락 요인을 입지환경 개선으로 인한 가격상승 요인이 상쇄한 것으로 해석된다. 시프트 단지별 분석에서는 천왕2지구1단지와 서초네이처힐 1, 3, 6단지에서는 주변 아파트 전세가격을 하락시키는 효과가 나타났다. 그러나 양재1단지, 묵동리본타워, 신내3지구2단지에서는 유의미한 효과를 확인할 수 없었다. 단지별 효과가 상이한 이유는 해당 지역의 전세수요와 시프트 공급물량 등의 차이로 인한 결과로 판단된다.

외국인 주택 시장과 초국가적 주택 여과 과정: 조선족 사례를 중심으로 (Foreigners' Housing Market and Transnational Housing Filtering Process: Focusing on the Case Study of Korean-Chinese)

  • 본 연구는 지속적으로 구조적 변화를 겪으며 증가하고 있는 외국인의 인구와 주택 소비의 변화가 본국과 이주국의 주택 시장 양쪽 모두에 영향을 미친다는 사실을 밝히는 것에 목적을 둔다. 서울의 조선족 주택 시장의 형성 원인과 변화는 임대료 시장에 있어서 내국인 주택 시장과는 다른 '임대료의 고정 효과'로 인하여 외국인의 유입이 지속적으로 발생하는 것으로 나타났다. 특히 순환 이주 의향이 강한 조선족 집단에 의해 분화된 주택 시장의 밀집은 더욱 심화된 형태로 변화하고 있다. 한편 한국에서 이주 경험이 있는 조선족들이 주요 주택 소비자로 부상하면서, 연길시의 부동산 붐을 일으켰다. 조선족의 주택 투자는 연변 대학을 기준으로 '서부'에 집중되어 있는데, 연길시의 주택 공급에 영향을 미치는 도시 기본 계획과 밀접한 연관 관계를 가지고 있다. 이와 같은 이주자의 초국가적 주택 소비로 인하여, 본국과 이주국의 주택 시장을 연결함으로써 두 주택 시장에서 발생하는 여과과정을 동시에 일으켜, '초국가적 주택 여과 과정(Transnational housing filtering process)'이 발생하게 되는 것으로 나타났다.

UK Social Housing and Housing Market in England: A Statistical Review and Trends

  • Around 80% of the 63 million people in the UK live in urban areas where demand for affordable housing is highest. Supply of new dwellings is a long way short of demand and with an average annual replacement rate of 0.5% more than 80% of the existing residential housing stock will still be in use by 2050. A high proportion of owner-occupiers, a weak private rental sector and lack of sustainable financing models render England's housing market one of the least responsive in the developed world. As an exploratory research the purpose of this paper is to examine the provision of social housing in the United Kingdom with a particular focus on England, and to set out implications for housing associations delivering sustainable community development. The paper is based on an analysis of historical data series (Census data), current macro-economic data and population projections to 2033. The paper identifies a chronic undersupply of affordable housing in England which is likely to be exacerbated by demographic development, changes in household composition and reduced availability of finance to develop new homes. Based on the housing market trends analysed in this paper opportunities are identified for policy makers to remove barriers to the delivery of new affordable homes and for social housing providers to evolve their business models by taking a wider role in sustainable community development.
