본 연구는 사회학적 신제도주의 관점에서 노인장기요양서비스를 제공하는 조직들이 평가제도를 어떻게 채택하고 집행하는지를 동형화와 분리현상으로 해석하였다. 이를 위해 장기요양서비스를 제공하고 있는 7개 기관을 대상으로 심층인터뷰를 한 자료를 질적 내용분석 하였다. 분석결과, 평가제도가 장기 요양기관의 공식적인 구조에 있어서는 동형화를 이끄는 것으로 나타났다. 그러나 장기요양기관 평가제도가 의도한 공급기관 간 경쟁을 통한 효율성을 촉진하는 방식으로 채택되기보다, 정부자원에 의존하기 위해 강압적으로 평가제도를 채택하는 것으로 나타났다. 이러한 결과는 평가제도가 정부규제에 의해 장기요양서비스를 표준화하는 양상으로 집행되고 있음을 확인시켜주었다. 또한, 동형화에 수반되는 조직의 공식구조와 실제 활동의 분리현상도 부분적으로 관찰되었다. 무엇보다 분리현상은 정부역할로서 조직의 이중구조에서 발생할 수 있는 비효율성의 문제를 개선할 수 있는 평가체계의 운용이 요구되며, 특히 돌봄 서비스의 고유성을 반영한 평가지표에 대한 개선이 시급함을 보여준다.

노동이사제도가 회사법에 도입되기 위해서는 노동이사가 우리 회사법 속에서 설명되어야 하고 도입의 불가피성이 설득되어야 한다. 그리고 주주의 기관 선임권과의 갈등도 해결되어야 하는 과제이다. 영업이익에 연동하는 배당을 받는 주주들에게 경영진은 절대적 의미를 갖는다. 반면 단체행동권을 보장받고 노동의 대가를 계약법과 노동법에 의해 지급받는 노동자에게 경영진은 노사협력의 파트너로서의 위치에 있다고 보아야 하므로 노동이사제도는 자칫 혼동의 문제점이 발생할 수 있다. 노사대결을 유발하는 기존의 '통제와 명령' 중심의 인력관리에서 벗어나 '이해와 참여, 협력하는 관계'를 형성할 수 있는 시스템을 만들어야 한다는 목소리가 높아지고 있고 기관의 이해당사자인 노동자들의 직접 경영참여를 통하여 공공기관 낙하산 임용 폐해를 개선할 수 있다는 계기가 될 수도 있다.

인터넷을 기반으로 하는 모바일 환경이 웹 정보시스템의 영역을 지속적으로 확대해가고 있다. 모바일 인터넷은 무선 네트워크 기술의 발달, 스마트 단말기기의 확산, 다양한 모바일 서비스 플랫폼의 등장 등으로 인한 모바일 콘텐츠 및 서비스가 확대되고 있다. 모바일 웹은 스마트폰이나 모바일 기기를 이용하여 모바일 네트워크나 다른 무선 네트워크에 접근해 인터넷 서비스에 접근하는 것을 말한다. 최근 국내에서 스마트폰 사용률이 급속도로 증가하고 있으며, 수많은 기업이 모바일 시장에 진입하고 있으며, 이에 따른 모바일 웹 정보시스템의 운영방안에 대한 필요성이 증가하고 있다. 따라서, 본 논문에서는 모바일 환경 구축을 위한 정보시스템의 운영방안에 대하여 국제적인 정보시스템 운영 관련 기준인 COBIT, ITIL, SLA와 한국정보화진흥원의 정보시스템 운영관련 기준을 비교 분석하였으며, 모바일 환경과 정보시스템 운영지침의 적합성을 분석하여 모바일 웹, 운영환경 및 ITIL V3을 비교 연구하였다.

연구개발특구진흥재단의 2021년 모바일 증강현실 시장 보고서에 따르면 스마트폰의 발전과 더불어 모바일 증강현실 시장의 성장으로 인해 최근 증강 현실 시장이 성장하고 있다. 증강현실 서비스를 모바일 사용자에게 제공하기 위해서는 기기별 네이티브 앱을 제작해야 한다. 하지만 이에는 멀티 플랫폼 대응에 소비되는 유지보수 비용과 앱 다운로드로 인한 낮은 접근성 등의 문제점이 존재한다. 최근에는 WebXR Device API를 활용하여 웹 환경에서 증강현실 시스템을 구축이 진행되는 추세이나, WebXR Device API를 사용한 시스템은 아직 연구단계에 있다고 판단된다. 본 논문에서는 WebXR Device API, Three JS, React를 이용하여 반응형 멀티 플랫폼 환경을 구축하여, 모바일 및 웹 사용자에게 증강현실 서비스를 제공하는 기능을 구현하였다. 실험 결과 반응형 웹 환경에서 증강현실의 연동을 성공적으로 구현되었음을 확인하였으며, 향후 웹 기반에서 동작되는 증강현실 서비스를 기대해본다.

