  • The port developments in Korea have been achieved by government because port needs large scale of funds for development and is recognized as SOC to be supplied by government. But this kind of policy has met budgetary problem to cope with rapidly increasing demands of port facilities. Thus in recent years, Korean government has tried to induce commercial capital to the construction of port facilities and allow port company to operate the facilities commercially for given period enough to compensate the investment. At present, several private ports are under construction and some will be opened in the near future. But on this stage, it is expected some problems for the reasonable port operation. This paper tried to scan and to analyze the current situation and also to find proper solutions.

  • It is difficult to expect the service improvements such as increased number of sailing and making new ship due to financial difficulty this is caused by deterioration of island dwellers. In addition, the safety of ship operation is also a problem with the supply of good sailors difficult problem of low wages and lack of safety working environment. T It is necessary to ensure the introduction of public operating system in coastal passenger shipping business to secure the public and safety. There are many practical constraints but if we obtain public sea ways, it will be possible to improve the operating system through the implementation from a subsidized line and taking off business licenses of an insolvent enterprise by enhancing safety control.

  • Along with container freights keep increasing globally, lots of containers used for inland distribution increase steadily too. In Korea, there are many modes to transfer container freights such as roadway, railroad, coastal shipment. The roadway transportation is the most common but it is considered as the most inefficient mode. This paper studies about reasons that affect to the inefficiency of roadway transport and finds solution to resolve the problem. First backhaul transportation is addressed and some suggested solutions are presented such as construction of inland inspection center or managing efficiently container management. Then mathematical model is used to show the quantitative evaluation of backhaul transport solution.

Experiment on Track-keeping Performance using Free Running Model Ship (모형 선박을 이용한 선박 침로유지 실험 연구)

  • This research presents an analysis of algorithm for ship track-keeping along a given trajectory. The maneuver of a free running model ship guiding through a simple path are presented. In order to solve the above problem, a desired trajectory is usually determined by GPS points in a pre-fixed place then these points are set in a pre-programmed navigation so that the ship would be automatically tracked. Proportional-Derivative(PD) control which is useful for fast response controllers was used in this program as a course keeping system. A high accuracy GPS receiver was installed on the model ship that could provide positions frequently, the system will compare and give out the remaining distance and heading to the target way-point. The results of ship auto track-keeping experiment will be explained in order to illustrate the adjustment in controlling parameters. These results can be utilized as a preliminary step to carry out the experiment of ship collision avoidance system and automatic berthing in the future.

  • Safety at sea continues to be an important topic for research. The factors that contribute to safety issues are often complex and unclear. Lack of non-technical skills in such areas as communication, teamworking, situational awareness, decision making etc. are well documented as directly affecting safety in high risk work settings such as on board merchant vessels. Competence in non-technical skills can be affected by various habits and circumstances that influence a worker and result in either positive thinking and behaviour or negative thinking and behaviour. Negative thinking can cause stress, anger, frustration; loneliness etc. and this can possibly result in behaviour or actions that undermine the safety of crew and ship. Factors that may contribute to these negative thoughts and behaviours are many and varied and this paper will be looking at one aspect: mobile phone use. In the Republic of Korea, dependency on mobile phones is uniquely high. Maritime students are also susceptible to such dependency and this paper will demonstrate that the symptoms associated with mobile phone addiction and dependency, and in particular the symptoms of withdrawal, are important factors that need to be mitigated in order to improve safety at sea. Although the benefits of mobile phones are many it will be suggested that over-reliance, dependency or addiction can result in negative thinking or behaviour that may directly or indirectly contribute to the factors that cause incidents and accidents at sea. It will be suggested that the most appropriate method of dealing with this problem is twofold: firstly, through training at the educational level and secondly, by encouraging the shipping industry and government to invest more into providing seafarers with better access to the communication methods that they are used to on shore in order to improve work conditions.

  • A huge marine accident causes a loss of valuable lives, property and the serious marine environment pollution. IMO adopted resolution A.949(23) to provide Places of Refuge(PoR) to 'Ship in need of assistance', which is to minimize the secondary environmental pollution caused by marine accidents. If the level of risk exceeds a certain range, it is necessary to be designated as Places of Refuge(PoR) after evaluation of potential risk, which is based on the database of several marine environmental factors. Also, it is necessary to develop skills about quantification/standardization of vessel traffic safety, complexity and risk. Because there is the close relation between the problem of designating Places of Refuge(PoR) and the policy of nation for protecting the natural environment of coastal state, it is important to prepare related legislation. In this paper, introduction of Places of Refuge(PoR) in domestic areas have been suggested based on the analysis of several foreign designating cases.

  • As the world energy consumption grows, the interest in marin energy resources is increasing. In excavating such resources, the marine riser which connects the floating structure and sea bed is an essential device. The riser system is often exposed to harsh ocean environment and thus vulnerable to damage. Since the failure of the riser system may cause serious economical loss as well as environmental problem, the structural integrity of the riser is very important. Generally, the riser is an extremely slender structure with a much smaller diameter than a length. Therefore, a structural integrity monitoring methodology for typical buildings and bridges may not be applicable. In this paper, the applicability of a damage identification method for a structure to a marine riser is examined via a numerical example. Also, recent research practices and findings for monitoring the behavior and the structural integrity of the marine riser are examined and summarized.

  • Continuous oil price rising and the regulation of carbon emmission makes companies to have higher competitiveness. because of this trend, companies are trying to establish and manage efficient logistics system to improve customer service and reduce cost, so more competitive logistics complex is needed. To construct this kind of logistics complex, proper policy and logistics system for transportation is necessary. Especially, efficient operation through establishing system of logistics at the complex is very important for low cost and environmental friendly point of view. So this paper presents logistics network operation model for efficient transportation, especially approaches the problem with Multi-Phase.

  • .Ports are usually designed as a dead en port. With an increasing tendency of ship size, the problems such as maneuvering difficulty, turning basin, tugboat fee, etc. are getting to be pointed out. For solving such problem, the conversion of the idea fro dead end port to one-way through port is encourage. To examine the advantage of one-way through port, a quantitative and systematic analyzing procedure is needed. For this, this paper evaluated the preference on the three way of departture using the fuzzy measure and integral model.

  • Global warming impacts every corner of human life. Maritime transportation and shipbuilding industries are no exception. Recent counteraction in maritime industries is accelerating to meet the zero emission by 2050. Various alternative energy sources have been studied, and recent developments in Europe show that the windship, as a proven technology, can be an attractive candidate to solve the problem. In this paper, as the alternative transportation option, to infer the performances of modern windships, the non-dimensional ratios of past tall ships and windships are studied and reviewed. In addition, the ratios are compared to estimate the position of current and future windships under consideration. It is found that regarding the ratio distributions, the current windships being planned can be either wind-assisted propulsion ships or less fully functional windships than the past tall ships.
