방송 산업 내 플랫폼사업자와 콘텐츠사업자 간 공정거래환경 조성 연구 (A Study on Creation of Fair Transaction Environment between Platform Operator and Contents Provider in Broadcasting Industry)

  • 플랫폼 사업자와 콘텐츠 사업자 간 밀접한 상호의존관계를 갖는 방송 시장환경에서, 지상파 재송신 대가와 관련한 갈등, 프로그램 사용료 갈등 및 홈쇼핑 송출 수수료 갈등 등의 문제가 심화되고 있다. 본 연구는 국내 방송시장의 환경을 분석하고 시사점을 제시하는 한편 플랫폼과 PP간 사용료 갈등 원인 분석 및 사용료 갈등 분쟁 해소를 위한 세부대안을 제안하고자 하였다. 국내 방송시장에 대한 환경분석 결과는 다음과 같다. 첫째, 방송산업의 성장 동력이 서비스이용료나 콘텐츠 사용료와 같은 직접 재원으로 변화하였고, 커머스가 증가하고 있다는 것이다. 둘째, 국내 방송시장의 헤게모니가 지상파에서 유료방송 그리고 OTT로 변화하면서 자발적 진입에 의한 방송 영역 전반의 독점이 해체되고 있다는 것이다. 셋째, 기존 방송시장의 해체와 재편으로 기존 규제 체계의 정비 필요성이 증가하고 있다. 한편, 본 연구는 유료방송플랫폼과 PP간 첨예하게 맞서는 사용료에 대한 분쟁을 해결하기 위해서는 PP의 수익구조 다변화, 선계약 후공급 정착 방안 및 CPS 협상력 강화 전략을 제안하였다.

  • It is very important to rationally allocate manufacturing processes because customer's needs are being various, and product life cycle in the market Is being shortened. The process allocation is needed before making process control plan and is mostly being done by the field experience or intuition of machine operator, process engineer and/or maintenance technician. Therefore, a modified allocation method using the process variation is proposed. This paper presents the result of comparative studies between current method and the proposed one.

  • Terminal market has rapidly crashed and market rates have taken a sharp plunge. The substantial throughput decrease resulted from the world economic downturn has been a finishing blow to the terminal operators in Busan. Every terminal operator is taking cost saving as its first priority and accelerating structural reform and downsizing. Under the desperate situation, the need of effective cost analysis would be highly required to effectively control operation cost and to develop new services to satisfy the different needs of the customers. Furthermore, terminal operators could reduce unnecessary activities and concentrate their resource on the more cost-effective process through the operation cost analysis. In order to suggest a new framework of the cost control of container terminals, this paper seeks to analyze terminal costs based on ABC approach by processing actual data.

  • Since the SMP(System Marginal Price) is a vital factor to the market participants who intend to maximize the their profit and to the ISO(Independent System Operator) who wish to operate the electricity market in a stable sense, the short-term marginal price forecasting should be performed correctly. This paper presents a methodology of a day-ahead SMP forecasting using ARIMA(Autoregressive Integrated Moving Average) based on the Time Series. And also we suggested a correction algorithm to minimize the forecasting error in order to improve efficiency and accuracy of the SMP forecasting. To show the efficiency and effectiveness of the proposed method, the numerical studies have been performed using Historical data of SMP in 2004 published by KPX(Korea Power Exchange).

  • It has been the paradigm of game theory that more than two utilities compete and determine the price and amount of dispatch. In order for this theory to be available on real power system, it is necessary to consider the transmission costs as well as the generation costs. In addition Independent System Operator(ISO) should be able to mitigate the congestion, recover the transmission costs and provide information for long-term capacity investment by devising reasonable pricing schemes for the transmission services. Generators also have to take the transmission costs into account when building the bidding strategies. This paper proposes an approach to analyzing the profit maximizing game considering the transmission cost in a competitive electricity market.

약정 위약금 규제와 단말기 보조금 차별금지의 실효성 (Efficacy of Mobile Device Distribution Improvement Act : Long-term Contract and Cap Regulation on Breach Fee)

  • This study analyzes how breach fee under long-term contract and/or cap regulation on the breach fee can affect the impacts of "Mobile Device Distribution Improvement Act" on handset bundle price, average revenue per unit (ARPU), and social welfare. We conduct comparative analysis with an economic model of duopoly competition in price when users are under long-term contract and the breach fee can be regulated. The results show that the Act lowers the equilibrium prices, lower than incumbent price without the Act. Price of non-dominant Mobile Network Operator (MNO) can be lower than poaching price without the Act if significant portion of switching cost is breach fee or the market is significantly asymmetric. Under the significant circumstances, the Act can raise ARPU even though it improves social welfare. By contrast, the Act increases consumer surplus without affecting social welfare if breach fee is the only source of user's switching cost and is capped by the regulation, and more symmetric market and the stronger cap leads to higher consumer surplus.

  • In April of 2000, the Korea Power Exchange(KPX) was introduced into Korea electricity market. The purpose of this paper is to describe how the system operator indicates operational risks between the transmission planning and the supply and demand growth to make the market "work" and manage the power system in real time. This paper describes the experiences of kpx about the indication of operational risks including, for example, contingency analysis, voltage profile and fault capacity of three-phase short current.

  • The growth of fixed telephony has been steady but unexceptional. The number of mobile telephone subscribers, however, has increased dramatically throughout the decade. The increasing prevalence of mobile communications, in conjunction with the relatively high penetration of fixed telephony, will cause the market for converged services to become significant in coming decade. The current fixed and mobile regulatory regimes are very different. Regulation of the fixed market tends to focus on monitoring the activities of incumbent operator and ensuring that other operators can compete on a fair basis. Mobile markets have historically been more competitive, and the asymmetric nature of regulation of these markets has not been as prevalent as for fixed communications. The purpose of this paper is to identify the fixed-mobile convergence and to suggest the future regulatory principles for fixed-mobile convergence.

  • Electricity industries throughout the world are undergoing unprecedented changes. As a result, these changes lead to the separation of traditional integrated utilities and the introduction of competition in order that increase efficiency in electricity industry. Direct load control (DLC) system in competitive electricity market has a hierarchical interactive operation system, therefore, its control logic is also applied by bilateral interactive method that interchanges information related to interruptible load between operation hierarchies. Consequently, load curtailment allocation algorithm appropriate for new DLC system is required, and based on interchanged information, this algorithm should be implemented by most efficient way for each operation hierarchy. In this paper, we develop the load curtailment allocation algorithm in an emergency for new DLC system. Especially, the optimal algorithm for load aggregator (LA) that participates in competitive electricity market as a main operator for load management is developed.