리눅스는 핀란드 헬싱키 대학 리누스 토발즈(Linus Torvalds)에 의해 개발되었으며 마이크로소프트사의 윈도우와 경쟁자로 부각될 만큼 많은 발전을 해왔다. 현재 리눅스 사용 현황을 보면, IBM은 리눅스 탑재를 기본으로 하고 있으며 영국 정부는 데스크탑 운영체제로 리눅스 채택을 검토하고 있다. 튀니지는 국가 운영체제로 리눅스 운영체제를 채택하려는 움직임이 있고, 워크스테이션과 서버 시장의 강자인 썬(Sun Microsystems)도 리눅스 운영체제를 이용한 개발에 박차를 가하고 있다. 국내의 경우, 2002년에는 정부 차원에서 '리눅스 지원센터'가 설립되고 리눅스 활성화를 위해 '공개소프트웨어진흥법'이 제정되는 등 리눅스 지원정책이 범 정부적으로 추진된다. 이러한 이유로 리눅스 운영체제는 사회적으로나 국가적인 차원으로까지 사용성이 증대되는 시점이다. 따라서 전문인력 배출의 산실인 대학에서 리눅스 교육의 활성화 방안에 대한 논의가 공론화되어야 한다. 본 논문은 이러한 사회적 요구사항을 충족시키기 위해서 리눅스를 대학교육에 접목하고자 할 때 고려할 사항, 문제점 분석, 해결방안을 제시하는데 목적이 있다.

The optimization is an important role in wide geographical distribution of electrical power market, finding the optimum solution for the operation and design of power systems has become a necessity with the increasing cost of raw materials, depleting energy resources and the ever growing demand for electrical energy. In this paper, the real coded biogeography based optimization is proposed to minimize the operating cost with optimal setting of equality and inequality constraints of thermal power system. The proposed technique aims to improve the real coded searing ability, unravel the prematurity of solution and enhance the population assortment of the biogeography based optimization algorithm by using adaptive Gaussian mutation. This algorithm is demonstrated on the standard IEEE-30 bus system and the comparative results are made with existing population based methods.

In this raper, Economic value of reserve margin i.i presented by opportunity cost for Korean power system, and the level of compensation for spinning reserve that is necessary to operate power system stably is proposed. The generator that is giving up for opportunity to participate in energy market must take opportunity cost. it is relative to not only whole demand level but also marginal cost of each resource. In this paper, assume that all resource in Korea is equivalent to six generator for simulation. and we evaluate value of reserve in the time of high demand and low demand. Also we propose the way to improve a evaluation method by examine relationship between capacity payment and value of reserve.

Inter-Korean Economic Cooperation needs to a different strategy for developing synergy effects, suggesting they should be selected for role to the unification Korea. In the this paper, Three policy-strategies is suggested as follows. Firstly, Economic Cooperation Driving Committee of Inter-Korean Digital Cultural Content is necessary the recovering of cultual consubstantiality and the operating of business partnership in the divided peninsular. Secondly, To cultural contents cooperation between South-North Korea. the exchange of learning and information must be activated constantly. as the cultural contents is creative industrial, it needs for imagination and creative of human and understanding of a fine arts, a traditional arts. Thirdly, A policy and system is inevitable to construction of Inter Korean Cooperation Digital Contents. South-North Korea, including a North Korea having a excellent cultural heritage, must jointly recovery for cultural contents. Under social-economic system, a consumers of digital contents pay to the format creator many royalty. Therefore, We must prepare to roll out a series of new creative contents, and have competitive advantages in the global market.

A vibration monitoring is performed on a 1kW class stand alone wind turbine(W/T). When a W/T model is developed, general performance under various wind condition should be verified to introduce the product in the market. Especially, vibration characteristics within operating speed range are very important in the aspect of structural stability as well as generator's electrical efficiency. This paper examines the vibration performance of a home made 1kW W/T Various data of the W/T model are acquired in real time using a remote vibration monitoring system installed in Daekwanryung test site. Vibration stability of the W/T structure is diagnosed based upon the data and the result is used to estimate the applicability of the W/T model.

Recently, the e-business market has become a place of convergence where consumers and suppliers communicate with each other, and a new method of trading of funds has emerged in the process. Crowd-funding is one of the types of money transactions that have emerged in the online space, and its interest and trading volume have been growing rapidly recently. The platform in the online space using crowd-funding method operates in the form of online telecommunication sales, and it is in the form of producing and delivering products based on funds obtained from potential consumers by the operators involved in securing funds. However, if the participating business operators do not deliver the product or deliver the product other than the promoted product and avoid responsibility, the potential demander will not be compensated without mediation by the platform operating entity. In this study, despite the rapid growth in the market size of crowd-funding, consumers who participated in the funding are protected and able to resolve disputes in the event of a conflict amid growing complaints from potential consumers and side effects. The structure or method of crowd-funding is a new form of trading that has different features from conventional e-commerce. Therefore, the legal basis is not yet in place and the standards need to be laid out through various and sufficient discussions politically, legally, socially and culturally and economically. As the potential market and positive effects of crowd-funding around the world have been recognized, a role is required as an ecosystem for new financial transactions. And the potential market could be realized as a new industry if the right legal system and policy consultation were made.
